As tensions between India and Pakistan rose and then fell dramatically in recent days, the Indian government used the nation’s digital governance laws to compel Meta to remove news and posts related to the evolving story. It even urged the blocking of all Pakistan-origin content.
Governments around the world are behaving similarly, gaining more and more authority to request or require the removal of content and weaponizing these laws to force the takedown of rap videos, photos from protests, and much more. Accelerating this trend are companies’ incentives to avoid these requests in the first place by preemptively and quietly suppressing content they anticipate governments will find objectionable. In too many cases, moderation at the hands of private entities and governments is practically indistinguishable.
In India’s case, its IT Rules, as they are known, equip law enforcement agencies and other government bodies with the authority to request that social media companies take down user-generated content in the “interest of the sovereignty and integrity of India” and to hand over user data as well. They have been used before. In September 2024, cybercrime units within regional police departments used the law to request the takedown of content after a hashtag gained traction on Facebook and X blaming the Muslim minority in southern India for supposedly bringing animal fat-laden sweets to one of the largest Hindu temples in India. The hashtag helped heighten already strained tensions—but the situation was exacerbated by the opaque and poorly governed police agency response. Charges were filed against seven X users for incorrectly identifying the sweets as belonging to Amul, a large dairy chain, and regional police also ordered the removal of countless memes that proliferated in the aftermath.
As part of a larger project studying content moderation in the global south, we have found that a majority of frequent Tamil online service users suspect they have faced moderation to silence their opinions and political beliefs. Content creators, activists, and journalists we spoke with frequently reiterated these suspicions, which were corroborated by interviews with former platform representatives, who painted a picture of increasing collusion between governments and companies to suppress speech. While our research in this paper was limited to India and Sri Lanka, the tools and tactics we documented are appearing around the world. If platforms want to keep users and their confidence, they have to be more honest and transparent when governments influence moderation and how.
New legislation passed in Indonesia, Kenya, Brazil, Europe, and beyond has supercharged government officials’, law enforcement bodies’, and courts’ authority to request or require the takedown of specific posts or categories of posts. And companies are seeing these requests pile up: Facebook reported an exponential increase in government requests for content restrictions from 2023 to 2024, and Google told media that it fielded 87 percent more requests from governments to remove content across its services from 2021 to 2023. Indonesia’s MR5 regulation has resulted in more than 140 million orders just to Facebook to geoblock posts and comments, the majority of which were related to gambling but others were “divisive political speech.”
Managing government requests for restrictions has become a massive workstream at companies, but determining which requests are appropriate and which are not seems to be less of a priority. Gag orders, the mass layoffs of trust-and-safety staff, and the sheer volume of requests are pushing companies toward a compliance-at-scale approach rather than attempting to discern when a government request should be denied.
Apart from reducing costs, giving the government what it asks for may be politically expedient. Governments’ arsenal of influence over companies’ decisions goes beyond formal takedown requests. Content moderation policies and processes are increasingly becoming a bargaining chip that companies and governments are using to avoid future regulation, minimize liability, and generally keep business moving.
Talking to former platform trust-and-safety staff and moderators, we found that governments are influencing moderation in multiple ways. First, teams are modifying policies to hew more closely to government policies and preferences. Second, moderators are taking down speech proactively to preempt government requests entirely, including by taking down legally permissible speech that moderators think would be controversial. Other research has shown that moderators also rely on flags sent in by law enforcement bodies such as the opaquely named internal referral units that flag content violating private terms of service. Finally, companies invoke “break-glass measures” to supercharge moderation when governments exert extra pressure or threaten to shut down the platform. These informal methods are generally ad hoc and undocumented, sometimes with policy team members left in the dark, too.
Companies’ desire to appease and acquiesce to governments’ interests is not new, even if it feels more apparent than ever, but their increasing lack of transparency is. Ten years ago, CEOs touted their platforms’ role during the Arab Spring, aimed at toppling repressive government control, and broadly committed (even if only rhetorically) to human rights principles. It was common for platforms to push back publicly on governments’ content restrictions and publish requests they received on the Lumen Database, enabling the public and users to understand what their government was doing and promoting transparency about whether laws serve genuine safety or political agendas. Now, companies directly facilitate government action by removing posts and handing over user data and, according to our interviews, often without notifying the public or affected users.
Increasingly, users accuse social media companies of being arms of the government and preemptively taking down more content than even governments want at the cost of undermining social movements. Users also feel constantly monitored and second-guess why they use these social media services in the first place, particularly for speaking about political issues. In response, users develop circumvention tactics to evade scrutiny by cropping images, flipping letters, or using “algospeak” to avoid terms suspected to be shadowbanned, (for instance, talking about U.S. President Donald Trump’s immigration actions by using terms like “cute winter boots”), making good-faith moderation even harder.
