UPDATE 1:25 P.M. - A police report for the incident tells the details of what happened when police investigated the incident that led to the arrest of Buford and West.
The sibling who reported that his sister was unconscious said that he found her on the floor with a sock in her mouth on March 7, according to the probable cause statement.
Officers arrived and found that Buford and West were asleep. The person who answered the door told them that “she choked,” referring to the child. The responding officer made contact with the two women and told them that he had been informed that there was a child dead in the home.
According to the probable cause statement, Buford went and found the deceased child under a blanket in the living room. The time of death was called at 8:50 a.m.
According to the probable cause, the deceased child appeared to have ligature marks on their wrists, ankles and neck. A sock next to her appeared to have blood on it. Also found were three lengths of rope.
Police spoke to the child who reported his sister being unconscious. He told them that he was woken up by his stepmother that morning and saw his little sister tied up. He added that his sister gets up in the middle of the night and steals food, so they had to tie her up to a futon.
Another witness said that she, West and Buford had for the last three months tied the child to the bed. According to one of the children, West had a bad back and would have them help her tie the child up.
Buford told police that the child “continued to steal food and that they tried numerous things to get her to stop.” They started with ducktape on her wrists and ankles and eventually moved to “hog-tying” her with nylon rope. The sock was to keep her from keeping the other children up at night with her “whining and crying.”
Buford and West have yet to be scheduled for a court appearance. OzarksFirst will update this article as more information is released.

PULASKI COUNTY, Mo. - Two women have been charged in connection to the death of a child in Waynesville.
Angela West, born in 1983, and Shamira Buford, born in 1986, were charged with murder, involuntary manslaughter, endangering the welfare of a child and child abuse, according to a press release from the Office of the Prosecuting Attorney of Pulaski County.

According to the release, a 5-year-old child was found dead in a Waynesville home after their sibling told a school resource officer that the child was “unconscious and unresponsive in the home.” The school officer called the Waynesville Police Department, which then discovered the child.
A warrant was issued for West’s and Buford’s arrest. They are being held at the Pulaski County Jail, the press release states.

I spent a lot of time at my grandparent’s home near Nevada, Mo during the turbulent years of WW II. Dad was first stationed in Fort Leavenworth, then Oregon. He spent a brief time in Waynesville before he shipped out for France, then Germany with the Army’s 70th Division. He arrived on the battlefield just after the Battle of the Bulge, 1944 at age 34.

I’m officially a Nebraskan! My new driver’s license came today.
We’ve been transients for the last 13 years, because that’s the way the Army works. 4.5 years was the longest we ever stayed in one place, and there were fire ants. Bleah. We’d move somewhere new, get settled, learn which grocery stores had the best produce, if any of the Mexican restaurants in town were remotely authentic, make friends, begin to feel like a local, and then pack up and move again. And start over. I loved most of the places we’ve lived, but there have been so many.
I can tell you that Cafe Korea is the best Korean food in Waynesville, MO, and that the Walmart in Enterprise, AL has better avocados than Publix. I know that La Comida in Bamberg, Germany is the only restaurant in Franconia (probably) that doesn’t think that sprinkling canned corn on top of regular food magically makes it Mexican. I know where to buy the best gummie bears in the world, with little chunks of fruit inside. It’s been a wonderful life and I wouldn’t trade it for anything. And I’m so very glad it’s over.
Now he’s out of the service, has a new job he loves (two, actually!) and we plan to stay here for the rest of our lives. In one place. Forever.
Do you know how wonderful that feels? Because I don’t have words.

The City of Waynesville and numerous community partners dedicated the much anticipated mural by artist Ray Harvey (www.rayharveyart.com) today at 1:30pm at the new Waynesville Dollar General at 1413 US Rt66, Waynesville, MO 65583. The mural was painted on the new Dollar General facing Historic Route 66 and was part of a pre-development agreement between the owner and the City of Waynesville for the beautification and promotion of the City, its history, and enhancing the attractiveness of the newest retailer to join the Waynesville business community.

Last September, Waynesville became a statistic. With the shutdown of its newspaper, the Daily Guide, this town of 5,200 people in central Missouri’s Ozark hills joined more than 1,400 other cities and towns across the U.S. to lose a newspaper over the past 15 years, according to an Associated Press analysis of data compiled by the University of North Carolina.
Blame revenue siphoned by online competition, cost-cutting ownership, a death spiral in quality, sheer disinterest among readers or reasons peculiar to given locales for that development. While national outlets worry about a president who calls the press an enemy of the people, many Americans no longer have someone watching the city council for them, chronicling the soccer exploits of their children or reporting on the kindly neighbor who died of cancer.
