PSYCHO-PASS: Providence - According to Japanese Twitter
After a long wait (or maybe it just felt long to me), PSYCHO-PASS: Providence finally hits North American theaters this week (14 July 2023), before becoming more widely internationally available in early August.
Unfortunately, as I'm not currently in Japan, I've not yet seen it. Fortunately, I speak Japanese, so I've read pretty much everything I could find about what happens. If you're like me and can't wait to see it in cinemas/don't mind major spoilers, this post is for you.
What follows is a compilation of everything my sister and I know about PPP -- drawing from fan talk on Twitter, director and writer interviews and tweets, and other official promotional materials only available in Japanese -- without actually having seen it.
We also explain some of the major plot points and go into detail on the real-life works referenced in the film, so if you watched it but feel like you could still use some clarification (as many Japanese fans did), this post might be for you too.
Once again, this post is nothing but spoilers (to be taken with several grains of salt as there is a certain amount of guesswork involved), so read on at your own risk.

We open on a snowy, stormy night, January 2118 (2 months post-SS Case.3).
A team of armed mercenaries board a transport ship off the coast of Kanagawa, Japan and set about killing the Ministry of Foreign Affairs (MOFA) Suppressing Action Department (SAD) agents on board. 
Among them is Kai Mikhaylov, a Russian agent with a large burn scar on the left half of his face.
Kai Mikhaylov (VA: Kase Yasuyuki): A member of the “Peacebreakers.” In order to obtain the Stronskaya Document, he launches an attack on the ship Milcia is on. 
Leading the mercenaries is fellow mercenary Bokamoso Murray, who sports distinctive red dreadlocks.
Bokamoso Murray (VA: Shirokuma Hiroshi): A combatant affiliated with the “Peacebreakers.” He operates in tandem with Kai Mikhaylov; beginning with the assault on the Grootslang, he works to seize the Stronskaya Document. 
For the record, the Grootslang (the ship’s name) is a mythical giant snake rumoured to dwell deep in a cave in the Richtersveld, South Africa. It’s said that anyone who encounters it will meet with misfortune. Well then.
Indoors on the same ship, we find Dr Milicia Stronskaya, who has been invited to Tokyo from Russia to participate in an important political conference. 
Milcia Stronskaya (VA: Tsuda Shōko): A researcher and global authority on behavioural economics and statistics. She establishes the basic theory simulation referred to as the “Stronskaya Document.”
Realising the ship is under attack, she hurriedly sends a communication to someone, apologising under her breath as she does so.
She pulls out a gun just as a helmeted mercenary bursts into the room, and she shoots him dead. You can tell from how she handles it that she’s competent.
Kai charges in next, dodging her shots and pinning her down.
Leaning over her, Kai calls her “professor,” at which she startles. He then says to her, “There’s nowhere left to run.”
Kai shoots Dr Stronskaya, killing her. 
Bokamoso shows up then and says to Kai, “You screwed up, huh, Kai,” and “We’re switching to Plan B.”

Meanwhile, Kogami Shinya, one of our two main protagonists, heads to her rescue.
Kōgami Shinya (VA: Seki Tomokazu): Special Investigator, Suppressing Action Department, Overseas Coordination Bureau, Ministry of Foreign Affairs. Age 33. He was living a nomadic life abroad acting as a mercenary but was recruited by Frederica and returned to Japan; currently, he’s pursuing international incidents. He prides himself on his advanced combat techniques and honed physique.
Kogami makes an insane jump from an aircraft wearing a wingsuit. (I’ve seen him described alternately as Batman, Captain America, and a flying squirrel here lol)
SN: What colour suits a man who flies... Thinking about it.
Kogami proceeds to fight his way through the enemy soldiers with his typical efficiency.
Unfortunately, he arrives too late to save the professor, and the mercenaries have already absconded with her head. The reason for this is explained later.
On deck, Bokamoso and his team board their aircraft and make their escape.
Kogami, who has followed them out, takes aim at the aircraft but is tackled to the deck by a reanimated SAD agent. The man’s mouth doesn’t move but we hear a voice quoting what appears to be a passage from a religious text.
An explosion goes off and Kogami breaks free of his attacker and escapes the conflagration by jumping into the ocean.
Backlit by the flames and treading water, Kogami — vexed but composed as usual — reports on the situation via his device.

