I think your last paragraph hits a lot of the issues as to why there is a "problem" with feedback. I know I feel a lot of the time that I simply don't know what to say. When I read long gushing comments with quotes and fucking citations or whatever, it feels wrong, I guess, to just leave a simple "This was great, thanks!" Maybe this already exists, but I honestly think a guide to commenting would be very helpful especially for fandom newbies. Here's what an author might like to hear! Here's what a bad/abusive comment looks like! Here's why commenting is a lovely thing to do if you've enjoyed a fic!
Guides for suggested comments definitely exist. Here’s a few I’ve found helpful:

Things you can comment on in a fic
I’m going to tell you right now: anybody who says there’s a right/wrong way to comment can stuff it up their ass, and not in a pleasant way. (I’m talking about your usual “I liked this/thanks for writing!” type, not rude or abusive ones.) As I’ve said in a previous post, feedback is a gift to a writer, and should be treasured. If a person takes time out of their day to tell you they enjoyed a thing you put out in the world, how is it not a present? It is rude and churlish to demand that feedback take a specific form.
That being said, if a person wanted to leave a more detailed comment, they are always welcome to. There are many good suggestions above. What an author might like to hear depends on the individual author, really. I personally adore comments that tell me my characterization was good/they can hear a character saying a line, or that something rings true to their experience. Other authors may appreciate hearing about a particularly clever or funny or emotional bit of dialogue, or how they built the setting. If it’s porn, they will always appreciate hearing you found it hot. (Point out specific bits if you want. Do not go further than that. Please please do not go further than that.)
I think we can agree that abusive/*ist/*phobic comments are unacceptable, as are shockingly rude comments like this. (I take this one a bit personally because my friend wrote this beautiful fic for me and this fucking shitweasel decided this is what they wanted to focus on. Also the fic was clearly tagged.) 
I would like to discuss the back-handed compliment comment, the kind that has a nice thing to say but also leaves you going “What?” True Life Examples include:
This was fun to read, even as just a one-off. :)
Hit me straight in the feels, I don't get that from oneshots that often anymore.
idk why they focus on the fact that they’re one-shots? Just say you liked it and leave it at that. Nobody will thank you for privileging one type of fic over another. 
There’s a particular category of back-handed compliment that I think needs particular attention, the “I don’t like X, but”. This is the sort of thing you should tread carefully with, for the reasons enumerated in this post by my friend thingswithwings. It’s really long, so I don’t expect you to read all of it, but here’s the important bits I’ve pulled out (apologies to tww, who would prefer I not excerpt the post but I think people need to read it):
This construction ("I don't like X but") is, a very large percentage of the time, used to talk about denigrated kinks or denigrated tropes. When this construction is used in the context of a commonly denigrated thing, it often cannot help but participate in that denigration. My feeling is that it's often used to separate the commenter/reccer from the kink or trope. Why is it so important to prove to the world that you aren't one of those people over there who likes sadism, or watersports, or sounding? Why is it so necessary to communicate that right now?
There is a general idea that stating a personal preference is value-neutral, but of course we know that this isn't true. Also, regardless of my motivation, if all the comments/recs/commentary on this story follow this same pattern, is it possible for me to use that same pattern and still be value-neutral? Can I use that same pattern and not participate in an overall message of othering, exclusion, disgust, or shame?
And to be clear, not every author feels this way about that particular phrase! But I think it’s absolutely worth interrogating how we use it, especially as a distancing mechanism and value judgment.
That is probably way more than you wanted to read, but I hope that was helpful.

