I read your post about open enrollment for the ACA and was hoping you might expand on why you believe it would take years to dismantle. I've been terrified that with a Republican house/senate, Trump could just snap his fingers and make it go away within months of taking office. I'd love some reassurance that that's not possible.
Hiya, sure I can share some thoughts on the matter! First, it's very important to understand the ACA is a huuuuuuuuuuuuge system with subject matter experts in dozens of places throughout the process. I'm one of those SMEs, but I am at the end of the process where the revenue is generated, so my insight is limited on the public facing pieces.
What this means is that I am professionally embedded in the ACA in a position that exists purely to show what conditions people are treated for and then generate that data into what's called a "risk score". There's about 6 pages I could write on it, but the takeaway is that the ACA is
1) intricately interwoven with the federal government
2) increasingly profitable, sustainable, and growing (it is STILL a for-profit system if you can believe it)
3) wholeheartedly invested in by the largest insurance companies in the country LARGELY due to the fact that they finally learned the rules of how to make the ACA a thriving center of business
4) since the big issuers are arm+leg invested in the ACA, there is a lot of resistance politically and on an industry level to leave it behind (think of the lobbyists, politicians, corporations that will fight tooth and nail to protect their profit + investment)
The process to calculate a risk score takes roughly 2 years. There is an audit for the concurrent year and then a vigorous retro audit for the prev year - - this is a rolling cycle every year. Medicare has a similar process. These are RVP + RADV audits if you would like the jargon.
Eliminating the ACA abruptly is as internally laughable as us finishing the RADV audit ahead of schedule. If Trump were to blow the ACA into smithereens on day 1, he would be drowning in issuer complaints and an economic health sector that is essentially bleeding out. You cut off the RVP early? We have half of next RADV stuck in the gears now. You cut off the RADV early? No issuer will get their "risk adjusted" payments for services rendered in the prev benefit year (to an extent, again very complex multi-process system).
The ACA is GREAT for the public and should be defended on that basis alone. However, the inner capitalistic nature of the ACA is a powerful armor that has conservatives + liberals defending it on a basis of capital + market growth. It's not sexy, but it makes too much money consistently for the system to be easily dismantled.
Or at least that's what I can tell you from the money center of the ACA. they don't bring us up in political conversation because we are confusing to seasoned professionals, boring to industry outsiders, and consistently we are anathema to the anti-ACA talking points.
I am already preparing for next year's RVP for this window of open enrollment. That RVP process will feed into the RADV in 2026. In 2025, we begin the RADV for 2024. If nothing else, the slow fucking gears of CMS will keep the ACA alive until we finish our work at the end of the process. I highly doubt that will be the only reason the ACA is safeguarded, but it is a powerful type of support to pair with people protecting the ACA for other reasons.
I work every day to show, defend, and educate on how many diagnoses are managed thru my company's ACA plans. My specialty is cancer and I see a lot of it. The revenue drive comes from the Medical Loss Ratio (MLR) rule stating only 20% MAX of profit may go to the issuer + the 80% at a minimum must go back to the customer or be invested in expanding benefits. The more people on the plan using it, the higher that 20% becomes for the issuer and the more impactful that 80% becomes for the next year of benefit growth. It is remarkably profitable once issuers stop seeking out "healthy populations". The ACA is a functional method for issuers to tap into a stable customer base (sick/chronic ill customers) that turns a profit, grows, and builds strong consumer bases in each state.
The industry can never walk away from this overnight - - this is the preferred investment for many big players. Changing the direction of those businesses will be a monumental effort that takes years (at least 2 with the audits). In the meantime, you still have benefits, you still have care, and you still have reason to sign up. Let us deal with the bureaucracy bullshit, go get your care and know you have benefits thru 2025 and we will be working to keep it that way for 2026 and forward. This is a wing of the federal government, it is not a jenga tower like Trump wishes.

