HONESTLY

HONESTLY my personal headcanon is that he volunteered either way. to my understanding, only annie and mags were female victors and mags was a lot of things to finnick; a confidante, a trusted friend, a mentor. annie was finnick's one true love, and he would have wanted to protect or help either of them in any way he could. so even if he was reaped first, he would still have volunteered, knowing who else would be going in.

in the scenario where the females were reaped first, then finnick would have without a doubt been prepared to volunteer.
