Canada study permit Updates: SDS Replacement Options
Introduction
In a sudden move that has caught many by surprise, Immigration, Refugees and Citizenship Canada (IRCC) has announced the immediate closure of the Student Direct Stream (SDS) program. This news will undoubtedly impact international students planning to study in Canada, especially those from countries where the SDS program provided a quicker, streamlined study permit process. Here, we break down what the SDS closure means, how it may impact students, and the steps students can take to navigate this unexpected change.
Tumblr media
What Was the Canada study permit application / Student Direct Stream (SDS)?
The Student Direct Stream was a fast-track study permit in top universities processing initiative introduced in 2018 by IRCC to help international students from certain countries obtain their study permits more quickly. Originally available to students from countries like India, China, the Philippines, and Vietnam, the program eventually expanded to include applicants from several other nations. The SDS allowed for a faster 20-day processing time for applicants who met strict eligibility criteria, including proof of funds and language proficiency.
Benefits of the SDS/ Study permit alternatives Canada
The SDS program brought several key advantages:
– Faster Processing: The SDS program offered processing times as short as 20 calendar days, compared to the standard processing time of several weeks or even months.
– Certainty and Stability: Students who met the criteria could feel more secure in their study plans, knowing they would receive a faster response on their applications.
– Encouragement of Qualified Applicants: The SDS program targeted students who could demonstrate financial stability and language skills, aligning with Canada’s goals for economic contribution and academic success.
Why Has the IRCC Closed the SDS?
While specific reasons for the SDS closure haven’t been fully disclosed, the IRCC frequently evaluates and adjusts its immigration programs to adapt to new policy objectives, manage resources, and respond to operational needs. Here are some likely contributing factors:
1. Increased Demand for Study Permits: The popularity of the SDS program may have created a backlog, increasing processing times for regular applications.
2. Resource Allocation: IRCC may be reallocating resources to manage overall study permit processing, especially as international student demand continues to rise.
3. Policy Realignment: Shifting immigration priorities and strategies could have influenced this decision, possibly focusing on broader changes to Canada’s study permit framework.
Immediate Implications of the SDS Closure
Tumblr media
Here is a summary of the recent changes to Canada’s international student program in 2024, presented in a tabular format:ChangeDetailsCap on Study PermitsA cap on new study permit issuances has been introduced. In 2025, the cap will be set to 437,000 new study permits, including for master’s and PhD students.Post-Graduation Work Permit (PGWP) EligibilityNew language and field of study eligibility criteria have been implemented for students applying for a Post-Graduation Work Permit (PGWP).Work Permits for SpousesThe availability of work permits for spouses of international students has been limited.Cost-of-Living RequirementThe cost-of-living requirement for international students applying for a Canadian study permit has been updated.Summary of the Canada study permit recent changes
These measures are part of the federal government’s strategy to manage the levels of temporary residents, including study and work permit holders, in the country.
 1. Longer Processing Times
Without the SDS’s expedited process, students may now face regular study permit processing times, which can extend up to 12 weeks or more, depending on the volume of applications. This could result in delayed visa approvals, impacting students’ ability to arrive in Canada before their semester starts.
 2. Potential Increase in Study Permit Requirements
IRCC might reassess regular study permit application requirements to account for the absence of SDS. While no changes have been announced, prospective students may need to demonstrate additional proof of language proficiency or financial support, similar to SDS standards.
 3. Financial and Logistical Challenges
Students from SDS-eligible countries who counted on expedited processing may now face unforeseen challenges. Including managing finances for prolonged application timelines and adjusting travel plans. Students already in the process of applying through SDS may need to contact IRCC or their designated visa office for updated guidance.
Alternatives and Next Steps for Affected Students
If you were planning to apply to the SDS, here are some strategies and steps to consider:
 1. Stay Informed with IRCC Updates
First, monitor official IRCC announcements and updates regularly. The situation may evolve, and IRCC could provide further guidance on alternative pathways or streamlined options. Subscribe to official IRCC communications, or regularly check their website for real-time information.
 2. Communicate with Your Educational Institution
Reach out to your prospective Canadian institution, as many colleges & universities have resources dedicated to assisting international students with visa-related issues. Institutions may also provide extensions or alternative enrollment options to accommodate affected students.
