The Monetary Authority of Singapore (MAS) has requested that hedge fund manager 3 Degrees Asset Management to shut down its operations in response to alle The Monetary Authority of Singapore (MAS) has requested that hedge fund manager 3 Degrees Asset Management to shut down its operations in response to allegations that its founder, Mohamed Ibrahim, lent money to another company he controlled reported Reuters this week. Bloomberg were first to report on this surprising news and it is understood that a closed hearing is taking place Thurs 20 October between MAS and 3 Degrees who want to challenge the decision. The official court documents allege that 3 Degrees “had caused and/or procured The Asian Debt Fund Ltd to lend a sum of USD6.7million to Apache Assets Ltd (AA) for the purpose of channeling the funds to 3 Degrees Capital Ltd, a company controlled by Mr Mohamed Ibrahim”. The Asian Debt Fund is one of four funds managed by 3 Degrees, which in total runs USD215million in assets. MAS decided that Ibrahim’s alleged actions did not make him “fit and proper” to manage funds and would seek to withdraw the firm’s exempt fund manager status as of 9 Nov. Ibrahim sued Indonesian-born Agus Anwar in ’08 to recover some USD40million in debt. Anwar claims that USD6.7million was diverted by Ibrahim from the fund to 3 Degrees but the firm denies this, saying in its court filings that if there ever was such a transaction, it was neither “illegal nor improper”. It believes a fine would have been an appropriate punishment.

Singapore minister accused of corruption
Singapore’s former transport minister Subramaniam Iswaran, known as S. Iswaran, has been charged with graft in one of the most high-profile cases involving a minister in the Asian financial hub, the anti-corruption agency reported on Thursday.
Iswaran faces a total of 27 charges, including corruption and obstruction of justice. In the resignation letter, he denied the allegations and claimed that he “will now focus on clearing my name.” If found guilty of corruption, he could face a fine of up to 100,000 Singapore dollars or a seven-year jail sentence.
The Corrupt Practices Investigation Bureau (CPIB) stated that Iswaran, arrested in July last year, allegedly received kickbacks worth S$384,340.98 (US$286,181) from property company Ong Beng Seng to promote its business interests.
The expenses include tickets to football matches, musicals, flights on Ong’s private jet, and tickets to the Formula 1 Singapore Grand Prix.

Man who made racially insensitive comments during GE2020 period sentenced to 2 weeks' jail
A man who tried to stir ill will between racial groups during the general election period last year was sentenced to two weeks' jail and a fine of $7,000.
Sirajudeen Abdul Majeed, 52, pleaded guilty on Monday (Feb 8) to one charge each of deliberately intending to wound racial feelings and promoting enmity between groups on grounds of race.
Another two similar charges for promoting enmity were taken into consideration during sentencing.
On June 12 and 13, 2020, the Singaporean of Indian ethnicity sent messages to three acquaintances claiming "the PAP wants to make the Malay community a sub-minority", and that other races were introduced to the country to "just dilute the original race of Malay".
He also told them to "please share" the messages.
Deputy Public Prosecutor Ng Yiwen said Sirajudeen intended to stoke fears that the People's Action Party was seeking to marginalise the Malays in the country by allowing more immigrants into the country.
"These messages would promote ill will between different racial groups, a fact that the accused must have objectively known when he sent the said messages," he added.
One of the acquaintances later made a police report against Sirajudeen.
On Aug 5 last year, Sirajudeen called the police on 999 twice and made racially insensitive comments targeting Malays.
He also made remarks about police officers being incompetent because of their Malay ethnicity.
Sirajudeen was later questioned by the police.
When asked about the remarks he had made in relation to the Malay community, Sirajudeen claimed that police officers he encountered of "this denomination" had tended to exhibit bad attitude.
He further opined that Malays are unable to enter the Singapore Air Force, Navy and commando unit because they are unprofessional.
On Monday, District Judge Salina Ishak said Sirajudeen noted that the racially insensitive remarks were made during the election period, and that they could have led to significant uproar.
The judge added that it was entirely fortuitous his remarks were not disseminated further and that the matter was reported to the police.
Sirajudeen is currently out on $5,000 bail and is expected to surrender himself on Feb 22 to begin serving his sentence.
For attempting to promote enmity between racial groups, he could have been jailed for up to three years and fined.
