1. Introduction
In the latest updates on Canada immigration, both British Columbia and Manitoba have made significant announcements that could impact the immigration landscape for candidates looking to move to Canada. British Columbia has issued new invitations to apply (ITAs) for candidates under its Provincial Nominee Program (PNP), while Manitoba has announced the ending of a temporary policy related to open work permits for some of its PNP candidates. For individuals navigating these changes, Wave Immigration Consultant is here to help guide you through the latest immigration opportunities and requirements.
This blog will cover the recent draws held by British Columbia, changes to the Manitoba PNP, and what these updates mean for your immigration journey.
2. British Columbia’s Recent Draws under the Provincial Nominee Program (PNP)
2.1 Overview of the BCPNP Draws
On December 10, 2024, British Columbia’s Provincial Nominee Program (BCPNP) held two separate draws targeting candidates under different skills immigration pathways. These draws aimed to invite qualified individuals with specific skill sets needed in the province's economy.
In total, six ITAs were issued in the first draw, followed by additional targeted invitations in a second draw focusing on priority sectors. Let’s take a closer look at the results.
2.2 Results of the First Draw (December 10, 2024)
The first draw was a general one, inviting candidates from various streams under the Skilled Worker, Skilled Worker EEBC option, and Entry Level & Semi-Skilled categories. The minimum scores for candidates to receive invitations varied based on the stream.

Entry Level & Semi-Skilled

This general draw focused on skilled professionals and entry-level workers who have demonstrated the ability to contribute to the province’s labor market.
2.3 Results of the Second Draw (December 10, 2024)
The second draw was more targeted, inviting candidates based on their professional experience in priority sectors of the British Columbian economy. The streams under this draw focused on fields like childcare, construction, healthcare, and veterinary care, with the minimum scores differing depending on the sector.

This approach helps to address specific needs in critical sectors, inviting candidates who can fill gaps in high-demand industries.
3. Manitoba Provincial Nominee Program (MPNP) Policy Change
3.1 End of Open Work Permits for MPNP Candidates
In another significant update, Manitoba’s Provincial Nominee Program (MPNP) announced on December 6, 2024, that it would be ending its Temporary Public Policy for Work Permits aimed at certain PNP candidates. This policy, which was introduced in August 2024, allowed MPNP candidates who were in an Express of Interest (EOI) pool or in the application process to receive a support letter from the province. This letter would then help them apply for an open work permit (OWP) with Immigration, Refugees, and Citizenship Canada (IRCC).
3.2 Application Deadline and Next Steps
Manitoba will continue to accept applications under this policy until December 18, 2024, 11:59 PM CST (12:59 AM EST on December 19, 2024). After this date, the online submission form will be closed, and no new applications for support letters will be accepted.
For those still looking to apply for an open work permit under this policy, applications can be made until December 31, 2024, through IRCC. Candidates who meet the eligibility criteria and want to secure their open work permit before the policy ends should act quickly.
4. Impact on Canadian Immigration
These changes in BCPNP and MPNP highlight the dynamic nature of Canada immigration and the importance of staying up-to-date with the latest provincial and federal policies. For those looking to immigrate to Canada, these updates show that opportunities continue to evolve and may vary based on the province or territory.
British Columbia’s continued demand for skilled workers and workers in specific priority sectors suggests that there will still be opportunities for individuals with the right qualifications. However, the end of Manitoba's open work permit policy signals a shift, meaning some candidates may have to adjust their plans if they were hoping to apply for a work permit under that stream.

ESSE INDIA British Columbia selects more candidates; Manitoba ends open work permit policy for PNP candidates
British Columbia issued more Invitations to Apply (ITAs) this week under its Provincial Nominee Program (PNP) through two skills immigration pathways. Meanwhile, Manitoba announced the conclusion of its open work permit policy for certain Provincial Nominee Program (PNP) candidates.
British Columbia PNP Updates
On December 10, the British Columbia Provincial Nominee Program (BCPNP) conducted two draws targeting Skilled Worker candidates, including those eligible under the Express Entry British Columbia (EEBC) option, and Entry Level & Semi-Skilled streams. Enhanced streams, like EEBC, align with Canada’s federal Express Entry system, allowing eligible candidates from the Express Entry pool to be considered for ITAs.