 3. Consult Immigration Professionals
Consider consulting a licensed immigration consultant or legal expert familiar with Canada’s study permit system. They can help guide you through regular study permit applications and ensure you’re fully prepared with all necessary documentation.
Alternatives to Consider for Faster Processing
If you’re looking for alternatives to speed up your Canada study permit application, consider these options:
– Express Entry for Post-Graduate Students: If you have a strong academic background, researching pathways through. Express Entry post-graduation could provide an alternative for residency and work permits in Canada.
– Provincial Nominee Programs (PNP): Some provinces offer nomination programs that include educational pathways. Explore options for studying in provinces that may offer PNP streams aligned with educational programs.
– Family or Work-Related Visas: If you have family ties or work opportunities in Canada. Explore alternative visa routes that could later support on study permit applications.
 Conclusion:
Adapting to the New Normal in Canadian Study Permit Applications
The closure of the Student Direct Stream marks a significant shift for international students hoping to study in Canada. While this change introduces new challenges, there are steps you can take to adapt & make the process as seamless as possible. Stay informed, be proactive, and explore alternative pathways to achieve your academic and career goals in Canada.
Canada a top choice for international students, although the process may now require planning & patience, the opportunities for study and work remain strong. Take this time to ensure you’re fully prepared & explore all resources available to make your dream of studying in Canada a reality.
 Frequently Asked Questions
Why Did IRCC Close the SDS?
SDS closure reasons unclear, but likely tied to resource allocation and policy shifts.
Can I Still Apply for a Study Permit without the SDS?

IRCC's Decision to Discontinue Flagpoling Services for PGWP Applicants
Tumblr media
As of June 21, Immigration Refugees and Citizenship Canada (IRCC) has announced that foreign nationals are no longer able to apply for a post-graduation work permit (PGWP) at their Canadian port of entry (POE).
What is Flagpoling?
Flagpoling is a term used to describe the process where individuals leave Canada, typically to the United States, and then re-enter the country to activate a new immigration status or renew an existing one, such as a work permit. This method was popular among PGWP applicants as it allowed for a quick turnaround time and avoided the need to submit an application through the usual channels.
This change is effective immediately.
Immigration Minister Marc Miller says this measure will reduce “flagpoling” and allow border officers more time to complete “enforcement activities." It is also expected to reduce delays for travellers and speed up the movement of commercial goods between Canada and the United States.
Further, the department says that the change will increase “fairness amongst applicants” and it will continue to find other ways to reduce the use of flagpoling in future.
“While we continue to support and recognize the contributions of international graduates to Canada’s labour market, ‘flagpoling’ is unnecessary,” says Minister Miller. “The time and effort required to process applications from ‘flagpoles’ takes officers on both sides of the border away from their crucial role in protecting the safety, security and prosperity of Canadians and Americans. This measure will help prevent this practice, while maintaining the integrity of our immigration system.”
Some applicants use flagpoling to avoid the sometimes lengthy processing time for their PGWP. To address these concerns, IRCC says they are:
The Implications
With the discontinuation of flagpoling services for PGWP applicants, individuals are now required to apply for work permit extensions through the regular inland or outland application processes. This change has raised concerns among applicants who relied on flagpoling for a more efficient and straightforward renewal process.
Why the Change?
The IRCC's decision to discontinue flagpoling services for PGWP applicants is aimed at streamlining the immigration process and ensuring consistency in how applications are processed. By shifting away from flagpoling, the IRCC hopes to create a more structured and standardised approach to issuing work permits and other immigration documents.
Moving Forward
For PGWP applicants affected by this change, it is essential to familiarise themselves with the new application procedures and requirements set forth by the IRCC. While the discontinuation of flagpoling may pose challenges for some individuals, it is important to adapt to the updated regulations and comply with the new guidelines to avoid any disruptions to their immigration status.
In conclusion, the IRCC's decision to discontinue flagpoling services for PGWP applicants marks a significant change in how immigration processes are handled in Canada. While this change may present initial challenges, it is crucial for affected individuals to stay informed
and proactive in navigating the revised application procedures to ensure a smooth transition in their immigration status.
