Kamloops Mayor Reid Hamer-Jackson suggested hiring a member of his election team as city assistant chief administrative officer shortly after the Oct. 15, 2022, election. Hamer-Jackson confirmed to KTW he proposed the idea to CAO David Trawin of adding Deborah Newby — a retiree and former project manager for the provincial government who served on Hamer-Jackson’s election campaign — in the assistant CAO role.

Hamer-Jackson said when he learned Trawin had been talking to a CAO from another city about possibly taking on the job in a few years when Trawin retires. Hamer-Jackson said he suggested Trawin speak with Newby, noting Trawin took a meeting with her. “I just discussed it with David Trawin to see if he felt he needed assistance,” Hamer-Jackson told KTW.

Asked why he felt Trawin needed an assistant, Hamer-Jackson cited workload, claiming Trawin told him when Hamer-Jackson was first that he had cut his hours back and does not work past 7 p.m. or on weekends unless it is an emergency. “I thought, ‘Well, gee, we’ll get somebody to help him never happened,” Hamer-Jackson said. “It wasn’t a lengthy, drawn-out thing or anything like that.”

Trawin told KTW he works 50 hours a week now, down from 70 hours in 2020. He clarified his comment to the mayor was that he did not want to receive emails after 7 p.m. or on weekends if they were not an emergency because, in the past, he was receiving emails at all hours and days with expected immediate responses. Trawin said he and the previous council put guidelines to that effect. “Does that mean I don’t work after seven at night and on weekends? No, I do, depending on the topic,” Trawin said, adding that Hamer-Jackson wanted him to work around the mayor’s schedule, which includes Saturdays, and to accompany the mayor on 3 a.m. tours, visiting the city’s marginalized population. Trawin said he has gone on those tours and has corresponded with Hamer-Jackson on Saturdays.

Trawin confirmed Hamer-Jackson asked him if he needed an assistant CAO and that the mayor expressed concern with his workload and health, to which Trawin said he assured the mayor he has had no health issues since a fainting incident in council chambers in June 2020. He went on temporary leave and returned to work that August.

Trawin told KTW he has no plans to retire any time soon, noting succession planning is often looked into at the city.

Trawin said he took a meeting at city hall with someone Hamer-Jackson felt would be “a good fit” as an assistant but noted it was an introduction, not a job interview.

Trawin said he told the mayor the additional hire was not something he needed and was waiting to see the result of the council’s strategic plan — which is still pending — to determine if to implement it.

Asked if he was also concerned about Trawin’s health, Hamer-Jackson said he wanted to make sure Trawin was in good health.

Coun. Bill Sarai told KTW he feels Hamer-Jackson citing Trawin’s recent health issues is a disingenuous excuse to install one of the mayor’s campaign workers and supporters into the role of assistant CAO.

Trawin is also labeled as “offline” Hamer-Jackson shares comments about his health issues, of which he has none, and his ability to do his job.

Hamer-Jackson has also cited wanting to relieve councilors of their workload in his decision to remove Sarai and two other councilors as chairs of their committees — relief neither had requested.

Asked if part of the reason he proposed Newby as an assistant CAO was due to a distrust of Trawin, Hamer-Jackson replied, “No comment.” Asked if he distrusts the rest of the council, the mayor Coun. Stephen Karpuk.

Trawin said Hamer-Jackson wanted the assistant CAO to work on initiatives and projects the mayor for the city.

Trawin told KTW that while he may be too busy to focus on additional projects, the process within the city would be to delegate that work to the appropriate person and at the direction of the council as a whole.

Trawin said there are deputy CAOs in the province, but they report directly to the CAO, noting such a position would be opened up to the competition.

“There are more and more municipalities with deputy CAOs because the role is getting more complicated,” Trawin said. “Right now, I haven’t had to go that direction because my corporate leadership team is phenomenal.”

B.C. municipalities are structured to have the CAO serve as the council’s lone employee.

Following the assistant CAO inquiry, Hamer-Jackson said he also wanted Newby to fill the vacant position of executive assistant to the mayor and council. The city, however, ultimately hired internally, tapping 15-year veteran Chrissy Cossentine. Hamer-Jackson Newby as chair of the standing committee on community relations and reconciliation committee in place of Sarai but has rescinded that and all other appointments while the council reviews the terms of reference for standing committees.