By allowing and even encouraging further government capture, companies damage their own reputations, which can have repercussions, financially and otherwise. Predictable, trustworthy, and rights-respecting moderation processes have been linked with increased revenue for online services hosting user-generated speech; likewise, as X learned when it changed its policies after a change in ownership, erratic moderation can drive away users and advertisers. At the same time, investors are directly demanding greater accountability and respect for international human rights standards at annual shareholder gatherings.
Moreover, companies’ surrender to government demands can conflict with their obligations under the U.N. Guiding Principles on Business and Human Rights and their own stated commitments to human rights and user safety. With increased informal and indirect expansion of government scrutiny online and fewer spaces to speak outside the influence of governments, users are losing their ability to speak freely. What’s more, users lose the ability to exercise their right to seek remedy from their governments when they don’t know that government actors are the cause of their content being removed.
Companies can do more to earn users’ trust back.
First, they can consistently publish government orders where possible or ask that the government agency make it public, consistent with their human rights obligations. Academics, human rights advocates, and experts all rely on these notices to understand the breadth of influence both social media companies and governments wield on our information environment.
Second, they can notify users when their speech is moderated due to a government order or pressure. Users are often left in the dark and don’t know when their posts have been taken down due to a government order or scrutiny. That breeds conspiratorial thinking.
Finally, they can push back when orders from governments violate human rights. This is something most large social media companies have done before. Existing frameworks created by the United Nations and the Global Network Initiative enable trust-and-safety teams to weigh the trade-offs when facing demands.
Beyond individual government requests, companies should communicate with users more to assuage concerns of government scrutiny. Equipping users with the knowledge of what norms are expected online, how rules change, and who is scrutinizing their speech enables users to make more informed decisions about their online safety.
Ultimately, as companies and governments further back away from previously agreed-upon commitments to people’s liberties and rights, they are forgetting the users who make their platforms viable and successful. Companies should be on the side of users instead of doing governments’ bidding, particularly as governments themselves backslide on their commitment to protect their own. As one Tamil content moderator told us: “The platforms taking you down is actually a matter of inconvenience. The real danger is the democratic climate of the country.”

Typical Colapinto fan. "I don't want Jack dropped because I don't want my boy at that team!" How about "I don't want Jack dropped because Jack is an excellent driver in his own right who's worked his ass off for that seat and should be given the chance to show it"? You'd destroy any career for your Colapinto. It's not enough to leave hate for Jack on every Alpine post, huh?
Need you to read what I wrote carefully. I don't want Jack to fail even if it means Colapinto gets another chance. But it doesn't matter what I want. Alpine are only giving Jack 5 races to catch up to Pierre which is a huge thing to ask for. If he doesn't deliver, and the chances are high, they're kicking him out. The Alpine higher-ups (Flavio Briatore) do not have faith in Jack. But Flavio has teased the possibility of Franco joining Alpine, and has spoken positively about him. Put the pieces together, Jack is being set up to fail so he can be replaced by either Franco or Paul Aron.
If anything, I'm mad that Franco is being treated as just a marketing tool by a lot of F1 fans and some of the paddock, and not being taken seriously because of his racecraft. That's my main problem with this situation. Yes he's charismatic and funny, but his actual skills behind the wheel are what we should be discussing more. I'm guilty of this myself and will try to do better in the future.
Lots of drivers on the grid, like Checo and Lewis, have spoken positively about how good Franco's doing. A year ago Franco was struggling to find sponsorships to fund his F2 campaign. And then he was a F2 rookie who got a lot less preparation before stepping up to F1 compared to others. The first time I ever heard of Franco was when he did that Free Practice in Silverstone. A couple of months later he was finishing out the season. It's crazy how much his life has changed in such a short time. If I never saw the hashtags his fans trended to raise awareness about his situation, I doubt I would have cared much or known about what was going on with his career. People get annoyed with Argentinians commenting under every official post to hire Franco but it was them bombarding the comments that made me realize how passionate his fans are. With that being said, Franco has shown enough for him to have a full-time seat and I want him to have that as his fan. No I wouldn't want it to be at the expense of Jack, but if that's what's gotta happen then it is what it is. Also I don't comment hate on posts where drivers could potentially see it because that's corny. I don't need the drivers to know that I exist and being irrelevant is peaceful.

A new study from the Network Contagion Research Institute (NCRI) has revealed an alarming surge in anti-civil activity online following the assassination of UnitedHealthcare CEO Brian Thompson. The NCRI study, titled “Killing with Applause: Emergent Permission Structures for Murder in the Digital Age,” highlights the profound societal implications of this event, showcasing the disturbing normalization of violence against corporate figures and the role of social media in amplifying such narratives.
