Monte Carlo Motel, 1600 S. Main St. – '38 to '76
At the far end of Main Street on the southern city limits the Elks built a retreat in the 20s, which became a nightclub in the 30s operating as “Chinatown” and other names.
In 1938 Las Vegas pioneer Michael Paps bought the property and turned it into Monte Carlo Court, covering the full block on the southwest corner of Main & Wyoming. With the rise in automobile traffic, Main Street was seen as a busy future byway into town. Paps’ development of the hotel court included a new well, “flowing some 200 gallons per minute,” and construction of 24 two-room units.
The Monte Carlo was using the “motel” name by the 50s when the swimming pool and new sign were added. This photo from the Manis Collection, UNLV Special Collections & Archives, and the postcards are just about the only images to survive of the motel.
On 6/24/73 a gas leak caused an explosion that killed two people, injured others, and destroyed ten units. The motel closed around ‘76. The block has been empty since the mid 80s.

CHAPTER 1: Let it Bleed
'DLVGC Headquarters'
The sign on the huge led screen says when you enter the main lobby of the huge building.
De la Vega Group of Companies, one of the biggest businesses ran by a family. Malls, hotels, restaurants, clothing, makeup brands, food factories, and transportations. Own most of it. They are all over the world now. The business grew a lot. The person who stands as the head of everyone, even the presidents of each company is their own grandfather, Chairman Dominico de la Vega. He has 6 offspring leading each company except one. Don de la Vega and his wife chose other fields. Business wasn't their vibe. Now, their only daughter will manage all of De la Vega Fashion and Beauty. The only grandchild who takes over her parents' job in the family.
"Great. I want you to escort her from the airport to DVLF. Your job as her assistant and secretary starts."
"I just got here, don't try to ruin my mood."
Sagot nito. "I will be your assistant, I'm Lucas Blue Ramirez."
She walks past them.
"Take me to my house. I want to rest." Sabi niya.
Kasama niya doon sina Blue at yung kasama niyang babae.
"That's Nanay Hilda.
Tell him what he needs to know."
"Is she always that cold and bratty?"
"Pag naiinis yan, mahilig nyang matulog o kaya uminom.
"Take me to the HQ. I have a lot of people to greet."
"Ask them when will my cars arrive. I hate this fat, shabby van."
"Hi, this is Ms. Ara Riona de la Vega's assistant. Can I ask when the cars will arrive?" He asks in English fluently.
"Sir, the cars have arrived already early this morning, we just have to check the papers and the cars will be sent to her house."
"Why are you here?"
"As expected, basta paborito kahit kaming hindi interesado nadadamay."
"There are insiders and journalists around us."
"I missed all of you."
"Our Ara is here!" Chairman Dominico leaped in joy.
"Never seen him that ridiculous ever." Another one of her cousins, Jeannette whispered.
"Not for you." Ara smirked and walked past them going to their grandfather. She went in for a tight hug. "I'm so happy to see you again, lo."
Dominico's heart warms as his granddaughter that he misses hugs her.
"Greet your tito's and tita's. They came here for you." Ngumiti ang matanda. "Then come with me to my office."
She went to her tito's and tita's at binati ito isa isa.
She pouted.
"You can't heal unless you won't forgive, Ara." "You've experienced a lot in France, I know."
"Then let it bleed." Her voice cracked in anger.
"Who are you?" Tanong ni Ara at sabay silang huminto ni Blue.
"I'm Lucas Blue Ramirez." Sagot niya.
Umirap si Ara at sarkastikong tumawa. "Why are you my assistant?"
"The chairman chose me."
"Why?"
"He wants someone who can put up with your attitude." He replied frankly that startled her a little and made her eyes pierce in anger. She started walking again to the car.
"Go to the company."
They all bowed upon seeing her. She stood in front of them with Blue beside her. "Welcome to the company, President and Chief Executive Officer Ara Riona de la Vega."
"Maraming salamat." This is probably the first time he sees her smile since she arrived.
I'm DLVGC's Clear Cosmetics general manager, Lygel Marasigan." Sabi nito. "We've prepared your coat, mask and gloves."
Clear Cosmetics and De la Vega Fashion
President and CEO
"What are these?"
Blue shuts his eyes in disbelief. He clearly told them not to put those boxes there.
"This is the entrance of the building if you didn't know." She said sarcastically. "Do those boxes look appealing to you?"
