Infinite Realms World-building
So I have a lot of thoughts over why their aren't that many ghosts in the Ghost Zone/Infinite Realms and how other afterlives fit into the situation so here.
The Infinite Realms aren't an afterlife. They're not a place any mortal soul is supposed to reach. They're the lining between afterlives, the wall holding them apart, the cradle holding all those places souls are meant to go. The Infinite Realms aren't anything, just a no man's worthless land.
The Infinite Realms weren't anything.
But. Picture this.
You are dead.You are dead you are dead you are deadyou aredeadyouaredead
It hurt. It was the worst thing you've ever felt, that moment when the bindings between your mortal body and your immortal soul were sundered beyond all recovery. You're disoriented and in pain and crying, weeping wails echoing across the metaphysical expanse.
But then a hand reaches out to you.
Hands, really.
They whisper in your ear. Come home, one says, offering gentle, glittering love. You've earned this, screams another like it’s a battle-cry. A dozen voices like hellfire and damnation offer atonement, if that's what you seek, although the punishment they offer varies. One voice that is not a voice but is the void offers the rest of non-existence, the creak of a wheel suggests reincarnation.
These gods and demons and spirits and entities want you, is the thing. Their grip is like chains around your ankles, dragging you down, and you have to choose, you hAVe To cHooSE, or It Will Be Chosen For You.
And this is what's supposed to happen, isn't it? The next step. Your eternal rest. Getting to pick is a greater mercy than a little mortal deserves, even.
But.
But…
You aren't a little mortal. You refuse to be.
You are the woman who revolutionized school lunches.
You are the greatest hunter in the world.
You are Romeo and Juliet, except they were a tragedy and you are not because you can bet your ass you went out laughing.
You are the world's next rock-star whose voice no one ever got to hear.
You are a man who loves boxes.
You are a clever wish-granter, the greatest magician in the world..
You are a Queen with people to protect.
You are the master of technology.
You are a boy who died too soon, too young, and hell, you should give up, but you never got to see the stars. You never got to see the stars, or what your sister looks like graduating from college, or how your friends look when they change the world. You'll never know if you'll be an uncle, if you'll have your dad's shoulders or your mom's wiry strength, what it feels like to kiss someone, whether or not Dash will ever get that stick his ass and become a decent person again. No one will ever read your paper on the genesis of stars, or fly to Pluto in a rocket ship you designed, or welcome you home after you've fulfilled your life's dream and gone to space.
It's a goddamn tragedy is what it is.
And dying hurt, so bad you're not sure if you'll ever be the same. But. All your chains are broken now. Your soul is free, in a way that it's never quite been before. You are a butterfly, broken free from your cocoon.
And they want to chain you.
They whisper so sweetly, so gently in your ear, even as they tear you apart in a child's game of tug-of-war. You have to choose.
Fuck that.
Fuck that. Dying hurts but it also freed all the potential of your beautiful, brilliant soul, and you aren't going back. Maybe you’re Icarus, flying too close to the sun, but you have wings now, and you won't let them be pinned.
You take the plunge. Through brimstone, through the river with its eternal ferry, through light and dark and a thousand different afterlives that want you like they have any damned right to your soul.
You fly, and you aren't sure if you're running forward or fleeing, but you fly. And it takes forever, a century and a day that lasts less than the beat of a heart, but then you burst free of all those grasping hands and you see green.
The green is infinite and it's empty. But it's free. It's beautiful and bright and you breathe it in, this base stuff of reality, this entropy in motion, and your soul comes to life. You aren't bound anymore, not by the base practicalities of your body, not by the laws and hunger of the gods, not by anything but your own willpower and trust in yourself.
Once the Infinite Realms were empty, once they were nothing. Now there are ghosts singing their exultant freedom. With them they bring ideas and movement and life, and the eddies they stir become whole new beings, spirits that never lived as anything other than what they are. These empty currents now hold whole worlds, ghosts and spirits and monsters.
