Sibyl itself is promoting conflicts to expand itself, and then denying asylum to the refugees which is why they're confined to Dejima/Kyushu. Sibyl lets MFA do the dirty work and it's obvious that Sibyl just turns a blind eye to this because it benefits their colonisation approach. I wonder what Kogami's thoughts will be when he comes to realise that his "democratisation" in Siam Reap (Psycho Pass Movie) was just a part of Sibyl's grand plan. Also Kona Island? Didn't Rutaganda and his mercenaries live on an island? The knowledge that Sibyl would let the world suffer, after having seen the true effects of it in his journey abroad and that probably every person he met or lost on his journey (including the people that Tenzing lost) was suffering due to Sibyl's duplicity. In Case 3 Novel, Frederica is investigating the Peacebreakers in Tibet-Himalaya and Garcia by extension. Honestly, Kogami Shinya seeing the horrors of war, trying to help people and then returning to become a cog in the System is a tragic enough ending for me. I guess this was the meaning of that painting in that room. (The Abyss, I assume?)

Anyhow, I'm on my fourth rewatch (first time with subs so thank god I can follow the dialogues), and Sibyl has a knack of grinding my gears (pun intended), I've come to despise the System as much as Kogami. I'll delve into a proper review later, for now just accept my ramblings. I have 10,000 thoughts on Akane too, who in this movie punched me right in the heart, honestly I don't know how Akane-chan is so strong. I admire her grit.

