ZAKAT LIBERATES SOCIETY FROM INTEREST

Interest has come to be an essential method of exploitation for the happy minority in their quest for greater wealth.

While attempting to establish a society where benevolence reigns, it is inevitable that an effective antidote be applied to extirpate interest, to its very last residue, to prevent the upsurge of many social predicaments.

God, the Almighty, has explicitly forbidden all types and forms of interest, the chief catalyst in causing the rich to become richer and the poor to become poorer—repudiating the common notion that interest increases wealth.

The Qur’an, which had aimed to put end to the widespread use of interest and liberate the believers from its fetters, again, makes use of the principle of gradualness, which was discussed earlier:

That which you give in usury in order that it may increase on people’s property has no increase with God; but that which you give in charity, seeking God’s countenance, has a manifold increase. (Rum 30:39)

Though, on the surface, wealth may seem to increase with interest, in actual fact, it fails to deliver prosperity which is, instead, promptly taken away by the Creator and replaced with gradual deterioration. Riba, the Arabic term for interest, holds various meanings, almost all of which are negative, like destruction and devastation; and it also refers to something that carries with itself misfortune. A sharp comparison is made above between, on the one hand, riba or interest that bestows the wealth perennial depreciation and, on the other, sadaqa, the prime inviter of prosperity. What’s important is the actual prosperity bestowed by God on the riches, not the ostensible increase. Seeing that God has given this assurance, it is unthinkable for Him not to realize this assurance, and He will perpetually shower prosperity on wealth out of which sadaqa is given, as confirmed by a copious amount of verifications. Abandoning all forms of interest and embracing sadaqa is a key step towards realizing social justice.

Interest contributes to an apparent increase in wealth but this increase is nothing but a veil put over its eventual depreciation. The above verse, through comparison, implicitly alludes to h o w sadaqa generates a prosperous economy for a society, as opposed to the overall deterioration caused by interest, in the purest sense of the word.

The Qur’an, by introducing the prohibition on interest, slowly prepared the early Muslim society for the total acceptance of zakat, by articulating how the Jews, due to partaking in forbidden interest, were deprived of many things which were otherwise previously permissible:

Because of the wrong-doings of the Jews, We made unlawful for them certain good things which were otherwise lawful; and because they hindered many from God’s way, and of their taking usury when they were forbidden from it, and of their devouring people’s wealth by wrongful means. (Nisa 4:160-1)

O you who believe! Do not live on usury, multiplying your wealth many times over (as compound interest). Have fear of God, that perhaps you may be successful. (Al Imran 3:130)

This last revelation proved to be an unambiguous declaration, comprising serious threats for indulgers in interest:

Those who swallow usury shall rise up (from their graves) before God like the men whom Satan has bewitched and maddened by (his) touch, for they assert that usury is just like trading, although God has permitted trade and forbidden usury. He that receives an admonition from his Lord and mends his way may keep what he has already earned; his affair will be determined by God. But those that return (to usury) will be the rightful owners of the Fire. They will abide there forever. God blights usury and makes almsgiving fruitful; He does not love the impious and the guilty. Those that believe and do good works, and establish salat and pay zakat will be rewarded by their Lord; and no fear shall come upon them, neither shall they grieve. O you who believe! Have fear of God, and give up what is still due to you from usury, if you are true believers. And if you do not, then be warned of war (against you) by God and His Messenger. If you repent you may retain your principal (without interest). Wrong not, and you shall be not wronged. And if the debtor is in straitened circumstances, then grant him a postponement until a (time of) ease; but if you remit the debt as almsgiving it will be better for you, if you did but know. (Baqara 2:275-80)

As stated above, God and His Messenger deem interest-oriented transactions as a reason to wage war, which in effect, means an exile from Divine Mercy for the rebellious perpetrators. By retorting,

“Shall I bow to him (Adam) whom You have made of clay?” (Isra 17:61),

Satan had become the first rebel through his denouncing the Divine Command. Such a seditious demeanor, therefore, iscommensurable with that of Satan’s who ultimately was branded with the curse and expelled from the Eternal Compassion of God.

Concerned public think that the cases of COVID-19 in Russia are allegedly hidden behind coronavirus-related diseases and complications, first of all, pneumonia. If so, the death toll from this disease was to have skyrocketed in the first quarter. However, as Realnoe Vremya’s analytic staff found out, the rumours seem to have no foundation. Official mortality data earlier this year even decreased compared to 2019 — as of February 2020 (more recent summarised data isn’t available yet). And though the pneumonia mortality rate in Russia is comparable with the COVID-19 rate in Iran — it also reduced compared to last year.

