"Vagrancy" of 1830s-onward Britain, people criminalized for being outside without being a laborer.
Breaking laws resulted in being sentenced to coerced debtor/convict labor. Coinciding with the 1830-ish climax of the Industrial Revolution and the land enclosure acts (factory labor, poverty, etc., increase), the Metropolitan Police Act of 1829 establishes full-time police institution(s) in London. The "Workhouse Act" aka "Poor Law Amendment Act of 1834" forced poor people to work for a minimum number of hours every day. The Irish Constabulary of 1837 sets up a national policing force and the County Police Act of 1839 allows justices of the peace across England to establish policing institutions in their counties (New York City gets a police department in 1844). The major expansion of the "Vagrancy Act" of 1838 made "joblessness" a crime and enhanced its punishment. Especially from 1880-ish to 1918-ish, this was an age of widespread mass movement of peoples due to the land dispossession, poverty, and famine induced by global colonial extraction and "market expansion" (Scramble for Africa, US "American West", nation-building, conquering "frontiers"), as agricultural "revolutions" of imperial monoculture cash crop extraction resulted in ecological degradation, and as major imperial infrastructure building projects required a lot of vulnerable "mobile" labor. That same year during the 1877 Great Railroad Strike, and in response to white anxiety about Black residents coming to the city during Great Migration, Chicago's policing institutions exponentially expand surveillance and pioneer "intelligence card" registers for tracking labor union organizing and Black movement, as Chicago's experiments become adopted by US military and expanded nationwide, later used by US forces monitoring dissent in colonial Philippines and Cuba. Japan based its 1880 Penal Code anti-vagrancy statutes on French models, and introduced "koseki" register to track poor/vagrant domestic citizens as Tokyo's Governor Matsuda segregates classes, and the nation introduces "modern police forces". In 1882, the United States passes the Chinese Exclusion Act. In 1884, the Ottoman government enacts major "Passport Nizamnamesi" legislation requiring passports. In 1885, the racist expulsion of the "Tacoma riot".
Punished for being Algerian in France. Punished for being Chinese in San Francisco. Punished for being Korean in Japan. Punished for crossing Ottoman borders without correct paperwork. Arrested for whatever, then sent to do convict labor. A poor person in the Punjab, starving during a catastrophic famine, might be coerced into a work contract by British authorities. They will have to travel, shipped off to build a railroad. But now they have to work. Now they are bound. They will be punished for being Punjabi and trying to walk away from Britain's tea plantations in Assam or Britain's rubber plantations in Malaya.
Mobility and confinement, the empire manipulates each.

"Vagrancy" amidst all of this, people also criminalized for being outside while "unsightly" and merely even superficially appearing to be poor. San Francisco introduced the notorious "ugly law" in 1867, making it illegal for "any person, who is diseased, maimed, mutilated or deformed in any way, so as to be an unsightly or disgusting object, to expose himself or herself to public view". Today, if you walk into a building looking a little "weird" (poor, Black, ill, disabled, etc.), you are given seething spiteful glares and asked to leave. De facto criminalized for simply going for a stroll without downloading the coffee shop's exclusive menu app.
Too ill, too poor, too exhausted, too indebted to move, you are trapped. Physical barriers (borders), legal barriers (identity documents), financial barriers (debt). "Vagrancy" everywhere in the United States, a combination of all of the above. "Vagrancy" since at least early nineteenth century Europe. About the control of movement through and access to space/place. Concretizing and weaponizing caste, corralling people, anchoring them in place, extracting their wealth and labor.

The smell of scorched coffee grounds and over-oiled leather lingered in the air as Bakugo Katsuki leaned against the worn brick façade of the Tokyo Metropolitan Police Department. The city buzzed around him, neon signs casting kaleidoscopic glows onto rain-slicked streets. His gauntleted hand flicked a faint spark to life, snuffing it out in time with the thudding rhythm of his boot against the ground.
"Hero work,â he muttered to himself. âThis is a waste of my damn time.â
âNot your scene, huh?â
The voice came from his left, cool and amused. His crimson gaze snapped toward you. You stood just outside the flicker of a half-burned-out streetlight, the sharp click of your heavy steel-toed boots filling the space between you. A smirk played on your lips as you sauntered closer, hands tucked casually into the pockets of your coat.
