So those not affected are Bakugo Oldest and from there the top 6 oldest not including Kaminari who is official 6th going down after Bakugo is, Ojiro, Aoyama, Hagakure, Sato, (Kaminari), Then Deku. And I think those are the 6 I'm keeping normal age and the rest are all Varying age ranges depending how close they were to the quirk during the battle where they were affected

Honestly I'd say if you've plotted out this much of how the quirk is going to affect them then I'd say go with the Kaminari angst idea you have in mind. I don't think I could be much help bc I don't really know the dynamics of the friend groups or class overall truthfully. My bnha knowledge is limited to Kirishima and Shinso and kinda Deku and Fatgum 😬