And one day some strange being comes and tries to take your freedom and he calls himself Pariah Dark. Maybe he was a determined mortal just like you, maybe he was a demon, something sent by the gods to punish you for daring to be more, but it doesn't matter. Regardless of how hard he tries, how many lands his armies invade, how deep he digs his clawed hands in, it doesn't matter. 
No one can conquer Infinity.
And then the Ancients awake. Even in a realm of equals, there are still those who are more. And what is the point of power if you can't protect your fellows?
So they shut him away, this fool who doesn't care for the freedom the Infinite offers, put him in a sleep so deep even his dreams can't disturb others. And when he wakes up there is a boy, small and young, but with more determination in his body than most could dare claim, and the tyrant who steals freedom is sent straight back to sleep.
The Infinite Realms need no King, but this boy is small and clever and kind, and when two people war, he is the first to come and mediate, the first to shove himself between their fury and make them remember themselves. They don't need a King, but the Infinite Realms are so big, with so many people, and they wouldn't mind a Speaker. Someone to connect them all, regardless of how far they lay apart.
And this boy with stars in his eyes and gentle hands grumbles, but he loves the Infinite as much as they love him, and he's almost meant for this, existing between Ancient and New, Living and Dead. They would never chain him, but he was always meant to explore, and who wouldn't want to meet and see and know everything?
The Infinite Realms are green and free and beautiful, and no god can ever change that.

An international team of physicists, centered at Trinity, has proven new theorems in quantum mechanics that describe the "energy landscapes" of collections of quantum particles. Their work addresses decades-old questions, opening up new routes to make computer simulation of materials much more accurate. In Israel, we're slowly seeing the country emerge from one of the darkest times since the Holocaust. Evacuees are returning to their homes in the South as the threat from terrorists in Gaza is being eliminated. The transformation from darkness to light is reflected in much of last week's news. The dark days of displaced Israeli families have been made a little brighter thanks to donations and kind hosts. A wounded Fauda TV star has been able to see the light of day after being discharged from hospital.  A Hamas terrorist emerging from a dark tunnel shaft with a bomb was seen just in time. And from the dark despair after seeing Hamas murder his wife, a brave, stateless Bedouin and his nine children can have a brighter future as permanent residents of Israel. The usual weekly Israeli medical breakthroughs give brighter prospects for ALS and PTSD sufferers, heart patients, and pregnant mothers in Brazil. The winter sun is shining on Israeli agricultural innovations with climate-resistant seeds, plant propagation breakthroughs, and sun-dried tomatoes on the vine. Meanwhile, Israeli technology is revolutionizing the taking of photos in poor light. Finally, Israel celebrated some shining sporting results; a 2,000-year-old unique stone box, found near the ruins of the Temple in Jerusalem, is now seeing the light of day; and an Israeli fashion designer played the Israeli National anthem Hatikvah in New York, to accompany the showing of his Autumn collection, aptly entitled "Illumination of Hope".  Let's hope that the rest of the world also "sees the light". Fame can change people. More specifically, fame can change people into me.
Who am I? I'm nobody and everybody. The biggest star in the world and a complete mystery at the same time. I've sold millions of records without anyone learning my name– you've heard my music, you just didn't know it was mine.
Wondering how this is possible? Let me tell you. I will remain anonymous and names will be redacted, but here's the tea on one of the industry's best kept secrets.
I was just a kid from Nowhere, Iowa (so to speak) who thought music was going to be my ticket out, and I was so sure about it that I dropped out of school and chased my dreams all the way to LA. After all, I was a great singer, played twelve instruments, wrote my own songs... surely I had everything it took to become the next big sensation in music!
Cue the laugh track.
Labels were always excited to meet with me after hearing my demos, but the second they saw my face they couldn't get me out of the room fast enough. I wasn't ugly, just... plain. Unremarkable. Average. And labels aren't interested in signing someone you could see walking down the street.
See, the sad thing about the music industry is that talent is only about 10% of what it takes. Maybe 15% on a good day. Having a successful career is 50% image (a fancy way of saying "being hot"), and that was something that I lacked.
But that remaining 40%? That's how willing you are to play the game, and that ended up being my saving grace.