âYou always talk to yourself, or am I just special?â you teased, cocking your head slightly.
âSpecial, my ass.â Bakugo snapped, shoving off the wall. His eyes swept over you, sharp and assessing. Practical boots, worn but well-maintained. A coat that hugged your frame but didnât restrict movement. And a pair of eyes that glimmered with something he couldnât quite place. âYouâre late.â
You tapped the face of the sleek watch on your wrist. âBy my count, Iâm right on time.â
âTch.â He rolled his eyes, crossing his arms. âWhatever. Letâs just get this over with.â
You stepped past him, unbothered by his gruff tone. âRelax, Dynamight. If youâre lucky, this might even be fun.â
The warehouse was barely a blip on the map, tucked away in an industrial district that reeked of mildew and decay. The dull glow of streetlights struggled to pierce the heavy fog rolling in off the bay.
âThis it?â Bakugo asked, his voice low.
âAccording to my source,â you replied, crouching near the rusted side door. You inspected the old lock with deft fingers. âShouldnât be too heavily guarded. Couple of grunts at best.â
âGrunts,â he muttered. âPathetic.â
âYou always this charming?â you asked, glancing at him with a raised eyebrow.
âOnly to people who waste my time.â
Your chuckle was quiet, almost lost to the sound of distant waves. âGood thing Iâm not wasting it, then.â
The lock gave a soft click, and you pushed the door open with a gloved hand. Bakugo followed close behind, his crimson eyes scanning the dimly lit interior. The air was heavy with the scent of damp wood and something faintly chemical.
âStay close.â you murmured, your tone serious now.
âI donât need babysitting.â he hissed back.
âSure you donât.â you replied, though there was no heat to your words.
The two of you moved in sync, silent and efficient. He blasted open a locked office door with a controlled explosion, while you swept the room for any signs of movement.
âOver here.â you called softly, pointing to a stack of crates in the far corner.
Bakugo crouched beside you, prying one open with his gauntlet. Inside were rows of glass vials, their contents shimmering an unsettling shade of green.
âQuirk enhancers...â you said, your voice grim.
âFigured as much,â Bakugo muttered, picking up a vial to inspect it more closely. He turned it over in his hand, watching the liquid swirl under the faint light. âThis shitâs been popping up more and more lately.â
âAnd itâs getting people killed,â you added, your gaze hard. âOverdoses. Side effects. Collateral damage when quirks spiral out of control.â
He glanced at you, noting the tension in your jaw. âYou sound like youâve seen it firsthand.â
âMaybe I have.â you replied, your tone curt.
Before he could press further, a faint creak echoed through the warehouse. Both of you froze.
âCompany,â you whispered, drawing a sleek police issued gun from the holster on your hip.
Bakugo grinned, the thrill of the fight already sparking in his chest. âAbout damn time.â
The scuffle was over in minutes. The grunts were exactly as pathetic as Bakugo had expectedâbarely trained, more bark than bite. He took out most of them with well-placed blasts, while you handled the stragglers with surgical precision.
âYouâre not bad.â Bakugo admitted grudgingly as the last of the thugs hit the ground.
âIâll take that as a glowing endorsement.â you replied, wiping your blade clean on a discarded rag.
He smirked, glancing at the unconscious bodies scattered around you. âWhat now, Detective?â
âWe wait,â you said, your tone clipped. âSomeone higher up the chain is bound to notice we hit this place. When they come sniffing around, weâll be ready.â
Back at the precinct, the two of you sat across from each other in a cramped conference room. The overhead lights buzzed faintly, casting harsh shadows over the stacks of paperwork littering the table.
âYou always this neat?â Bakugo asked dryly, eyeing the chaotic spread of files and notes in front of you.
âOrganized chaos,â you replied, unbothered by his sarcasm. âEverythingâs where I need it to be.â
He snorted, leaning back in his chair. âIf you say so.â
For a moment, silence stretched between you, broken only by the faint scratch of your pen against paper. Bakugo watched you out of the corner of his eye, his gaze lingering on the sharp focus in your expression, the way your lips pursed slightly when you were deep in thought.