The Ministry of Health Care issued temporary methodical recommendations on 12 April, according to which amid the growing coronavirus incidence any flu case should be considered as suspected of COVID-19 depending on the epidemiological background. In this context, Realnoe Vremya’s analytic staff decided to study the latest currently available mortality statistics — particularly to find out what happened to the acute respiratory infection and pneumonia death toll. Over the first two months in 2020, 307,000 people died in Russia — this is 5% less than a year ago. Cardiovascular diseases (almost half, 145,000 cases), tumours (48,000 cases), external causes of death (21,300 cases), diseases of the nervous system and digestive organs (about 17,000 cases each) are the main causes. However, there wasn’t registered any growth in January-February compared to last year too. 4,125 people died from pneumonia in Russia during the first two months in 2020. It is 15% less than during the analogous period last year.

We should remind you that the first death from the coronavirus in Russia was registered only on 19 March — so there is no coronavirus case among these 4,100 deaths (at least according to those diagnosed). Nevertheless, it is interesting that the death toll even from usual pneumonia in Russia is comparable with, for instance, with the coronavirus mortality rate in Iran. The first death was registered there on 21 February, during almost two months the indicator rose to almost 4,500 people. We also should note that more people died from pneumonia in Russia in January-February than from coronavirus in his “homeland,” in China, over three months since the first death: 3,341 people died from COVID-19 in China as of 13 April, while the first death was registered on 9 January.

The COVID-19 death toll nowadays in some countries is comparable with the pneumonia mortality rate in Russia in January-February. For instance, it is Belgium (3,900 deaths since first death on 11 March), Germany (3,000 deaths since 9 March), the Netherlands (2,700 deaths since 6 March). However, it is important to understand here that generally speaking such indicators accumulated in these countries not during two months but over a month since the first coronavirus death. This is why it is more correct to compare this indicator with the pneumonia death toll a month. In Russia, 1,929 people died from pneumonia in February 2020. It is more than from the coronavirus in less than a month since March 17 in Turkey (1,198 people), Brazil (1,230 people from the same date), Switzerland (1,115 people from March 5). So, with the proper level of containment of the epidemic, regular pneumonia in Russia claims more lives than the coronavirus in these countries.

This comparison, of course, should not cause vain hopes or carelessness. In the leading countries in terms of mortality, the figures are much higher (and the population in most of them is lower, so the per capita mortality rate is, of course, ahead of the Russian rate of pneumonia). Besides, the key difference that makes the coronavirus “no more dangerous than regular pneumonia” is the transmission rate. The mortality rate from COVID-19 is not a stable result, consisting of many days with approximately the same number of deaths, they tend to increase significantly, despite all the efforts being made to contain the epidemic — as a result, they lead to very significant peaks. For example, on the highest for Italy peak day by death toll — March 27 — the figure was 919 people, in France on April 7 the death toll a day reached 1,417 people, and in the United States on April 10 — 2,035 people died from coronavirus. That is, on April 10, more people died from coronavirus in the United States than in Russia from pneumonia over the entire February.

However, we would like to note that if we count not only deaths from pneumonia but also from other respiratory diseases (this includes, for example, the flu, acute respiratory infections and other respiratory diseases), the death rate for the first two months of 2020 in Russia is 10,300. This figure is less than a year ago by 11%. However, in general, this death toll is comparable, for example, with the coronavirus death toll in the UK (10,600 deaths from COVID-19 since March 5) and France (14,400 people).

The situation with the dynamics of mortality from respiratory diseases is quite heterogeneous. While the national figure has decreased by 11%, there are cases of quite significant growth in some regions. For example, Ryazan Oblast with an increase in the pneumonia death toll by 46% (from 106 a year ago to 155 in January-February this year), the figure has jumped by 35% in Mari El (from 74 to 100 deaths), by 29% — in Kalmykia, by 25% — in Ulyanovsk Oblast and Kaluga Oblast, by 23% — in Moscow Oblast (while in Moscow itself it has fallen by 16%). There is also growth in Tatarstan — by 16%. At the same time, in some regions, the mortality rate from respiratory diseases has decreased significantly: in Sevastopol — by 61%, in Magadan Oblast — by 48%, in Kurgan Oblast and the Komi Republic — by 43%.