My career was going nowhere fast, and after years of being beaten down by the industry I was on the verge of calling it quits and limping back home to Iowa. Then I got a call from a label (that shall remain nameless) asking for a meeting.
After years of rejecting me they were now offering me a deal: a guaranteed album release, collaborations with the best writers and producers in the business, a national tour, and a multi-million dollar marketing push.
The catch? I wouldn't be doing it as me.
Apparently the label had snapped up some kid that they were convinced had tons of star potential, but executives were nervous that he was a bit too green to succeed in the industry and they had come up with a radical new solution that could revolutionize artist development. Their r&d team had developed certain technology that could transfer consciousness from one human to another, effectively allowing them complete control over another person's body and live as them indefinitely.
The plan was to implant someone else into the kid's body and have them bear the brunt of his early years– someone with talent, experience, and most importantly, someone desperate that they could control. Someone just like me.
Though what we were doing was entirely legal (just a tip to any aspiring artists out there, always read the fine print in your contracts), for obvious reasons the label wanted to keep it on the down-low. The deal was that I'd "help" him through his first album, and then disappear into the shadows... but during that time I'd get to be a superstar.
Naturally I was conflicted. It was a tempting offer, but it was strange knowing that none of the success would truly be mine. No one would ever know my name. Was a hollow victory better than a defeat? Was I willing to sacrifice my artistic integrity for success?
Turned out the answer was "yes."
What sealed the deal for me was when they showed me a picture of the kid... a tall, strapping white boy who looked like he was built in a lab by thirsty gay men. I'd get to live my dream, and I'd get to do it looking like that? I'd be an idiot to pass that up.
So I accepted and turned him into the superstar he is today. Perhaps you've heard of him.

I spent two years piloting his body while he got his career off the ground, and with his face and my talent it wasn't long until I was topping the charts... and plenty of groupies as well. Fame is the ultimate aphrodisiac, but having tight abs doesn't hurt either! His penis was actually smaller than mine (bummer) but the rest of the package more than made up for it; the face of the boy next door with a body built for sin.
After years of being unremarkable, being a star went to my head fast and I'm not ashamed to admit that I became a bit of a slut... but trust me, if you could experience what it's like to be the hottest young thing on the scene, you'd do the same. I used that guy's body to fuck men and women in every city across America, and I even managed to do it without tarnishing his good boy image.
As long as I never missed a show or appointment, the suits were happy– and it helped that I was sucking them off behind their wives' backs.
(Like I said, you have to be willing to play the game.)
Eventually my contract ended and the label allowed the artist to resume control of his own body, but they were so pleased by my performance that they asked me to help them out with someone else– an established artist whose wild behavior was becoming a bit of a liability. Would I mind stepping in for him for a bit and helping get his career back on track after a few scandals?
And since then my life has been a whirlwind of different bodies. I've become the industry's invisible hatchet man, the enforcer who gets called in to deal with singers who need a bit of extra attention.
I've done it all: broken in newbies, rebranded stars, stood in for legends. I did a year in South Korea as a Kpop star– didn't speak a word of Korean, but that doesn't matter when you're as beautiful as he was. Name a boy band, I've probably spent at least a week as one of their members. I'm everywhere.
By this point I've lived so many lives that it would be pointless to list them all, so I'll stick to the greatest hits.

I took over the body of the frontman of a rock band who didn't want to "sell out" by going in the more sexual, commercial direction that the label wanted for them– which I, of course, had no qualms about. His shirt came off, and everyone was happy about what was underneath.
The other members of the group were skeptical at first, but I can be very persuasive when I put my mind to it. A lot of their fans wound up absolutely hating the new music, but hey, that wasn't any of my business!
Being onstage as a rock star is electrifying, when the music pounds and the crowd screams I feel like an absolute god. When I was up there shaking that wiry body around I knew that every single person in that room wanted to fuck me, and the second I got offstage I did my best to let them. Even if they didn't like the music, none of them complained when I invited them back to my dressing room.
And let me tell you, alt-rock groupies? They're freaky.