He gestured to the long counter and behind it was a wall with the huge rectangular portrait of the de la Vega family.
"I want this space to be a comfortable lobby." She said while scanning the room when the boxes were cleared out.
"Opo."
"Good. Bring me home."
"I'm eating out with a friend."
She took a quick shower. Still in her robe, she dried her long hair. She wore dangling earrings and necklace with it as well as a bracelet and a ring and white sling back heels.
"Why are you still here?" Tanong niya.
"Akala ko ba may lakad ka pa?" Kaswal na tanong niya pabalik.
"I'll go alone." Sagot niya at sumakay balik sa elevator. Sumunod si Blue kaya nagtaka siya. "What are you doing?"
"Drop me off at the nearest bus stop."
"And why would I do that?"
He shrugs. "I don't know."
She rolled her eyes in disbelief. No one has ever talked so casually to her before. Six cars in red, black and white colors are lined up in the parking lot. She stopped between them choosing what to use. She then chose a white Jaguar F-type convertible.
"My previous assistant will be arriving tomorrow and will be bringing the clothes and shoes I have left in France. She will also be the new social media strategist for De la Vega Fashion." Sabi ni Aya habang nagdadrive.
"Who are you meeting?" He asks casually.
She suddenly stepped on the brakes. Thankfully no car was behind them. "I'm sorry since when does an assistant care about that?"
"Since now." He replied.
She pulled over the bus stop.
She parked her car infront of a boujee steak house. Pagpasok niya agad siyang binati ng waiters.
"Omg, hi! You're here!" A tall, stylish gay rushed and hugged her tight. "I haven't seen you in person for 3 years already."
She hugged him back. "Yeah, you quitted from fashion school."
"I was just really tired. You know the story." He rolls his eyes.
"How are the preparations?”

Setting Blurb: Hoppe City
Nestled snugly in the Hanami Planum, Hoppe City is the largest human settlement on the dwarf planet Ceres, and the de facto capital of free market civilization. Everywhere you go, after stepping off the Rags to Riches interplanetary spaceport (and casino resort) the planet's rich mineral wealth rewards those that were the first to claim it. From the many facilities for mining and refining what lies below Ceres' crust to the luxury estates and skyscrapers of those that made it big (never mind the slums in Refoogietown), Hoppe City and Ceres as a whole would reward those that would work for it.
As the inner solar system was being colonized by the three human powers in the late 2300s, ambitious eyes turned towards the asteroid belt and saw only opportunity. It was only a matter of time before the many construction projects in the inner system created a demand for resources that only the Belt could supply. The first ones to seize the Belt would reap the rewards. CorpEmp and the W.C.O.F. would dispatch a few expeditions to the Belt, and a swarm of independent miners would stake their claim in the untapped riches floating between Mars and Jupiter. The largest contributor to the Belt Rush would be the United Markets, and the largest of the U.M. settlers came from the Hoppean subculture.
The U.M. back on Earth was growing too corpocratic and libertine for the more socially conservative Hoppeans, and what available real estate there was was either too crowded for their tastes or would become so at an uncomfortable taste. Several thousand Hoppeans began to pool resources and capital together in the 2350s to settle, mine, and develop a plot of the Cerean surface, with the first families given stewardship over plots purchased by a secondary wave of Hoppeans staying behind to continue financing the colony back on Earth. Each family would be responsible for either mining their plot, providing a service for the other settlers, or develop for future use. Everyone also had to pitch in to buy military equipment for security. No freeloaders, no market failures, and definitely no Imps or Commies. Reserves could join the settlement proper, or pay triple to hitch a ride and disappear into the icy crevices to stead all their lonesome. C.P.C. gangsters were shot on sight.
The 2,500 families of the first and second waves (also known as the First Steaders) ratified the Covenant Charter on September 2nd 2355 in a rented Las Vegas convention center, affirming all families' adherence to the Non-Aggression Principle and describing in great detail what is and isn't Aggression. To help retain a united sense of identity, the founding families would model their colony's culture and memetics after the New England Puritans and the Scottish Covenanters of the 16th and 17th centuries, mixed with the stylings of their own brand of anarcho-capitalism. Three years later the first transport craft would land on the site of what would become Hoppe City.