Aight folks, I went to watch Providence with Japanese subs TWICE in three days now and after the initial emotional anechoic chamber it put me through, I can finally recount the movie and make sense of its plot and themes. So here is a ⚠️‼️ VERY SPOILER HEAVY RECAP ‼️⚠️ of the whole movie (literally very long, scene-by-scene of everything I can rmbr) & some commentary under cut.
The movie opens with a group of assailants raiding a cargo ship. Seems like their target is a woman aboard named Professor Stronskaya who's accosted in her room by a man with red dreads and a blond man. Over the ship we see Kougami flying on a plane with Frederica over the radio. They're there to rescue the Professor. Kougami drops down to the ship (in only what I can call, a flying squirrel suit) and there's a shoot out. He finds the Professor's room but she's dead. He's attacked again and hears somebody speaking to him an excerpt of the bible. Things are exploding on the ship and Kougami escapes to safety by jumping into the ocean.
Cut to Nona tower after the OP credits. Akane is speaking at a meeting of Directors about Japan's upcoming decision to abolish the legal system now that judicial proceedings are more or less moot with Sybil in place. We meet Atsushi Shindou, Director of Welfare who tries to keep the peace among the members and he says a guest was suppose to join them but did not make it to the meeting. Akane gets an urgent call from Mika and excuses herself from the meeting.
Mika tells Akane about the attacked cargo ship that's sailed up to Japan's port and tells her to "stop playing politician and get back here already" lol. Shindou approaches Akane and accompanies her to the cargo ship. Turns out it was Shindou that invited Professor Stronskaya as the guest for the meeting and that she is a global researcher who wrote a document called "The Stronskaya Papers". They have a discussion in the car ride where Shindou tells Akane he has high hopes for her, but also, maybe she shouldn't piss off people that could help her in the long run. Big oops mood but also, nice to see our classic Akane still, haha.
Akane and Shindou arrive at the site of the cargo ship where we find Mika being difficult to Frederica to say the least lol. Frederica is with the Director of Foreign Affairs (who I honestly forgot his name so I'll just refer to him as "DFA"). Shindou calls up Kasei and she instructs Division 1 to hand over the case to Foreign Affairs. There's a funny moment after of Mika badmouthing the situation and Shindou sneaks up on her telling her to watch what she says cuz the DFA has a really special hearing aid LMAO.
Division 1 recaps to Akane what they could find on the ship in the short amount of time while Akane also fills in her team abt Professor Stronskaya. Gino mentions they found the Professor dead but confirming it would be difficult bc she was decapitated. Hinakawa says the Professor sent one last message out before she died and it was to Jouji Saiga (👀‼️).
Akane calls Saiga-sensei in the privacy of the MWPSB car. Shindou knocks on the window and joins in on the call. Turns out Shindou and Saiga-sensei know each other from their university days where Shindou was Saiga's senpai (again another 👀‼️). They talk abt Prof Stronskaya but Saiga says he wants to speak to Akane alone about it.
Akane meets Saiga-sensei in his isolation unit and they talk abt how he knows Shindou, Prof Stronskaya and the Stronskaya Papers. Saiga tells Akane the papers are about Sybil and its impact on society and that they could very well change the stability of the world and Japan. He confirms the last message he got from Prof Stronskaya is the location to a P.O. box in Dejima, Kyushu where the papers are kept. Akane asks if Saiga would help her retrieve the papers, ofc Saiga agrees.
Before they head out to Dejima, Akane meets with Kasei alongside Mika, Frederica, and the DFA. They debrief on the assailant group and its here we learn of the main baddie of our movie: a man call Tonami who was part of the Japanese military group, the "Peacebreakers" formed by the MOFA. The Peacebreakers were active overseas 5 years ago on behalf of the MOFA, but all its members including Tonami went rogue. Now that they're back in Japan, its decided this will be a joint operation to reign them in. Kasei says smth along the lines of "you cant hunt feral animals with dogs so what better way but with bloodhounds, make good use of him" referring to you know who !!!!
Cut to Division 1's office. Gino's livid and ready to start a fight at the sight of Kougami back in Japan (he's really yelling "how dare you show your face here again"). Sugo breaks them up as Akane, Mika, and Frederica enter the office. Kougami greets Akane with calling her "Inspector" (🥺) while Akane (tries to?) keeps a poker face.
Akane, Gino, Sugo escort Saiga with Frederica and Kou to Dejima while Mika, Yayoi, Hinakawa and Shion stay in Tokyo as support. They discuss Tonami again on the plane where Gino asks a question and Kou tried to answer but Gino retorts a petty "I wasn't asking you" LMAO. They arrive at one of the MOFA buildings for their stay and it's noted that Dejima is where all the refugees/immigrants live in Japan while they await naturalization.
Saiga looks into profiling Tonami and the Peacebreakers. He and Kou discuss it over liquor and Saiga-sensei gives some more dad advice to Kougami (he tells Kou to apologize to Akane while he still can 😂). Kou calls up Akane on the balcony a while later and they talk about why he's returned. Akane hangs up on him when he says he doesnt regret his decision (and his face is priceless ��😂😂) cuz she was also hoping he would apologize but he didnt. Frederica meets with DFA for something and he tells her dont let Kougami or Saiga know of their plan.
The next morning the team goes to retrieve the papers at the P.O. box and there's another Saiga-dad moment where he teases Kougami for "[he] couldnt do it, huh" while Kou plays dumb (😂). The P.O box address was a fake, Prof Stronskaya didnt leave the document in there to be safe. Turns out DFA also planned Saiga to be a setup: there was a leak in the MOFA to lure the Peacebreakers targeting Saiga-sensei for the papers. Now the Peacebreakers—including the dreads guy and blond guy (now named Kai) from before—are attacking, and its a matter of keeping Saiga safe.
Akane, Kou, and Frederica try to evacuate Saiga to the extraction point while Gino and Sugo fend off Peacebreakers on their own. They find out the Dominators dont work on Peacebreaker soldiers bc of (artifically) low Crime Coefficients and have to resort to brute force or guns. Kou's group is attacked by the man with red dreads shortly after walking past some bodies with bomb traps (where Kougami FUCKING RAN to protect his wife shield Akane from one that set off... gouchisousama deshita 🙏). Kou gets trapped in a shoot out with other Peacebreakers while Frederica engages the red dreads guy but gets overpowered. The red dreads guy ends up holding Saiga hostage at knife point but Kou manages to shoot the dreads guy in the head (literally mere inches from Saiga-sensei, Kou that's insane. Saiga calls him out on it lol).
But the red dreads guys isnt down yet (?!?!) Or at least, he is suppose to be very dead but his body still moves and talks like he's possessed by something. Kou engages him again but Saiga gets slashed and starts to fall off a ledge of the atrium they're at. Akane runs to catch him but she can't pull him up. Saiga-sensei looks up to Akane and puts his faith in her, tells her smth along the lines of "justice and truth can be seen by those high above and he believes she is capable of reaching there". He lets himself slip out of her grasp and falls to his death, crashing into the fountain under the atrium.
I asked where was Saiga-sensei in S3 but I didnt want the answer to be he fucking DIES 😭😭😭
Akane runs down to the fountain as Kou still tries to handle the dreads guy. Eventually Frederica takes over as Kai and the Peacebreakers make their retreat now that their target expired and Kou chases after Kai. There's a Kougami vs Kai 1v1 in a holo room while Frederica, now with Gino, fights the possessed dreads guy (there's a lot of hand-to-hand combat sequences in this movie) also Sugo got shot but he's ok. Kai manages to escape from Kougami, but not before monologuing at him another excerpt from a book and leaving Kou a dagger with a tassle stuck in his shoulder. Gino punches a hole through the dread guy's torso with his prosthetic arm just as the dreads guy sets off a grenade in suicide. Gino thankfully disconnects his prosthetic in time and jumps back to safety.
In the aftermath, Frederica finds out the DFA is missing bc of the Peacebreaker attack (he was initially observing their whole decoy plan from a surveillance room). Akane chews her out, but Shindou suddenly appears in Dejima and says he'll handle the clean up. Akane starts to get suspicious of Shindou at this point but there is nothing she can do since no one wanted Saiga-sensei to die. Kougami and Akane share an elevator ride where Akane's starting to cry over losing Saiga-sensei, and Kou gives her a pep talk of "keeping calm, she can cry after the case is over" (a callback to the pep talk he gave her after Yuki died by Makishima in S1 🥺).
Once Kou is back in his room, he thinks about the monologue Kai gave him and runs a search. The excerpt was from a book called the "Great Aso". He calls up Shion for the forensics result from the tassled dagger and she says the tassle was made of horse hair. He asks her to do a search of horses location restricted to Aso, Japan while the conversation moves to cognitive and scientific theory of body possession (makes sense given that Shion is a physician), and more specifically—possession of a body by a god?
By morning we get a scene of Shindou meeting with Arata, Kei, and Maiko in Dejima. If you've been paying attention to the names you'll realize Maiko is Prof Stronskaya's daughter. Shindou is there delivering the news of her death to the young'uns. On top of that, he mentions Kei's older brother—Akira—might be able to return for Kei and Maiko's wedding happening shortly after Lunar New Year. Shindou and Arata leave and stroll through Dejima as the immigrant residents prepare Lunar New Year festivities in the district.
There's a scene change to now watch the Peacebreaker side of things. We follow Kai as he walks through their secret base. He stops to observe Tonami speaking to Peacebreaker soldiers like a religious cult leader and it is revealed they kidnapped the DFA and are water torturing him. We follow Kai for a bit longer to his quarters where he struggles with body convulsions, takes some pills, then smash his reflection in the mirror (looking hot doing it). He gets a call from Tonami telling him to handle the DFA again as Tonami is now leaving to meet with their leader called The General.
Back to Akane's crew: Mika, Akane, Frederica have now found the Peacebreaker's secret base located in Aso, Kyushu thanks to Kougami's search. They request a raid with the use of traditional guns from Kasei who allows it. There's a really nice sequence of Kou and Gino partnered up being the vanguard of their raid. They get stuck in a gun fight against turret drones though and have to hide behind stone pillars until the drones are suddenly disabled. But by whom?
Surprise! It's Kai, who has extracted the DFA. Turns out Kai is an undercover agent for the DFA and Shindou, and his real name is ‼️ Akira Vasily Ignatov ‼️ Kei's brother!!!! Now it all makes sense—dropping the monologue and tassle dagger as clues.
Akira tells Kougami and Ginoza to restrain him and take him in before Tonami finds out about the base. DFA is recovered but needs medical attention, so Akane, Frederica, and Kou escort them both by heliplane back to Dejima while Akane leaves investigation of the Peacebreaker base to Gino. Aboard the plane, Akira reveals the details of the Stronskaya Papers: its actually a formula for a simulation using Sybil's Crime Coefficient concept to calculate society's likelihood of disagreement and unrest—a Conflict Coefficient. The Conflict Coefficient could be used to settle wars or elevate them which is why Tonami wants the papers. Akira reveals the data is stored in a chip implant in his brain, but also says there's a second implant in his brain from the Peacebreakers called "The Divider". The Divider can negate negative thoughts and emotions by sharing it to another entity, which is how they fake Crime Coefficients read by Dominators, and it's also how Tonami possesses a soldier's body.
When they reach Dejima, they're greeted by Shindou. Shindou thanks Akira saying it must have been hard on him. Akane requests to talk with Shindou, Frederica tends to DFA and Kou takes Akira in for his statement. Akira reveals he was the one that killed Prof Stronskaya to protect the mission (and it hurt him to do so now knowing their familial ties 😔) and that Tonami can possess members of the MOFA bc each MOFA agent already has a brain implant for translation, while Shindou explains why Akira was undercover in the first place. Akane questions Shindou on why everything he does seems to have no flaws, like things are perfectly laid out for him; he's about to answer when they're interrupted by Kougami's urgent call. Kou's and Akira's questioning was interrupted by Tonami possessing DFA who locked Frederica in the elevator and shot Kou in the leg. He's hijacked Akira's body and making a run for it, trying to escape with the Stronskaya data.
