In addition to acting largely out of her sense of duty and debt, Katniss takes on a lot of emotional responsibility for other people's actions inspired by her. Before committing to be the Mockingjay, she is uncomfortable with people putting themselves in danger in her name.

She doesn't realize that, just as the people of 12 actually cared about her more than she'd expected in HG, in MJ, people are genuinely inspired by her actions. They want to follow her. The whistling man and Cinna did what they did of their own volition, to make their own statements. Yet she still blames herself. She could not stand by during the whipping, but also, with people rising up across Panem, increased Peacekeeper activity was somewhat inevitable and not her fault.

Alright folks, Page 12 is now LIVE!

This page ended up being quite green didn’t it, haha!
