Sold: River Valley Sports Complex - News - Times Record

The River Valley Sports Complex has been sold what happens next is in question.

Steve Beam and Rod Blake of XFED Commercial Properties and Blake Construction Inc. have purchased the sports complex for $210,273, City Administrator Carl Geffken confirmed at a study session Tuesday.

Fort Chaffee Redevelopment Authority Director Daniel Mann said Beam and Blake’s plans for the complex need to be presented to the FCRA Design Review Committee as well as the city when they plan to move forward.

Mann hasn’t yet received plans from the new owners. Building permits haven’t been issued for the property, either.

“I’m not sure what it’s going to be,” Fort Smith Building Services Director Jimmie Deer said.

Blake Construction Inc. could not be reached for a comment Wednesday.

Located in Chaffee Crossing, the complex has been undeveloped since it was set aside for construction in 2011. City officials in 2018 terminated that construction contract, citing former state Sen. Jake Files’ fraudulent use of state General Improvement Fund money for the project.

The sale to Steve Beam and Rod Blake under XFED Commercial Properties was accepted in January with an agreement to repay the city half of all sales proceeds in excess of $400,000 if they didn’t make significant improvements and sell within three years in an amount greater than $400,000.

The sale of the River Valley Sports Complex changes ownership of a property initially set aside as a sports complex that cost the city $1.08 million. Geffken confirmed the sale Friday after an inquiry from Ward 3 Director Lavon Morton.

“It’s in our rear-view mirror,” Geffken said of the sale.

Sale complete, legal issues ongoing

Although the River Valley Sports Complex has been sold, the city’s involvement in the land isn’t over.

The city reached out to the Arkansas Court of Appeals over a jury verdict that called for the city to pay contractors for work done. Geffken explained the city contracted with Files and Lee Webb, who hired four vendors themselves.

“In our opinion, there’s no agency relationship, because we believe that there’s no way that somebody can create an agency without the explicit approval of the city, and that was not there,” Geffken said.

The city took possession of the field lights that were erected at the sports complex. The light poles were installed by one of the contractors that was a plaintiff in the lawsuit that’s under appeal.
