If you see the Water tentacle as inconsistent, keep in mind that the Water tentacle was an entity created the very same day it first attacked the girls and was embedded with only one púrpose by Mako Island, that its, to communicate the impending doom it's on it's way, the water tentacle was just a newborn, perhaps a lot more intelligent than a human baby, but it's still a newborn regardless, and newborns don't know how to communicate their needs properly as they have never interacted socially, we also have to keep in mind Mako itself may not really know how humans work, like yes, it has seen glimpses of human interaction thanks to the girls and 50s mermaids, but it doesn't really portray a full picture of the human mind, Mako may have not only embedded the Water Tentacle with it's purpose, but also with a shaky foundation of how humans work, a foundation that the water tentacle expands every full moon until he is able to understand in S316 that forcefully going after the girls may not be the best course of action to get his message across and tries something different, and before you point out how Mako attacked Will and stopped the message when Zane and Will entered, let's remember Mako doesn't like outsiders all that much, a sentiment that may have fuelled by previous unfortunate experiences that happened in the moon pool, such as dr. denman and charlotte (Sophie and Ryan really didn't help the cause), perhaps this sentiment dates back even before the girls arrived at Mako, perhaps, if we ignore the whole "Destiny" angle S3 tried to gaslight us with (i refuse to accept it and will always choose to ignore it), mako may really just be trying to just chill and prevent people from entering because a past experience made it know how dangerous it could be that people gained powers. In fact, it may have a love-hate relationships with human-turned mermaids.

(If we go with the destiny angle it makes more sense as it's a: only the chosen ones can view this, but it's like, i know Bella implied that Mako can draw people in but... what are the requirements for choosing someone? does Mako just choose whoever passes by, calls it a day and just waits and sees how they hone in their powers, choosing other people as possible replacementes in the meantime? cause this seems like the more likely choice, wouldn't it be more interesting story-wise for mako to have a love-hate relationship with human-turned mermaids?

tbh, i would've a loved a "this isn't why we became mermaids, but as the only mermaids it's our responsability to stop the comet" kind of philosophy, instead of a "we were chosen for a reason" kind of philosophy because it sort of takes the girls hands and lessens their internal conflict around the situation, plus it would've been iconic for Cleo to say a line that follows the first philosophy, as it would more accurately represent her arc throughout the season of... you know, maturing and becoming more responsible)