When Akane and Shindou catch up to the Tonami-possessed Akira, Akira tries to overcome the body possession and struggles pointing a gun at himself to suicide. He manages to shoot himself in the chest and chucks the gun at Shindou, pleading to be killed so Tonami can't get the Stronskaya data. Shindou obliges (but not before Akira asks him to look after Kei) and shoots Akira dead as Lunar New Year fireworks go off in the background and Akane and team watches on. Kasei arrives in Dejima to speak to Shindou.
We get to the interlude before Act 3 of the movie now. Akane visits Kougami in hospital bed recovering from the leg injury regretful that he couldnt prevent the loss of Akira. Akane reminds him that they're a team, and they'll get Tonami next time (🥺 again, it's a nice call back to S1). Kasei meets with Shindou in his car in the middle of Dejima's Lunar New Year festivities, where Shindou addresses Kasei as "Sybil System". They discuss the events and Shindou taking responsibility for it. Kasei leaves Shindou with "a parting gift" and exits the car. Not long after, Shindou calls Akane to meet him, still in the midst of festivities and explains Kei is getting married very soon and he requests for Akane that news of Akira's dead not made public til after the wedding. He then invites Akane to attend the wedding too.
Shindou and Akane arrive for the wedding where they're greeted by Arata. Arata walks Maiko down the aisle and Kei and Maiko are really cute at the altar. Shindou gives a speech at the reception (that really is more cryptically directed to Akane and Arata, I think 👀) then immediately disappears after the speech. Arata and Akane notice Shindou's gone and go searching. He's in his car, looking at a photo of him with his wife and a child Arata. The parting gift from Kasei is a gun. He shoots himself. Arata and Akane find him.
At the morgue, Arata, Kei and Maiko mourn Shindou. Arata, distressed, tries to get answers from Akane to make sense of the events but Akane doesnt know either. The joint investigation between MOFA and Division 1 is called off and Division 1 is ordered back to Tokyo. Akane meets with Kasei who shows her a video message from Tonami. The Peacebreakers have relocated to the northernmost islands (the Kumail Islands? Or smth, I forgot the name) of Japan declaring independence with The General as their leader. Apparently Sybil has conversed with this General of theirs and agreed on the terms, and wants Akane to deliver the Stronskaya Papers to Tonami (as a peace offering I guess?). Kasei basically tells Akane to shut up and go with it, Akane will be out of MWPSB soon anyway as Sybil will have her take Shindou's place as the new Director of Welfare.
Ofc, Akane's never gonna "just shut up and go with it" lol. She reviews the notes Saiga-sensei came up while profiling Tonami that concludes with "God?" and calls up Kougami asking him to join her in solving this case. He says he was going to go with her regardless if she asked (🥺). Frederica overhears Akane's call and she agrees too to "finish the job their boss failed to do".
So the team assembles at the office. The plan is for Kou, Frederica and Gino to arrive at the islands to take down as many Peacebreaker soldiers before Akane arrives via MWPSB heli as the decoy for Tonami with the Stronskaya Papers. Sugo takes care of the transportation issue, and Mika, Shion, Yayoi again work logistisical support. We learn that the Peacebreakers have a satellite in the stratosphere which is how they do jamming and control The Divider devices, so Sugo will fly a drone within its airspace after dropping Kou's team off for Hinakawa to hack it. Akane makes a point that they'll operate by MWPSB standards and by that will mean use of Dominators, and she's already arranged for Kou and Frederica as temporary users.
I really like her speech of "if we are going to enforce the law, we will do so as MWPSB detectives" 🥺 bc that brings me back to her learning what it means to be a detective in S1 from Kou and Masaoka.
Everyone divides into their assignments. Kou's team loads onto the boat Sugo has arranged with the JDF submarine. There's a snarky tsundere-Mika moment as she gives Gino a new Dominator she's had R&D work on. Akane sees Kougami & co. off, though not without Kou tell her to not do anything reckless as the decoy and she replies "I can't guarantee that.." / Kougami: "Oi. 😑" / "So make sure you get there (to me) quickly".
On the boat, Gino and Kou have a heart-to-heart finally with Gino asking again why Kougami's come back. He says he's trying to do the responsible thing and Gino think it's at least an improvement. They share the thought that they are the reason for Akane tying herself down to her job as an inspector, and want to protect her for it.
I really loved this part bc you can feel the friendship is still there between Gino and Kou, and although they now see each other in different roles with respect to Akane (metaphorically, Gino being a "shield" for her, and Kougami as her "sword"), the shared guilt and understanding of their motivation ever since end of S1 is there which is what makes the team so great.
Kougami & co. get to the islands, setup, and start infiltrating the Peacebreaker base. Sugo flies the drone to the satellite after but is met with laser defences trying to shoot it down. (There's a whole CGI sequence for this part and the jury's still out on whether I like it or not 😂). Akane arrives at the base where Tonami greets her. She says the Stronskaya Papers are now in her brain from Akira's implant and that she wants to meet the General before handing them over. It's revealed that the General is a medical AI (the Bifrost in S3) that was initially created to support latent criminal rehabilitation within the Sybil System, but the project was scrapped and later repurposed by the MOFA for the Peacebreakers. Essentially (for what I can interpret at least), the Peacebreakers were created to do the MOFA's overseas dirty work where the implant in their brain would transmit negative thoughts & emotion to the medical AI as a sinkhole for the soldiers to stay.. unburdened (is the best word I can describe? Somebody pls correct me if I understood this wrong lol). Tonami and fellows resented that, the hypocrisy of them being used like that, which prompted their defection and subsequently trying to claim the medical AI as their own system to elevate world conflict through the addition of the Stronskaya Paper's simulation algorithm with religious rhetoric. Tonami tried to added Prof Stronskaya's decapitated brain to The General in place of the papers, but it didnt work which is why he's still after them. Akane debates that AI systems like Sybil and The General cannot replace the will of humanity but Tonami will have none of that and shoots her in the thigh.
Outside, Kougami's team is fending off Peacebreakers while Sugo drone-piloting is trying to hold out long enough for Hinakawa to hack the satellite. They cut it very close with Hinakawa excitedly exclaiming when they're finally hacked in. (I am so proud of him this whole movie cuz there were small moments where Hinakawa openly voices his thoughts on the case and his hacking capabilities: "if the enemy is using this type of thing, then I should be able to hack it"... it's a mile growth from the meek enforcer we met in S2!!). Shion & Yayoi use the hacking to shut down the Dividers creating fake Crime Coefficients and to put the Dominators online for Kou, Gino, and Frederica. The next bit is a nice sequence of Kougami initializing the Dominator's start up UI with the PSYCHO-PASS theme playing (more callbacks to S1, god I missed these moments). Gino's new Dominator from Mika is apparently a multi-target lock on Dominator, and Frederica's gets a new railgun Dominator with a multi-shot Destroy Decomposer. Once they get mostly control of the battle, Gino shouts at Kougami to "get to Tsunemori!" (he actually says "Tsunemori �� mamoru!" in Japanese which made me keel over cuz that can be translated as "go protect Tsunemori" 🥹), and Kou bolts.
Things are looking alright until Shion, Yayoi & Hinakawa realize the satellite isnt stopping its motion and is actually on course to crash into the Peacebreaker base as a fail-safe for being hacked. At this point, Mika actually suddenly left the operations room to go to Kasei. She argues to Sybil that Akane is too valuable to let die, so Sybil pulls the strings to get the JDF to shoot down the satellite before it crashes into the base. (I do appreciate that for all her attitude, Mika does respect Akane and see the importance she has in her role. We see another moment of this later on too. This movie finally moved me from negative opinion of Mika to neutral lol). The debris from the shot down satellite fall onto the base where Gino & Frederica are fending off the last of the Peacebreakers and they take cover. We finally catch up with Akane and Tonami.
Akane's handcuffed by Tonami and bleeding from her leg profusely but she's still fighting back. She crawls far enough to reach her Dominator that has fallen on the ground and chucks it to the terminal that controls The General. Seems like she actually hid the Stronskaya data in her Dominator and the contact with the terminal updates The General's AI. Akane says she places faith in the system that The General's AI will choose to opposite outcome that Tonami wants, where the AI will choose reducing conflict with the peace Sybil brings to society. The AI does just that and assimilates itself once again with Sybil, updating itself to remove Tonami's influence within its system and shutting the base down. Tonami is ofc, livid at Akane's ideologies and shoots her again in the abdomen. She gets held at gunpoint with Tonami standing over her just as Kougami arrives. There's more debate between Tonami and Akane about the nature of using AI systems in society, with Kougami listening on, gun in hand (honestly his facial expression looks really unimpressed with what Tonami is saying during this part, I couldn't help but laugh LMAO). At the end of Tonami's spiel, Kougami shoots him in the head just when it looked like Tonami would shoot Akane again, and Kougami says that its true, he agrees with what Tonami is saying. Akane deflates saying she "promised she wouldnt let Kougami do that (kill/break the law) again" but Kougami explains that although he agreed with Tonami, he believes in Akane's sense of righteousness, and for that he also needs to be judged (by her and the laws upheld by their society with the Sybil system). He unlocks Akane's handcuffs (and there was someone that posted about him cuffing himself to Akane as they get up, symbolic of her arresting him, but I didnt catch that 😔) and bridal carries Akane out.
The case's aftermath is a recovered Akane meeting in Sybil's brain room. Gino and Sugo had gotten approvals to transfer from Division 1 to MOFA, while Kougami was placed in a cell as his punishment for breaking the law (I guess), but he's not there for long since Sybil deems him useful enough so he'll be approved to go back to MOFA soon. Sybil reveals the roles DFA and Shindou had with the case and that it will be buried with their deaths as Akane soon accepts her new position as Shindou's replacement. Sybil says Akane will walk the path of Atsushi Shindou as they've prescribed as Akane leaves the room (which didnt click to me until my second watching here that the reason there were never any flaws in Shindou's "moves" was bc Atsushi Shindou knew the truth about Sybil, considering that Arata is criminally asymptomatic. Shindou went along with everything he did with no flaws bc it was already arranged by Sybil.. in order to protect his son..). Shion, Yayoi, and Hinakawa comment that things will be different in Division 1 now that so many members have left, but now it's time to watch Akane's promotion ceremony broadcasted on live TV.
While the broadcast is happening, Kougami reads a letter from Akane in his cell. She writes about her thoughts on the case and tells him she now knows what she needs to do to question the nature of justice in their society, and its something that only she can do. Kougami realizes immediately what she intends and responds to that with a pained expression calling her an idiot (mirroring his letter to her in S1). At the ceremony, Akane dressed in uniform goes through the delegation, but when she's about to accept the promotion from Kasei, she pulls out a gun and shoots Kasei on stage with a blank expression. Mika, running security at the event points her Dominator at Akane where it reads her Crime Coefficient at 60. Akane leaves Mika with a bittersweet "please take care of Division 1" and Mika angrily says she cannot accept this. The news broadcasts that Akane committed a crime live on air in public but her Hue remained clear, bringing forth public questioning on the Dominator's judgement and that the dissolution of the legal system that was in dicussion at the beginning of the film is now halted. Akane is arrested and converses with Sybil in the MWPSB paddywagon, resolute in her decision. The film ends with Akane brought into her isolation cell where she can finally breakdown crying while Kougami leaves his cell promising to get Akane out.
👏👏👏 and that's it. Hopefully this will help anyone having trouble following the film (or aren't able to watch) bc I certainly missed a lot on first watch. Personally, I loved this film as a cumulation and celebration of the 10 years of this franchise. I have a few extra thoughts on how themes in this movie would fit with the rest of the franchise, but I actually haven't watched First Inspector yet and feel the need to rewatch S3 with a new perspective now. Hopefully enough people will get to see the film with international release now so maybe we'll get a S4. Prayer circles in the meantime I guess 😔🙏