General Draw: This draw issued six ITAs across multiple streams, with varying minimum scores.
Priority Sector Draw: A second draw invited Skilled Worker candidates (including EEBC option) with experience in high-demand sectors of the British Columbian economy, issuing at least four ITAs.
Manitoba PNP Policy Update
The Manitoba Provincial Nominee Program (MPNP) announced on December 6 that it will stop accepting applications under the “Temporary Public Policy for Work Permits Aimed at Prospective PNP Candidates.”
This policy, introduced in August 2024, allowed MPNP to issue support letters to candidates in the Expression of Interest (EOI) pool or application inventory, enabling them to apply for open work permits (OWPs) through Immigration, Refugees, and Citizenship Canada (IRCC).
Key Deadlines:
The online submission form for support letters will close at 11:59 PM CST on Wednesday, December 18, 2024 (12:59 AM EST, December 19).
IRCC will accept OWP applications under this policy until December 31, 2024.
Candidates meeting eligibility requirements are encouraged to apply before the December 19 deadline by completing the online submission form.

Ontario, British Columbia, and Manitoba Invite Candidates for Provincial Nomination
Tumblr media
Canada’s Provincial Nominee Program (PNP) has emerged as one of the most effective immigration pathways for skilled workers looking to establish a life in Canada. Introduced in 1998, the PNP allows provinces and territories to nominate individuals based on their unique labor market needs and economic priorities. This collaborative effort between the federal government and Canadian provinces ensures that the benefits of immigration are spread across the country, fostering economic growth and development in regions that require skilled professionals.
How Does the Provincial Nominee Program (PNP) Work?
Under the Provincial Nominee Program (PNP), Canadian provinces and territories set their own selection criteria based on their economic needs. Candidates can apply directly to a province's PNP or through Express Entry, where a provincial nomination adds 600 CRS points, almost guaranteeing an Invitation to Apply (ITA) for permanent residency. Each province targets specific sectors, such as healthcare, tech, skilled trades, and international students, aligning immigration streams with local labor market demands.
Recent Provincial Nominee Program (PNP) Invitations
Between October 5-11, 2024, Ontario, British Columbia, and Manitoba issued invitations to candidates under their respective PNPs, emphasizing the diverse opportunities available across Canada:
Ontario
On October 8, the Ontario Immigrant Nominee Program (OINP) invited 885 candidates through the Employer Job Offer: Foreign Worker Stream. These candidates were selected from skilled trades with a minimum score of 48. Additionally, 841 candidates with a minimum score of 52 were invited in a targeted draw focused on other priority occupations, all requiring a valid job offer.
British Columbia
The British Columbia Provincial Nominee Program (BCPNP) also issued invitations on October 8, focusing on various industries under the Skilled Worker and International Graduate streams. Invitations were sent to 173 candidates, with cut-off scores varying across sectors, including childcare (83), construction (89), healthcare (99), tech (116), and veterinary care (80).
Manitoba
Manitoba issued three rounds of invitations on October 10 through the Manitoba Provincial Nominee Program (MPNP). The province invited 82 candidates in a Skilled Worker draw, requiring a score of 845. Another 114 invitations were sent through the International Education stream, and 38 skilled workers from overseas were invited with a minimum score of 711, targeting those involved in a “Strategic Recruitment Initiative.”
Benefits of the Provincial Nominee Program (PNP)
Provincial Focus: Each province tailors its immigration programs based on its unique economic and labor market needs, ensuring that nominated individuals have the skills and experience required by local industries.
Higher Chances of PR: Candidates nominated through a PNP receive an additional 600 CRS points if they apply through Express Entry. This significantly boosts their chances of receiving an ITA for permanent residency.
Faster Processing Times: Many PNP streams offer faster processing times for PR applications, especially those aligned with the Express Entry system, ensuring a smoother immigration process.