Our verdict

Incorrect. 64,000 people died in January 2018 in England and Wales of all causes. Public Health England estimates that across the 2017/18 flu season there were around 22,000 deaths associated with flu in England.

A block of text making comparisons between the number of deaths from flu and the scale of the Covid-19 pandemic has been shared on Facebook.

The text claims that “a real pandemic would be self-evident” with “bodies piling up on the street”. It adds: “The flu killed 64,000 people in this country in 2018, and you didn't bat an eye.”

This figure for flu deaths is far too high, and Covid-19 meets the definition of a “real pandemic”.

What counts as a pandemic?

The outbreak of Covid-19 across the world certainly meets definitions of pandemics that we’ve come across.

The World Health Organisation (WHO) says flu pandemics specifically are characterised by human-to-human spread of the virus in at least two countries within the same WHO region and “community level outbreaks in at least one other country in a different WHO region.”

More generally it says a pandemic is the worldwide spread of a new disease, and that aspect of novelty is also shared by the US Centers for Disease Control and Prevention (CDC) with respect to flu pandemics.

The Oxford Dictionary of Epidemiology says a pandemic is “An epidemic occurring worldwide or over a very wide area, crossing international boundaries, and usually affecting a large number of people.”

Figures from Johns Hopkins University suggest that over 43 million people worldwide have contracted Covid-19, with over one million deaths.

While Covid-19 is not the deadliest disease the world has ever seen, in part the death toll has been kept down due to worldwide restrictions on behaviour that could cause the virus to spread more quickly.

And while the UK has not seen incidents of “bodies piling up on the street”, if that is the Facebook user’s criteria for defining a pandemic, it has arguablybeenmet elsewhere in the world.

How many people die of flu?

As for the claim that the flu killed 64,000 people in the UK (where the post’s author says they are based) in 2018, this is incorrect.

The only reference we’ve found to a UK figure like that in connection with the 2018 flu outbreak, is that in January 2018 around 64,000 people died in England and Wales, at the time the highest monthly total since 2006.

But this figure was for England and Wales and covered deaths from all causes, not just flu.

Public Health England estimated that over the 2017/18 flu season, there were around 22,000 deaths associated with flu in England. This was one of the highest flu death tolls in recent years, but is still significantly lower than the current death toll from Covid.

It’s possible that the post might be mistaking the number of deaths in the UK for a figure from another country. In the USA, the CDC estimates that 61,000 people may have died in the 2017/18 flu season, which again was the highest number in recent years. The CDC estimates so far that there have been 211,000 deaths involving Covid-19 in the USA.

My article “Why is Everything Liberal?” has gotten a great deal of attention. See in particular thoughtful commentary from Bryan Caplan and Robby Soave at Reason.

This post is a followup, with two main goals. First, I’ve discovered additional evidence that liberals care more about politics, which I will just add on to what already was an extremely strong case.

Second, some people criticized the piece for not addressing what has changed recently. I think I’ve found the answer to that too, which is that the mobilization gap increased precipitously in 2016. It is at that time that we see Democrats overtake Republicans in fundraising, liberals overtake conservatives in signing petitions, and the left’s already sizable lead in protesting become much larger. While it seems that liberals have always cared more about politics if we are looking at the tail end of the distribution–i.e., those who become activists, journalists, or academics–it is only in 2016 that we see more noticeable and significant gaps open up in the next level down in the pyramid.

Since 2016, liberals have achieved true mass mobilization in a way conservatives never have in the modern era.

In 2016, fewer than 1% of conservatives had been to a protest in the last year, compared to 15% of extreme liberals, 10% of regular liberals, and 5% of the slightly liberal. Even moderates, at 2.4%, protested more than conservatives. Remember, this was before the Women’s March and the peak of BLM! The estimates for protest size used in the original post were pretty crude, but it’s nice to see self-reported data match what we see in the real world. Petitions tell the same story, but the differences are not as extreme: 61% of very liberal individuals had signed one in the last year, compared to just 26% of the very conservative.