Shinkane/Fredegami Analysis

Shinkane

Season 1 shows us the obvious reasons that lead us to think any romantic possibilities of Shinya x Akane. As mentioned in my previous post From Shinkane to ShizuAka.
And the release of 劇場版 PSYCHO-PASSサイコパス fueled our interest even more. 😍❤️‍🔥
Fredegami
It all started in this scene from Psycho Pass: Sinners of the System 3.

Where Frederica openly flirts with Kogami (as described in the novels) and expresses her interest about him. Kogami was indeed mesmerized by this beauty.
The Comparison:
As hurtful as it may sound. Shinkane is one-sided. Let's face it and be honest.
The showcase of Shinya x Frederica is intentional for Psycho-Pass Providence movie.
The Story Debunked:
After the events of 1st Movie. Kogami seemed to step away further from Akane & the whole Div. 1 as advised by Ginoza.
The latter did that for the sake of Akane, seeing how Kou's influence affected her deeply. And as he explained further in the boat scene from PPP. He wants to prevent Akane from being a latent criminal which Kou fell into.
Kogami met Frede in Tibet-Himalaya Kingdom, after she cases for him (probably after the events of SS3 where she was first introduced). Akane might have initiated it to help bring back Kogami since she wasn't successful in SEAUn.
Kou begins to ease-up (not necessarily open up) with Frede seeing how dedicated she is to her work in MoFA and how she is a potential good leader judging by how she work as girl boss.
In PPP, Kou still care for Akane but it's obvious he starts to give Frederica a chance. Thinking about how she was used by Yabuki to intentionally lie (Saiga's ultimate downfall).
In Kogami's head, Frederica is amazingly tough but also a soft woman from the inside. Which is why he sided with her after Yabuki's death.
Being with her in the dark room, tagging her along the rescue mission. Wearing the same coat. Plus and the most striking, is the fact that he let Frederica say out loud "ME AND KOGAMI WILL JOIN AKANE TSUNEMORI"
Also, [I believe] the events of PP3 Manga; (the Hotpot, & the Gun sparring) happened before Akane's release and the events of Psycho Pass 3 and before Azusawa-kun introduction and the BiFrost. Which shows a somewhat sweet interaction between the two.
But the events of FI happened, and Kou realized that Frede isn't as fragile as he thinks she is.
So he somehow wants to mend his connection with Akane by picking her up from the Tokorozawa Correction Center.
The Ship Analysis
Kogami & Frederica might've feel some spark after the events of SS3.
They might've gave it a try which leads to their closeness in PPP movie and Few chapters from PP3 Manga (which again I believe happened before the BiFrost narrative).
But during and amidst the BiFrost incident, Kogami might've realized Frederica is similar to his ideals. Accepting bribe for the sake of Justice.
Note: There's one thing that the online translator failed to translate which not all fans (who upload their copy of the manga/novel) easily realized. It is about the tone.
In the Season 3, after Kou beat the heck up from Kei, he received the instructions from Frede to let Azusawa-kun escape to which he obliges BUT with a tired (and almost fed-up) tone.
So eventually they slowly and silently fell apart. And intend not to pursue any chances of relational progress. They've kept their professional closeness but slip through any possibility of building a solid chemistry.
Therefore, Kogami gradually re-establish his Season 1 connection with Akane. By showing up in a car and let her decide where to eat just like the old times.
Because deep inside, Kogami longs to have a solid source of affection eventhough he can't explicitly admit it to himself. That's one thing Frederica called him off during their conversation about the Cigarette puff (where it conveys too much love or less affection received from childhood).
At one point, he might've think that Frede was the one. Same age, badass beauty but soft and tender inside. I think that's the type woman Kou likes. But he finally realized Frede is a well-established woman who doesn't need his protection.