âWhatâs your deal, anyway?â he asked suddenly.
You didnât look up. âMy deal?â
âYeah. Your quirk. Why donât you use it?â
Your pen paused mid-stroke, and for a split second, your calm façade cracked. âNot everythingâs about quirks, Mr Pro Hero.â
âTch.â He crossed his arms, scowling. âDoesnât mean you gotta hide it.â
âI ain't hiding anything,â you said evenly, though your tone had an edge now. âI just donât need it to do my job.â
He didnât press further, but the mystery gnawed at him. Heâd figure you out eventually.
Later that night, you walked side by side through the precinctâs parking lot. The air was cool and crisp, the cityâs usual noise muffled by the late hour.
âYouâre not so bad yourself.â you said, breaking the silence.
Bakugo glanced at you, confused. âWhatâre you talkinâ about?â
âEarlier,â you explained, your smirk returning. âYou said I wasnât useless. Iâm returning the favor.â
âYeah, wellâŠâ He shoved his hands into his pockets, his ears burning faintly. âDonât make it a habit.â
You laughed, the sound warm and unguarded. For a moment, Bakugo found himself watching you, the way the faint glow of a nearby streetlamp caught the curve of your smile.
As you reached your car, you paused, one hand resting on the door handle. âSee you tomorrow, Dynamight.â
âDonât be late,â he shot back, though there was no bite to his words.
You grinned, slipping into your car and driving off. Bakugo stood there for a moment, watching your taillights fade into the night.
Yeah, he thought. This assignment might not be so bad after all.

etsuko niki was a japanese novelist born in 1928, noted for becoming the first female japanese writer of mystery fiction. her novel, the cat knew features characters etsuko and yuutarou niki a brother and sister duo solving crimes within the clinic that they reside above. inspiration taken for etsuko's alias comes from one of the background characters, a deputy inspector kinuta.
KINUTA äŸç° ✠äŸ, to rely + trust in ç°, rice paddy ⟠HISAE é·æµ ✠é·, chief + leader æµ, blessing + favour âŸ
the port mafia is not all etsuko has ever known. having lead a fairly normal childhood, her parents owed hefty gambling debts to the previous boss of the port mafia, and in the months leading up to his death when his mental state deteriorated, he had them eliminated when etsuko and yuutarou were seventeen and nineteen, respectively.
the debts remained outstanding and so in an effort to claw back her family's dignity, etsuko and yuutarou joined their ranks. noting that her ability could provide useful, she was kept out of high profile assignments so as to keep her relatively hidden, and in the meantime the plan was formed to have her slip into the tokyo metropolitan policing ranks, siphoning information and keeping tabs on potential issues. yuutarou resides within the port mafia's guerrilla squad.
three years later, her name was changed and ability - user status wiped, and all relevant historical documents were forged including those to show that she had attended university and had graduated with grades reflecting that of a normal student. she passed the policing course and began her journey as double agent, kinuta hisae.
SPECIAL ABILITY, NINGYÅ JÅRURI - ningyÅ (puppet manipulation) jÅruri (to the sound of a joyous tune). otherwise known as bunraku, this is a form of japanese puppetry dating back to the 17th century, in which strings are attached to the necks and limbs of puppets, otherwise referred to as dolls, to perform a narrative to song. hisae's ability manifests as thin, invisible strings that stem from the tips of her fingers and find home in the necks and limbs of her chosen real - life puppets, in which the string at their necks links her to their central nervous system, effectively allowing her to siphon information and emotion from their bodies, alongside controlling them at her will. when she takes control, it renders her chosen puppet unconscious to the sound of a distant song, which is the only thing they remember once they regain consciousness. within the police department, it is not known that she is an ability user, and within the port mafia she is simply known as ningyÅtsukai - the puppeteer, a contact in which people rarely see and other than the executives, do not know the true identity of.
