Bills and rent and all that sure, but as a huge fan of the otherworld theory I think any forged documents gaster would have made for him and papyrus disappeared when he did. And then once he got himself and papyrus settled they just kind of slipped through the cracks- can't tax someone that doesn't exist yeah? So sans just...decided not too, see how long it takes someone to bring it up.