“Kogami gets shot and he ends up in the hospital.”
It’s nice to know some things never change.
Psycho-Pass Providence Review (with major spoilers!!! Don’t read if you don’t want spoilers!!)
As promised, I went to see Psycho-Pass Providence at Nijo Toho Cinemas in Kyoto. They had a little merch at the theater. They also gave everyone a booklet with artwork that I’ll include at the end of this review. If you want to wait until you can see the movie, please stop reading now because I will be basically telling everything that happened, good and bad. I was glad to see more people coming to watch the movie because when I bought the tickets most seats were available! We are a small fandom, but we are loyal! Now, please understand I don’t know any Japanese, so a lot of the information here is things that happened, but I can’t tell you much about the dialogue. I’m dying for someone to translate it once the movie becomes available everywhere.
Spoilers below:
The movie starts in a ship off the coast of Kanagawa, Japan, that is being attacked by the infamous peace breakers led by Akira Ignatov, Kei’s strange brother. The men in the ship are SAD agents that are getting murdered left and right. What do the peacebreakers want? Get something from a woman named Stronoyka who is currently traveling in the ship. From the synopsis we know this woman holds a dossier that details how to destroy Sibyl (or something of the sort, can’t quite remember). Kogami is the first on the scene in a suit reminiscent of a flying squirrel, but unfortunately, he’s too late. He looks hot as hell though when he jumps in the water.
The intro with a song by Ling Tosite Sigure had me excited to be watching a Psycho-Pass movie in a movie theater and surrounded by Japanese fans of the movie. It was sweet!
To skip ahead, SAD and the MWPSB have to work together. Akane, Kogami, Ginoza, Sugo, Saiga and Frederica travel to Dejima to investigate, I think. Let’s get to the meat of what the fandom wants to know.
Kogami and Ginoza Reunited
Akane is talking to Frederica and as they’re walking towards Division 1 office, they find Ginoza grabbing Kogami by the collar and yelling at him while Sugo is trying to separate them. What was Ginoza saying? No idea, but he was probably getting back at Kogami for leaving or coming back, etc.
At some point, however, Kogami and Ginoza fight together against their enemies. There seems to be some will for reconciliation.
Akane and Kogami Reunited
Akane walks in the room with Frederica when Gino is yelling at Kogami. Ko says “Kanishkan” at some point, so I think he’s addressing Akane, but her reaction is…should I say, enigmatic? Indifferent? Maybe she’s controlling herself?
SAD and the aforementioned team travel together to Dejima, and Akane and Kogami barely talk on the way. Once there, Saiga and Kogami talk and at some point they mention Akane. Later Akane calls Kogami while he’s in his room. They both sound like they disagree about something or like something is awkward between them and Akane hangs up on him, surprising him.
The thing about this movie is that they gave Akane the cutest outfits. Especially one in a very crucial moment. I’m so glad they made her look so cute and beautiful in the movie.
At some point the infamous peacebreakers begin their attack, and in the famous explosion scene, Frederica, Saiga, Kogami and Akane are walking down a hallway when an explosion goes off. Kogami doesn’t even think once about protecting Saiga or Frederica, he straight up runs to Akane and they fall to the ground. There are some lines of dialogue here while he’s laying on top of her. This is the part when Akane gets her bruised cheek.
In another scene, after Akira basically gives himself up, Kogami is interrogating him and then another guy shows up and shoots at them. Kogami gets shot and he ends up in the hospital. Akane visits him and when he makes to start smoking, she takes the cigarette off his mouth. There’s a moment here where it seems like he’s teasing her, because he sits up on his bed and kinda leans towards her. Very cute moment between them.
Saiga
Saiga and Kogami have a long talk about many things (I assume, remember, I don’t know any Japanese) but at some point they mention Akane.
A very sad, traumatic moment for Akane. They get attacked by a specially unkillable peacebreaker and Saiga ends up being held hostage by the guy. In the last moment, what we feared happens. Saiga’s last words are for Akane. Our poor girl suffers a lot and Kogami is there to console her and help her push through. They look so good together!
Akira, Kei, Maiko, Arata and Arata’s Dad
Honestly, most of the plot escapes me. Akira at some point even fights himself. He seems to be controlled by an old man who appears to be creating his own version of Sibyl. Akane is actually invited to Kei and Maiko’s wedding and on the same night Arata’s dad, with whom she seemed to have a very good relationship (there’s a lot of dialogue between Arata’s dad and Akane), killls himself while holding a photo of his family.
Craziness Ensues
Akane agrees to meet the mastermind behind all these terror attacks while a tactical team formed by Frederica, Gino, Kogami and Sugo fighting lasers from the air attack the headquarters of the peacebreakers. Here we see for the first time the two old dudes that become obsessed with Kogami in Season 3.
While everyone is fighting and there are explosions and shooting everywhere, Akane has a dialogue with the mastermind. At some point she draws her dominator but his crime coefficient is around 40. The whole place begins to collapse and by then, the mastermind has shot Akane on the leg and has her cuffed. They discuss and debate when he shoots her again (that asshole!). By the time Kogami shows up to rescue her, the other man is pointing his gut right at Akane’s forehead while they debate. At some point Akane says something that irks the guy and he pistol whips her a little bit. Kogami shoots him and gets her out of there.
The craziest plot twist
They show Akane dressed in a ceremonial uniform (and she looks so beautiful!) while Kogami is confined to an isolation facility. He begins reading a letter she wrote to him. They show her at a ceremony where it seems she will be recognized for her achievements. It is here when Akane shoots Chief Kasei in front of everyone.
They show Mika running to arrest Akane for her crime and she yells at Akane with frustration for what she did. Akane offers no resistance. As Kogami is reading the letter he looks angry, frustrated and sad for what Akane did. Why did she do it? We will have to wait until someone translates the movie.
Akane’s face is plastered all over the news as the inspector who went crazy and killed her boss. They show a parallel of Kogami walking out of the isolation facility while Akane is walking in. They don’t cross paths, but once Akane is alone she completely breaks down sobbing uncontrollably. It was so sad to see her suffer like that! Then they show Kogami walking free on the street and he says something and then the movie ends. Did Akane go to jail because of Kogami?
I’ll write more thoughts tomorrow! Overall it was well made. Lots of CGI and explosions almost made me think at times that I was watching a Transformers movie.