For more information regarding the updated application processes for PGWP extensions, applicants are encouraged to visit the official IRCC website for detailed instructions and guidance on how to proceed under the new regulations.
“The time and effort required to process applications from ‘flagpolers’ takes officers on both sides of the border away from their crucial role in protecting the safety, security and prosperity of Canadians and Americans. This measure will help prevent this practice, while maintaining the integrity of our immigration system.”
Some applicants use flagpoling to avoid the sometimes lengthy processing time for their PGWP. To address these concerns, IRCC says they are:
speeding up processing times for in-Canada work permit applications
simplifying online application forms and processes so foreign nationals can continue working while they wait for a decision on their new application
authorising workers to start working for a new employer right away, rather than waiting to have their new work permit application processed before changing jobs
According to IRCC, PGWP applicants accounted for one-fifth of the foreign nationals who attempted to flagpole From March 1, 2023, to February 29, 2024.
Recent changes to all flagpoling services
Recently the Canadian and United States governments announced changes to flagpoling services in general as a response to growing wait times and traffic at key POEs.
As a result of these changes flagpoling services at 12 Canadian POEs will have reduced hours of service.
To see a full breakdown of hours of service for all Canadian POEs, find IRCC’s dedicated webpage here.

Top Strategies for Maximizing Your Chances in Category-Based Draws
Category-based draws may seem like a game of chance, but there are strategic ways to increase your chances of coming out on top. By analyzing past winners and understanding the selection criteria, you can gain valuable insights into how to position yourself for success.
Play to Your Strengths
One effective strategy is to focus on entering categories where you have a competitive advantage. By showcasing your expertise and experience in a specific field, you can set yourself apart from other participants and increase your chances of being selected.
Diversify Your Entries
While it's important to play to your strengths, it's also beneficial to diversify your entries across multiple categories. This not only increases your overall odds of winning but also allows you to explore new opportunities and expand your skill set.
Stay Up to Date
To maximize your chances in category-based draws, it's crucial to stay informed about the latest trends and developments in your chosen categories. By staying ahead of the curve, you can tailor your entries to align with current industry standards and preferences.
Network and Collaborate
Building connections within the community of participants can also work in your favor. By networking with other entrants and potential collaborators, you can gain valuable insights and support that may improve your chances of success.
In recent weeks, several outlets have indicated that many immigration candidates are expressing concern over high CRS cut-off scores. Thus far in 2024, there has not been a general Express Entry draw with a minimum/cut-off CRS score below 524.
CRS scores for category-based selection draws in 2024
IRCC has conducted eight category-based Express Entry draws to date this year.
Compared to IRCC’s nine general and program-specific draws this year, the department’s CRS cut-off for category-based draws has been at least 33 points lower in every 2024 draw.
Specifically, IRCC’s eight category-based draws so far this year breakdown as follows:
Tumblr media
Accordingly, Express Entry candidates who are concerned about obtaining a CRS score that is high enough for IRCC’s general draws may find value in pursuing an ITA through IRCC's category-based Express Entry draws, as this allows eligible candidates to benefit from a generally lower CRS cut-off requirement.
Am I eligible for category-based selection?
To be eligible for an ITA through a category-based Express Entry draw, candidates must meet a unique set of criteria depending on the category they fall under.
More: Visit this dedicated webpage for more details on all six categories, and to see if you may be eligible for IRCC’s category-based draws, depending on your NOC code and other criteria.
Specifically, in addition to meeting all the requirements included in the instructions for a specific round of invitations, applicants must meet additional criteria depending on the applicable category.
French language proficiency category
Have a minimum score of 7 in all four language abilities (speaking, reading, writing and listening) on the Niveaux de compétence linguistique canadiens (NCLC)
More: In April, IRCC announced that French language proficiency will account for the majority (30%) of ITAs issued through category-based draws this year.
Occupational categories
In 2024, IRCC has chosen to focus on immigration candidates with eligible work experience in the following five industries:
Healthcare
STEM
Trades
Transport
Agriculture and Agri-Food
All occupational categories eligible for category-based selection require candidates to have at least six months of eligible full-time, continuous (or equivalent part-time) work experience in the last three years. This work experience may have been obtained in Canada or abroad.