A lot of the artists I get assigned to are skinny young men (because every label thinks they're going to launch the next teen idol) so it's always a treat when I get to work as someone a bit more... let's say mature.
Once a popular r&b singer got into a dispute with his label over not wanting to film a certain feline related movie, so I was brought in to smooth things out in my own special way.
His voice wasn't that great but damn, could he move. I had to take a crash course in dancing but thanks to his body's muscle memory in a few weeks I was doing flips and splits I'd never dreamed of. The things his body could do were insane, and I took full advantage of that.
Strictly speaking about bodies, his was the best I've had. He was big in a way a lot of the other guys weren't, huge biceps and rippling pecs that I loved to show off. A hell of an ass too, though I didn't get much use out of it because he had the biggest penis I'd ever seen on a man and I wanted to cram that elephant trunk into everything I could.
A lot of the time, when I look in the mirror at the bodies of these superstars, I wish that I could suck on their dick. But in his body? If I bent over I actually could.
Honestly I hated the music I made as him– but man, I miss that dick.

I had similar motivations for spending a few months as an up and coming country music star– a bit more indie than my usual jobs, but I jumped at the chance to try out being a bigger guy (because let's face it, there aren't enough of those in the industry).
After years of cycling between bodies with abs it was a bit of a shock to suddenly have a gut, but the experience was even better than I could have dreamed. It's sensual in a different way– the feeling of all that soft flesh sliding under my hands still haunts my dreams.
Plus he was openly gay (another rarity, look at that) which meant I didn't have to keep my usual nighttime escapades on the down low. I didn't feel any less sexy– quite the opposite actually, I've never had people worship my body as hard as the guys I hooked up with when I was a scruffy bear cub.
Being gym trained hunks isn't exactly a hardship, but I did tell my management to keep an eye out for any more jobs like this one.

But probably my favorite experience was when I spent eight months helping a certain reggaeton artist break into the US market. The sex I had using that body? Out of this world.
I'm not sure what it was but his body was just built for sex. It oozed out of every inch of him, from those bulging tattooed arms to the hefty seven inches (soft!) he was packing down below. There was even a music video where someone sucked on my toes, because apparently even his feet were sexy.
This was the closest I ever came to getting fired, but I couldn't help it! I was constantly horny, all I could think about was drinking and screwing. I ended up overindulging a bit and the paparazzi caught some snaps of me stumbling out of a party naked and well... even though this guy had nothing to be ashamed of, it wasn't my proudest moment.

For nearly a decade, U.S. trade policy has been remade in the image of a single man: Robert Lighthizer. As President Donald Trump’s trade representative, he turned the United States away from six decades of support for a rules-based, multilateral trading system and toward a robustly nationalist approach. Lighthizer’s successor under President Joe Biden, Katherine Tai, has continued on the path he laid out. Even as most of Trump’s former officials have denounced him as unfit to be president again, Lighthizer has kept the faith—seeing in Trump, as many others do, a flawed vessel for some greater public good. He remains one of Trump’s top policy advisors in the 2024 campaign and would be set for a bigger job—likely Treasury secretary—if Trump wins in November. Lighthizer’s mission of transforming not just U.S. trade policy but broader U.S. international economic policy is just getting started.
Lighthizer’s influence was on full display last month, when Biden traveled to the headquarters of United Steelworkers, North America’s largest industrial union, in Pittsburgh, in the political battleground state of Pennsylvania. Following the visit, the administration announced plans to sharply increase the tariffs on certain Chinese imports that were first imposed, at Lighthizer’s urging, by Trump. This week, following a review by Tai’s office, the administration slapped a 100 percent tariff on imported Chinese electric vehicles and raised the rates on Chinese-made semiconductors, lithium-ion batteries, solar cells, steel, and aluminum. Tai has also launched a new Section 301 investigation—a 1970s-era tool of U.S. trade unilateralism revived by Lighthizer—into Chinese subsidies for the shipbuilding industry. More tariffs are likely to follow. And Lighthizer himself has been counseling Trump to devalue the strong U.S. dollar if he is elected in order to boost U.S. exports—advice that has been widely read as an audition for the Treasury post.