[Psycho-Pass Providence spoilers]
I thought long and hard about sharing spoilers with you on my blog, but here they are: a buffet for Shinkane fans! I can’t guarantee that the spoilers are 100% correct since I haven’t seen the movie myself and translations can be messy, but I try my best – feel free to correct me, to add things or to call me a crackpot and liar!
I had a feeling that many of you would like to know (at least to some extent) what this movie is about and if Shinkane becomes canon. It will probably take some time for PPP to be released outside Japan and as we all know, patience is a virtue. Don’t read if you don’t want spoilers. I’m serious! There are major spoilers in this text! But if you don’t mind, here’s a summary of what I picked up from Japanese fans who have already seen the movie:
1. The first meeting with Unit One after Ko’s return goes as expected: Ginoza is angry and Sugo has to prevent him from going off on Kogami. The atmosphere between Akane and Kogami is described as awkward and tense even when working together on the new case. They travel to Dejima (?) and Saiga accompanies Akane because he’s the only one who can access the Stronskaya document.
2. When Kogami and Saiga have a drink in the apartment/hotel, Saiga urges Ko to contact Akane and to come clean with her. He obeys by calling her. Akane tells him to apologize (“I just want you to say sorry”) but he doesn’t, so she hangs up the phone. Kogami seems to be very irritated and I can’t wait to see his face. Also what is the meaning of the empty liquor bottle on Ko’s table?
3. Ginoza asks Kogami on the boat “Why did you come back? It was our duty to protect Tsunemori” to which Kogami answers something like “For someone else’s sake again.” Does it mean that he came back for Akane? I think so. Ginoza seems to smile a little when he hears this.
4. We already saw the scene where Ko shields Akane from the explosion, but I don’t know exactly what happens afterwards. They say the angle of view is a little erotic (this can also be translated as horny, obscene) LOL
5. When the Peacebreakers attack, Saiga-sensei dies. I think he gets stabbed and then falls over a railing into the depths of the building. Akane tries to save him but he lets go of her hand so that she doesn’t fall with him. Phew! This is going to be hard to watch. No wonder why the Japanese fans cried! When Akane finds his dead body, the one who comforts her is Ginoza. Ko goes after Akira to fight him in a landscape holo room (?) aka that scene with the horse.
6. Now the elevator scene. Akane cries over the death of Saiga but Kogami seems unable to comfort her. Something holds him back (his own grief maybe?) so he just pats her on the shoulder saying something like “Focus on your duty, and cry after everything is over” and Akane says “Yes”. It sounds a bit heartless and reserved, doesn’t it? Why all the drama?
7. Then there’s an interrogation at SAD or PSB headquarters and Kogami gets shot by the arrested Akira whose consciousness was hacked. Ko ends up in the hospital where Akane visits him and finally they talk to each other and come to an agreement. This is very reminiscent of PP1.
8. I was a bit surprised to hear that Akane is invited to Kei’s wedding and that Arata’s dad commits suicide in his car after giving a speech. Really? On the wedding day of his son’s best friend? Did Arata witness this? Holy sh--! At least, I read that Akane followed Arata into the parking lot and perhaps was able to comfort him.
9. Akane leads the operation to stop the Peacebreakers. Before she leaves (gets on the plane?) Kogami is worried and says “Hey, don’t do anything reckless” and she replies “I can’t promise you that, so you better come quickly please.” Is she flirting with him? I think it’s cute and quite self-confident.
10. When Akane is defeated in the fight against the white haired man who points a gun to her head, Kogami rushes to her aid. The plan was to arrest the guy but things went out of hand. Kogami shoots him and then he hugs the injured Akane – yes, that’s what it says in the comments! I can’t wait to see this! I read that Akane says something like “I made Kougami-san kill again” to which he answers “And I will be held accountable for it”. The hug seems to have been a request from director Shiotani, because (as we already know) Akane and Ko won’t see each other for a long time after that.
11. The end is a bit confusing and I’m not sure if I got it right: Kogami is arrested and Akane writes him a letter that is just as emotional as Ko’s letter in PP1. She says that he had a great influence on her life and that she can’t promise him anything. Then she goes off to kill chief Kasei during some public event (?) because Sibyl wants to introduce a new bill that would strip the Ministry of Justice of all authority (?). Akane’s crime coefficient is low because you can’t kill a cyborg. But from the public’s perspective, she’s a killer. She seems to sacrifice herself for the dream of a just society that abides by the law instead of Sibyl’s despotism. Now Sibyl has to judge her. They have to reveal and explain her low CC without looking like idiots. Good luck, Sibyl! Akane seems to have set a precedent in PPP.
12. Kogami goes free and Akane is sent to the isolation facility where she finally breaks down and cries. He promises to pick her up when she is released – and so he does in FI when he finally manages to apologize! Some fans say that even though Kogami’s crimes aren’t punished by law it’s clear from his emotions that Akane’s imprisonment is his punishment. His actions had an impact on others, especially on someone he cherishes and loves. But unlike Kogami who killed out of revenge and violated the law, Akane has committed a crime in order to uphold the law. The Japanese fans cried at the end. Kogami must look pretty miserable! Seems as if Shinkane has a habit of breaking each other’s hearts and ours too, huh? But we know they will reunite in FI, so there’s hope! And who knows what the future holds.
Well, the movie covers many issues: foreign politics, references from the bible, Bifrost, new technology and AI, lots of action and so on. It’s quite exhausting to do research in Japanese as a beginner, so I only focused on the things I wanted to know. In other words: Akane, Kogami, Ginoza and Shinkane! I can’t wait for this movie to be released in my country, although I think it will probably be another year :’(
One last thing: speculations about the nature of the relationship between Akane and Kogami are running wild on social media again but all I can say is that if only a mere 20% of the above is true, then you can’t speak of platonic. Sorry, it’s not possible! There are far too many emotions, far too much awkwardness here that you don’t go through as “just friends”. They’re not a couple, but both of them are probably aware that they could become one if they chose to.

Psycho-Pass: Providence: NOT A REVIEW
When I went to watch PPP, I was sure that I was going to do a massive breakdown and more on here, like I had seen so many fans do - it almost felt like I'd be letting down the fandom if I didn't tbh...
But I didn't end up doing one. For various energy and ADHD-related reasons, but also because the film left me feeling so very satisfied that I honestly felt like I had nothing to say. Nothing needed to be said.
So here is a bit more of me saying nothing:
The film truly was a representation of what a cast and crew of people who have held a story with them for over a decade can do even with the most straightforward plotline. I honestly forgot that I was watching animated characters on screen - the way their voices worked - especially Kougami, Akane, Saiga, Shion and Gino (because of course Gino) was so REAL.
I love the fact that in a sci-fi cyberpunk dystopia set in 2115 onward, there is really no attention to detail in the sci-fi part of things. That's always been the beauty of the storytelling in Psycho-Pass. The computers, vehicles, the non-Dominator weaponry, the medical stuff, gender and patriarchy, even the architecture - all of it is UNfuturistic af. And that's beautiful! I know it probably has to do with budgets and timelines, but I think the simplicity of the world also draws attention to the priorities of Japanese society in the story.
Also, I've read a few takes about the whole KouAka thing. The idea that when they met in SEANu their chemistry was off the charts and then they went back to being awkward in PPP. But I think that was the point. Because of the way Japan is structured under Sybil, there is no scope for straying from your path or playing beyond the role you have been assigned. So in the wilderness, they could push boundaries. I think the same happened when Gino and Kou met outside Japan. But under Sybil, you are consistently under watch and so you toe the line. Again, I think this is a brilliant storytelling detail.
Ginoza Nobuchika. My beloved. He had so many beautiful moments in the story. Even though he didn't contribute much to the plot per se. But for that very reason, he seemed like a whole person in this film, someone who wasn't being driven by lofty ideals or unreasonable motivations. Just a dude, chilling, kicking ass, looking gorgeous, detaching his prosthetic to escape an explosion, saving lives. How wonderful it is for him to have reached here. Gives me so much hope for the future. For me.