Liberals already tended to protest more in the years leading up to 2012. But conservatives used to at least hold their own. This matches what we know from the real world, as this was the height of the Tea Party. Glenn Beck’s largely forgotten “Restoring Honor Rally” in summer 2010, for example, drew a lot of people, though nobody really knows how many. Wikipedia says “a scientific estimate placed the crowd size around 87,000, while media reports varied wildly from tens of thousands to 500,000.” This was also the time of Occupy Wall Street, so liberals weren’t exactly sitting on their hands, but conservatives at least made a showing. By 2016, conservative protesting had collapsed to practically nothing, while liberal protesting stayed at similar levels or, more likely, increased (hard to know for sure because of the time frame of the 2012 question being different).

In 2012, liberals were more likely to sign petitions than conservatives, but the gap was pretty small and there were many more conservatives in the country, which meant the right actually had more total people signing petitions. By 2016, more Americans than before were calling themselves liberals, and liberals were more mobilized, giving the left a substantial advantage.

Another thing we can do to see how relative mobilization has changed over time is to look at campaign donations. In the previous essay, I went all the way back to 2012, and showed that for every recent presidential election cycle Democrats brought in more money. I didn’t go back to 2008, as I was sure Obama outraised McCain, and I was of course right.

However, if you expand the analysis to midterm elections and all federal candidates, we see the Democrat advantage does not open up until 2016. Here are numbers I’ve gathered from Open Secrets for every election from 1990, as far back as data go.

In response to my piece, Ezra Klein argued that liberal domination of institutions was better explained by age and education polarization than liberals caring more. This is an argument I’ve seen him make elsewhere before (see also this and this from Josh Barro on Woke Capital).

Romney won college educated whites by somewhere between around 5% and 15%, while according to CNN’s 2020 exit polls, Biden won the same demographic by 12%. CNN actually has Trump barely winning college educated whites in 2016 (48%-45%). Education polarization is real, and the fact that college educated whites vote something like 15-30% more Democrat than they did in 2012 should be having some effects on board rooms and the larger mobilization gap. Yet educational differences do not seem nearly massive enough to explain the total liberal domination of institutions, as Republicans hold their own well enough with degree holders.

As far as the age gap, it can cut both ways. When I was growing up in the 1990s, the stereotype was that retirees had a lot of time on their hands and were therefore politically powerful, while young people were largely indifferent. Old people certainly have more money, and so you’d expect age polarization to actually give Republicans an advantage in donations. Yet since 2016 the trend has been the opposite. As parties have polarized more by age, Democrats have started winning the competition over fundraising. Maybe young people are inherently more likely to protest, but wouldn’t you expect old people to be just as capable of signing petitions? Thus, I’m pretty confident that age and education gaps are less important than the simple fact that liberals care more about politics.

The left has always had an advantage in committed activists. Yet, no matter whether you look at donations, protests, or signing petitions, the mobilization gap increased in 2016. Liberals had always protested more, but in 2016 the ratio was absolutely massive, being around 3.7x larger than it was around the time of the invasion of Iraq. This was before an upsurge of liberal protest activity that has included BLM, March for Our Lives, and most importantly, the Women’s March. Finally, the parties raised about an equal amount of money from 1990 until 2016, when Democrats took a lead that has now lasted three straight election cycles (2008 was an exception to the rule of parity in the pre-2016 era, when Democrats ran a fresh faced Barack Obama against John McCain, who seemed good at exciting Republican elites and MSNBC pro-war centrist types but not actual voters).

So what about “Woke Capital”? In many ways, business was the last domino to fall. Yes, liberals have always had more noisy activists, and corporations tended to bow to them on some issues when they got really agitated, like MLK day. But big business is more directly answerable to a wider swath of the population than are schools or non-profits, and so held out the longest. Coca-Cola and Walmart care more about what the median citizen thinks than does Harvard, The New York Times, or the ACLU. Yet after 2016, when the mobilization gap exploded, almost nothing in society could remain neutral, and pressure has come from both within and outside corporations for them to take a stand on almost all hot button issues.

Why was 2016 the year everything changed? Take a wild guess.

Just as the previous post raised further questions, this one does too. The most interesting thing to me is not simply protests and donations, but why one side has for over half a century now drawn more idealistic people who want to dedicate their lives to changing the world. The journalist-academic-activist complex is ultimately where power lies, and it has grown much stronger in the last 5 years because it has started to engage many more people at the intermediate level in the mobilization pyramid, among those who give money, sign petitions, and go to protests, and who find themselves between true elites on top and the mass of the largely indifferent voting public at the bottom.

