100% yes on the Major Fairies council especially because they all have amazing qualities as leaders but also flaws that can't be ignored (Diana is the charismatic leader everyone wants to follow but she lets all her emotions "unclear" her judgment and needs protection because she's the easiest to attack, Sybilla... you said everything, she's calm and mature but chooses to hide behind "destiny" to avoid taking a side, Aurora thinks of her subjects first (when she distracted the Winx to let her fairies and the animals on her tower run away) but she's way too loyal and doesn't really question decisions made by her Queen... and we all know the pros and cons of Nebula and Morgana....
100% yes to a Major Fairies council
Would it be better if Sibylla was the next Queen of the Earth’s Fairies instead of Nebula??
Ooh, good ask! And yes. One million percent yes. Or is it? On face value, Sibylla is definitely better for the role. She’s calm, and just, and didn’t try to kill all of humanity. And Nebula has a short temper, uses violence to solve her problems, and tried to crush a city to win a scrap. It’s not hard to see who’s a better choice for a ruler.
But! Sibylla knew what was going to happen on the day of the wizards’ trial. But she says she cannot interfere, or stop the Winx’s destiny. Now, I get that this is a Fairy of Justice thing, but a lot of people could have died, and two people did. That wasn’t important enough to say ‘Oh, screw protocol!’ and let the Winx in on the fact that the wizards are planning to betray them? A queen needs to be proactive, not a casual observer who holds herself apart from everyone and only steps in and acts as a villain B&B once you’ve slogged through her obstacle course of death.
And Nebula. Now, I don’t think Nebula was the right choice for queen. Anyone that’s read my second sarcastic comic summary knows that. But if we’re comparing her to Sibylla? Well, it depends. (And we’re ignoring her in season six, because she’s acting like a completely different person.) Her bad qualities are very obvious. As a queen, she’d be terrible at making smart, sensible decisions. She’s looking for a fight. But, if she’s actually undergone the character growth that was implied at the end of season 4? If she’s actually managed to reform? Well, then I think she’d have the empathy down. Whatever someone’s done, she’s kinda been there, done that, bought the t-shirt. She should be able to see where people are coming from, and be lenient and understanding towards their mistakes. I honestly think that if the wizards ever returned, it’d actually be really lovely if she supported them trying to reform (if they were trying, that is), because she knows that sometimes second chances don’t take, and you need a third, and you have to work damn hard at it. Also, Nebula’s led an army, and, though it’s not her finest moment, pulled off a very efficient coup; she knows how to lead and inspire people.
All in all, they both have good and bad qualities, but, honestly, I’m going to come down in favour of Nebula, just based on the fact that Sibylla just doesn’t…seem capable of taking action. And that’s so important in a queen. Honestly, I’m with my friend @devilheartsblog, who thinks they should just abolish the monarchy and set up a council of the Major Fairies, but since that’s not one of the options, yeah, Nebula. The fairies need a leader, and Sibylla just isn’t a leader.

or Technoblade as the Ancient Fairy of Justice
So let's continue with this AU...
Ok, so my designs for the Ancient Fairies are basically Believix and Earth Fairies mashed up.

So, not as elegant as Enchantix, but not totally modern as the Winx in season 4.
For Techno's design I used that one interpretation of his skin, you know, shorts and thigh high boots or socks. And the Poet Shirt ™
I decided to go with a mostly white outfit as a way to show he isn't a corrupted fairy... Also think of that outfit covered in blood.
The gold details are there because piglins <3 gold, so that's that.
And the red cape because iconic.
The wings design comes from the Fairy of Justice from season 4, Sibylla.

That's because... I didn't know what the fuck to do with the wings. Also they are pretty similar to the wings I've designed for Wilbur, so there is the twins stuff.
He also has a Lovix form (I promise one day i'll draw it, pinky promise), and it's pretty similar to this one. Just add fur in some places and make it for cold weather, but still keep showing skin. Something like this:

Also, I'm not so sure what to do with the withers. Like, I could let them as they are, but I could be cool if that was a power or ability that comes from his bond with the Blood God. Maybe it could be that the amount that can be summoned is linked with the corruption of a world, and the amount of damage they cause goes back to the darkness in the heart of those who angered the Ancient Fairy of Justice.
I wanted to do something with the Axe of Peace, as it is one of the catalysts to Tommy's Bloomix. It would only accept to be wielded by those who seek justice and will harm the magical core of those who are cut be it. But in the long forgotten past it was an staff, and its power was to bring balance to the soul and, in the few cases of people whose magical core did not align with them, change the core to match the mind.
Now it only seeks blood...