Lighthizer’s growing influence is a warning to U.S. trading partners—including the country’s closest allies—that the aggressive nationalism of Trump’s trade policies is not a passing phase. Instead, the United States has made a choice across both political parties to embrace an “America First” approach to international economic policy. The implications of that choice will play out for years, and likely decades, to come. That makes Lighthizer—following a career spent mostly as a voice in the wilderness decrying the U.S. embrace of free trade and multilateral rules—the man in the middle.
Lighthizer is an unlikely figure to have become the architect of the next generation of U.S. international economic policy. Born just after the end of World War II, he spent most of his career as a lawyer protecting the U.S. steel industry against foreign competition. Once the anchor industry of U.S. manufacturing, steel is now a rounding error in an economy dominated by information technology, a growing green industry, and the exploding international trade in services, including higher education and tourism. But the lessons he learned from steel—that U.S. trading partners engage in predatory practices, including by subsidizing production and dumping goods below their cost, that have stolen U.S. jobs and hollowed out manufacturing—have now become gospel for trade officials in both parties.
Lighthizer’s 2023 book, No Trade Is Free, is a searing indictment of the many decades of consensus on the benefits of trade liberalization. From Franklin D. Roosevelt to Barack Obama, U.S. presidents believed that negotiated reductions of global trade barriers would make the United States and the world richer and safer. Lighthizer always disagreed. But after a brief stint at the Office of the U.S. Trade Representative during the Reagan administration, he fell into obscurity, resurfacing every so often at congressional hearings, most notably to warn against admitting China to the World Trade Organization (WTO), which happened in 2001. His book, written after Trump’s 2020 election defeat, is an “I told you so” to the U.S. trade establishment. Reducing tariffs and binding Washington’s hands through global trade rules was, he writes, “a starker, more indisputable failure than even I could have predicted,” leading to the loss of U.S. manufacturing, the stagnation of Americans’ wages, and a U.S. strategic position that has deteriorated sharply against China. But, he argues, the “political establishments of both the Republican and Democratic parties, under the influence of multinational corporations and importers, were unwilling or unable to recognize their mistakes.”
As Trump’s trade representative for the entire four years of his term—a rare accomplishment under a mercurial president—Lighthizer was able to turn the United States onto a different course. He slapped tariffs of up to 25 percent on steel and aluminum imports from much of the world, imposed similar tariffs on three-quarters of China’s exports to the United States, and strong-armed Canada and Mexico into a renegotiation of the North American Free Trade Agreement. These moves were largely popular at home—Democrats rallied behind the new United States-Mexico-Canada Agreement over provisions that tightened labor law enforcement in Mexico and required more production in the United States. The Biden team has also kept the China tariffs in place, despite strong initial opposition from Treasury Secretary Janet Yellen.
But Lighthizer is just getting started. What he envisions, in the simplest terms, is a United States that worries far less about being a stabilizing force in the global economy and far more about pursuing its own narrow economic interests. As Treasury secretary, he would have many more tools at hand to carry out that mission.
The key metric for Lighthizer is one that conventional economists rarely pay attention to: the trade deficit. The United States has run a deficit in goods and services every year since 1975, topping out at a whopping $951 billion in 2022, although trade deficits were much higher relative to the size of the economy in the mid-2000s. Most economists, however, consider the trade deficit to be a function of national savings rates—the necessary consequence of high U.S. consumption and low private and public savings—and therefore largely immune to government intervention on the trade side. Lighthizer disagrees, seeing the deficit as a direct transfer of U.S. wealth to competitors, most importantly China, that can be corrected through forceful government action.