OP: 「アレキシサイミアスペア」 (alexithymiaspare) ~ 凛として時雨 (Ling tosite sigure)

We cut to the opening credits, set to Ling tosite sigure’s “Alexthymiaspare.” The group also contributed to the soundtracks for PP1, PP2, and PP: The Movie (M1), so this is one of many ways in which the film “returns to its roots.”
The credits are then followed by a brief shot of the Sibyl System accompanied by the following text: 《"The Sibyl System," a vast surveillance network that assigns numeric values to and governs human beings’ mental states. Detectives who carry "Dominators" — guns that measure "crime coefficients" — pursue "latent criminals" before they commit crimes.》

The next morning, our other main protagonist, Tsunemori Akane, now Chief Inspector of the CID, attends a meeting of senior bureaucrats to discuss the proposed abolishment of the Ministry of Justice and the old system of law.
Tsunemori Akane (VA: Hanazawa Kana): Chief Inspector of the Ministry of Health and Welfare’s Public Safety Bureau. Age 25. She commands the Public Safety Bureau’s Criminal Investigation Department. She possesses an incontrovertible sense of justice and a stalwart mentality that makes it difficult for her Hue to cloud; she makes an appeal for maintaining the law under the Sibyl System.  
The official name of the conference, which is being held at Nona Tower (i.e. the Ministry of Welfare’s HQ), is “Review Meeting on the Topic of the Overseas Expansion of Industry RE: the Sibyl System.”
Shindo Atsushi — father to PP3 protagonist Shindo Arata — is also in attendance, alongside officials from the Ministry of Health and Welfare, the Ministry of Public Management, Home Affairs, Posts and Telecommunications, the Ministry of Justice, and the Ministry of Foreign Affairs.
Shindō Atsushi (VA: Sugō Takayuki): Director-General of the Statistics Department, Minister’s Secretariat,  Ministry of Health and Welfare. One of the elite who started his career as an Inspector [at the CID] and entered the MHW. He’s involved in the exportation of the Sibyl System, immigration policy, etc.
For the record, this is the same conference that Dr Stronskaya was originally scheduled to attend at Atsushi’s invitation.
Akane is the only woman and by far the youngest person present, but she doesn’t hesitate to say her piece. When it’s her turn to speak, she opens by saying, “‘Under the Sibyl System, the law is unnecessary.’ Is that truly the case?”
Akane is basically the sole voice of dissent, while Atsushi assumes a more neutral position. 
During the meeting, Atsushi receives a text message, which he checks covertly before stashing his device in an inner pocket of his suit jacket.
Moments later, Akane receives a red alert on her device and excuses herself.
Atsushi calls a break in the meeting while Akane steps out to take a call from Mika.
Shimotsuki Mika (VA: Sakura Ayane): Inspector, Division 1, Criminal Investigation Department, Public Safety Bureau, Ministry of Health and Welfare. Age 21. The youngest Inspector ever inducted. At the time, she took a negative stance towards Akane’s way of thinking, but the two have a good working relationship now. She’s competitive but possesses both presence of mind and rational judgement.
Director Shiotani tweeted a quote by Rousseau that I saw someone identify as having been in reference to this scene. It’s not clear to me though whether a character quotes it aloud, or if Shiotani just meant it as an overarching theme:

I was inspired by a Psycho Pass Providence scene from EGOIST - Touzisya MV.
It's so disappointing for me personally not being able to see a lot of their 'close' interactions on screen (things that should've been happening), maybe it's the curse of being a side character (?) that won't let Gino show his 'protective' nature towards Akane more openly. I think this kind of innocent gesture is more suitable for them. During those times, he won't say any single words, no scolding no sweet nothings, but he'll always be there for her. To be a shoulder to cry on. Because he understands the pain and the grief she had to go through.