Believix and the earth fairies
Believix was a new form introduced in season 4 which had the goal of helping the people of earth regain their belief in magic.
This form has made quite an impact as it was the first of many new forms to come that would be "Beyond enchantix" and leaving the whole thing of enchantix being the "Final fairy form" obsolete.
However what I, and I'm sure other members of the community could agree is that a way all this transformations could work is that they could all be specialised transformations that work better in a specific environment or situation but not necessarily replace enchantix. For example:
• Sirenix is a water only transformation, underwater it can grant you access to the infinite ocean and can be stronger than enchantix underwater. On land it wouldn't be weak, but enchantix would be definitely better suited.
Now coming back to Believix....
It was introduced on season 4, the season where the winx had to regain the belief of earth in magic. They gained their believix by making Roxy believe in then but even then, why couldn't bloom or stella get enchantix for example in season 1?? After all they got bloom's parents to believe in fairies but nothing happened....
Well here I come with a solution.
Believix is an earth fairy form. But how exactly could this work? And what does that have to do with bloom and stella? Couldn't they still earn it?
No, as a high earth fairy form. A fairy from outside the earth dimension couldn't naturally achieve this form. They would need enchantix, their final fairy form in order to be able to access that level as believix is pretty powerful on it's own and a magic winx/charmix fairy would not have the level required to understand all the spells and things that this transformation brings.
Well, earth is in a whole different dimension compared to magix, so it could be explained that fairies from earth have a different power level. Which is where believix comes into play, as this would be the base form for earth fairies. How?
This form could start with small wings like normal charmix/magic winx but as the fairy progresses and grows with their magic their wings would grow and that would work as a sign of their level and maturity.
What about their source of power?
Well apart from their magic it's pretty clear that the belief of people in them also give them quite a boost.
In this episode of the fourth season

On minute 20:40 while Morgana gives her speech about taking vengeance on humans she mentions this:
"Our fury will not spare the earth people who betrayed us. By no longer believing in magic they weakened us"
As you can see, she mentions that humans not believing in magic made them weaker.
But moving back to the topic, how would this form work on the fairies?
An experienced earth fairy could be able to probably be close to enchantix by training. This of course would depend on the fairy own training and experience and the belief humans have on magic. The stronger the belief in magic, the stronger the fairy, combining this with training and magic prowess.
Only a few could be in the same ground for something that could be able to be stronger than enchantix, so now, let's get the major fairies in here:

As we all know, they have very big wings and quite powerful capabilities. A major fairy could be the final step in the evolution of an earth fairy, their believix.
Once an earth fairy is has proven themselves to be powerful and wise, they would gain the honor to ascend to a Major fairy and be given a powerful power source that would multiply exponentially their magical capabilities.
This would come at a cost, which is the fact that if that power source gets damaged or destroyed, they would get hurt or even die.

As we can see, both Diana and Aurora power sources were shown (Diana the Sacred Bud and Aurora the Blizzard), and even though we don't see Nebula's or Sibylla's sources, they definitely have one too.
What would differentiate a major fairy from a normal earth fairy?
The abysmal power difference and wisdom they have. As being a major fairy not only means being someone strong, it also means that the fairy queen has given you the right to have your own court and therefore you also become a leader of your own group of fairies.
(We can see that with Sibylla and her rustic fairies, Diana and her Amazon fairies and Aurorra and her artic fairies)

(I theorize that nebula's fairies are the most prominent earth fairies due to sharing her wings colour and the fact that they always have weapons could align with Nebula being the major fairy of war)
Major fairies and queen Morgana are probably the only ones that know the trick about their special wings. Zoomix, Speedix and Tracix.
This special wings could have been spells and evolutions that the earth fairies made on their wings in order to be able to do a lot of task more effectively. But due to how useful they are, they're mostly kept only for the major fairies and queen.
Fairy dust....
For fairy dust, I'm pretty sure all earth fairies might have access to it. However their capabilities would depend on the level of power an earth fairy has. A normal earth fairy that is pretty new would probably not really know how to use it very well, an earth fairy with a bith more experience could use it for helping in some minor spells, becoming smaller or dispelling minor hexes. Or to make things fly like in Tinker bell.
The major earth fairies and Morgana woukd definitely have the most powerful fairy dust that could rival the dust from magix.
Gifts of destiny
Being variations of believix themselves, I would say that this work as a way for normal earth fairies to be divided into one of the four groups of the major fairies.
Amazon fairies from diana's court would gain a more plant related look while Aurora's fairies would gain special capabilities to resist cold temperatures as we could see that normal believix fairies like Roxy weren't able to stand the cold of Aurora's tower.
For Nebula and Sibylla I would say that maybe for Nebula's court, fairies would be very powerful and wouldn't need much of a variation of their believix. Sibylla on the other hand has a lot of rustic fairies that resemble satyrs, so maybe fairies on her court look more animalistic? Representing their connection to the forest more or it could vary.
In conclusion...
• Earth fairies have a different power system, their believix being their base and only form that evolves through time. This due to being a whole different dimension and therefore not originating from the dragon flame.
• Major fairies and Morgana are able to access the special wings and use the most powerful fairy dust. They're also linked to a power source that multiplies their power exponentially by the cost of having their lives connected to it.
• For regular earth fairies, their fairy dust doesn't have such capabilities but they can still miniaturize and do minor stuff.
• Roxy's believix doesn't look as "complete" as the winx due to it being Roxy's early believix form, aka her own charmix. If roxy keeps training her believix would become stronger and gain a different appearance.