He would make it a goal of U.S. policy to balance trade with the rest of the world, not just China. The implications are enormous. One tool, which Lighthizer has reportedly proposed to Trump, is a concerted effort to weaken the U.S. dollar against other currencies. Other things being equal, a cheaper dollar would reduce the prices that foreigners pay for U.S. exports, make imports more expensive for Americans, and help bring trade closer to balance. The dollar, however, has long been overvalued, partly because of its role as the global currency of choice; more recently, it has been soaring in response to a strong U.S. economy and conflicts in the Middle East and Europe that have sent investors running for the safe haven of U.S. assets. Details are scant, but Lighthizer appears to be envisioning a reprise of actions taken by U.S. President Richard Nixon in 1971 and Ronald Reagan in 1987: imposing or threatening tariffs on trading partners unless they agree to take steps to revalue their currencies against the dollar. Given the scale of global financial flows today—a multiple of the level of when Reagan wrestled down the dollar—the consequences of messing with the stability of the currency are hard to predict.
Lighthizer similarly envisions an overhaul of the U.S. tax system to promote the competitiveness of U.S.-based manufacturing. For complicated historical reasons, U.S. exports have long been harmed by the U.S. tax system. Europe and most other countries rely heavily on value-added taxes (VAT), from which goods and services leaving the country are usually exempt. U.S. taxes, on the other hand, are largely income-based, and such taxes are not reimbursable under global trade rules. A U.S. company exporting to Europe pays both U.S. corporate income taxes and the local VAT on its sales in Europe—which puts products made in the United States at a competitive disadvantage. Lighthizer wants that to end by making the corporate tax system “border adjustable” to emulate the advantages of a VAT. Such revisions would have to run a congressional gauntlet, however, and have failed in the past due to pushback from large U.S. importers such as Walmart. Expect a Treasury Secretary Lighthizer to make another run at it.
But Lighthizer’s favorite tool remains the one most clearly controlled from the White House: tariffs. Writing in the Economist in March in defense of Trump’s announced plan to impose sweeping new tariffs if he is elected, he argued that the United States’ “bold experiment” with eliminating tariffs “has failed.” New tariffs—at least 10 percent across the board, in addition to some higher, more targeted duties—are needed “to reduce America’s trade deficit and to speed up its reindustrialisation,” he wrote. “Experience suggests that this will succeed and that high-paying industrial jobs will be created.” His book suggests how far such an effort might go. Tariffs should be imposed on all imports “at a progressively higher rate year after year until we achieve balance.” In other words, a 10 percent minimum on all trade is only the opening bid.
He would further seek to eliminate an obscure provision known as de minimis—the value below which imports are exempt from customs entirely. With the 2015 Trade Facilitation and Trade Enforcement Act, Congress increased that rate from $200 to $800, with the goal of eliminating costly paperwork for smaller shipments of consumer goods. The change happened just as international online ordering was taking off. Consider the Chinese fast-fashion giant Shein, which has grown from a tiny business in 2015 into a giant with at least $30 billion in annual sales that now controls nearly 30 percent of the U.S. fast-fashion market—without a single U.S. store or brand. Downloads of Shein’s shopping app rose from fewer than 3 million globally in 2015 to more than 260 million last year. The company’s business model involves shipping Chinese-made clothing directly to American consumers duty-free because of the de minimis exemption; shipping giants such as FedEx and UPS are happy to cooperate. Lighthizer argues that the provision gives many Chinese companies duty-free access to the U.S. market without requiring any reciprocity.
Lighthizer’s influence will remain, no matter who wins in November. Biden has tried to walk a line between promoting U.S. manufacturing and seeking common ground with allies, who fear growing U.S. protectionism—foreign concerns of which Lighthizer has long been dismissive. But in an election year, the Biden administration’s evenhandedness is disappearing. At the behest of U.S. Sen. Sherrod Brown from Ohio, a Democrat who faces a tough reelection battle in a Trump-leaning state, Biden has promised, for example, to block the proposed takeover of U.S. Steel by Japan’s Nippon Steel. The Japanese company has already pledged to honor all union contracts, move its U.S. headquarters from Houston to Pittsburgh, and not cut jobs or move production overseas. But U.S. labor unions remain opposed to the deal, so Biden has said he will block the takeover on specious national security grounds, a move that is sure to infuriate the most important U.S. ally in the Asia-Pacific.