Steve Harrington knew how to haggle. Raised by the most cutthroat business man in all of the state of Indiana, if not the United States as a whole, he knew the ins and outs of getting the best deal possible. He used this to his advantage a lot more than anyone knew.
The first time he brought out Steven Elias Harrington, son of Richard Jay Harrington was when he first got forced to sign NDAs to keep quiet about everything going on in Hawkins, Indiana. Despite only having shown up at the end, he still had a fat stack of papers to work through.
And he worked through the entire thing, taking his sweet precious time to read the entire thing, word for word. He signed nothing that day, letting the government employees watch as he took notes on every little detail, humming to himself, scoffing, and overall being as annoying about it as possible.
"These are terrible. Do better." He didn't say that exactly, but it was the general consensus as he gave them a verbal dressing down that would make his father proud (and his father was never proud). He made demands for money, for protections, for anything that he could think of. By the end, the government had agreed to provide him with a heaping helping of cash (enough to buy a house and help him live a comfortable life for the next twenty-or-so odd years), government provided medical insurance (complete coverage for the rest of his life), and a full ride scholarship for any college he wanted to go to.
Suffice to say he had rung that towel dry of anything he could ask of it. He knew that those government employees wished nothing but the worst for him, but he was satisfied with what he got, and he happily signed the fifth NDA they provided him with, flourishing his signature with relish.
Then, he became even more wrapped up in the whole thing when Dustin Henderson decided to raise a baby Demogorgon in his basement. A lot happened in those forty-eight hours, but the main one was that he got attached to the little shits, so he told them in no uncertain terms that they were not to sign anything before he looked the paperwork over.
They scoffed, rolled their eyes, but ultimately agreed. It was a very amusing few days, to say the least. The government agents (the same ones as last time) showed up with their giant stacks of paper, and came face to face with Steven Elias Harrington, and he could just see them die a little bit inside. He could practically hear what remained of their souls wither to dust.
And again, he forced them to sit as he read through every NDA, taking notes, scoffing, humming, and overall being a nuisance to them and their time. Then, he got the kids' attentions (as their eyes started to glaze over after minute thirty) and began his process.
The looks of pure awe, too, would be treasured for a very long time as he got their college tuitions paid for, government-provided medical insurance for the rest of their lives, and of course a big fat pile of cash ready for when they would turn seventeen years old. Each of them had enough money lined up for them that they wouldn't have to worry about anything until maybe their late fifties to early sixties if they were bad with their money.
And of course, he got himself another big pile of cash and access to the best lawyers in the United States if he would ever have need of it.
After that, he shouldn't have been surprised when everyone came to him for help post-Battle of Starcourt (dubbed by Dustin, of course). This time, he took two solid weeks pushing and pulling Uncle Sam in this direction and that to make sure everyone got what they needed. (Another fat stack of cash for everyone, legal protection for whatever they'd need it for, and a cover story that made everyone look the best that they possibly could. He also got college payment for Robin, since she wasn't there the first time, as well as the same medical insurance he got everyone else). Those government employees looked at Steve like he was the devil himself.
"You kinda are," Robin told him one day, after Steve recounted the specifics. "I mean, you are bleeding the government dry."
He gave her a grin. "Absolutely, I am."
Then, he and his merry band of misfits saved the world, stopping the Upside Down for good. The same government goons showed up, and instead of doing what they tried to do the previous time, they just came to Steve with all of the NDAs, and asked in the most sarcastically professional voice imaginable, "Are these up to your standers, Mr. Harrington?"
He gave his charming, King Steve smile and told them that he'd read it over. In the hospital room that held Max and Eddie, Steve pulled up a table and allowed everyone to watch as he flipped page after page, noting down the loophole phrases and weak protections, and every single trap meant to put them into a worse-off position and he threw it in the government's faces.
In return, he forced everything his heart could imagine out of them.
Another giant hunk of change for each of them.

A cover story so beautiful, so concrete that it got even the most closed minded to look at Steve's People and call them heroes.