Job Security: Many PNP streams require a valid job offer from a Canadian employer, providing job security for candidates and ensuring they have stable employment upon arrival.
Regional Opportunities: Unlike major cities, where competition for jobs can be fierce, many provinces offer unique opportunities in less populated regions, with a lower cost of living and a higher demand for specific skills.
Family Sponsorship: PNPs allow candidates to bring their family members with them, providing an opportunity for families to settle together in Canada.
Conclusion
The Provincial Nominee Program (PNP) has become a vital tool for skilled workers and professionals to achieve Canadian permanent residency. With its province-specific streams and opportunities, the PNP provides candidates with a clear pathway to success in Canada's thriving economy. For those who meet the requirements and are willing to contribute to Canada's growth, the PNP offers an accessible and reliable route to building a new life in one of the most welcoming countries in the world.

Your Vital 10-Step Guide to Studying in Canada
The journey to study in Canada is an adventure that promises not only world-class overseas education but also a vibrant student life filled with diverse cultural experiences. Canada, known for its diverse and inclusive society, high-quality education system, and beautiful landscapes, is a top choice for international students from all corners of the globe. To help you navigate this journey, here’s a comprehensive 10-step guide to studying in Canada, ensuring you're well-informed and prepared every step of the way.
Tumblr media
1. Understanding the essentials
Before you dive into the application process, it's crucial to grasp the requirements for studying in Canada. This includes recognizing the specific needs of Canadian educational institutions and the study permit application process. Preparing at least a year in advance is advisable to ensure a smooth journey.
2. Selecting your course and institution
Canada boasts a plethora of prestigious institutions, but it's important to choose one that aligns with your academic and career goals. Ensure your chosen institution is a Designated Learning Institution (DLI), as only these can host international students. Your academic passions should guide your course selection, with flexibility to switch if necessary.
3. Language proficiency
Proficiency in English or French is a gateway to Canadian education. Tests like IELTS for English and TEF for French are commonly accepted. It's not just about clearing the test; it's about immersing yourself in a language and culture that will be an integral part of your life in Canada.
4. Application to universities
Once you've pinpointed your preferred institutions and courses, the next step is the application. This process involves careful preparation and attention to detail, ensuring all information is accurate and backed by documentary evidence. The waiting period for acceptance can be nerve-wracking, but it's a crucial step towards your Canadian education.
5. Securing a study permit
With an acceptance letter in hand, you're ready to apply for a Canada Study Permit. This involves compiling a comprehensive package of documents, including proof of financial support and, in some cases, a medical exam. For those planning to study in Quebec, a "Certificat d’acceptation du Québec" (CAQ) is also required.
6. Preparing for your journey
Once your study permit is approved, it's time to plan your travel to Canada. This is more than just booking a flight; it's about preparing for a new chapter in your life, in a country known for its welcoming nature and diverse culture.
7. Embracing Canadian life
Living in Canada as an international student is an enriching experience. With students hailing from various countries, the multicultural environment is perfect for personal and academic growth. Ontario, British Columbia, Quebec, and Alberta are among the top provinces chosen by international students, each offering unique experiences and opportunities.
8. Working while studying
Canada's policies allow students to work while studying, which can be an excellent way to gain work experience and manage living expenses. This practical exposure complements your academic learning and prepares you for the global workforce.
9. Post-graduation opportunities
Many international students in Canada aspire to stay and work post-graduation. The Post-Graduation Work Permit Program (PGWPP) allows students who have graduated from eligible Canadian institutions to obtain an open work permit to gain valuable Canadian work experience.
10. Pathway to permanent residency
Canada values the contribution of international students to its society and economy. The Canadian Experience Class, among other immigration pathways, offers a route to permanent residency for those who wish to call Canada their home after their studies.
Key takeaway
Studying in Canada is not just about acquiring a world-class education; it's about experiencing a unique way of life, embracing diverse cultures, and building a promising future. By following these steps and preparing thoroughly, you'll be well on your way to a successful and fulfilling overseas education journey in Canada.

Ontario PNP means Ontario Immigrant Nominee Program (OINP). OINP is an economic immigration program constructed to help Ontario fulfill its labor market and economic upliftment prerogatives.
