Sera is definitely gonna try and fail to control the exorcists next season. They were supposed to stop a war from hell and they have done the exact opposite. Unfortunately she has been hands off in managing them and the only one they are loyal to is Adam who she controlled betterish and he is dead.

Apologies for the delayed response.
I find the character Sera interesting. She clearly set up to be an obstacle of an antagonist for the series. But as problematic as she is, to the point she know it felt wrong that it needed to be kept a secret, she believes she doing the right thing.
She didn't sign the go ahead for yearly massacre for fun. She felt it was necessary and her duty to protect the pure, good unsinned) souls of Heaven coming to harm from an uprising. So she made the hard decision to allowed the yearly massacre while trying to keep her hands as clean as possible from it.
Sera is definitely gonna try and fail to control the exorcists next season. They were supposed to stop a war from hell and they have done the exact opposite.
I think Sera will call a ceasefire by emily urging, at least temporarily if not permanently as she figure out Sir Pentious and his redemption. (all while kept under secret). So the war 'ended'.
However Lute wants vengeance and will continue the unsaction war. I sure she would rally the remanding exorcist or trick them into fighting without Heaven's blessing. Just like you said, they were loyal to Adam. Lute was Adam trusted right hand woman. The Exocist will look to her to lead them. Not Sera. But Sera decrees will weigh heavy on them if they heard it. I assume Sera will decree it to Lute and expect to pass the message to the rest of the troops which they may not got that information. Which is still in line of the "Hands off" method as you mention. She doesn't want to sully her hands with such things.
Or Lute manipulated and convince Sera for Lute to carry out a secret mission with a team.
Sera will pretty much be at odds at everyone. Mainly Emily and Lute. Both of which trying to appeal to Sera of their goals. Emily trying to bring peace and aid the hotel and bring more redeem sinners and prevent more souls from being double dead.
Lute wanting her revenge but passing her revenge as devine rebutrion for Hell uprising and killing the first man. I think Sera would even try to give a few comforting words to Lute about Adam but it just angers Lute more.
Side note: I really want Lute to stumble upon sinner Adam and nearly run him through during her mourning rage and attempting genocide. It be deliciously angst and drama filled.
But back to Sera. I think season two we just see Sera steadily losing control of the situations and everything that it stresses her out. Sera would be adamant against Emily's views. Because Sera doesn't want to be wrong about the exterminations. Because if she was wrong...then she agreed to thousands upon thousands of souls to death without their second chance. Sera also kept trying to shut Emily down everytime Emily tries to bring a subject up. Because Emily questioning everything about Heaven. Which is dangerous. It causes angels to fall and she can not have Emily fall because Emily questioning Sera tough choices and the consequences that came from them.
Eventually Sera will turn a leaf and stand beside Emily. Trusting in Emily and her decision. Heaven all about faith right?
However, Sera might have to stand beside everyone because a powerful enemy threatens everything (Roo)
Either way, Sera is antagonist but she's not a villain. She just a overprotective control freak who went about it the wrong way and now starting lose her grip on that control.
I haven't really been looking but I know there are fan art and fics (I haven't read any) of sweet innocent Emily falling. But I think having Sera fall be so much more impactful. Sera fully realizing her consequences of her choices and seeking help from Charlie, Lucifer and the hotel after she ruled it there's no proof of her hotel to work. Only to tell them in person that it does work. Which is a huge reveal to the hotel as Sera made sir pentious ascend a secret until now. Sera being humbled by it all and apologize to Lucifer for her and Heaven treatment of him. Lute possibly leading unsaction extermination during the time Sera fell. Doesn't that sound like a fun read?

"Ah Lord God, behold, thou hast made the heaven and the earth by thy great power and stretched out arm, and there is nothing too hard for thee." - Jeremiah 32:17
At the very time when the Chaldeans surrounded Jerusalem, and when the sword, famine and pestilence had desolated the land, Jeremiah was commanded by God to purchase a field, and have the deed of transfer legally sealed and witnessed. This was a strange purchase for a rational man to make. Prudence could not justify it, for it was buying with scarcely a probability that the person purchasing could ever enjoy the possession. But it was enough for Jeremiah that his God had bidden him, for well he knew that God will be justified of all his children. He reasoned thus: "Ah, Lord God! thou canst make this plot of ground of use to me; thou canst rid this land of these oppressors; thou canst make me yet sit under my vine and my fig-tree in the heritage which I have bought; for thou didst make the heavens and the earth, and there is nothing too hard for thee." This gave a majesty to the early saints, that they dared to do at God's command things which carnal reason would condemn. Whether it be a Noah who is to build a ship on dry land, an Abraham who is to offer up his only son, or a Moses who is to despise the treasures of Egypt, or a Joshua who is to besiege Jericho seven days, using no weapons but the blasts of rams' horns, they all act upon God's command, contrary to the dictates of carnal reason; and the Lord gives them a rich reward as the result of their obedient faith. Would to God we had in the religion of these modern times a more potent infusion of this heroic faith in God. If we would venture more upon the naked promise of God, we should enter a world of wonders to which as yet we are strangers. Let Jeremiah's place of confidence be ours-nothing is too hard for the God that created the heavens and the earth.

Does that mean Lilith could die and then pop up in either Heaven or Hell in a demon/angel form?

Well, her soul is thousands upon thousands of years old. Biblically minimum of 6,000 years old or scientifically could be high as 300,000 years old. So her earthly body probably already perished before or upon her descent into the banishment. Perhaps the fall itself what caused it. Because...she like literal fell to her death and raised up again on Hell grounds, it was in her demonic form with the horns. But since she hasn't gotten the chance to live a long life and committed sins her hellish form didn't vary much from her mortal one. Since sinners were meant to take traits of their life/sin/crime/death to create their new bodies.
Maybe her unsinned banishment why she character design with purple. It's the color you get when you mix red (Hell) and blue (Heaven)
But it is possible upon entering Hell she was granted immortality. Like, maybe whenever a human soul passes into Hell realm, they are granted immortality regardless if they actually died or not. Sinners are immortal until they are killed off by angelic weapons.
Since she has shown to have horns, I am leaning towards that she has died and gained her demonic form. She wasn't allowed to be in Heaven at the time so afterlife form defaulted to demon as thats the realm her soul was in when she woke up in the afterlife. But Sir Pentious has shown us that one can raise up to be an angel. So, that possibility is also extended to Lilith if she meets the criteria.
I don't really know. I am just b/sing that might might make plausible explanations or reasonings. But if these ramblings inspire people for art, fics, fill in plot gaps, or just come up with their own thoughts, then what's the harm.
