UEFA has suspended a Romanian football referee until the end of the current season for “inappropriate behaviour” in a match last December between Turkish club Basaksehir and France’s Paris St Germain (PSG).
UEFA said in a statement on Monday that Sebastian Coltescu had been suspended for “inappropriate behaviour during a UEFA match” and had been ordered to “attend an educational programme before 30 June 2021”.
The European football body launched proceedings in February against Coltescu after Basaksehir claimed he used a racial slur to identify Pierre Achille Webo, their assistant manager, during a match against (PSG).
Webo, a former Cameroon international, said Coltescu had disrespected him by referring to him as “the Black one”.
The Champions League match in Paris on December 8 was halted after 13 minutes following an argument on the touchline over the red card shown to Webo and only resumed the following day after the four Romanian officials were replaced.
Assistant referee Octavian Sovre was also reprimanded for his role and ordered to attend an educational programme before June 30.

The two officials were found guilty of violating Article 11(1) of the UEFA Disciplinary Regulations which deals with general principles of conduct and focuses on breaches such as those that bring the game into disrepute.
UEFA said they also violated Article 6(1) of the General Terms and Conditions for Referees officiating at UEFA matches which ask officials to “behave in a professional and appropriate manner” during and after the game.
Players from both sides, as well as the three new on-field match officials, took a knee before the game resumed the following day with PSG winning 5-1 at the Parc des Princes.
Webo said the incident was so stressful he needed to be prescribed sleep medication but took solace in the fact that December 8 would be remembered in the fight against racism.

Paris (AFP) – A match official in the December Champions League game between Paris Saint-Germain and Istanbul Basaksehir that was suspended after allegations of racism has been banned for the rest of the season for “inappropriate behaviour”, UEFA announced on Monday.
Sebastian Coltescu, from Romania, was banned from carrying out “any referee’s function until the end of the 2020/21 season, i.e. until 30 June 2021” but was not found to have breached UEFA articles covering racism and other discriminatory conduct.
The group-stage game was stopped in the 14th minute, and then finished a day later, after a touchline argument erupted over accusations Coltescu, who was the fourth official, had described Basaksehir’s Cameroonian assistant coach Pierre Webo as “black”, or “negru” in Romanian.
Coltescu was also ordered to attend an educational programme along with assistant referee Octavian Sovre. The latter avoided a ban but did receive a reprimand for inappropriate behaviour.
The entire Romanian team of officials were replaced for the restarted game by a new refereeing team headed by the Netherlands’ Danny Makkelie.
The match restarted 24 hours later with players taking a knee and wearing anti-racism T-shirts before PSG won 5-1.
Television microphones in the empty stadium — the match took place without spectators because of Covid-19 restrictions — picked up the argument, as a furious Webo repeatedly asked why a racist term had been used to describe him.
In the exchange in question Coltescu said: “The black one over there. This is not possible. Go and identify him. That guy, the black one.”
In its statement on Monday, European football’s governing body said that “officials should be adequately and specifically trained to make better decisions on the choice of language and words to be used in UEFA competitions”.
It added: “In the international context, correct use of language is essential to avoid situations such as those that occurred in the above-mentioned match.”
Webo had been shown a red card before the incident erupted and was given a one-match suspension for unsporting conduct.
UEFA said his sending-off occurred before the incidents “and was therefore not provoked by them”.