My honest yet unbiased review of Psycho Pass Providence 🤗
«Note: Don't take this post personally as it doesn't intend to ship-wreck the thoughts of most fans»
As the snippets of Psycho Pass Providence are recently become available in almost everywhere, I suppose the long wait is over and I can finally post my own review of the PPP movie. I've been posting my own comments here and there because of the "imbalanced" & very biased review of most Japanese fans on Twitter. 😥
But am so glad the snippets aswell as the PPP movie itself are now made available so every one can learn the facts of the movie.
But before I begin let's discuss PPP in general.
OVERALL:
The movie is great 👍🏻 No doubt. The animation scenes are jam-packed. The theme and the overall plot is a HUGE PLUS. Because they tried to showcase the metaphorical, allegorical and philosophical aspect of the Psycho Pass anime season 1 had always been known for. So this film is a total of 90%.
Why? Coz although it connects the plot between Season 3 and First Inspector; and it provides an official background for our beloved Arata and Kei, it only adds to the many struggles of our characters against the Sybil System. They introduced the Divider and Mentalist abilities, the dirty works of MoFA that conceived the formation of the Peacbreakers. It seems like they're trying to expand the story of Psycho pass to provide a foothold for any possible seasons to come. But it fails to show us any glimpse of Sybil's eventual defeat. 😶
KOUAKA/SHINKANE
When I said the Japanese-natives are imbalanced and unreasonably biased with their Tweets, I mean it. And I am of Japanese descent thru my grandma, so I have the audacity 🤭.
When some tweet says, "Akane took the cigarette from Kou's lips and Kou leans forward as if trying to kiss Akane" I cringed. Because girl, that is partially true. But where's the "almost kissing"part?

It's obvious that Kou only adjusted his position to sit down and speak to Akane. So where's the "he's trying to kiss her"? 😆
I love Shinkane, in their most subtle yet caring nature towards one another. But I don't want to make believe. It's better to tell the facts than to 誰かを笑顔にするために嘘をつくこと. 😮‍💨
Honestly, 皆さん, どうして?
The only Shinkane moment for me is when he jumps to Akane covering her from the explosion 💥

Here we see, Kogami is simply checking her up if she's fine. Nothing fancy, but that's enough to make me giggle. 🙂
When Kou unlocked the cuff from Akane's left hand, as if motioning her to attach that on his left hand, is a chef-kiss moment to me👌🏻 that also includes the bridal carry 😉.

But some fans make noise in Twitter saying "Kogami hugs Akane and rests her closely to his chest near his heart".
I mean, girl, everyone who saw that scene knows exactly that it is not that romantic but hey it's enough to make our hearts pound. But don't over-hype the scene will yah?
The beauty of Shinkane lies in their subtle interaction. Not in an overly done romantic PDA.
THE COINCIDENCE:
There's an obvious theme the writers are portraying in this movie. Most fans have pointed it out but they try to deny it themselves. 😶
° Kogami calling Frederica on her first name without honorifics (i.e -san, -sama, -chan).
° Kogami and Frederica's same Sherpa coat as some could point out.
° Kogami and Frederica standing side by side in most of the scenes they're in.
° Kogami when he talks to Akane on the phone when he gives her the word "...Even if you tell me not to, I'll go".
Frederica is looking sideways.
Kogami when talking to Gino in a boat, when the latter asked him why he comes back, to which he replied there are things he must protect.
Frederica is looking sideways.
When a guy friend is talking to us and his girlfriend is around, I noticed his girlfriend does the same too. So idk. 😅

° Kogami receives the call from Akane when he's at a dark room with Frederica. When he says I will go. Then, the next scene we saw them standing side by side with the same jacket on when Akane deploys the dominator to them.
I think Akane noticed that too 😮‍💨
° Kogami never leaves his gun (the one he used to kill Makishima given to him by Masaoka). But it was with Frederica. And when Gino shouts at Kou, "Protect Tsunemori!" She gave the pistol to him.
° Lastly, the room where Saiga-sensei and Kogami shared a drink implied that it is the MoFA assigned quarters to Kogami. And the holographic painting where Kogami is standing is a painting of Tower of London. And we all know Frederica is half-british. 😉
° There was a publication which implies that Kogami and Frederica share the same quarters. (I didn't say bedroom. So please don't give me a violent reaction 🥲).
Again, this is not to ship-wreck. But many Japanese fans literally skipped this information because those are quite suggestive as to how close Kogami and Frederica is in this movie.
If you saw the film, it's up to you to decide.