OINP allows Ontario to nominate, for permanent residence, individuals who have the skills and expertise to contribute to Ontario’s economy, and assists employers in recruiting and retaining foreign workers.
The Ontario Immigrant Nominee Program is managed by the Ontario’s province staying in partnership with the federal government through IRCC, i.e., Immigration, Refugees & Citizenship, Canada.
The OINP assesses and scrutinizes applications and nominates candidates for permanent residency.
The immigrant applicants nominated by the OINP can then apply for permanent residence through IRCC. IRCC comes to a final decision on an individual application and then issues the permanent resident visas to the respective successful applicants.
The OINP is made up of three categories: Business, Employer Job Offer, and Human Capital. Each group is comprised of various streams under which applicants may apply.
There is also the provision of Ontario’s Express Entry System. Ontario has created three divisions for skilled workers who want to settle and work permanently in Ontario.
The three divisions are taken out from the structures of the Federal Express Entry Selection System.
a - The three distinct divisions are as follows:-
Ontario’s Express Entry French Speaking Worker Team.
Ontario’s Express Entry Human Capital Priorities Stream.
Ontario’s Express Entry Skilled Trades Stream.
This lets OINP, i.e., Ontario Immigrant Nominee Program to choose and nominate individuals that have qualified for Immigration, Refugees and Citizenship Canada’s Express Entry pool and who have the required education, work experience, command over language, and other attributes to help them establish as well as integrate into the labor market and communities of Ontario.
Ontario Immigrant Nominee Program enables employers and recruiters to fulfill their company’s human resource needs for workers as they can recruit overseas workers and overseas students.
The province programs held in Ontario have adopted devised methods for attracting foreign corporations as well as entrepreneurs and also, revolutionary business ideas, and investments to the province.
Under the Ontario Immigrant Nominee Program (OINP), entrepreneurs looking to start or promote a new business idea and essential members of corporations seeking to expand operations in Ontario can be nominated by the Province regarding a permanent residence.
OINP has started accepting applications that come under the EIOs (Corporate Stream & Expression of Interests) in the Entrepreneur Stream.
Ontario PNP Points Calculator and Processing Time:
Your profile will be scored on a point calculator where you will get scored according to your credentials. For each entry you will get points allocated by Ontario government. You have to minimum score 67 points out of 100. If you get this much score only then you can be scored on CRS of minimum 400 score and proceed further. Initial scoring is based on the following pointers:
Education (maximum 25 points)
English and French language ability (maximum 28 points)
Work Experience (maximum 15 points)
Age (maximum 12 points)
Arranged Employment (maximum 10 points)
Adaptability (maximum 10 points)
Ontario immigration authority usually assesses the applications in 6-12 months. Veterinary Care: Fewer than 5 invitations with a minimum score of 80
All candidates needed valid job offers from British Columbia to qualify. These category-based draws highlight the province's focus on meeting labor market demands, making it essential for prospective immigrants to stay informed about such opportunities.
Manitoba's Latest Expression of Interest
Manitoba also made significant moves in its immigration strategy. On October 24, the province held its 231st expression of interest draw, issuing a total of 253 Letters of Advice to Apply (LAAs). The breakdown is as follows:
Skilled Worker in Manitoba: 50 LAAs with a minimum score of 872
International Education: 156 LAAs (no minimum score)
Skilled Worker Overseas: 47 LAAs with a minimum score of 703
The majority of these invitations were issued under the base PNP, while a smaller number came from the enhanced PNP, which is integrated with the Express Entry system. Candidates in the Skilled Worker Overseas stream must have been invited under a strategic recruitment initiative, further emphasizing the need for targeted applications.
Prince Edward Island's PNP Updates
Prince Edward Island issued 48 invitations on September 20, primarily focusing on candidates in healthcare, construction, trucking and transportation, and international graduates with expiring work permits. The minimum points threshold for business invitations was set at 97. Of the 48 invitations, only 2 were for business candidates, while the remaining 46 went to labor and Express Entry candidates. This targeted approach allows the province to attract skilled workers who can contribute effectively to its economy.