Un match de foot est interrompu d’un commun accord entre les deux équipes, parce qu’un des quatre arbitres roumains, Sebastian Coltescu, a signalé une faute grave dont se serait rendu coupable Pierre Achille Webò, assistant entraîneur de l’équipe Istanbul Basaksehir. Et comme l’arbitre principal hésite sur l’identité du fautif, son collègue le lui indique en l’appelant le negru. Ce mot roumain ressemble comme deux gouttes d’eau à nègre. Et comme Webò est né au Cameroun, état africain où se parlent le français et l’anglais à côté de bon nombre d’idiomes régionaux, il connaît parfaitement les mots nègre et nigger, qu’il croit avoir entendu dans la bouche de Coltescu. Dès lors son sang ne fait qu’un tour. Déjà menacé d’une sanction sévère pour un comportement dont on ignore à ce jour le caractère répréhensible, on vient de le traiter de nègre. Si bien qu’au lieu d’entendre « noir », il voit rouge.
Or si le brave Webò fut jadis un attaquant émérite de l’équipe nationale camerounaise, et est de nos jours devenu un entraîneur apprécié, il est nul en langue roumaine. En effet, en roumain negru (féminin neagra) signifie simplement noir. Autrement dit, le vocabulaire roumain ne vous laisse pas le choix entre noir et nègre, puisque dans les deux cas, c’est negru. En français actuel, on peut parler (mais il vaut mieux pas !) d’un nègre, d’un black ou d’un noir. De ces trois termes nègre est le plus offensant, à cause de ses connotations racistes. L’anglicisme black est lui aussi de moins en moins toléré. Quant à noir, depuis le mouvement Black lives matter, son utilisation est souvent remise en question. Or c’est ce choix entre différents termes neutres, familiers ou péjoratifs, qui n’existe pas en roumain. Dès lors on peut penser que Coltescu a voulu signifier à son collègue que l’infraction avait été commise par l’assistant noir (negru). Jamais il n’a voulu traiter Webò de nègre.
Oui mais, Monsieur le linguiste, vous qui connaissez si bien le roumain, vous ne trouvez pas que désigner un homme, certes pas comme nègre mais tout de même comme noir, est déjà un acte condamnable, parce que raciste ? Avec cette question rhétorique, nous voilà en effet au cœur du débat. Car selon une définition du racisme – mais il en existe d’autres ! – serait raciste toute expression qui tend à réduire un être humain à un de ses composants : race, sexe, langue, religion, métier, pays, etc. Or l’histoire des noms propres, en particulier des patronymes, enseigne que l’humanité a depuis toujours tenté d’identifier chaque personne humaine dans sa singularité irréductible par un nom qui en exprime la qualité ou la facette la plus marquante. Ainsi un homme aux cheveux blancs sera appelé Blanc ou Leblanc (dans d’autres langues : White, Weiss, Bianco, Alb, Belyy, etc). Et quand, dans une communauté donnée, la pléthore de Leblanc risque d’empêcher l’identification, on ajoutera un degré de parenté (Leblanc père), un prénom chrétien (Pierre Leblanc), voire un attribut quelconque (le forgeron Blanc). Ce faisant, on sait parfaitement que la riche personnalité du nommé Leblanc n’est pas réductible à la couleur de ses cheveux ou à son métier, mais on pratique ce que les spécialistes appellent une « métonymie » : on prend la partie pour le tout. Tenant compte de cela, on comprend en même temps pourquoi la liste des patronymes français regorge de Lenoir, Leblon(d), Leroux, Lebrun, Legrand, Legros et tant d’autres.
Si l’on compare ce geste spontané d’un juge de ligne avec d’incontestables comportements racistes, force est de reconnaître que cette histoire roumaine n’aura en rien servi la lutte contre le racisme dans le football. On sait que dans certains stades (italiens, mais pas que !) le public continue à lancer des cris de singe dès qu’un joueur d’origine africaine touche le ballon. Dans d’autres on lui lance des bananes, ce qui revient à suggérer sa nature simiesque, c’est-à-dire à lui refuser l’appartenance au genre humain. Mais que deux équipes rentrent au vestiaire à cause du mot roumain negru a au moins de quoi étonner. Sachant que l’une (le PSG) est grassement payée en pétrodollars par les princes milliardaires qataris, qui se moquent du racisme comme de leur première djellaba, et que l’autre est soutenue par le régime turc, qui n’excelle pas non plus par sa tolérance envers les non-nationaux, on est en droit de se demander quel niveau d’hypocrisie on a atteint en l’occurrence. Desproges estimait qu’il y a des racistes noirs, arabes, juifs, chinois, et même des ocres-crèmes et des anthracites-argentés. En l’occurrence, vu les salaires extravagants que les joueurs encaissent pour taper dans la balle (le Brésilien Neymar gagne officiellement 3 060 000 euros, par an ? non par mois), ils seraient plutôt du genre argenté. Et s’il existait un carton rouge (en roumain card rosu) pour hypocrisie, ils seraient au moins vingt-deux à la mériter.

Striker Borussia Mönchengladbach Marcus Thuram kedapatan meludahi pemain TSG Hoffenheim Stefan Posch pada lanjutan Bundesliga. Alhasil lewat pantauan VAR, wasit langsung mengganjar Thuram dengan kartu merah.
Hasil pertandingan bukan menjadi perhatian, arus di lini masa pun tidak heboh-heboh amat. Tidak seperti kejadian Paris-Saint Germain melawan Istanbul Basaksehir di Liga Champions.
Wasit keempat Sebastian Coltescu dimaki-maki publik karena melontarkan kata-kata rasis terhadap ofisial Istanbul Pierre Webo.
Pertandingan sampai-sampai diboikot dan dilanjutkan keesokan hari. Media dan figur dunia bereaksi atas kejadian tersebut. Isu sensitif kembali menyeruak, apalagi jelas-jelas Liga Champions mengampayekan gerakan anti-rasisme.
Tidak. Tidak seperti momen Thuram meludah ke wajah Posch. Kejadian ini tidak mengundang arus besar. Komentar yang timbul lebih menyayangkan aksi Thuram meludah di masa pandemi.
Tidak ada gerakan #WhiteLivesMatter untuk Posch. Tidak perlu. Apalagi gerakan #AllLivesMatter.
Ludahan Thuram bisa dihilangkan dengan usapan kaos. Setelahnya bisa cuci muka dengan sabun wajah merk ternama.
Ludahan tersebut tidak bikin Posch dan publik sakit hati.
Seperti pepatah "fitnah lebih kejam daripada pembunuhan", penggalan tersebut ada benarnya.
Hoffenheim tidak perlu bereaksi berlebihan. Justru Gladbach yang harus kehilangan Thuram untuk beberapa laga ke depan karena sanksi.
Pemain Hoffenheim juga tidak perlu mendatangi Thuram sembari mengatakan "why are u spitting?" berkali-kali.