"I'll save you both a seat," he told him with his sweetest, most charming smile.
The government agents left, and in their wake, Eddie Munson looked at him like he hung the sun, moon, and stars in the sky.
"Wow," was all the metalhead was able to get out for a while. "Just wow."
Robin glanced between Steve and Eddie, leaned into his side and quietly sang, "The lovers, the dreamers, and me."

In March, I broke my leg. It was a fluke accident, nobody’s fault unless you care to blame the rain. I went to urgent care and then an orthopedic doctor.
Now I am getting these letters from a third party hired by my insurance trying to find someone to blame, presumable to bill for the cost of my care - and they are threatening to TAKE BACK PAYMENT THEY ALREADY MADE if I don’t respond.

There was a time when you really enjoyed going to work. Your bakery wasn't massively successful but it did well enough. The regulars kept you in business and you were able to attract the occasional crowd with seasonal recipes. You loved baking and you loved that you could try new things along with the tried and true. Even with the protection money you had to pay out, you were still able to turn a small profit.
As much as you hated it, you had to admit they did keep things relatively safe. The grocer across the street had gotten robbed and not only had the person been caught, the store owner received all of their money back with a bonus for the employee who'd been working the register. Store owners who get the runaround from their insurance companies just have to tell the right people to get the fixes and payouts they need. So while you hated having additional expenses, at least you knew it wasn't going to waste.
But then you started getting gifts delivered to you at the bakery. Practically every day, for the past few months, you've been getting gifts of all sorts. It was cute and fun at first. A charm bracelet with a bunch of baking based charms, a small bouquet of flowers. But the,n the gifts started getting more and more personal. A book that had been on your wishlist forever but you never told anyone about, a dress in your favorite colors that fit you perfectly. You started dreading stepping into the bakery.
The small box is on your desk and you take a breath to steady your nerves before opening it. Given the packaging it could be a book. Given the way the gifts have been going, it's likely a book of photos of you. You slowly unwrap the gift and you're proven partially correct. It's a framed drawing of you, asleep in your room. It's definitely your room. All the details are painfully correct. Someone was in your home watching you sleep.
As much as you want to drop everything and cry, there is work to be done. You've got bills and employees to pay. On top of that, it's time for the quarterly protection payment. Maybe you can ask the “agent” you regularly meet up with to keep an eye out for the secret admirer. You fill up the manila envelope with the payments and head to the kitchen to get things started.
The routine is comforting. Cookies, small cakes, pastries, you could probably make these in your sleep. It does help when your employees start trickling in and taking over some of the tasks. The shop is running like a well-oiled machine and you're able to forget about the unsettling drawing in your office.
A little before time to open, there's a knock at the front. You recognize the woman, Nat, as the one who collects the payments. You quickly run up and let her in. She seems especially chatty this morning.
“Hey, did you stop wearing that charm bracelet?”
“Oh, yeah,” you reply sadly. “It's actually something I was hoping to talk to you about.” As you step into the office you hand her the envelope with the payment before pointing to the picture. “My secret admirer has gotten more and more creepy, like a stalker. It's really scaring me.”
She looks at the drawing, “they're certainly talented.”
“Oh yes,” you agree quickly, “but that's not the point. That's my room. No one has been in my room for...long enough. There've been other gifts that feel way too personal for a stranger to know. Hell, even friends of mine wouldn't know!���
Tears start forming in your eyes and Nat quickly starts trying to soothe you. “We'll look into this,” she promises. “I'll have answers for you by the end of the week.”
You nod and thank her before she leaves and you get back to work, letting yourself get lost in the rhythm of the day.

“Excuse me, miss?”
You pause on your way to your car and turn towards the source of the voice. You recognize the man, Sam, as another “agent” like Nat. “Can I help you?”
“I've been asked to bring you to The Shield for dinner. We have some answers about your secret admirer.”
