What We Know About Cattle
(as of the third beta; last updated 1/22/24!)
Ruferu (which has previously been translated to English as "Luffy", though this may not be accurate), codename Cattle, is an owllike creature with amnesia who finds and recruits the protagonist (Wonder) as a phantom thief at the start of the game. He knows a lot about the Metaverse, including how to change hearts, but doesn't know why he knows these things.
In the Metaverse, Ruferu is a very short, humanoid figure with a beak, as pictured above. Like Mona, he's also able to turn into a car. Outside the Metaverse, Ruferu is a talking owl, whose speech isn't comprehensible to most people, though the exact distinction for when someone is able to understand him hasn't been made clear. People with the MetaNav on their phone seem to be able to understand him whether or not they've been inside the actual Metaverse.
The codename "Cattle" is one he picks for himself, though he says he doesn't know why. It's most likely a reference to his Persona, who was a cattleman before he became an outlaw. The Megami Tensei wiki also notes that “His code name in Japanese (キャトル, kyatoru) means the English word "Cattle," but is also the Japanese representation for the French word Quatrelle, which is the spoken aloud alternate name for the Renault 4 or 4L... which serves as the basis of the vehicle Ruferu can transform into."
His Japanese voice actress is Ai Nonaka.
Ruferu is a Confidant of Wonder's, though his Arcana is unknown. Its progression seems to be at least partially tied to story events.
At the start of the game, Ruferu follows Wonder around, and decides to recruit Wonder when he sees Wonder is the only person in the train station to react to a woman jumping off a building. When Wonder accidentally enters Mementos, Ruferu finally introduces himself, helps lead Wonder out of the Metaverse, and teaches him how to fight. He later explains the Metaverse, shadows, Personas, and changes of heart to Wonder.
His amnesia seems to be tied at least loosely to Mementos and the Palaces, as he regains a bit of his memory after they steal the first Palace ruler's Treasure. Ruferu seems determined to steal the other six Treasures he can sense as well, to fully regain his memory, but recognizes he can't do it alone. He's happy to have Wonder and Motoha on the team, though he comments Motoha's a bit noisy for a phantom thief.
While Ruferu is able to sense Palaces, it's not through smell like previous characters, but rather through sound. Ruferu can hear the "voices of the human heart", and follow those to a Palace, particularly if they've identified the Palace ruler in advance.
Ruferu's role unsurprisingly seems to parallel Morgana's in the original P5.
While Ruferu is a bit serious, and seems to be the unfazeable type who knows a lot and isn't caught off-guard by a surprise, he's not usually overly rude or condescending. He doesn't take his teammates' help for granted, and actually asks Motoha and Wonder whether they want to continue working with him after the first Palace, rather than assuming.
He also doesn't seem to be embarrassed easily, and has no problem letting Motoha pick him up if he can't see something, or letting Wonder hold a phone out to him so he can talk on it. He can come across as just a bit childish, not in an immature way, but in how he interacts with others due to his small size.
Above all, he seems to be focused on his work as a phantom thief. He doesn't seem to particularly care what his teammates' motivations for working with him are, as long as he has them, but personally is very goal-oriented and will pursue any obstacles until he finds a way around them.
His Persona, Rob Roy (based on a Scottish outlaw and folk hero), is already awakened at the start of the game. He has Fire and Healing skills, and resists Fire while being weak to Wind in the third beta.
Notably, while he's well-versed on how the Metaverse and phantom thievery within it works, he hasn't stolen a heart prior to the first Palace, and in general, his know-how doesn't seem to extend to things related to the Velvet Room. While he accepts the cognitive teammates quickly after Wonder explains what a "Phantom Idol" is, he doesn't quite understand them, and immediately says Wonder can be in charge of them even before Wonder is established as the leader.
In combat, his melee weapon is a pair of tonfa, while his ranged weapon is a blowgun. His highlight attack is shown from 0:14 - 0:25 in this video.