• The reason as to why the winx believix looks so modern, could be related to them gaining belief of people from this era. While the earth fairies all had their believix during the era of knights and fantasy (probably arthurian legends time)
As new earth fairies emerge, their outfits could be very different compare to the old earth fairies.

Earth (Tir Na Nog)
Earth is a planet of the Magic Dimension. It's the adopted home world of Bloom, the homeworld of Roxy, the Earth Fairies, Selina and Humans, also known as non-magic people. Earth is the third planet of the Solar System found in the Milky Way. It is inhabited mainly by humans who live in cities, towns and villages like the inhabitants of the Magic Dimension and the only difference is that magic is not a daily part of their lives.
Earth has been protected by the Earth (terrestrial) Fairies for thousands of years. However, this protection disappeared when the Wizards of the Black Circle started the Great Fairy Hunt and captured most of the Earth Fairies and imprisoned them in their own kingdom, except for one last fairy. As, one by one, all fairies of Earth were captured, the Wizards' power grew stronger and wars, intolerance, and all kinds of evil spread on Earth. Because of this violence, hate, intolerance spread on Earth and the humans stopped caring about nature. Later, the Winx released the Earth Fairies and defeated the evil Wizards, restoring the Earth Fairies' protection on Earth, and it became linked to the Magic Dimension once again.
Humans, also called "Non-magic people", they are the majority of Earth's population. They also created technological devices that they use in their daily life mostly as a replacement for magic. However, they're less efficient in comparison of those found in other planets within the Magic Dimension, and many humans are unaware of its existence, despite magic being restored on their homeworld.
Tir Na Nog's main entrance is a small island off the coast of Ireland. According to Tecna, it is cannot be found on any map. There, the gate to the Realm of the Terrestrial Fairies can be found. It is also the capital of the Earth Fairies. All the Major Fairies, like Diana and Aurora, of Earth take orders from the Fairy High Queen of Tir Na Nog, except, till some extent, Sibylla who, as Fairy of Justice, has to remain neutral and treat friends and enemies, and even Good and Evil people all as being equal and cannot take sides. The fact that even Fairies of Tir Na Nog, under Morgana's direct orders, are not allowed to enter her cave when she has provided shelter to the Wizards of the Black Circle confirms that Tir Na Nog's power has limitations there as it is a sacred place, even if Nebula, due in her hunger for revenge, even proposed to attack and destroy Sibylla's Cave to be able to punish the Wizards, though Morgana was against this.
According to Morgana, Tir Na Nog was, before the arrival of Ogron and his Wizards, a magical section of Earth, with magnificent buildings and scenery and the Earth Fairies had contacts with all the other magical realms at this time.
Then the Wizards of the Black Circle developed a way of resist to fairy magic and stealing their powers by plucking their wings. They started the Great Fairy Hunt and captured all the Earth Fairies, sealing them into their own kingdom of Tir Na Nog. Later when the Wizards of the Black Circle started hunting the Earth Fairies, they used the island itself to imprison the fairies, after destroying all the white circles that gave the fairies ways to enter the island (like portal devices), except 1 (which was lost anyway, so effectively they were all gone), It can also be used as a means of contact between fairies and in combat due to its magic-enhancing and defensive abilities. . When the Winx freed the Earth Fairies from imprisonment, it was used as headquarters for the short lived revenge campaign against the humans.
The royal palace is where the Fairy Queen lives. In the underground corridors there are the statues of all the previous Fairy Queens who once ruled the Earth Fairies. The palace itself looks halfway between a building and a tree, as it has gigantic roots at its base, and branches with lots of pink leaves.
There is a mountain on three corners of the island, with the inside being covered in vegetation and the other shores being covered with sandy beaches. There are many menhir-like standing stones all over Tir Na Nog.
The White Circle also allowed Earth Fairies imprisoned in Tir Na Nog to possess free Earth Fairies who were close to it.
The Black Circle is magically opposed to the White Circle and was created during the Great Fairy Hunt to oppose Earth Fairies' magic. According to Ogron, it is the source of the Fairy Hunters' power. When the Wizards captured Earth Fairies and plucked their wings, they also stole their power which was absorbed into the Black Circle, making it more powerful. (i assume the black circle is made by oragon infusing a white circle with his own magic since he is the wizard of Absorption.)