“Oh, what, um, what time?”
“Now,” he replies as he motions to his car.
“But I'm not dressed for The Shield. I'm covered in flour from work. I smell--”
“Now,” Sam repeats. His tone leaves no room for argument. Your hands shake as you put your keys in your purse and sit in the passenger seat of Sam's vehicle.
The Shield is a very high-end restaurant that's known to be a favorite of Barnes, the man in charge of the Protection for your neighborhood. You're not sure why he would need to see you in person. Did you overstep when you asked Nat for help? Do they need to start charging you more because of it? Can you afford the increase?
“You'll be okay,” Sam assures. “He just wants to talk to you over dinner.”
“I don't think I can afford the meal.”
He chuckles, “it's on us. He's making you come to dinner with him, the least he can do is pay for your meal.”
You nod your understanding. At least that's something you don't have to worry about.
At the restaurant, Sam leads you past the hostess and straight to, what you can only assume to be, a VIP area. Tables are set inside of nooks, some cordoned off by curtains to promote privacy.
One of the tables is occupied by two very different looking men. One of them is big and tall with long, brown hair and stubble. The other is smaller, with blond hair and looks...familiar. He looks up and smiles as he sees you and you're hit with a memory from over a decade ago.

You were working late shift at Waffle House. Not great, but it paid the bills your scholarship didn't cover. Culinary School was your ticket out of this town and you were going to give it everything you had. And, because of class schedules, the late night shift was your only real option.
On a slow night it was just you and another server managing the floor. Curtis, the cook, was out back for his smoke break. Your one patron came up to pay his bill. He was scrawny, blonde haired, blue eyed, and very polite. Unlike other late night patrons, he wasn't drunk and didn't try flirting with you. He spent most of his meal drawing in his notebook and you noted he was very skilled. He smiled shyly and thanked you.
He went to the till to pay but went pale when his card was declined. “I...I knew I was cutting it close but...I'm so sorry! Let me try to find some cash or something!” He starts frantically pulling out his pockets.
“It's okay, I've got you,” you assure him. “It was just eggs and toast.”
“I don't want your pity,” he mumbles. “I swear I can pay.”
“It's not pity, it's kindness,” you retort. “You were a very nice customer, very respectful. Not used to that this time of night. You even let me look at your artwork. So let me thank you for being nice by being nice in return.”
His cheeks are pink with embarrassment but he steadies himself, “I...I promise I'll pay you back.”
“I'm not worried about it.”

And now that same scrawny, blonde haired, blue eyed man was gesturing for you to sit next to him at the most high-priced restaurant in the city.
“I know it's been a while,” he states calmly. “So I'll understand if you don't recognize me.”
“Eggs and toast,” you whisper, making him smile.
“I still owe you for that meal. And with interest and economic inflation, I think you could order whatever you want from this place and I'll still owe you.” His companion, the big, brown haired man chuckles. “Please, have a seat. We've got some catching up to do.”
You sit down, still feeling in a bit of shock. “What...what are you doing here?”
“Me and Bucky,” he gestures to the brunette, “run this town. We're the ones you've been paying the protection money to.”
“You're Mr. Barnes?”
“That would be me, Doll,” Bucky speaks up. “I have the more intimidating presence people expect, complete with the skills to back that up. Steve here is the brains. The devious bastard figured out how to completely run out the other rackets, making us the only game in town.”
A sudden thought hits you. You look at Steve, “those gifts I've been receiving?”
“Those were me, Angel,” he smiles. “I figured you'd appreciate a glimpse at the nice things I can give you.”
“You...you broke into my apartment...”
“I own the building so it wasn't a break in,” he calmly tells you. “I have my own key.”
You freeze up. How many times has this stranger been in your apartment? How many times did he watch you sleep? And how much power does he have that he can openly admit these things to you without fear of repercussion?
“I warned him that the drawing was a step too far,” Bucky interrupted your thoughts. “But he insisted you'd be flattered.”