"Your turn" y/n yawned from the other side of the bed 

"I'm goin'" I yawned giving her a kiss and climbing out of bed and over to the little crib picking juniper up in my arms "shhhh shhhh shhhh. No need to cry baby daddies here. Daddies here for little juniper" I cooed giving her a kiss as I let her rest her head on my shoulder she coughed a little so I patted her back a few firm times and all of a sudden she opened her mouth and vomited down my shoulder and back. It was warm, and sticky, and immediately smelt like sour milk. I moved her off my shoulder a moment and she smiled happily "feel better now?" I asked and she giggled so I put her back in her crib with her little blanket and cleaned myself up noticing her vomit was completely black but that seemed to be normal for juniper we did take her to the doctor and there is nothing wrong with her medically even her eyes he explained as meerly a genetic abnormality and she actually sees really well. Like really well. I'm convinced she has like night vision. But once I cleaned up I went back to her crib giving her a cuddle and a few kisses "there we all better now juniper? All better now? Yeah little baby with a poor poor tum. I give it a kiss better" I smiled giving her tummy a little kiss 

"Look at you two" y/n smiled from the bed 

"What?"

"You drop the tough boy act with her"

"What?" I laughed

"Out there your big strong tough deputy boy, in here your just her daddy,"

"Well I love my little juniper. I want her to be safe and happy so out there daddy has to be a big tough man to keep baby safe but in here just cuddles and kisses" 

"You spoil her"

"Maybe a little. But I just want her to be happy. Have all the lovely things I didn't have. My mum died when I was born and dad was working all the time I never got cuddles with my mummy and daddy," I explained bringing juniper to the bed so we could both cuddle her 

"Oohh some wants a snack" she says taking juniper from me and tugging down her dress to let her feed 

"I love watching you feed her"

"Why because boobs?"

"Boobs do make a compelling argument but i don't know something really cozy about watching you feed her I can't explain in"

I sat at my desk doing some paperwork for bill keeping an eye on little juniper, y/n had to do some laundry and shopping today so she dropped her off in the office with me not that I minded having my little girl here to help me work even if she was playing a bit of an odd game, she sat on the floor beside my desk with her little box of toys and one by one she would select a toy have it walk around all the other toys and then bring it to her lap where she would decapitate the toy and throw the head in the tot basket the body in the forming pile.

"You ever worry about her?" Bill asked

"Uhhh sometimes" I admit "but she's a happy girly. I probably did crazy stuff like this at her age too"

"I meant her eyes"

"She can see fine. It's just an unusual thing. Makes my baby extra special"

"Aww you wanna sit with papa. Come in then juniper come sit with papa" I smiled lifting her up into my lap "you playing teddy execution?"

"Ya"

"What did Mr bear do then?"

"Ohh he robbed a train. That's a bad Mr bear. You know what" I laughed, grabbed my keys keeping her on my hip "that's a bad Mr bear." I laughed grabbing her bear Nd sitting it inside the cell locking it up with the keys 

"Yay!" She giggled

"Morning bill" Maggie smiled as she came in 

"Morning Maggie" bill nodded

"Hiya whitey"

"Hiya Mary Agnes" I smiled

"Oh- hi juniper" she said jumping a little when she saw her, Mary Agnes like most of the ladies in town didn't much like juniper they all seemed a little spooked by her, knowone much liked her eyes calling her creepy and strange 

"Go say hi" I told her putting her down she hurried over

"Hewo Maggie" 

"Hi juni" she smiled giving her a pat on the head 

"Come on juniper. Let's get home to mummy"

"Nooo no no no" she whines 

"Come on, mummies making us stew" I smiled picking her up to take her home.

I worried about juniper as she was growing everyday, knowone in town much liked her. All of them spooked by her when they would see her. Even the horses when seeing her eyes would panic and try to bolt. Maggie and a few other ladies in town had told us to get her glasses to cover her eyes but we refused we didn't want little juniper to feel ashamed of her unique eyes but at the same time I know what they mean, I knew I shouldn't have done what I did, medaling with forces we don't understand but, juniper could be a devilish creature of brimstone and I wouldn't care she's still my daughter and I still love her unconditionally and I won't have her be ashamed of her unique gift. Even if at times she even spooks me. But that's more the things she does, I'm sorry normal or jet black eyes if a little girl stands at the foot of your bed silently with a homemade voodoo doll it will freak you out a little. 