For the next 500 years, the denizens of Hoppe City laid low mining and developing their part of Ceres and keeping an eye on newcomers to their neck of the Belt. The Hoppeans' large volunteer militia kept their colony and the rest of Ceres out of the Belt Wars in the 2600s. Likeminded groups from the U.M. would arrive and establish communities of their own, eventually adopting the Covenanter model of anarchist society. The rest of the U.M.'s subfactions would arrive to stake their own claims of the dwarf planet, with the Hoppeans giving them a wide berth, and wildly divergent Marketeers (NEVER bring up the incident with the Church of Randian Satanism) were treated like they didn't exist. Most individual miners would try their luck in the mines of Hoppe City, tripling the population just in time for the Human-Crystalline War (2801-2885).
As the Crystalline Aliens had a nasty habit of attacking any significant human presence, Ceres' population evacuated to the many underground mining complexes and rode out the war. Hoppe City's private militias remained on-planet in the event of an attack, but a few volunteered to join the rest of U.M. security forces to drive the aliens out of the Solar System. The aliens never touched Ceres, and because of that refugees would flock to the dwarf planet, tripling the population yet again. Most of the refugee population would be moved to the aforementioned mining complexes, they could either wait until it was safe to be relocated (especially CorpEmp and W.C.O.F. populations, and especially after fighting between the two groups), or try their hand at joining the planet's population. This refugee problem, and the threat of alien invasion, would lead to the expansion of the private security industry on Ceres. Many famous firms today had their beginnings in many volunteers that fought the Human-Crystalline War (against alien or refugee gang). The one group the Hoppeans were really wary of were the execs of the megacorps (MicroBucks, Morgan Industries, etc.) from the U.M. core.
Although they were sequestered in their own territories on Ceres, the Hoppeans didn't want the megacorps to start thinking they could run the dwarf planet like the rest of their assets. The descendants of the Founding Steaders (and a few Founding Steaders themselves who used life extension technologies) met with the megacorp execs, and stated that on no certain terms would Ceres be run like the old FVMEs on Earth. Pre-emptive strikes against acts of aggression were perfectly legal according to Covenant Charter, and it would be a shame if the execs did anything that would be considered aggressive. A few execs got the memo and drank the Hoppean kool-aid, or quickly relocated. Sympathetic megacorp employees would also subvert their employers' memetics with that of the Covenanters, bringing them more in line ideologically with the Hoppeans. By the beginning of the 2900s, Ceres and especially Hoppe City, would become the industrial and economic capital of the United Markets.
With the alien threat removed and their competition suborned, the Hoppeans and Ceres did what they did best: minding their own business and mining. As human settlement expanded into the outer solar system, a few expert miners from Hoppe City went to try their hand at establishing daughter colonies in the orbits of Jupiter and Saturn. An even smaller few went out to stake their claims in the Extrasolar Territories. The Transhuman Wars were the only conflicts of the 31st century that the Hoppeans would get involved due to --DO NOT UNDER ANY CIRCUMSTANCES BRING UP THE TRANSHUMAN WARS OR THE ACTIONS OF HOPPE HEDONICS IN HOPPE CITY - NEVER BRING UP THE TRANSHUMAN WARS - THERE WERE NO CATGIRLS - HOPPE HEDONICS NEVER PRODUCED CATGIRLS - UNDER THE REVISED COVENANT CHARTER OF 3106 ANY MENTION OF CATGIRLS CONSTITUTES AN ACT OF AGGRESSION-- in what would become know as Refoogie Town in the first layer of exhausted mining complexes below the city proper.
By the rise of CorpEmp's 5th ruling Dynasty, Hoppe City is an icy jewel that seems to only shine brighter. Most of Ceres by this point is "governed" (a dirty word in the U.M.) in covenants similar to Hoppe City, and Hoppean Scots has become the lingua franca of the myriad communites in the Asteroid Belt. Ceres has also emerged as the Mecca for developments in brine mining technology. Thousands of fortunes are made, lost, and won back daily in Hoppe City. In spite of all their history and achievements, however, there is one thing. One little frustrating thing that comes to most non-Cereans' minds first when asked to think about Hoppe City...

Miami Beach
Snowden Estate, 1923, looking north from 44th St & Collins Ave. Harvey S. Firestone's Harbel Villa Estate, 1930s. Fontainebleau Hotel construction, 1954. Firestone estate was used as a construction office.