Note: Although the list of eligible National Occupation Classification (NOC) codes varies based on the occupational category, qualifying work experience must have been obtained in a single occupation under one of the qualifying NOCs in a given category.

IRCC Approves Manitoba’s request to extend work permits for some PNP candidates
Tumblr media
Marc Miller Canada’s Immigration Minister has approved a request by the government of Manitoba to extend temporary resident status for some nominees identified in the province's Provincial Nominee Program (PNP).
Immigration Refugees and Citizenship Canada (IRCC) Updates ,All the  nominees have work permits that will be set to expire in 2024 and are those who are mainly Post Graduation Work Permit (PGWP) holders. Those individuals currently have applications in the pool for the Manitoba Skilled Worker Program, an immigration pathway aimed at filling key job vacancies within the province.
temporary workers means that 6,700 may continue the process  while working ,and the province continues to process their PNP application. The province expects that “eligible foreign nationals will receive an official nomination from Manitoba and eventually become permanent residents” within two years.
the Immigration, refugee & citizenship Canada. guidlines  says it is open to working with other Canadian provinces & territories to help in  more temporary residents into permanent residents to address national labour market needs.
More information may be available following a meeting of the Federation of Ministers Responsible for Immigration (FMRI) on May 10.
Manitoba’s PNP
The province introduced the program in  1998, Manitoba became the first province in Canada to start a program called the Provincial Nominee Program (PNP). This program was created to bring in new people who might usually move to big cities like Toronto or Vancouver. Manitoba wanted to attract them to come and live in their province instead.
The idea of the Provincial Nominee Program (PNP) worked really well in Manitoba. It helped share the good things that come from immigration across the province. After seeing this success, all other provinces and territories in Canada, except for Quebec & Nunavut, decided to do the same thing. They wanted to bring in more people to help their communities grow too.
Data also shows that 10,000 people in Manitoba transitioned from worker status to permanent residents in 2023.
In January & March this year, the province issued 1,560 Expressions of Interest to Skilled Worker candidates leading to 1,478 approvals.
IRCC data shows that in 2022, 20% of all permanent resident admissions came through the PNP. Additionally, the Immigration Levels Plan  (Canada’s admissions targets for permanent residents each year) plans to welcome 110,000 new permanent residents by the end of 2024, and 120,000 per year in both 2025 and 2026.
Changes to temporary resident levels
This is unique in Canada’s immigration space & aligns with a previously announced priority for the year and in years to come. On March 21st this year, Minister Miller announced an intention to pursue more domestic draws to help transition temporary residents to permanent residents.
In another way, IRCC plans to work with newcomers already in Canada to help them become permanent residents, rather than increasing the previously uncapped number of temporary residents who arrive in Canada each year. In 2023 Canada had a temporary resident population exceeding 2.5 million people, or 6.2% of the total population.
In 2023, 157,000 people transitioned from temporary residents to permanent residents.

Express Entry vs PNP: Which one should I apply to?
Express entry & Canadian provincial nominees represent the 2nd largest channels for new arrivals every year into Canada, among the many other programs run by immigration refugees citizenship Canada.
That means that up to 220,770 newcomers will arrive in Canada via these two channels in 2024 out of a total of 485,000 immigrants into the country.
However, for people who want to migrate to Canada, they may ask themselves: should I file my profile under Express Entry or Base PNP? It is worth noting that both routes have their own merits. In this section we shall look at how you can make your choice between basic and enhanced PNPs.
Tumblr media
What is Express Entry?
Canada’s major immigration routes include the Express Entry application management system.
For instance, in 2024, Express Entry will be the largest single way for immigrants into Canada. These programmes are intended to bring in about 110,700 permanent residents to the country.
Each of these three programs has at least one individual requirement which must be met before a person can provide a profile for inclusion in the pool of potential candidates for Express Entry. In case someone’s eligibility is verified and they submit their profiles under any of the available programs through Express entry, then such individuals become official Express Entry candidates who possess a profile in the pool.
When you submit your profile to Category based express entry Pool, all candidates have been assigned Comprehensive Ranking System (CRS) scores based on human capital factors like work experience and other characteristics.