***SPOILER ALERT***
Apologies, but after now having watched the dubbed version of Providence and comparing some of the key scenes to the subbed version, there is SO MUCH WRONG with how most of the fandom was disappointed by and panned this new installment into the Psycho-Pass world.
#1 - Akane Tsunemori? Oh, that's a Queen playing her own moral hybrid of poker and chess while everyone else ((including Sibyl)) is wasting time with checkers and go-fish. 💅🏻
#2 - #Shinkane may not have slapped us all in the face in this movie like skme of the fandom wanted, but to say that Kogami was indifferent, cruel, or cold to specifically Akane is just a blatant and frankly absurd misconception. Indifference would not have told her three times how much faith he has in her. Apathy would not have given her until the last possible second to talk Tonami down before stepping in to save her. Someone cold would not have been SO relieved to hear her remind him they're teammates or be as adamant to join her on a mission forbidden by the system he had JUST received amnesty from with words like "as if anyone could stop me". And we won't even TALK about the barely concealed emotion (Rage? Absolution? Determination?) in his eyes when he walked out of Tokorozawa at the end, but no one is that militant regarding someone they're "indifferent" about.
#3 - I felt bad for Frederica a LOT throughout this movie. 🥺
#4 - I loved the growth we got to see in Mika and Hinakawa. 🥹
#5 - I could be *easily* convinced about both Sugino AND GinoMika depending on the time of day. 😅
#6 - Still convinced Akane and Shion have become besties by this point, and no one can prove me wrong. 🤷🏻‍♀️
#7 - My heart hurt SO badly at the empathy Ko showed Akira. 😭
#8 - And skipped a beat at the events with Saiga. 😭😭
#9 - And then cracked in half at Akane's letter and subsequent sob session. 😭😭😭

Honestly, I'm still processing over here and will probably edit this with subsequent rewatches over the next few days. But seriously, what a great movie that turned out to be, and I *WISH* I could see what the writers had to leave on the cutting room floor for time purposes. 🤯🙌🏻🩵

Reading PP Providence spoilers has depressed me. I have mixed feelings about the movie, I suppose I can have a proper think about it only after I see the movie (it’s not available yet in my country). Read ahead at your own risk of being spoiled. This is a vent/commentary.
Shinya being a reckless fool is consistent enough…I’m pretty sure I’m going to break down crying during some of his scenes, especially the ones with Saiga. I am hoping for some Kou Gino content as well, the tension between my best boys has me nervous. I am curious to see how it turns out, the tension could be felt between them in S3 so we don’t know if it’s fully resolved or not. I know that Ginoza has a right to be angry at Shinya and my heart goes out for those two, their relationship was complicated from the start. The prodigal son returning to face those he left behind, it’s obvious that people are angry at him.
About Shinya especially, apart from the fact that he’s weighed down by the ghost of Makishima, depressed and losing his sense of purpose, being used as a tool for war and being haunted by multiple deaths and wars, being turned from a detective to a killing machine it is a tragic journey. From some of the stuff I read in S3 novels and Gino’s reaction to their reunion, Shinya must be feeling incredibly alone. But is he ever going to heal? Knowing that Professor Saiga is dead and that Shinya goes to jail for killing Tonami… I don’t know if that’s even possible. There was no mention of Makishima’s ghost either but I like to think he’s still being haunted, after all Sinners Case 3 and Providence occur back to back.
As for Akane’s part, I’m more concerned that she took that step to shoot Kasei I do not understand her reasoning yet but I can understand her grief and anguish. She’s suffered, losing her friend, her grandma and she’s faced with the inability of doing anything against the System while working under it.
But the whole Atsushi Shindo angle strikes me as strange. In S3 novel translation, Akane is typing out her reflections about the System, from the very beginning I felt that Kei and Arata were planted by Akane because it’s a part of her plan to bring down the System by replacing it with something better, and I ventured a guess that the System caught on and this was why she was imprisoned but with Providence spoilers I am confused as to why that was never her goal and she took such an action. The plot doesn’t make sense to me yet.
Her motivations and beliefs turning to a degree where she violates the law for her personal sense of justice strikes me as odd and uncharacteristic. Because make no mistake, Shinya and Akane though have a similar outlook on the System react to it in very different ways.
Shinya uses his rage against the System to rebel against it. His sense of justice is deeply personal and rooted in his emotions and he’d rather bear the burden of his sin of killing alone than have anyone else share it for him. He’d repeatedly break the law and handle things his way.
Akane uses her judgment, her intuition of ethics in the law to make her decisions. Her process is slow but it’s fuelled by her conviction alone of what the law truly is. Not the systems or the provisions but the collective belief of people and she knows that using violence against violence will only create more chaos.
Which is why it strikes me as odd that Akane of all people would take this step. Regardless, she technically avenged Kagari. I also somewhat dislike the fact that Shinya is required to step in and protect her, because I believe Akane is strong enough to protect herself (2015 Akane and Sinners of the System Akane is my favourite) Shinya was not by her side all this time and she suddenly isn’t a damsel in distress…in any manner of speaking. From the context of the spoilers it might be that the story is a commemoration of S1 Psycho Pass so there are multiple parallels and callbacks to S1.
Other than that, I’m curious about the Stronskaya document, how does it tie in with being a threat to Sibyl? S3 had no mention of this, with all the crazy things going with Bifrost so are these two related? Or is this document a way to put an end to the System that the Peacebreakers tried to exploit?
Have they elaborated about the MFA’s motivations? Frederica is someone that I am extremely curious about especially since she talked about changing the shape of the world and has previous enforcer’s affected by the System working for her. From the workings in Sinners, I felt as though the MPSWB and MFA had come to an agreement to phase out the System without alerting it. I believed that was why Hanashiro scouted Shinya, so that he could aid her with his skills to bring an end to Sibyl.
Saiga in Providence does state that: Justice has many sides.
Since the very beginning our protags pursued their own interpretation of justice and the law. We see Ginoza trying not become like his father but ultimately becoming a victim to the System, loyally helping out Akane and staying by her side to keep an eye on her. We see Akane trying to reform the System by leading a team of Inspectors and Enforcers that’s based on trust and respect, on treating latent criminals like humans. We see Shinya giving in to his personal sense of justice, fuelled by his sense of pride and betrayal at the System for failing Sasayama, because it let someone like Makishima get away.
What I want to see is the dynamic between the MPSWB and the MFA, working to take down the System and the deeply philosophical questions to still underline the plot. That is the Psycho Pass that I ended up enjoying.
I’ll be clear, I’m not a fan of shipping…(yes I self-ship but that is a different matter. I do it for my enjoyment) I’m more interested in the dynamics between the Golden Trio and the deep rooted reflections on society and human life, A.I and socio-political criticisms and the personal philosophies of the characters.
Okay vent over. On another note, will we ever get to see an interaction between Shinya and his mom? Is Tomoyo ever going to scold her brat of a son for putting his friends through such pain? For running away? Despite all his faults I also want him to feel some affection and love and feel validated, my man is too depressed, the smoking and drinking is going to end him soon regardless, if the guns don’t get to him first.
Shinya is such an idiot.