Miami History / SMU Libraries / Miami Archives / Gottscho-Schleisner collection, LOC
Fontainebleau architect Morris Lapidus: In his day, critics reviled the excesses of Lapidus’ designs, calling his architecture “the nation’s grossest national product,” “pornography of architecture,” and “boarding house baroque” ... There was a “Staircase to Nowhere” so women dressed in couture and jewels could take an elevator to the top to deposit their coats and glamorously descend the stairs to the lobby. - Fontainebleau Hotel, A Colorful History
Steve Wynn:
In 1954 a guy named Ben Novack and his brother Joe Novack, who had experience in the Catskills at a hotel called Laurel, and in Miami Beach at the Sans Souci Hotel - sort of like Las Vegas with bunch of hotels lined up one next to the other on Collins Avenue - got an option on the Firestone estate at 41st St. on Collins Ave., a big 15-acre oceanfront piece that was owned by the famous family that made tires.
Ben Novack and Joe Novack conceived with an architect named Morris Lapidus of a hotel called Fontainebleau. This place was going to be a new idea. The hotel itself was going to be a series of experiential moments that included formal French gardens, sort of a Jewish version of Versailles; a gorgeous, soaring, high ceiling lobby; a lot of curvilinear spaces and curved stairways; murals on the wall of 18th century France; a fabulous showroom; a shopping arcade below; beyond the garden an expansive Cabana and pool club; a beautiful spa; and a curved building with blue glass. The Fontainebleau was going to set a new standard of destination resorts on planet Earth. It was so breakaway, so profoundly new it didn't even add a name on it. No sign, just the building.
It opened in 1954 and it changed everything people came from France, Italy, Germany, Mexico, Venezuela, Argentina, and Brazil. Between Christmas and Easter you had to know somebody to get a room. Everybody from Frank Sinatra and Johnny Mathis worked there. It was the coolest place to be in America during high season. The Fontainebleau dwarfed in scale and imagination anything that had ever been done anywhere in Europe or America, and it was received that way.
Jay Sarno was a character from Atlanta. He saw the Fontainebleau. He saw that this place was in the literary sense romantic, better than the outside world. It was a universe utopia within itself. Sarno never got over it
I was going to school at the University of Pennsylvania. My folks had Cabana 364 on an annual basis. I’d come there at Christmastime, and I never got over it. To me it seemed like the greatest thing in the world is to create a place that would transport people that way.

Bellagio Hotel & Casino, NV (No. 3)
Construction began on November 1, 1995, and the opening was initially scheduled for March 1998. Marnell Corrao Associates served as general contractor. The project's cost increased several times, in part because of new features being added. A shortage of skilled workers also resulted in rising labor costs. It was financed through various lenders. Finished at a cost of $1.6 billion, it was the most expensive resort ever built.
Wynn envisioned the Bellagio as a five-star resort catering to tourists who typically visit places other than Las Vegas, such as Paris, London, or Venice. He said the Bellagio would "redefine Las Vegas", describing it as the "most ambitious" and luxurious project ever attempted by Mirage Resorts. He also said it would be "the most romantic, delicious place ever built in the world", as well as the "greatest" and "most beautiful" hotel ever.
The property features a variety of trees. Before the opening, builders spent more than a year searching the western U.S. for mature Japanese privets, which are capable of withstanding the dry Las Vegas heat. A deal was reached to remove approximately 30 privets from the government center in Ventura County, California, and replant them at the Bellagio, at a cost of nearly $10,000 per tree. The resort's pool area is surrounded by a Mediterranean garden that included nearly 300 pine trees, left over from the Dunes golf course.

PCL Construction Services, Inc., the contractor working on the Black Hawk casino renovation in Colorado, filed a lawsuit against the regional gaming operator.
Reno-based Monarch is in the midst of a major transformation of the eponymous Black Hawk, Colo. property, one that is expected to feature a 23-story, 500-room hotel and a gaming area that is more than double the current size when the project is completed.
As the gaming company tells it, its relationship with PCL, a collection of independent construction companies operating throughout the US and in some international markets, is deteriorating, increasingly tense, and will result in more delays.
Given this lawsuit, the increasingly adversarial tone of communication from PCL, and our understanding of recent discussions regarding project delivery, we now believe that our expansion project – the new Monarch Casino Resort Spa Black Hawk – including the expanded casino, restaurants and certain public areas – should be fully open in the first quarter of 2020,” said Monarch in a statement.