While the specifics of Thompson’s murder are shocking, the NCRI warns that the broader cultural shift it appears to be facilitating may be even more worrisome. The data reveals an evolving “permission structure” online—a system in which social media platforms amplify narratives, and susceptible individuals provide justification—resulting in the normalization of violence on a scale previously confined to small extremist communities.
The murder, which occurred outside a Manhattan hotel during an investors’ conference, has sparked a wave of online glorification, memes, and merchandise celebrating the shooter, Luigi Mangione. The NCRI’s findings expose an unsettling trend: mainstream social media platforms are becoming breeding grounds for rhetoric that not only justifies violence but also facilitates its transition from the digital realm to the real world.
Public Opinion Reflects Shifting Norms
The NCRI’s research reveals a major societal shift, highlighting how public opinion has veered dangerously toward accepting violence as a legitimate response to perceived systemic injustices. Nearly half of Americans surveyed (44 percent) believe that Thompson’s murder was at least somewhat justified, reflecting a growing openness to violent means of addressing grievances. This finding is particularly alarming as it indicates that support for such extreme measures is no longer confined to isolated groups but is increasingly mainstream.
The data shows that social media plays a critical role in shaping these attitudes. Among heavy social media users—those who spend more than 5.4 hours per day on these platforms—the justification rate surges to 64 percent, starkly contrasting with just 23 percent among low-use individuals (0-1.3 hours per day).
Even more concerning is the generational divide: a staggering 78.8 percent of respondents aged 18-27 expressed at least partial justification for the murder, signaling a profound shift among younger demographics toward endorsing “targeted violence.”
The younger generation’s overwhelming approval for violent actions suggests a troubling cultural normalization of aggression as a tool for addressing grievances.
Platforms of Concern: Bluesky and Beyond
One of the most striking revelations in the NCRI study is the role of mainstream platforms like Bluesky in fostering permissive attitudes toward violence. Bluesky, widely lauded by political progressives as a kinder and friendlier alternative to X/Twitter, now exhibits the highest justification rates for the UHC CEO’s murder (78 percent), surpassing even extremist platforms like Gab and 4chan.
Bluesky’s user base skews younger and more tech-savvy, demographics that the NCRI study identifies as particularly susceptible to violent rhetoric. The combination of algorithmic amplification of extreme views and a vulnerable audience creates an environment ripe for the proliferation of violent narratives. This grim reality was recently illustrated when Bluesky users called for the murder of journalist Jesse Singal, en masse, due to his fact-based reporting on pediatric “gender medicine.” Users even posted what they believed to be his address and photos of his apartment door online.
Across social media platforms, including X, Reddit, and TikTok, there has been an alarming increase in content justifying violence. Viral hashtags like #EatTheRich and “Free Luigi” dominate many online discussions, and moderation efforts often lag behind the pace of content creation and dissemination, allowing violent rhetoric to flourish.
From Memes to Real-World Impacts
The transition of violent rhetoric from online spaces to real-world actions is perhaps one of the most troubling revelations of the NCRI study. Viral memes, fancam edits, and merchandise such as “Free Luigi” t-shirts have commodified his image. Events like the “UHC Shooter Lookalike Contest,” held in Washington Square Park, reveals how online rhetoric is influencing real-world behaviors. Participants, many of whom were dressed to mimic Mangione, gathered to celebrate and parody the assassination, demonstrating an alarming erosion of societal norms.
On social media, fancam edits and viral videos glorify Mangione’s actions, framing him as an anti-establishment icon. According to the report:
These videos frequently feature romantic or hyperbolic captions, highlight niche cultural affinities, or focus on his physical appearance, further amplifying his image and fueling narratives that glamorize his actions. This glorification fuels permission structures that could inspire others to perceive violence as a legitimate form of activism.
The hashtag #EatTheRich has surged by over 500 percent week-over-week, accompanying calls for violence against corporate figures and circulating “CEO Wanted” posters and executive “hit lists.” These posters, which feature “mocked-up mugshots of healthcare executives,” promote vigilante justice and represent “a deliberate attempt to provoke fear and destabilize corporate leadership.”
According to the NCRI report, “The murder of Brian Thompson appears to have catalyzed a dangerous feedback loop, where glorification, humor, conspiracy, and targeted harassment create an environment ripe for further violence.”
This blending of online rhetoric and offline action reflects what the NCRI describes as an “emergent permission structure,” which they describe as “a framework that justifies previously unacceptable beliefs or actions, with a clear division of labor: Social media platforms provide the amplification, while psychologically susceptible individuals provide the justification…” Taken in concert, these elements form a system that normalizes and even glamorizes acts of violence.