This trial will either take 10 minutes or a full week, uninterrupted. Because yeah on one hand nobody's actually dead, but is that not still attempted murder at least? I know Ogron, Gantlos and Anagan are pissed either way, Duman's just kinda there. Mans went from deadly ill, to exploded, to being put together and probably fine. Physically. PLEASE give him like an hour to collect himself, get him a drink and a cigarette. And maybe something fried.

Hmm here are some suggestions you could try to implement in your rewrite (if you feel open to them l mean)
The major fairies of earth each guard over a relic belonging to their element/season
Diana :Flower of Life for Earth/Spring
Nebula:Sword of War/Staff of Peace for Summer/Fire
Sibylla:? Not sure what for her yet (maybe a book on earth magic(book of knowledge?)/Air
Aurora:Crystallized Snowflake/Water
Ok and here’s this :in addition to being holder of one of the four elements of nature,they also have an auxiliary power (this of it as being similar to the main element but slight different like branches (so light being a branch from fire , ice for water, metal for earth, and sound ? for air )
Also what about non physical/elemental powers ?(y’know like emotions,illusions,technology,music,etc)
.Cause I was trying to make an Winx oc inspired by your rewrite and her power /title is fairy of the rainbow (so I guess is this case her source of power would be light and fire magic)
oh and how about instead of just being born a witch or fairy,it’s more like idk earning a job ? Like everyone has magic in them and it’s up to them to decide what they want to be (like a fairy,witch or sorcerer/warrior) Also I feel like since Earth low key loves witches and fairies,the relationships between them would be more friendly than they are in Magix ( Roxy and Selina’s friendship being obvious difference) (where they’ve basically been feared/maligned no thanks to the Trix causing massive trouble nearly every year thus making some Magic fairies feel like all witches are no good and are out to do evil (even though magic is a more or less neutral energy that can go either way)
Also what do transformers look like for Earth Witches (same for fairy transformations) I’d feel like they would look different than the witch and fairy forms from Magix (making them look different to make them stand out and thus kinda being looked down upon by them Magic fairies since magic is just coming back to Earth after being severed for centuries by the Wizards of the Black Circle (thus maybe adding to Roxy and Selina’s struggle to fit in at Alfea/Cloudtower during their first year trying to work on their Winx (I thought that would be a good term for both witches and fairies because I couldn’t think of anything’s to call a witch’s first form/transformation)
So basically this
Winx - believing in one’s self
Charmix -facing your deepest fear
Enchantix - sacrifice yourself for someone you don’t agree with (Earth)
Believix (Highest level form just for earth fairies)-belief in the power of unity with others

I'm unsure about implementing relics alongside seasonal spirits/fairies. Feels very very similar to a certain other series (RWBY). But I think the whole seasonal thing could be the opportunity to explore nymphs a bit more. So Diana is the Nymph of Spring for example. I love the idea of Nymphs in Winx, it's just a massive shame they weren't able to explore it further.

I think you'd be born one thing (like you're born a fairy, or you're born a witch/wizard etc) but you're able to transition into a different magical being if that's what your heart desires. Like Mirtha basically.
And yeah, I think using Terrestrial Fairies/Witches could be a great opportunity to show how different the relations are. On Earth they're chummy, but they're in for a nasty shock when they see the Magical Universe. A very big part of Roxy's story is her disgust at the treatment of witches. That stuff ain't gonna fly, not on her watch.
All that you said at the end is mostly correct, except for Believix! I've gone on record a few time about how much I don't like Believix, so it's changed a lot here. Believix is a form created by the White Circle to combat the Black Circle. The Black Circle absorbs magic, so you can't stay transformed around it, Believix is the only form that's not affected by that. It's a weak form, but it's enough for you to hold your own.
And for the Witch forms, I'm still a bit unsure. We have Base Witch, Advanced Witch (Gloomix) and then High Witch.

The Winx sneak into eerie Cloud Tower to get the ring back but they find the dangerous 'Crypt of the Magic Archive' - the most secret vault of Cloud Tower, where fairies are kept. But a mysterious voice guides Bloom, helping the Winx to escape.
The Winx form an implausible alliance with the Fairy Hunters to assist one of them after Duman becomes ill.