If the rise of Trumpism explains the last five years, why did the left begin with such a strong built-in advantage? I hope to explore this question soon.

Moreover, right-wing protest culture has collapsed since the time of the Tea Party. It’s hard to know for sure, but other forms of conservative activism may have fallen off too. So even the degree to which Trump has actually mobilized the right must come with a caveat: he has turned out more Republican voters and gotten more people to donate small amounts of money, but few seem to want to make more substantial sacrifices, even compared to 2012.

Overall, the Trump era has provided mixed electoral results for Republicans. They won unified control of government in 2016, lost the House but kept the Senate in 2018, and came extremely close to winning again in 2020. Yet it has been an awful 4 years for conservatives who care about controlling institutions, or at least keeping them neutral, although even here it hasn’t been a complete loss. After all, the Trump era has given conservatives a comfortable majority on the Supreme Court, probably the most important single institution of all.

Federal court appointments last until death, while the widening of the mobilization gap is relatively new. Best case scenario for Republicans is that Amy Coney Barrett and Brett Kavanaugh live for a very long time, while the Trump era ends up being an anomaly in mobilizing the left to an unusual degree, with things going back to something resembling the pre-2016 historical norm. Worst case scenario is that things continue as they have for the last 4 years, with anti-Trump hysteria combining with the Great Awokening having created a class permanently mobilized for confronting racism and other evils, plus Republicans not even getting the mobilization on their own side that Trump gave them. A generation shaped by the experience of Trump and a party currently led by such uninspiring figures as Kevin McCarthy and Liz Cheney may end up giving conservatives the worst of all worlds.

Virtual battle in Belarus as VPN become crucial weapon against dictatorship

Totalitarian governments understand the power of the internet for cultivating dissenting opinions and providing the opportunity for citizens to orchestrate protests against the state. In recent years, elections in places as diverse as Uganda, Kenya, Bahrain, Cameroon, Egypt, Ethiopia, India, Iraq, Morocco, Saudi Arabia, and Ukraine have been marred by internet blackouts, website censorship, and the blocking of social media and messenger services.

In total, around 30 countries have experienced internet restrictions due to the unrest caused by controversial or downright rigged elections. The aim of the game for those oppressive regimes is to prevent an upsurge of dissenting opinions and stop citizens from being able to successfully mobilise demonstrations and political opposition.

Belarus is the latest country suffering at the hands of government-imposed blackouts. On August 9th, following an exit poll in which it became clear that President Lukashenko would successfully retain the presidency, the government decided to engage in internet blackouts across the country.

For around 61 hours, large-scale blackouts caused social networks, instant messengers and search engines to become nearly completely inaccessible. Lukashenko's government claimed that those blackouts had been caused by a cyberattack originating from outside of the country. Despite these implausible claims, however, most experts agree that the timing of the blackouts indicates government involvement.

Even before the exit poll was released, citizens across Belarus had been engaging in protests. Citizens were well aware of the likelihood that Lukashenko would once again fix the presidential election. And in the month running up to the vote, large numbers of activists and journalists were actively rounded up and jailed to prevent them from speaking out.

With the strength of feeling against Lukashenko at boiling point - and citizens already protesting even in advance of the election results - the government must have been aware that it was going to face unprecedented levels of backlash. The timing of the internet blackout, which was set to occur alongside the results of the exit poll, suggests premeditation.

Throughout Belarus, the reaction to the government-enforced backouts has been one of shock. Leading proponents from Belarus' IT sector, including 300 Belarusian tech developers, executives, and investors have signed an open letter stating that the conditions caused by the blackouts were highly damaging to the tech sector and that the continuation of ongoing police violence would cause it to flee abroad. Early estimates from activists have claimed that the disruption to the nation's infrastructure, including digital banking and online shopping, has already caused losses of around $56m per day.

The chaos caused by the coordinated internet blackouts reveals that Lukashenko is desperately scrambling to retain his stranglehold over the nation. Despite his claims on Monday that he would be willing to call new elections and hand over power following a constitutional referendum, most observers agree that in reality the president will not do so without a fight.

Unfortunately for Lukashenko, the internet restrictions have not been enough to discourage the widespread demonstrations happening across Belarus. Ten days since they began, the protests are still going strong and have even begun attracting the support of groups and enterprises traditionally supportive of Lukashenko.