My ex always used to say he could tell when I was bra shopping online because I would hunch over the computer and start muttering numbers to myself. I assume you are familiar with r/abrathatfits?
I don’t Reddit, actually. I get that it’s great for specialty stuff and I’ve read some great threads. But, I don’t use Reddit.
I learned all my bra-fitting lore from a couple of communities on Livejournal. (Yikes! I’m old.) Back then it was really hard to find anything, and shipping from the UK was expensive, but DD+ sites have downright exploded in the, yikes, decade since then. I still can’t walk into a store within 60 miles of my house and find a single bloody thing, but the Internet is vast and I know all the major manufacturers like the back of my hand. (There’s a specialty bra boutique four miles from my house and I called them and asked what Freya, Fantasie, Curvy Kate or Panache they stocked and they said uh... we carry... Wacoal? and I said never mind then and hung up. If you don’t have British bras I’m not shopping with you.) (I lie, I did go in, and they fitted me, and I wound up with the single least-supportive underwire bra I’ve ever owned, and the straps won’t stay on my shoulders because the thing is so poorly-designed, and I look old and fat in it. And it was $60. So, fuck ‘em. Fuck Wacoal entirely. British and Canadian fitters never have a problem, but American fitters universally insist on adding random amounts of inches to my bra band measurement and then can’t figure out why my nipples are down to my elbows and the back of the bra band is up to my neck. Fucking, duh? so I don’t go to fitters anymore.)
I’m just so old and tired of fucking dealing with it that now that I’ve discovered how cute Torrid’s bralettes are and that several Freya dealers ship through Amazon, I don’t shop around much anymore. I have two styles of underwire that I buy one of every two years or so, and I wear those when I really have to look sharp, and otherwise, it’s wire-free for me, baby. Maybe I look old and saggy but guess what... yep, that’s right, I am old and saggy, so.

Good luck. Our boiler has been down for a week, with repairs constantly being delayed. We're basically living in one room with a space heater. We're visiting my mum for showers and baths. She says its like the old days before central heating.
Oh no that sucks!!!!! 
When I was a very small child our house didn’t have a working furnace. I think this was my first winter of life, and maybe my second. I’m not sure of the details. All I know is that I very, very vaguely remember the kerosene heater, which was a large beige cylinder, metal, surrounded by a snap-on metal grid. I remember the smell of it. My mother remembers that it gave off soot that stained the nail heads of the sheet rock, and I have a probably false memory of seeing that; I’m sure as the infant/toddler I would have been, I wouldn’t have cared about that.
I did use a kerosene heater in the yurt last fall and it got soot all over fucking everything, so I’m well-reminded of the look and smell of it. 
I have no memories of before my family had a hot water heater, though. 
All of which is a rambly way of repeating, that’s awful. Have your pipes not frozen, at least?? I’m terrified of my pipes freezing here-- our furnace is okay but our thermostat is on the fritz and keeps forgetting to turn on, so anytime I’m away for any number of hours I half-expect to come home to a frozen house.

Yesterday I wore:
bra, tanktop, long-sleeved shirt, sweater dress, sweater underpants, midcalf leggings, full-length fleece leggings, thin cotton socks, thick wool socks, thigh-high wool legwarmers knee-high suede boots, wool circle scarf, wool hat, angora wristlets, sheepskin mittens down parka
I took off the mittens and parka, but left the rest on. My workplace thermostat, with the aid of it being up to 22F yesterday, got the interior of the office up to 67F, but the windows are so bad there were actual breezes. (NB: I cannot see a window in any direction from the interior office in which I work. But I can feel them!)
The “bomb cyclone” is supposed to hit the East Coast today.  I don’t expect much if any snow but we had two or three inches last night. 
On Tuesday afternoon there was a 100-car pileup on the Thruway. It’s south of where I am, but my deskmate takes that stretch to get to work. They closed an entire exit both directions, and he took back roads home that night. The next morning he drove in through the accident site and said it was unreal-- debris everywhere, and tire tracks veering wildly off into the snow in every direction, and over the whole thing he’d just felt this haunting unsettledness, knowing there’d been one fatality and several serious injuries in the pile-up. 
My baby sister is supposed to come through with her family at some point this week and isn’t answering my texts about when. Last year they got stuck in a lake effect whiteout for three hours, so. We’re all a little nervous about this year.