Now, applicants should wait for a Canada Express Entry draw (either a general draw or a program specific one) that has the minimum CRS score corresponding to their CRS score in order to receive an initiation- apply (ITA)- application. After submitting successfully, an Express entry Alberta profile will be valid for twelve months with the candidate having the option of  z express & re-submitting it after expiry.
On receipt of an ITA, candidates become applicants and present their PR application within sixty days from the day they were invited by the government to apply. Upon approval of this application, immigrants are given permanent residence and can live in Canada. More details about Express Entry can be found on our dedicated webpage.
This is possible through special Provincial Nominee Program (PNP) streams known as enhanced streams. These are different from standalone or Base PNP streams (more on Base PNP streams…).
Enhanced streams nominate individuals to submit an enhanced PNP application to the province or territory through invitation from the Federal Express Entry pool or from the provincial/territorial pool of eligible candidates. Those who receive provincial nominations obtain an additional 600 CRS points, which boost their chances of obtaining ITA from the Federal Government. Find our dedicated webpage here to help you understand more about enhanced PNP streams.
What are Base Provincial Nominee Programs (Base PNPs)?
Base PNPs are not Express Entry-aligned streams that are handled by a given province or territory. Such streams need separate applications and have different eligibility criteria (more on this later).
Provinces and territories can nominate eligible individuals under Base Provincial Nominee Programs (or simply Base PNPs) as one way of responding more directly to local demographic and labour market needs.
Each Canadian province and territory (except Nunavut which is also self-governing but does not have its own specialised immigration programs, and Quebec) has its own PNP. The eligibility depends on the particular program one applies for,
Lack of access to reading and writing put blind people at a serious disadvantage in nineteenth-century society. Text was one of the primary methods through which people engaged with culture, communicated with others, and accessed information; without a well-developed reading system that did not rely on sight, blind people were excluded from social participation (Weygand, 2009). While disabled people in general suffered from discrimination, blindness was widely viewed as the worst disability, and it was commonly believed that blind people were incapable of pursuing a profession or improving themselves through culture (Weygand, 2009). This demonstrates the importance of reading and writing to social status at the time: without access to text, it was considered impossible to fully participate in society. Blind people were excluded from the sighted world, but also entirely dependent on sighted people for information and education.

What is the easiest way to get PR in Canada?
1. Express Entry Program (For Professionals and Trade Workers)
The Express Entry system is a popular route for skilled professionals. Here’s how it works:
Tumblr media
Eligibility: You must meet the criteria for one of the three federal programs: Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), or Canadian Experience Class (CEC).
Points System: Express Entry assigns points based on factors like age, education, work experience, language proficiency, and adaptability.
Invitation to Apply (ITA): If you score well, you’ll receive an ITA to apply for PR.
Processing Time: Express Entry applications are processed relatively quickly.
2. Provincial Nomination Program (Who Could Not Meet Express Entry Requirements)
Each Canadian province has its own Provincial Nominee Program (PNP). These programs allow provinces to nominate candidates for PR based on their specific needs:
Eligibility: PNP criteria vary by province. Some require a job offer, while others focus on skills, education, or work experience.
Streamlined Process: PNPs often have faster processing times compared to federal programs.
Express Entry Tie-In: Some PNPs are linked to Express Entry, enhancing your chances of receiving an ITA.
3. Business Investor Program (Starting from a Minimum Investment of CAD$150,000)
If you’re an entrepreneur or investor, consider the Business Investor Program:
Investment: You’ll need to invest a minimum amount in a Canadian business or startup.
Job Creation: Some programs require creating jobs for Canadian citizens or permanent residents.
Business Experience: Demonstrating relevant business experience is crucial.
4. Work Permit (With an LMIA from a Canadian Employer)
While not a direct PR pathway, obtaining a work permit can be a stepping stone:
Job Offer: Secure a job offer from a Canadian employer.
Labour Market Impact Assessment (LMIA): The employer must obtain an LMIA to hire you.
Work Experience: Gain Canadian work experience, which can enhance your PR application later.
In Conclusion
Remember that each program has its own requirements and eligibility criteria. Research thoroughly, assess your qualifications, and choose the path that aligns with your goals. Seek professional advice if needed, and embark on your journey toward Canadian PR with confidence! 🇨🇦