The Lionization of Luigi Mangione
Luigi Mangione’s transformation from an obscure figure to a symbol of anti-establishment resistance has been meteoric. Within days of his arrest, his social media following exploded from 5,000 to over 400,000. The slogan “Free Luigi” was posted 47,000 times in 48 hours, generating nearly 800,000 engagements across X and Reddit.
The commodification of Mangione’s image extends beyond social media. T-shirts, mugs, and other merchandise featuring his likeness are being sold on e-commerce platforms, trivializing his actions while profiting from the controversy. New cryptocurrency “memecoins” such as $LUIGI have also emerged, turning a deadly act into a speculative financial opportunity.
Psychological Drivers
The NCRI study identifies three key predictors of support for the murder: authoritarian tendencies, heavy social media use, and diminished personal agency. These factors interact in a synergistic way, with social media amplifying authoritarian predispositions and fostering the normalization of violence.
The combination of authoritarianism, an external locus of control, and social media’s amplifying effects appears to be a perfect storm for radicalization. These factors interact in a way that makes violence seem rational and even heroic to those who might otherwise feel marginalized or voiceless.
The interaction between these psychological drivers is particularly pronounced among younger demographics, who are both heavy social media users and more likely to experience anxiety or disillusionment with traditional systems. The NCRI study reveals that among users aged 18-27, those with high authoritarian tendencies and heavy social media use were the most likely to justify violence.
A Call to Action
The NCRI study concludes with a warning:
As digital platforms become arenas for ideological conflict, the consequences extend beyond individual incidents of violence to threaten broader public safety and societal cohesion. This transformation underscores the urgent need for strategies that address the root causes of digital radicalization and mitigate its impacts.
The challenges we face require a comprehensive and collaborative response. No single entity can address the complexities of digital radicalization alone. Policymakers, educators, platforms, and community leaders must work in unison to restore the moral boundaries against violent extremism.
The study concludes:
The spread and scope of justification for murder have significantly eroded what was once the monopoly of fringe communities in supporting violence and glorifying shooters online. This shift underscores the urgency of initiatives aimed at reinforcing the bonds of civic trust and restoring civility. Such efforts are essential not only in countering the tide of extremism but also in fostering a resilient society where dialogue and mutual respect prevail.

The death penalty is unfair, unjust, and evil, unless you walk up to a rich guy you don’t like on the sidewalk and shoot him in the back. The only form of the death penalty that’s okay is the form that doesn’t include a judge, jury, or court, and where the executed person has not been charged with, convicted, or even accused of any specific crime.
You don't get to call it "justice" when it's not just bypasses but is in direct violation of the law.
"Arbitrarily killing people I don't like is good akshully," is not the moral high-ground you think it is.
How many times do you think you would have been shot dead if it became acceptable for someone to simply arbitrarily execute you because they don't like you, what you do for a living, what you do with your free time, what you eat, what you stand for, or any other random disapproval?

I'm seeing some Reactions to the idea of helping un-brainwash some of the MAGA and let me just say this:
No one asked you to do shit.
I mean YOU specifically. It's a call to action but it isn't about YOU. Stop making it about you. YOU can go do something else and shut up about how "useless" you think this is.
Let me see if I can phrase this ABSOLUTELY PERFECTLY to get it through heads about how this has to fuckin' work:
Cults don't let go easily. They also don't exactly ADVERTISE as a cult. We're internet-biased here, and assume everyone HAS to be the exact same level of Informed and Aware that we are. Because the headlines are EVERYWHERE right? People are talking about it EVERYWHERE, there's trending hashtags after all! But there are millions of people who avoid the internet. Like I'm sorry but that's reality and once you admit you're ignoring a MASSIVE section of the ENTIRE population of the world because they aren't using the same tool you are? Doesn't feel very "aware" to me. It feels like bias that makes this worldview easier and we are desperate for easy. But this isn't easy.
We do not have the same lived experiences. People get sucked into cults, they get scammed, they get lied to. It's "American values" to mock anyone who gets scammed, right? To laugh at them, make fun of them, tell them they deserved it? It's why scam victims end up quietly suffering and scammers keep on going because no one listens to the warnings from a victim. Not like I'm free from this urge, god knows everyone who gets ripped off by a clear meme coin crypto nonsense makes me want to laugh but also tear my hair out and scream "WHAT WERE YOU THINKING" but like. in truth, if i had to admit it fully, can i say that helps.... anything? at all?
Yes, this is complicated because a lot of them are blind to their own biases and bigotry. If you're in a vulnerable minority, these "reach out to the ones who are trying to get out" messages are EXTRA not for you. No one should be pressuring black progressives to "reach out" to white MAGA. No one should be begging trans people to be nice to people who want to hurt them for existing in public. SAFETY MATTERS.
It's for those who CAN. Who have the ABILITY and, god this part matters, THE DESIRE.