The company added that refurbishments for a certain part of the gaming area will be finished in the second quarter of next year.
That timeline is well past what the company previously expected. On Monarch’s fourth-quarter earnings conference call in February, CEO John Farahi said PCL informed the gaming company that the casino, hotel, dining venues and retail stores would be completed by the current quarter, with some additional details slated to be finalized in the last three months of this year.
Promises, Promises On Monarch’s first-quarter earnings call, Farahi reiterated that timeline.
“Our general contractor has informed us that it is working diligently to complete the expanded casino and hotel tower, as well as the new restaurants and retail areas, by the end of the third quarter of 2019,” said the CEO. “We expect the general contractor to provide us with the final phasing and opening dates for the expanded facilities in the second quarter of 2019. In addition, we expect to complete the upgraded amenities in the existing casino in the fourth quarter of 2019, leading to a first full year of expanded operations in 2020.”
Monarch Casino has been eagerly anticipating the debut of the newly remodeled property, recently announcing a career fair aimed at filling 1,000 positions at the venue, and even reaching into the Las Vegas gaming and leisure talent pool to get workers into those jobs. In addition to the Colorado property, the company operates the Atlantis Casino Resort Spa in Reno.
There’s financial incentive for Monarch to get the Black Hawk renovations completed. In an August filing with the Securities and Exchange Commission (SEC), the company noted that in June 2016, it procured a $250 million credit facility
“The total revolving loan commitment under the Amended Credit Facility will be automatically and permanently reduced to $50.0 million on the earlier of the last business day of the first full quarter after completion of the expansion project at the Monarch Casino Black Hawk, or on December 31, 2019, and all then-outstanding revolving loans up to $200.0 million under the Amended Credit Facility will be converted to a term loan at such time,” according to the filing.
Questions Around Finances While Monarch management believes the completed Black Hawk property will be a “game changer” in the Colorado gaming market, the company warned that it has yet to enter into a guaranteed maximum price pact with PCL.
The gaming company did not provide specific details about the project’s costs. PCL did not identify the dollar amount of its suit, but the company did say it’s “eager to resolve all of the outstanding issues.”

HIRING A POOL CONTRACTOR
In these challenging economic times, it is more important than ever to heed the warning “buyer beware”. The key to a successful Las Vegas swimming pool project is an informed and prepared consumer. Take your time and do your homework and the result will be a great new space for the family to enjoy that increases the value of your largest investment.
Protect yourself by considering only licensed contractors to do the work. The Nevada State Contractors Board is a regulatory agency that ensures all licensed contractors have met experience and examination requirements, maintain bonds and workers compensation insurance and have established their financial responsibility. Verify the contractor is in good standing with no disciplinary actions against them, are licensed in the proper classifications and within the monetary project limit for the specific work you want completed. Pool Contractor Las Vegas
Obtain at least three quotes in writing and do not automatically accept the lowest bid. Make sure you are comparing “apples to apples” when it comes to the quality of equipment, materials and workmanship and the caliber of the contractor. There is a risk in hiring a new company since it is more likely to fail. Be wary of “special deals” and any quote that is way below average should arouse suspicion. If it sounds too good to be true, it probably is!!
A visit to the business office and showroom (if they have one) can reveal a lot about a company. To find a contractor you feel comfortable working with, ask questions: Who will I have contact with during the construction process? How many subcontractors are used? Who are they? Is the excavation equipment owned or rented? How long have they been in business in Las Vegas? How the contractor responds will determine future rapport or miscommunication between the two of you. Be sure to get references and contact previous customers. If at all possible, go out and personally see the work performed. Check with the Better Business Bureau to see if past complaints have been filed against the company.
Insist on a written contract that specifies exactly what you are getting for your money. The contract should include (among other things) a description of the scope of the work to be done, the materials to be used, the total cost, payment schedule and start and completion dates. Make sure that everything that is important to the project is clearly defined and that you completely understand the terms of the agreement. Take a copy of the contract with you to review and compare to other bids. Be cautious of anyone who is unwilling to relinquish a copy of the written contract before you sign it. Las Vegas Pool Contractor
The construction of a well designed swimming pool is a complex process. The ability to organize and manage people and events is one of the most important elements of a good contractor. Without careful planning, you may end up with a pool that is unfinished, structurally unsound or not at all what you wanted.