standing at 5ft5inches, hisae has long, dark hair that is mostly kept tied away from her face with thickly cut pieces stopping at her chin to frame her face, eyes an earthen brown. she is quick - witted and sharply intelligent, as expected of someone that leads two very different lives and exists merged as two separate people. well - versed in kendo and judo as per her police training, with knowledge of firearms stemming from her time within the port mafia and her training as an officer. she is naturally deceitful in line with the nature of her role in the organisation, but forges real and honest relationships with friends and colleagues, where possible.
her chosen method of transportation is a suzuki hayabusa. on most friday nights, she can be found taking her colleagues out for drinks at a local police - affiliated bar not too far from the station. she rarely takes vacations - if she does, it's a cover for more work needing to be done within her role in the port mafia. when she meets with other mafia members that do not know her identity, she keeps her motorcycle helmet on and the visor down.
as an officer of the law, hisae is fair and just and works well with her colleagues. she is good - natured and kind, and works quickly and efficiently with other departments when necessary. with her status as an ability - user kept hidden, it is easy for her to source the information needed to close her cases, and does so in a quick and efficient manner whilst being smart enough not to draw unnecessary attention to herself. having only been an officer for 3 and a half years, she has climbed the ranks quickly and sits as a sergeant in charge of her own cross - section of the force, ironically focused on illegal activity within yokohama (avoiding the port mafia both on account of their status as a legal operations unit and that of the nature of her position with them).
within the port mafia and her role as a double agent, hisae's main responsibilities are directing attention away from any activity that does not operate under the port mafia's legal operations permit, collecting information on operations from rival groups and happenings within the city itself, and taking care of those who have defected - either waltzing into the police department's buildings to claim they possess information on the port mafia and any of their branches, or those that have been imprisoned and will later begin to tell tales. she eliminates those she can with the port mafia's signature method, and any individuals she cannot reach, she will find a solution that mostly aligns with the use of her ability to force their own hands, or the hands of someone else into killing them.
she is loyal to the port mafia but in her second - nature as an officer, her morals are upright and something she holds in high regard. lower - ranking members of the port mafia scarcely come across her unless there is a direct need, and she has the most contact with mori himself and his executives and is fed direct orders through either party. she meets with someone once a month to report on any findings and notes of interest (she always arranges a time suitable for herself, as to avoid suspicion) though otherwise she is largely left to her own devices as she understands what is expected, and in certain situations, what is needed from her. she does not take issue to killing as it is something she was exposed to within her first years in the port mafia's ranks even if indirectly, though she finds issue in deaths that are unnecessary and will chastise those of the lives she has to claim because they have overstepped the boundary and forced her hand.

Posing as a Bank Employee for Theft? Deceived an Elderly Person and Fled with 500,000 Yen

This morning, a man visited an elderly person's house in Tokyo posing as a bank employee and deceived them out of 500,000 yen in cash. The police are currently searching for the suspect. The man is described as being in his early to late 30s, around 170cm tall, of medium build, and wearing a black suit resembling that of a salaried worker.
According to a statement from the Tokyo Metropolitan Police Department, the man posed as a staff member and visited an elderly woman in her 80s in Tokyo at around 9 a.m. this morning. He lied and said, "I might have accidentally handed over someone else's envelope at the bank counter yesterday, so please let me confirm the contents," and fled after the woman handed him an envelope containing 500,000 yen in cash. The suspect is believed to have been observing the woman and bank staff since the previous day and had followed her to her home.
Currently, the police, who received a report from the victimized woman, are rushing to identify the suspect.
This is the 40th victim of 'It's me' phone scam.
The Tokyo Metropolitan Police Department announced early this morning that over forty cases of phone scams known as "It's me(?) fraud," in which the caller claims to be a family member in trouble and asks for money, have occurred in Tokyo over the past week. At least 1,500,000 yen in damages have been confirmed in eight of these cases. The scammers often disguise their voice to avoid being identified, and they use a common tactic of calling the victim to a designated location to receive cash.

A man living in Tokyo has been arrested by the Metropolitan Police Department for stealing high-end bicycles from both domestic and foreign brands. He repeatedly cracked combination locks using a method that involved checking online information about used bicycles and targeted unlocked bicycles. The police plan to charge him with theft and other crimes soon.