REMARKS:
As I said, the beauty of Shinkane lies in their subtle interactions not by overly-defined public display of affection.
But in this film, the writers are clearly making a statement. To impose their original idea that Kogami and Akane are not meant to be together. Even the Seiyuus say they can ship Ginoza and Akane but they can't with Kogami. And they even tried to be extra careful when delivering the script to avoid any misconception of them having a romantic scene together.
At first I was deeply hurt. Because I've been shipping them like forever. But now I saw Shinkane in a new perspective. I won't try to force them together just because I feel like it.
But I will enjoy any significant scene of them being simply together and the whole Psycho Pass anime franchise as it is the way the writers portray them. Yet in my heart, Shinkane will always be an item. ❤️
Our ship may not sail the way we expect it to be (for 10 straight years) but the bond we have as a Shinkane Community will remain. The fanarts, the fanfics, the forum discussions and sweet exchanges etc...
There's no fandom as dedicated as Shinkane/KoAka fans. #thePowerOfFandom❣️
THE FOURTH SEASON:
Everyone at this point is screaming when is the Season 4 coming? We need a closure! 😱
Same here, I wish the Season 4 will come out soon. If the original Division 1 will take on the backseat to give way to new generation of characters (i.e Arata and Kei), why not atleast give them a good closure? They all deserve to be happy!
Yayoi x Shion have their "proper" ending at the First Inspector. But what about the others? 🤔
Also Shizuka Homura. I am very much intrigued by this man. He knows Akane long before she joins the PSB. They have the same alma-mater though years apart ofcourse. And what will he put to the table? Is he a friend or a foe?
Will there be a new Makishima to Kogami? Or a Makishima to Akane?
Most importantly, when will the Sybil System end? It's been the series' primary antagonist but after all these 10 (thousand) years, when will it come to an end? To provide another good plot to Psycho Pass verse and to create more narrative in the future.