PSYCHO-PASS: Providence - According to Japanese Twitter
After a long wait (or maybe it just felt long to me), PSYCHO-PASS: Providence finally hits North American theaters this week (14 July 2023), before becoming more widely internationally available in early August.
Unfortunately, as I'm not currently in Japan, I've not yet seen it. Fortunately, I speak Japanese, so I've read pretty much everything I could find about what happens. If you're like me and can't wait to see it in cinemas/don't mind major spoilers, this post is for you.
What follows is a compilation of everything my sister and I know about PPP -- drawing from fan talk on Twitter, director and writer interviews and tweets, and other official promotional materials only available in Japanese -- without actually having seen it.
We also explain some of the major plot points and go into detail on the real-life works referenced in the film, so if you watched it but feel like you could still use some clarification (as many Japanese fans did), this post might be for you too.
Once again, this post is nothing but spoilers (to be taken with several grains of salt as there is a certain amount of guesswork involved), so read on at your own risk.

We open on a snowy, stormy night, January 2118 (2 months post-SS Case.3).
A team of armed mercenaries board a transport ship off the coast of Kanagawa, Japan and set about killing the Ministry of Foreign Affairs (MOFA) Suppressing Action Department (SAD) agents on board. 
Among them is Kai Mikhaylov, a Russian agent with a large burn scar on the left half of his face.
Kai Mikhaylov (VA: Kase Yasuyuki): A member of the “Peacebreakers.” In order to obtain the Stronskaya Document, he launches an attack on the ship Milcia is on. 
Leading the mercenaries is fellow mercenary Bokamoso Murray, who sports distinctive red dreadlocks.
Bokamoso Murray (VA: Shirokuma Hiroshi): A combatant affiliated with the “Peacebreakers.” He operates in tandem with Kai Mikhaylov; beginning with the assault on the Grootslang, he works to seize the Stronskaya Document. 
For the record, the Grootslang (the ship’s name) is a mythical giant snake rumoured to dwell deep in a cave in the Richtersveld, South Africa. It’s said that anyone who encounters it will meet with misfortune. Well then.
Indoors on the same ship, we find Dr Milicia Stronskaya, who has been invited to Tokyo from Russia to participate in an important political conference. 
Milcia Stronskaya (VA: Tsuda Shōko): A researcher and global authority on behavioural economics and statistics. She establishes the basic theory simulation referred to as the “Stronskaya Document.”
Realising the ship is under attack, she hurriedly sends a communication to someone, apologising under her breath as she does so.
She pulls out a gun just as a helmeted mercenary bursts into the room, and she shoots him dead. You can tell from how she handles it that she’s competent.
Kai charges in next, dodging her shots and pinning her down.
Leaning over her, Kai calls her “professor,” at which she startles. He then says to her, “There’s nowhere left to run.”
Kai shoots Dr Stronskaya, killing her. 
Bokamoso shows up then and says to Kai, “You screwed up, huh, Kai,” and “We’re switching to Plan B.”

Meanwhile, Kogami Shinya, one of our two main protagonists, heads to her rescue.
Kōgami Shinya (VA: Seki Tomokazu): Special Investigator, Suppressing Action Department, Overseas Coordination Bureau, Ministry of Foreign Affairs. Age 33. He was living a nomadic life abroad acting as a mercenary but was recruited by Frederica and returned to Japan; currently, he’s pursuing international incidents. He prides himself on his advanced combat techniques and honed physique.
Kogami makes an insane jump from an aircraft wearing a wingsuit. (I’ve seen him described alternately as Batman, Captain America, and a flying squirrel here lol)
SN: What colour suits a man who flies... Thinking about it.
Kogami proceeds to fight his way through the enemy soldiers with his typical efficiency.
Unfortunately, he arrives too late to save the professor, and the mercenaries have already absconded with her head. The reason for this is explained later.
On deck, Bokamoso and his team board their aircraft and make their escape.
Kogami, who has followed them out, takes aim at the aircraft but is tackled to the deck by a reanimated SAD agent. The man’s mouth doesn’t move but we hear a voice quoting what appears to be a passage from a religious text.
An explosion goes off and Kogami breaks free of his attacker and escapes the conflagration by jumping into the ocean.
Backlit by the flames and treading water, Kogami — vexed but composed as usual — reports on the situation via his device.

We cut to the opening credits, set to Ling tosite sigure’s “Alexthymiaspare.” The group also contributed to the soundtracks for PP1, PP2, and PP: The Movie (M1), so this is one of many ways in which the film “returns to its roots.”
The credits are then followed by a brief shot of the Sibyl System accompanied by the following text: 《"The Sibyl System," a vast surveillance network that assigns numeric values to and governs human beings’ mental states. Detectives who carry "Dominators" — guns that measure "crime coefficients" — pursue "latent criminals" before they commit crimes.》

The next morning, our other main protagonist, Tsunemori Akane, now Chief Inspector of the CID, attends a meeting of senior bureaucrats to discuss the proposed abolishment of the Ministry of Justice and the old system of law.
Tsunemori Akane (VA: Hanazawa Kana): Chief Inspector of the Ministry of Health and Welfare’s Public Safety Bureau. Age 25. She commands the Public Safety Bureau’s Criminal Investigation Department. She possesses an incontrovertible sense of justice and a stalwart mentality that makes it difficult for her Hue to cloud; she makes an appeal for maintaining the law under the Sibyl System.  
The official name of the conference, which is being held at Nona Tower (i.e. the Ministry of Welfare’s HQ), is “Review Meeting on the Topic of the Overseas Expansion of Industry RE: the Sibyl System.”
Shindo Atsushi — father to PP3 protagonist Shindo Arata — is also in attendance, alongside officials from the Ministry of Health and Welfare, the Ministry of Public Management, Home Affairs, Posts and Telecommunications, the Ministry of Justice, and the Ministry of Foreign Affairs.
Shindō Atsushi (VA: Sugō Takayuki): Director-General of the Statistics Department, Minister’s Secretariat,  Ministry of Health and Welfare. One of the elite who started his career as an Inspector [at the CID] and entered the MHW. He’s involved in the exportation of the Sibyl System, immigration policy, etc.
For the record, this is the same conference that Dr Stronskaya was originally scheduled to attend at Atsushi’s invitation.
Akane is the only woman and by far the youngest person present, but she doesn’t hesitate to say her piece. When it’s her turn to speak, she opens by saying, “‘Under the Sibyl System, the law is unnecessary.’ Is that truly the case?”
Akane is basically the sole voice of dissent, while Atsushi assumes a more neutral position. 
During the meeting, Atsushi receives a text message, which he checks covertly before stashing his device in an inner pocket of his suit jacket.
Moments later, Akane receives a red alert on her device and excuses herself.
Atsushi calls a break in the meeting while Akane steps out to take a call from Mika.
Shimotsuki Mika (VA: Sakura Ayane): Inspector, Division 1, Criminal Investigation Department, Public Safety Bureau, Ministry of Health and Welfare. Age 21. The youngest Inspector ever inducted. At the time, she took a negative stance towards Akane’s way of thinking, but the two have a good working relationship now. She’s competitive but possesses both presence of mind and rational judgement.
Director Shiotani tweeted a quote by Rousseau that I saw someone identify as having been in reference to this scene. It’s not clear to me though whether a character quotes it aloud, or if Shiotani just meant it as an overarching theme:
