Decrease exposure
Increase gamma correction
Decrease use saturation
Photo filter
Cooling filter 82%
Decrease density
Select glasses of the image. Copy the layer
Ctrl + click the thumbnail of a copied layer.
Image menu, adjustments layer, levels, increase the light of blue tone.
Select car's headlight. Copy the layer.
Ctrl + click the thumbnail of a copied layer.
Image menu, adjustments layer, levels, increase the light.
New layer. Angle gradient. White on three sides. Left and right opacity 0% and center 100%.
Blending mode: soft.
Alt + layer mask.
Select headlights with white brush.