After majority rule in 1994, contrary to expectations, the incidence of xenophobia increased in South Africa Between 2000 and March 2008, at least 67 people died in what were identified as xenophobic attacks. In May 2008, a series of attacks left 62 people dead; although 21 of those killed were South African citizens. The attacks were motivated by xenophobia. In 2015, another nationwide spike in xenophobic attacks against immigrants in general prompted a number of foreign governments to begin repatriating their citizens. A Pew Research poll conducted in 2018 showed that 62% of South Africans viewed immigrants as a burden on society by taking jobs and social benefits and that 61% of South Africans thought those immigrants were more responsible for crime than other groups.

Despite a lack of directly comparable data, xenophobia in South Africa is perceived to have significantly increased after the election of a Black majority government in 1994. According to a 2004 study published by the Southern African Migration Project (SAMP).

In September 1998, a Mozambican national and two Senegalese citizens were thrown out of a train. The assault was carried out by a group returning from a rally that blamed foreigners for unemployment, crime and the spread of AIDS.

In 2000, seven foreigners were killed on the Cape Flats over a five-week period in what police described as xenophobic murders possibly motivated by the fear that outsiders would claim property belonging to locals.

In October 2001, residents of the Zandspruit informal settlement gave Zimbabwean citizens ten days to leave the area. When the foreigners failed to leave voluntarily, they were forcefully evicted and their shacks were burned down and looted. Community members said they were angry that Zimbabweans were employed whilst locals remained jobless and blamed the foreigners for a number of crimes.

In 2005 and first week of 2006, at least four people, including two Zimbabweans, died in the Olievenhoutbosch settlement after foreigners were blamed for the death of a local man. Shacks belonging to foreigners were set alight and locals demanded that police remove all immigrants from the area.

In August 2006, Somali refugees appealed for protection after 21 Somali traders were killed in July of that year and 26 more in August. The immigrants believed the murders to be motivated by xenophobia, although police rejected the assertion of a concerted campaign to drive Somali traders out of townships in the Western Cape.

Attacks on foreign nationals increased markedly in late-2007 and it is believed that there were at least a dozen attacks between January and May 2008.The most severe incidents occurred on 8 January 2008 when two Somali shop owners were murdered in the Eastern Cape towns of Jeffreys Bay and East London, then in March 2008 when seven people were killed including Zimbabweans, Pakistanis and a Somali national after their shops and shacks were set alight in Atteridgeville near Pretoria.

No persons were physically assaulted but homes were trashed and looted and this led to the biggest displacement of foreign nationals since May 2008. The Zimbabweans were then housed in a displaced persons' camp where some remained for a year until it was closed. Researchers identified the role of a ward councilor, Mpumelelo Lubisi, in inciting the attack in possible collusion with informal labor brokers who had financial interests in getting rid of their Zimbabwean competitors. South African workers also accused farmers of employing the Zimbabweans at less than minimum wage (farmers and Zimbabwean workers denied this).

On 30 May 2013, 25-year-old Abdi Nasir Mahmoud Good was stoned to death. The violence was captured on a mobile phone and shared on the Internet. Three Somali shopkeepers were killed in June 2013 and the Somali government requested the South African authorities to do more to protect their nationals. Among those murdered were two brothers who were allegedly hacked to death. The attacks led to public outcry and worldwide protests by the Somali diaspora, in Cape Town, London and Minneapolis.

On 7 June 2014, a Somali national, in his 50s, was reportedly stoned to death and two others were seriously injured when the angry mob of locals attacked their shop in extension 6 late on Saturday. Three more Somalis were wounded from gunshots and shops were looted.

After another round of xenophobic violence against Somali entrepreneurs in April 2015, Somalia's government announced that it would evacuate its citizens from South Africa.

In April 2015, there was an upsurge in xenophobic attacks throughout the country. The attacks started in Durban and spread to Johannesburg. Zulu King Goodwill Zwelithini has be accused of fueling the attacks by saying that foreigners should "go back to their countries".

Sithole's name is not included in the official list of seven victims killed in the April 2015 attacks, including an Ethiopian, a Mozambican, a Bangladeshi, a Zimbabwean and three South Africans who were all killed in KwaZulu-Natal.

Thus, it was these rumours that incited the attacks on foreigners.

On 23 October, the Makana Municipality held a town meeting at City Hall. The meeting was focused on how the municipality and the South African police would pacify the residents and address the situation.