Quebec's Skilled Worker Invitations
Quebec operates differently from other provinces when it comes to immigration. On September 19, Quebec issued 1,650 invitations to candidates under the Regular Skilled Worker Program. To be eligible, candidates needed to demonstrate an oral French proficiency of at least 7 on the Échelle québécoise des niveaux de compétence en français (NCLC) and meet additional criteria, such as a minimum score of 573 or having a valid job offer outside the Montreal region. Quebec's unique system emphasizes its distinct cultural and linguistic identity, making it essential for candidates to understand the requirements fully.
Understanding Provincial Nominee Programs (PNPs)
The invitations from British Columbia, Manitoba, and PEI fall under the Provincial Nominee Program (PNP). This program is jointly administered by Canada’s federal government and the provinces. Each province has different streams, eligibility criteria, and selection processes tailored to their specific labor market needs. When a foreign national receives a provincial nomination, they can expect an invitation from Immigration, Refugees and Citizenship Canada (IRCC) to apply for permanent residence.
Base PNPs vs. Enhanced PNPs
There are two types of PNPs: base and enhanced. Base PNPs require candidates to apply directly to the province. In contrast, enhanced PNPs are linked with the Express Entry system. Candidates in enhanced PNPs who receive a provincial nomination are awarded an additional 600 points in the Comprehensive Ranking System (CRS), significantly boosting their chances of receiving an Invitation to Apply (ITA) from IRCC.

Canada pr process
At Esse India, we understand that having a prior DUI offense can complicate your journey towards Canadian permanent residency or obtaining entry visas such as an electronic travel authorization (eTA) or a temporary resident visa (TRV). Canadian authorities evaluate foreign offenses by comparing them to their Canadian equivalents to determine admissibility. This approach is not unique to Canada; those pursuing Australia permanent residency or Germany permanent residency will face similar scrutiny of their criminal records during immigration.
However, being inadmissible doesn’t mean your journey ends here. You have options:
Temporary Resident Permit (TRP): If you have a valid reason to enter Canada, you may apply for a TRP. This process has parallels in Australia and Germany, especially if you are using programs like the Global Talent Stream.
Deemed Rehabilitation: In Canada, if over 10 years have passed since your DUI conviction and the offense is deemed non-serious, you may be eligible for deemed rehabilitation. Keep in mind, each country has unique permanent residency requirements.
Criminal Rehabilitation: If you’re not eligible for deemed rehabilitation, you can apply for criminal rehabilitation, which permanently addresses inadmissibility issues.
Navigating these complex processes requires expert guidance. Engaging Canada immigration consultants, especially those well-versed in handling cases from India, can make a significant difference. These experts can assist with the PR process for Canada from India, helping with tasks such as securing legal opinion letters to present your case. Similarly, Australia and Germany immigration consultants can help you overcome challenges in these countries.
For those aiming for permanent residency, it’s important to be aware of the specific programs in place. In Canada, options like BCPNP (British Columbia Provincial Nominee Program), MPNP (Manitoba Provincial Nominee Program), and NBPNP (New Brunswick Provincial Nominee Program) can be crucial pathways to residency.
Whether you're looking to work or study in Canada, Australia, or Germany, partnering with the best immigration consultants or visa consultancy services is vital. They’ll guide you through key processes like the Canada PR process, Australia PR process, or Germany PR procedure, ensuring your application is successful.
For students or professionals exploring work-study programs, these countries offer valuable opportunities. With the help of expert consultants, you can smoothly navigate study visas, spouse visas, tourist visas, or your PR application, ensuring your immigration process is legally sound and hassle-free. At Esse India, we are here to guide you every step of the way.

4 Reasons Why to Choose Provincial Nominee Program in Canada
If the research of the British Columbia Labor Market Outlook, a provider of the forecast for 10 years of supply and demand flow for labor in the province, Canada is expected to have more than 861,000 employment opportunities between the years 2019 and 2029. Such job opening in the Canadian provinces lead the immigration candidates to consider the provincial nominee program (PNP) as one of the options to migrate to Canada.