“Then we got Nat's report from you,” Steve frowned. “I really didn't think it would scare you.”
“You didn't think it would scare me to have someone draw me in my sleep? Without my knowing?!” You get out of your chair and try to back away. “You've been stalking me. Invading my privacy! I never consented to any of this!”
You try to turn and walk away but you're stopped by Sam. “I promise you,” he warns, “if you leave you will regret it.”
Confused you turn back to Steve and Bucky who are out of their own seats and stalking towards you, looking angry.
“I want to be nice,” Steve tells you. “But I'm sure you can guess, I don't have to be. Neither do my friends. Now please,” he holds out a hand to you. “Please come sit, and have dinner with me.”
You want to run. You want to scream. But this man owns your business. He owns your home. If you try to get away, where could you go? You've invested everything into your bakery and have no savings. You have nowhere else you can live. He owns everything you hold dear.
You take his hand, “I'm...I'm sorry, Steve. It's a lot to take in.”
He smiles while Bucky and Sam relax. “It's okay, Angel,” he covers your hand with his. “We've got all the time to figure this out.”

VoxTek™ Employment Contract
I, @helluvahotelfan , invoke the infernal powers of Hell to complete the following contract between myself and the Overlord, Vox. Hereafter, "the employee" will refer to Jenn, "the employer" will refer to VoxTek™, "the Overlord" will refer to Vox, and "the contract" will refer to this agreement, signed and sealed by a handshake.
Payment: to complete this contract, the employee signs over possession of their soul to the Overlord. For as long as the soul remains in the Overlord's possession, the terms and conditions of this contract are considered valid. Additionally, the Overlord cannot kill or willfully maim or harm the employee while this contract is in effect.
Terms: The employer will provide housing(1), a competitive(2) salary, the latest(3) model of Hellphone, insurance (4), two weeks of paid training, 30 vacation days per year (5), 30 days of sick leave per year (6), a free upgrade to replace or enhance a body part(7), a 200 year(8) retirement plan, and 24/7 protection from reasonable(9) threats. The employee will fulfill the job description provided below to the best of their ability.
Conditions: This contract remains in effect provided both the employee and the Overlord wish to continue adhering to the terms. At any time, either party may request breaking the contract. The request must be accepted by the Overlord. The Overlord reserves the right to change the job assigned to the employee in the event of subpar performance.
Job Title: Junior Data Collector
Department: Research & Development
Job Scope: Junior Data Collectors follow instructions from Senior Data Collectors and report to Project Leads all data obtained throughout marketing, testing, and further analysis. Data Collectors observe tests, trends, and other indicated measurements at the direction of Project Leads and record data as instructed by Project Leads. Data Collectors are expected to report accurate figures. Data Collectors may, on occasion, be asked to participate directly in Projects but never to the extent Hazard Pay would be required. Any injuries incurred as a result of Data Collection are to be reported immediately to the Project Lead.
Hours: Mandated work hours are 1000-1600, Monday-Thursday unless Project Leads get approved for a different work cycle.
(1) Housing starts at one bedroom, one bathroom, kitchen and washer/dryer included 550 square foot apartment. Housing can be upgraded through promotion or by registering dependents with Human Resources. (2) Competitive rates based on job title and relative cost-of-living analysis for Pride ring standards. Salary will always be 400% of current housing cost. (3) Latest model refers to latest model to pass all safety checks and either is commercially available or in phase 4 of production. (4) Insurance covers health, vision, and dental plans, as well as maternity/paternity leave, Family Medical Leave Allocation, and associated costs. (5) Unused vacation days roll over but will not exceed 75 days. Vacation days accrued past 75 days will either be paid out to the employee in a lump sum, signed over to another employee, or forfeit. Decision must be made within 1 month of employment anniversary date. (6) Unused sick leave rolls over but will not exceed 60 days. Illness or injury requiring more than 60 days to recover but at no fault of the employer will be deducted from vacation days. Illness or injury incurred during the execution of job duties will not be charged to the employee. (7) Available upgrades subject to change depending on demand. Specific upgrade offered: replacement of one eye with a VokTek™ High Definition digital recorder. Any data or information recorded by an upgrade becomes property of the employer with employee consent. (8) 200 year retirement plan based on projected life expectancy increase following the cessation of Exterminations. In the event Exterminations resume, this requirement will be lowered to 50 years. (9) Reasonable threats are those not provoked by the employee, provided the employee remains within designated areas when directed by senior personnel. Ex: leaving the approved VoxTek™ Extermination Bunker during an Extermination or insulting an Overlord/Sin/Ars Goetia are examples where the employer is no longer liable for the employee's protection.