"Daddy!" I headed her whine immediately I perked up from my chair seeing the dry goods man with his hand on her braid immediately I bolted down from the office porch and pulled her into my leg 

"Get your hands off my daughter!" 

"She ain't your daughter!" He gelled making everyone in town freeze everyone coming to see what's going on "that child. Is not normal. She's a monster. You've all seen her eyes. She's a Devil child."

"You leave my daughter alone. There is nothing wrong with her. Just because your afraid of your own shadows"

"That child. Is not natural. I see her nesd my shop again. She'll be on the business end of my 45."

"You dare lay so much as a finger on my little girl. Death will be a mercy for you.'

"You've been warned" he says before heading off to his shop

Juniper began crying so I cuddled her tightly

"Why does everyone hate me daddy"

"Oh darling no. People don't hate you. There just…. A little spooked"

"Because if my eyes."

"Juniper. Your eyes are beautiful darling. Knowone else in the world has eyes like yours. There unique and special and beautiful. Don't ever let anyone tell you otherwise. People are stupid and fearful, it's not you it's them. I think everyone just needs a little time. Until then maybe less voodoo dolls and teddy executions that uhh that's not helping"

"Okay daddy. Do you like my eyes?"

"I love your eyes darling." I told her "juniper, before you where born it was just me and your mummy, we wanted a baby so so badly, but we couldn't. Until you. Your our little angel. Your special little girl. We may never be able to give you brothers and sisters, you may be all we have. And that makes you irreplaceable to us, and no matter what when you we're born. You could have been inside out, backwards, black eyes, purple skin and we wouldn't care because your our baby girl our special little girl no matter what your mother and I will love you unconditionally. What makes you scary to them makes you special and unique and don't let anyone tell you different'

"I love you daddy" she smiled hugging me close

"I love you too juniper" I smiled "come on let's get home, mummy and I will read you a story" I told her giving her a kiss

Vaccine refusal and health insurance

At the start of the pandemic, the otherwise irredeemable American health insurance industry experienced a momentary lapse in shittiness and agreed to waive copayments and deductibles for covid hospitalizations.

Now, that’s ending.

This is bad news for anyone who gets hospitalized with covid, because hospitals have become merciless price-gouging machines owned by private equity ghouls, so even if you’re insured, you can get hit with thousands of dollars in bills:

But getting hospitalized with covid is a very different prospect today than it was in March 2020: today, more than 97% of the people hospitalized for covid are unvaccinated — part of the 40% of Americans who won’t get a free shot.

Insurers have a long history of refusing to cover “high-risk,” as Elisabeth Rosenthal and Glenn Kramon point out for KHN. Get injured while scuba-diving or rock climbing and you might be out of pocket — even the ACA allows for a 50% surcharge for smokers.

But as the authors also point out, insurers do cover some results of risky conduct — for example, addiction rehab and cancer treatment for smokers.

You may feel a jolt of visceral satisfaction at the thought of a vaccine refuser being stuck with a giant surprise hospital bill, but I think it’s counterproductive. For one thing, health insurance profiteering is never good.

More importantly, if someone refuses a vaccine because they don’t trust the system — maybe because they watched the Sacklers lie their way into a $10+b windfall when regulators accepted their claims about opioid safety, kicking off 800k+ overdose deaths — this won’t help.

I am double-vaxed and would get a booster if it was offered. But the amazing news about vaccines does not make me forget that Pfizer, Astrazeneca, J&J, Moderna and other pharma companies are murderous profiteers who’d kill us all for an extra nickel if they could get away with it.

Nor does it make me forget the collusion between regulators and pharma in the opioid epidemic and other atrocities. Nor that the health insurers make their decisions based on profit, not human health, and have made America a world leader in high costs and bad health.

The fact that so many people won’t get vaccinated literally makes me feel sick — but I don’t think we can solve their distrust by deputizing the corrupt health-care industry to empty their wallets (or, worse, the wallets of the survivors they leave behind).