This PNP program was introduced in the year 1998 to welcome immigrants into the Canadian province so that the province can make their labor needs. PNP, gives nine provinces and two territories of Canada the authority to select possible immigrants who meet their local labour needs and priorities according to the market.  With its ease of applying than other immigration forms, , is provincial nominee program Canada one the most popular pathways for immigration to Canada.
Following are the top 4 reasons for one to choose provincial nominee program in Canada:
One of the biggest advantages of the Canadian PNP program is that it offers a way to permanent residence to Canada for people who somehow were not able to meet the different eligibility criteria pertaining to the Express Entry program. With this program, they can get qualified if they have the required skills. If they are someone who wants to immigrate to Canada doesn’t have enough CRS points to be able to get an ITA i.e. Invitation to Apply and they are in the Express Entry pool, they can apply for a provincial nomination. The provincial nominee program will get them an additional 600 points, which will automatically qualify them to get an ITA.
In case someone receives a job offer in the province they can apply for the PNP. This will help them fast track their eligibility to migrate to the province.
If someone is already living in a province, have finished their studies or are working temporarily considered to be eligible to one of the many streams that the province's nomination has to offer.
The Canadian government makes changes to the nominee program constantly to keep up with the changing labour needs of different provinces. These are highly dynamic programs and hence there is high chance being successful through it.
The above points provide why the PNP has an edge and a ray of hope for many who wish to relocate to Canada. So, go ahead and get your applicability invite to Canada.

The Role of the BC Business Plan in Your Immigration Entrepreneur Pathway
Tumblr media
There are two common choices for an Entrepreneur Pathway into British Columbia. These both fall under the Provincial Nominee Program (BC PNP) and include the Entrepreneur Immigration (EI) Base Category and the EI Regional Pilot. In either entrepreneur pathway mentioned, and most others, a BC Business Plan is required. The BC business plan will play a significant role in whether or not the immigration case is successful.
Entrepreneur Immigration - Base Category
This is the standard, provincial-wide entrepreneur program under the BC PNP. It is intended for experienced entrepreneurs that desire to open a new or take over a previously established business in any location in British Columbia. The requirements for this are more stringent than for the EI Regional Pilot.
Entrepreneur Immigration - Regional Pilot
The regional pilot entrepreneur pathway option for British Columbia is a program meant to encourage the creation of new businesses in specific regions of British Columbia. This program is intended to bolster regional economies and each region has their own specific economic development priorities.
Comparing the Programs
The process for either Entrepreneur Pathway will vary. The most notable difference is the requirement under the regional pilot to conduct an exploratory visit. This exploratory visit allows the applicant to spend time in their intended region, meet with representatives of the program in that region and, hopefully, receive the communities support. This endorsement or recommendation is a mandatory part of the process. Although changes to the BC business plan will likely be made in reaction to this visit, having a draft at this stage will be helpful.
There are also several differences in requirements. Overall, in order to make the Regional Pilot entrepreneur pathway more appealing, the requirements are significantly easier to meet. The personal net worth requirement, for instance, for the regional pilot is half that of the base program. It is $600,000 for the base and only $300,000 for the regional pilot. It is half for the investment requirement as well, $200,00 for the base and $100,000 for the regional pilot.
There are also some requirements that are more difficult to meet for the regional pilot entrepreneur pathway. This includes the timeframe of experience. While base category applicants can have met the requirements in the last 10 years, you must have met them in the last 5 years for the regional pilot. This is evident in ownership as well. The base category requires only a 33% ownership, meanwhile it’s 51% for regional pilot.
The Role of the BC Business Plan
Regardless which entrepreneur pathway you are pursuing, the BC business plan is imperative. It is one way you will demonstrate you have done your due diligence to truly understand the market in Canada, British Columbia, and your specific region (if applicable). It is also the perfect platform to demonstrate you meet the net worth and investment requirements – although this information will be submitted and verified in other formats and processes as well. Most importantly, it shows that you have clearly thought through your BC Business Plan, it is likely to be successful, and that it will benefit the local, provincial, and national economy.