for those keen on classical chinese and literature allusions
I’ve cited some allusions and references I was reminded of as I listened to the song. These are subjective, my knowledge of classical texts is very limited, take everything with a grain of salt and please do comment if you’d like to supplement any information.
[1] 缓歌曼舞九重宫 朔风黄沙麾旗扬 — 《长恨歌》 白居易 The Song of Everlasting Regret, by Bai Juyi
缓歌曼舞: from “缓歌慢舞凝丝竹”. This is at the start of the romance tale, where the palace is in carefree bliss and prosperity.
slow and graceful songs / slow dances / slowly the music of the strings and the bamboo reverberate in step with the dances.
朔风黄沙麾旗扬: might be a stretch; I was reminded of “黄埃散漫风萧索”. This is from the same poem as above, we are one fourth in here, and it talks of a war.
yellow dust, scattered, drifts through the air. the bleak wind howls.
[2] 玉壶冰心铁骨铮 — 《芙蓉楼送辛渐》 王昌龄 Bidding Xin Jian farewell at Furong Tower by Wang Changling
玉壶冰心: from “洛阳亲友如相问,一片冰心在玉壶”
if the relatives and friends from Luoyang ask, tell them that my noble intentions are unchanged; a heart of ice in the vase of jade.
[3] 凤阙深深夜雨潇潇数闻铃 — 《长恨歌》 白居易 The Song of Everlasting Regret, by Bai Juyi
夜雨潇潇数闻铃: again could be a stretch; I was reminded of “夜雨闻铃肠断声” from the same poem as [1]. (don’t ask me why, this entire song is infused with this piece it feels). This talks of the same romance tale, in which the emperor mourns the death of his beloved.
in the nightly rain, the sound of the bells could be heard. it sounds as sorrowful and agonising as the breaking of intestines.
[4] 鸿儒谈笑对面不知相逢 唯知君臣纲 — 《陋室铭》 刘禹锡 An Inscription of the Humble Abode by Liu Yuxi; 《江城子》 苏轼 Jiang Cheng Zi, by Su Shi
鸿儒谈笑: from "谈笑有鸿儒,往来无白丁" credits to @fwoopersongs because my brain happily omitted it!
well-learnt scholars congregate in joyous talk, traversing there is no uncouth and unread.
不知相逢: there are many poems on this topic, one of the most notable ones would be “纵使相逢应不识,尘满面,鬓如霜。”
even if we met (Su Shi and his deceased wife), you should not be able to recognise me. dust covers my face, and the hair of my temples is white as frost.
[5] 漫漫更鼓朱笔落夜未央 — 《长恨歌》 白居易 The Song of Everlasting Regret, by Bai Juyi (added in edit)
漫漫更鼓: Okay, "迟迟钟鼓初长夜" immediately came to mind when I saw this phrase, but I went like here's too many footnotes already and thought it was too much of a stretch to put in (there's only one word in common!). Then I looked into the original poem, in which the timely bi-hour rings of the drum felt lengthened because of the emperor's agony over losing his loved one -- and so I went like, okay, this is relevant, I actually need to add this in.
the drums reporting the hour of the night come late, and it is early in the long night.
漫漫 meaning endless, without an end in sight. This echoes the sentiments of the emperor in Bai Juyi's poem in feeling that the night is everlasting and without end.
[6] 潜龙在渊敛锋芒 — 《易经》 Yi Jing, the Book of Changes
潜龙: There’s an awful lot of “submerged dragon” metaphors in this stanza. Technically it's a figurative "talents hidden dragon" rather than literally, under the waters. This is from Yi Jing essentially, a super old book on divination that does have some wisdom of old sayings in it. The submerged dragon talks of how the dragon, currently veiled, is a powerful being simply not revealed to worldly eyes yet, and is waiting for opportunity to strike (more like, soar, in this context). These lyrics parallel Xiao Jingyan with the allusion to talk about how he stayed silent for thirteen years before his time of brilliance.
[7] 袖手天下为帝王 垂衣且驭八荒 / 气宇舒金殿垂拱 揽尽山河只手倾 — Taoism concept
Okie this is super complicated and involves a Taoism context, some history from the beginning emperors of the Han dynasty, and a very enthusiastic Emperor Taizong of Tang; I don’t really know how to go about this.
袖手, 垂衣驭八荒, 垂拱, these all lead to the same concept, and the middle chunk in particular is from a poem written by Emperor Taizong of Tang. Theory suggested by Laozi and Zhuangzi of Taoism, overall it talks of inaction, which is action the emperors at the start of the Han dynasty employed. They demanded less of their citizens and let the economy recover naturally (agriculture and such), and since these policies worked, the starting few Han emperors were regarded highly with this kind of purposeful and benevolent “inaction”.
In short, this song here uses these descriptions to talk of Jingyan as a competent and masterful leader.
[8] 长歌挽弓射天狼 — 《江城子·密州出猎》 苏轼 Hunting outside Mizhou (yet another Jiang Cheng Zi), by Su Shi
挽弓射天狼: from “会挽雕弓如满月,西北望,射天狼。”
I shall draw my carved bow like the full-moon, point towards the northwest, and shoot in the direction of the intruders.
天狼 means Sirius star. In chinese astronomy/astrology it was somewhat related to evilness, hence the use of Sirius to denote intruders.
[9] 从此立龙城孤守八方
I just added this this is not a reference it just really reminds me of this fanfiction oneshot 此生一诺 (this life, a pledge)! It talks about XJY at the end of everything, he draws a circle about the ground and entraps himself with the promise he made to see the world a better place under his reign (from the chinese idiom 画地为牢). arghhh the entire course of me writing the tl was me going oh goodness why is there yet another footnote but I’m glad to be done for now.
Like, goodness. There is not one “he” or “him” reference in the lyrics. I would love to do the same, but you can see me getting more and more resigned towards the end of the translation.
I am sooo inclined to passive voice and invert subjects for every sentence when it comes to translations, I realise, and I apologise for the almost-signature abundance of semicolons and em dashes in the translation (I blame it on the difference in punctuation nuances. — I subconsciously use semicolons for semi-parallel sentence structures, so you can spot out imperfect couplets that way.) Massive respect to all those who translate, because easy is it to hatch out a crude translation in five minutes, it is not treading about the delicate balance between literal and metaphorical, and in all honesty I feel that it is just way easier for me to write literal once, then go off the rails and do super-figurative for the other.
There are far more annotations and word definitions I’d like to add (I could literally do a classical text/poetry meta for every word lmao), but evidently, time constraints, and truthfully it would take forever to complete, so on a “ask me and I’ll try to elaborate” basis again.
The V/O — I’d love to make it more archaic, but the dialogue from the drama in this part was so modern apologies I’m sort of disappointed with the translation over here.
Re: song title. Yes, it sounds a little weird, excuse that.
I considered other translations for the song title, but none of them really gave the impression I really wanted. Words like “eternal” and “everlasting” were too permanent, I wanted to express the idea of the darkness being lengthened, yet with Jingyan’s reign it would come to an end, hence my hesitance. “Continual” is one I fiddled with: it did not give the same curt, direct feeling as “long” however, so in the end I just ended up with the simplest title.