VERSES
To the unknown I go against my sorrow: Follows the main story for Persona 3 with heavy inspiration from the movies and reload. Goes from the start of the game to the end on the rooftop.
Cover your eyes and hide in the dark: Following the events of the game if Makoto chose to kill Ryoji and forget everything. Most of his bonds with SEES outside of his classmates is gone and all of his development is erased.
With all of my unanswered prayers: Verse where Makoto joins Strega.
He doesn’t get “accidentally” put in the SEES dorm. Instead, he goes to the boys dorm. He stays pretty reclusive until the night of the full moon. He sees Pharos and sneaks out of the dorm in the hopes of seeing him since he thought he left the dorm. There he is attacked by the big shadow. Despite not having an evoker, when he is almost killed by the Shadow, Thanatos awakens but Makoto can’t control it. This leads to the shadow being killed by Thanatos more or less being a huge risk to himself and everyone around them. Takaya manages to stop him and “rescues” him. Due to this, Makoto is asked to join up with them instead. Feeling obligated at first, he joins. He has almost no control over his Persona at all, making him incredibly dangerous. The ONLY way he can easily control it is with the pills Takaya gives him Now, Makoto’s issues worsen and his feeling of not fitting in gets worse. The only time he feels comfortable is during the Dark Hour. He makes no friends at school and retreats into himself, his only real contacts being the other members of Strega. While Makoto is still a sympathetic character to an extent, he is incredibly selfish in this verse. It is very much a villain verse. It’s still being worked out, as I am only now getting into the meat of Strega being in the game in reload and it’s been like 10+ years since I played the original game lol.
YOUR WISH: Persona 5 Royal verse.
Persona 5 Royal verse. This verse takes places during the events of Persona 5 Royal. Heavily plotted out with Irons. The Answer never happened in this verse and all of SEES ended up growing up and going their separate ways. When Maruki took control (or before if a character met him and confided in him), Makoto was brought make to life. With no memories after the rooftop, Makoto reappears in the world. He instantly knows something is wrong. His biggest concern is to solve the mystery of why he is back before his absence can allow Nyx to come back. This verse takes place roughly 10 years after the events of Persona 3. I am willing to plot out things with Persona 5 or 3 rpers. Though if I am interacting with Persona 5 rpers, I will assume a lot involving the P3 cast solely because of the affiliation the verse has with Irons and his muses.

THE DAY AFTER: Makoto survives verse
Makoto doesn't die on 3/5. Maybe as a gift from Ryoji or Igor, or through his own stubborn will... Makoto is split. While much of him became the seal, he is still at least somewhat tethered to his body.
After the rooftop, he falls into a coma with little hope of waking up. Despite pessimism from the doctors and no real known cause medically, he is basically in a vegetative state for at least a month if not longer. He does eventually wake up. He struggles, at first, with eyesight and moving around. But eventually he regains some semblance of independence.
Makoto is alive but has severe issues. He had chronic exhaustion and pain that seems to have no cause. He is incredibly sickly and struggles after any strain physically. For the most part, he is living on borrowed time. He could die in a day, in six months, in a year, in ten years. But it doesn't really matter to him, because all he wanted was more time with the people he loves. He isn't afraid of dying because he knows it's all worth it to protect the world he grew to love thanks to SEES.

Hopping through various universes may seems fun at times however it did come with it own sets of problems such as encountering a shadow that look like him but wasn’t his shadow considering he still had both of his personas.
A small sneer came to his face when the shadow looked disgusted at him.

A Metaverse Winter?
Calling all Persona rpers! Calling all Persona Rpers. Had a bit of a rp idea for everyone who is Persona Rper, and has a Persona Verse. A Rp Event for the Winter Holidays. Starting from December 18 to January 2nd. A winter rp event where Persona characters are dragged into a mysterious place by unknown forces to have a place to celebrate the holiday events. There will be games, events and yes, a secret santa situation. Also memes! So if you guys don’t mind spreading this post around. Yes this is my attempt to promo for the event. I’m sorry I don’t know how to make images like that. So yes spread this post along please, and I’ll make other posts for signing up, and rules for the event!

Bio: Ryuji Sakamoto is a student of Shujin Academy and knows about Ann Takamaki since middle school even though they are not too acquainted. Ryuji borrowed money from Ann in middle school so he could buy a stuffed dolphin for his mom from a school trip, but never paid her back, which Ann holds against him.
He originally came from a household with an abusive father, who eventually abandoned him and his mother. Later on, Ryuji got a great opportunity for his future and to ease his mother's burden by becoming a star athlete on the school's track team. However, during an unknown time prior to the game's events, Suguru Kamoshida came into the school and sets up his totalitarian regime, which he starts by disbanding all sports teams bar his volleyball team so it can go up front. Ryuji's track team, of course, was one of the causalities, as Kamoshida began telling everyone at Shujin about Ryuji's parents, causing Ryuji to try and attack Kamoshida but in a manner of "self-defence" broke Ryuji's leg and caused the track team to disband, and the former members of his team alongside Kamoshida would label him as the track traitor due to his supposedly brash violence against Kamoshida. Since the team was already disbanded, they were also unable to participate in a track championship.
A year later, when Ryuji was already known as a problematic student at Shuji due to his attitude and rebellious nature, he met the new transfer student. Little did he know that’s when his life would change forever -- learning about the Metaverse, meeting Morgana, seeing the new kid awaken to strange powers, and, eventually, he too awoke his Persona, Captain Kidd. Later joined by Ann, this team of four took down Kamoshida and destroyed his palace, becoming known from that day onward as the Phantom Thieves.