The woman received a call from a man claiming to be her eldest son, saying that he had caused an accident and needed money. The next call came from the same man, asking for 1 million yen, saying that he had been hospitalized because of the accident. The articles made no mention about the killer's modus operandi or murder weapon. It's possible Kotoko got that information when she met the reporter but she has been hinting to have seen the hammer and the lady in white earlier before that.

Random conflicting Adachi details in the Golden anime
In the post about "Adachi was totally stalking Mayumi", I mentioned:
Iâm aware that the Persona 4 Golden anime has its own version of this where Adachi is actually legitimately seriously assigned to go babysit Mayumi. But thatâs just the anime adaptationâs take on Adachi, and in the commentary track for episode 7, the director emphasizes that this is their take and encourages you to think whatever youâd like.Â
So here are some other decisions that the Golden anime made that conflict with what else is known about the character.
Golden anime: Adachi is in Tokyo before coming to Inaba. They don't name Tokyo, but he's shown working at a rather distinct building when he receives his transfer order to Inaba, and the building is the real life Tokyo Metropolitan Police Department building.
Atlus: Adachi didn't live in Iwatodai, but he did used to work in the heart of the city (source: Persona Stalker Club episode 11).
I assume that the anime staff picked the Tokyo PD to make Adachi look successful before he gets booted all the way to Inaba.
I know some creators just come up with answers to fan questions, but I don't get that impression about this - Atlus had already thought about it if Adachi was talking about being sick of seeing the Moonlight Bridge. (Tho the Moonlight Bridge in Persona 3 is modeled after the real life Rainbow Bridge in Tokyo. I guess we have "Tokyo at home".) I think Iwatodai is a big enough city that Adachi would miss it when he's stuck in Inaba too. It's modeled on the very large port city of Kobe. Going from working there to working in the sticks would be a huge shift.
Golden anime: Adachi is wearing a red tie as he drives into Inaba with his transfer papers.
Atlus: Adachi's red tie was a hand-me-down from Dojima because Dojima couldn't stand seeing the shitty tie Adachi kept wearing (source: Persona Stalker Club episode 5).
The Persona Stalker Club stuff was after the anime aired, so it's not like they could have known. I also don't get the impression that this was a random answer. The person who asked this question on Stalker Club was totally on to something - why *do* these 2 dudes both wear red ties? Also, in Adachi's social link, Nanako points out that he has holes in his socks, so him wearing a threadbare tie that pissed off Dojima sounds about right lol.
Golden anime: Adachi's apartment is rather empty. Barren, even - there are no personalizations or decorations. It's also noticeably clean - part of the plot is him cleaning out his fridge, and the setting files only shows some folded clothes on the ground.
Atlus: Adachi is noted as being bad at tidying up his room (source: his P4U2 profile).
I don't think this is a "random" trivia thing that someone just wrote for his profile. In the notes accompanying his character design from the Persona 4 Design Works, Soejima talks about communicating that Adachi really was an elite in the police force through his bedhead and crooked tie. How elites have some part of them that's "off", and in Adachi's case, it's that he isn't mindful of his appearance.
Imo, what Soejima did with his character design helps give the player a visual about how his home looks without ever actually seeing it. Like the mental image I have of him is, "dude who sleeps on a futon surrounded by stacks of cup noodles and beer cans, uses a 10-in-1 product, owns 1 suit", and I thought that way before ever seeing his P4U2 profile.
Meanwhile, the Golden anime adaptation went in a different direction and used the appearance of his place as an extension of himself. His room's barren appearance and lack of personalizations reflects how Adachi doesn't have much going on in his life, and the kindness forced on him by others is something he keeps on a cold shelf before physically throwing into the trash. Hmm, it feels heavy handed when you type all of it out like that lol.
???: Btw, the anime might make you think Adachi has a classic yellow PVC raincoat, but it's actually a yellow mods coat (source: Soejima's character design for Adachi says "mods coat"). The m51 parka that was worn by mods is made of nylon, so it's also waterproof. That said, I have no idea if the anime was trying to draw him in a pvc raincoat or a yellow mods.