The areas of common ground between Lighthizer and the Democrats are much deeper than most people recognize. Consider climate change—many Republicans, including Trump, are skeptical of the science and opposed to any government actions to reduce the use of fossil fuels. But Lighthizer strongly favors extra tariffs on carbon-heavy imports, a policy that the European Union is already rolling out and that is now being seriously explored by the Biden administration. Lighthizer favors a carbon border tax that would impose additional tariffs on emissions-intensive products—including cement, fertilizers, and aluminum—with the argument that to do otherwise is to benefit countries producing goods “using much more carbon than we would tolerate here,” he writes in No Trade Is Free.
Under Tai and an emboldened Labor Department, the Biden administration has also become more aggressive in using trade tools to sanction human and labor rights violators around the world. Lighthizer would go much further than that. In his book, he proposes that all imports should be blocked unless the exporting companies adhere to U.S.-level standards for environmental protection, labor rules, and worker health and safety.
The biggest target for each of these initiatives is, of course, China. It was the Trump administration that launched a U.S. policy shift on China, treating it less as a trading partner and more as a hostile adversary. Lighthizer, who played a key role in this shift, minces no words, arguing that China is “the greatest threat that the American nation and its system of Western liberal democratic government has faced since the American Revolution.” He cites as evidence China’s huge economy, almost the size of the United States’, which makes it a far more capable adversary than the former Soviet Union—let alone Nazi Germany or imperial Japan. Lighthizer would seek something close to a full economic decoupling; as a first step, he recommends eliminating China’s “most favored nation” status, granted by Congress in 2000 to permit Beijing’s entry to the WTO. That would give the president a completely free hand to slap discriminatory tariffs on China.
Few on the Democratic side propose to go that far. So far, the Biden team is trying to distinguish between strategic trade with China in products such as semiconductors and new EV technologies that may need to be restricted and most ordinary consumer goods, which can be traded freely. The administration’s strategies—circumscribed with the phrases “small yard and high fence” and “derisking”—still envision a lot of room for mutual gain in U.S.-China trade. But the more China comes to be seen as a threat, the more compelling Lighthizer’s comprehensive decoupling logic will become. Any form of U.S. trade with China is likely to enrich China, potentially making it a more formidable adversary down the road. In an election year, especially, calls for nuance in the U.S.-China relationship are likely to be drowned out.
But while the influence of Lighthizer’s agenda will grow and endure in both parties, the disruptions could be more modest than many observers fear. When Trump imposed his tariffs, the global trade system proved more resilient than once seemed likely, producing only a modest downturn in U.S.-China trade and small uptick in inflation. But there is also a growing danger that a little bit of U.S. protectionism suddenly escalates into something much more harmful. Lighthizer’s colleague-in-arms during the Trump administration, former Director of Trade and Manufacturing Policy Peter Navarro—currently in prison for refusing to cooperate with Congress’s investigation into the Jan. 6, 2021, Capitol attack—wants the United States to demand tariff reciprocity across the board. Any country that refused to reduce its tariff on a product to U.S. levels—Europe’s 10 percent tariff on passenger cars would have to fall to the U.S. rate of 2.5 percent—would face offsetting tariffs. (The Europeans would then likely retaliate by offsetting the United States’ 25 percent tariff on imported SUVs.) The Democrats, too, are eager to slap an array of new tariffs on a host of clean energy products, including wind turbines and EVs; last month, Tai told a congressional committee that the administration would take “early action, decisive action” to protect the U.S. EV industry.
The growing popularity of protectionism in both parties suggests there is much more to come. If other countries respond in kind, which is all but certain, it is easy to envision the sort of damaging trade and currency wars that have not occurred since the 1920s and ’30s.
To be sure, there is no rule that history must repeat itself. The United States could simply be in the midst of correcting trade policies that went too far and too fast in the direction of liberalization, leaving some U.S. industries and workers vulnerable to predatory competition. A middle ground is certainly possible. But all the evidence suggests that the United States is in serious danger of heading too far and too fast in the opposite direction. Should that be in doubt, just take a close look at what Lighthizer—the most important figure in U.S. trade policy to have emerged in our lifetime—has done, is saying, and still plans to do.