You need some new friends. The friends that you’ve been running around with since you were all in diapers are not the best friends you could have asked for. By any definition of the word. 
Seeing as they ditched you as soon as they realized that they might hit it off with some of the people here.
Leaving you, all by your lonesome, to get cornered by a man who smells like a walking brewery. 
He’s so drunk, in fact, that you’re not entirely sure what he wants. His words are all slurred together into a jumbled mess of words. Though you’re pretty sure he’s hitting on you.
That, or he’s trying to sell you speeder insurance.
You hold your hands up, trying to keep him from leaning into your personal space, and it’s…not working.
You’d sell your right arm for one of your friends to notice that you’re in need of a rescue. But you can’t even see any of them.
“Ah, there you are!” A strong arm slings around your shoulders and you’re tugged into a broad chest, “Honestly, babe, you can’t just wander off like that.”
You blink, bewildered, at the man standing slightly in front of you. A clone, with a five tattooed on his forehead. He’s handsome, but then, all of the clones are, and has a rakish grin on his face.
“Sorry,” You say automatically, and his grin softens before he tosses a wink in your direction, “I got turned around.” You add.
“Totally understandable, there’s a bunch of people here.” He squeezes you a little tighter, “Excuse us, we need to get back to our table.”
The drunk man slurs something, and apparently your savior speaks drunk, because he doesn’t look the least bit confused.
“You’re very drunk, you should probably go for a walk. Get some fresh air.”
The drunk man rears his fist back as though he’s about to punch the man standing slightly in front of you. And you hazard a glance at the clone, he looks bored, and you feel a little silly for being so worried about him.
The man protecting you, moves slightly and nudges you to the side as the drunk man finally throws his punch, and ends up toppling to the floor. “Um…”
“Come on, leave him be. Someone will come and take care of him.” He ushers you away from the toppled man, and then grins at you, “Fives.”
“Beg pardon?”
“My name. It’s Fives.”
“Oh!” You hurriedly introduce yourself, and his smile widens. He really is very handsome. And apparently you’re a little more out of sorts than you thought because those very words fall from your lips.
Fives’ grin widens, “Thank you. I happen to think you’re stunning too.”
“I’m pretty sure I didn’t use the word stunning.”
“But you meant it though, I can tell.” Fives winks at you, and tugs you onto the dance floor, “Now, because I saved you from that awful drunk man, you should dance with me.”
“Is that right? Is this your payment?”
“Sure. But I’d do it anyway.”
You frown at him thoughtfully, even as you slide your arms around him, allow him to tug you closer, “You could have been hurt. What if he had a weapon?”
“Well, better I got hurt than you.” Fives replies with a small grin.
“No one is worth that!”
“I disagree. You clearly are.”
You’re struck silent by his sincerity, and his grin softens, “Now, let’s dance. And then, maybe, if you’re interested, we can go and get some caf?”
“Are you asking me out on a date?”
“Yeah. I am.”
“Oh.” You blink at him, “...there’s a cafe not far from here that sells the tea that I prefer-” You offer hesitantly.
“Sounds like a plan to me. But first we have to dance.”
