PAKISTAN TOUR : DAY I - 14 OCTOBER 2019

The Duke and Duchess of Cambridge touched down at the PAF Base Nur Khan in Rawalpindi as they kicked off their five-day tour of Pakistan.

They were recieved upon arrival by the Foreign Minister and his wife.

On passe aussi quelques jours à Istanbul, avant et après notre séjour à Oman. On est accueillis dans le quartier de Kadikoy, chez Serkan, un copain rencontré chez Mumu début décembre. On en profite pour se promener de chaque côté du Bosphore, manger des piles de tahini rolls et  aller à la rencontre de quelques uns des milliers de chats qui vivent dans (règnent sur) la ville. Comme en 2019, on est sous le charme. Grâce au réseau de Berin, on a la chance d’être initiés à la panification au levain avec Erman qui nous accueille à Eppek (c’est la façon enfantine de dire « pain » en turc). On fabrique (ou plutôt on regarde Erman fabriquer) des kilos et des kilos de pain ainsi que quelques Simit (vachement technique les Simits…). On en profite aussi pour aller faire réviser nos vélos chez Gürsel, mécanicien renommé chez les voyageurs qui pédalent. On repart donc avec des vélos graissés, lustrés, en plus de chaînes et cassettes toutes neuves ! Ils sont tellement propres que ça nous fait de la peine de les sortir dehors au moment de reprendre la route.

En route vers Istanbul en bonne compagnie, mais sous la pluie.

On prend le métro pour éviter les bouchons à l’entrée d’Istanbul.

Nettoyage des vélos chez Gürsel le mécano francophone.

Avec Mohamed, bientôt en tournée dans tous les Zéniths.

Retour en Turquie, remontage de vélos sous crachin délicat.

Karakoy et son ciel bleu.

Un selfie pour la route.

Espace-temps, renvoies moi en 2019 s'il te plait... Tellement de choses étaient plus cool, ou moins pires, au niveau musique, concerts, économie... Et PAF, la machine à téléportation a mal compris le message et me renvoie au 1er mai 2015 à Béthune... C'est la date de sortie de cet Ep bien cool, sorte de rock alternatif lorgnant tantôt vers le grunge plus lancinant, tantôt vers le rock metal plus énervé, et aussi vers le rock énergique. Les six morceaux sont bien produits et niveau compos c'est bien foutu. A l'écoute j'ai pensé à NIRVANA ou ALICE IN CHAINS pour le côté grunge lancinant, les moments plus énervés font pas mal DEFTONES, et le premier morceau plus speed fait pas mal FOO FIGHTERS. Je serais aussi tenté de citer les débuts de QUEENS OF THE STONE AGE pour un côté presque "stoner" mais toujours rock... C'est un Ep bien cool et agréable à écouter. Je ne vais pas m'éterniser dans le passé, car je risque de me rematérialiser comme une demi mouche lol, et pas certain que le groupe existe encore... Leurs derniers messages Facebook parlent d'un album en début de maquettage, mais ça remonte à 3 ans et demi... Au pire cette mini kro servira pour la "postérité".

2019 年 12 月 6 日USCIS(米国移民局)は、H-1B Capの請願書は最初にオンライン登録し登録料 $10 を支払うことを発表しました。最低でも14 日間の登録期間を設けています。

オンライン登録期間が終了した後、登録の中から2023 年 3 月 31 日までに無作為に選択され、選ばれた外国人に対してのみ上請願書を提出する資格が与えられます。

１回の申請で複数の申請者登録をすることができますが、同じ申請者の重複登録は破棄されます。このプロセスは何を意味するのでしょうか？H-1B Cap登録期間に備えるため雇用主と従業員が知っておく必要のあるいくつかのことを以下にまとめました。

枠は 65,000 ではなく、通常の H-1B ビザのは 58,200 のみです

H-1Bビザカテゴリーの現在の年間上限は65,000です。ただし全ての H-1B ビザがこの上限の対象でないことに注意してください。チリとシンガポールの国民向けに特別に設けられた H-1B1ビザプログラムのため、65,000 から最大 6,800 のビザがこのビザに取り分けられます。 そのため毎年58,200 枠に 通常のH-1B ビザが付与されます。ただし米国の大学で修士号、またはそれ以上の学位を取得した個人に用意されている20,000 の追加枠の H-1B ビザは例外です。H-1B ビザの数は限られているため、雇用主は H-1Bビザスポンサーシップが必要な個人を特定する必要があります。これによって労働条件申請書 (LCA) のETA 9035フォームを提出し証明書を受け取るのに必要な時間を含め、請願書の準備に十分な時間を確保できます。H-1Bビザ 請願書の戦略を策定することはH-1Bビザ申請者を雇用するための鍵となります。

同じ従業員の複数の登録提出に注意してください

雇用主は、会計年度中に各採用候補者に対し複数のH-1Bビザ登録を提出することはできません。この制限により雇用主が同じ従業員の異なる仕事について複数の請願書を提出することも妨げられますが、関連する雇用主 (親会社、子会社、関連会社など) が同じ受益者のために請願書を提出することは妨げられません。 ただし雇用主は正当なビジネス上の必要性を証明する必要があり、それができない場合はすべての請願が拒否または取り消されますので注意が必要です。

提示された役職もH-1Bビザ取得の資格を得る必要があります

提供される役職も H-1B ビザの資格がある必要があります。 H-1B ビザの資格を得るために提供される職位は「専門職」の仕事でなければなりません。「専門職」とは次のことを必要とする職業です。 1) 専門化された知識体系の理論的および実践的応用　(2) 米国で職業に就くための最低条件として特定の専門分野 (またそれに相当) の学士号以上の学位を取得していること

また、専門職としての資格を得るために、職位が次の基準の 1 つ以上を満たすことも要求しています。　(1) 学士以上の学位またそれに相当する学位は、特定の職に就くための最低要件　(2)学位要件は、同様の組織間で並行する地位にある業界に共通　(3) 雇用主は通常、その地位に学位または同等の学位が必要　(4) 特定の職務が非常に専門的かつ複雑であるため、その職務を遂行するために必要な知識は、通常、学士号もしくはそれ以上の学位の取得に関連付けられている

「専門職」としての資格を得るためには、提供される役職は次の条件を満たしている必要もあります。　(1) 高度に専門化された知識体系の理論的かつ実践的な応用が必要　(2) 特定の専門分野 (またはそれに相当するもの) の学士号以上が必要　(3) 上記の 4 つの基準の少なくとも 1 つを満たすこと

採用予定の従業員が提示された職に就く資格を得るには、次のいずれかを取得する必要があると規定されています。　(1) 職業を実践するための州免許 (必要な場合)　(2) 職業に必要な学位を取得していること　（3）学位の修了に相当する専門分野での漸進的な責任のある実務経験があること（このように専門分野の学位を示す必要があるため、専門的な経験がない一般的な学位では不十分な場合があります）

申請手数料は雇用主の種類と規模によって異なります

先にも述べたように、最初に オンライン登録料 $10を支払う必要があります。その後、弁護士費用とは別に雇用主はUSCIS 申請費用も支払う必要があります。H-1Bビザ申請手数料は雇用主の規模と種類によって異なります。すべての雇用主は$460の H-1B ビザ請願の基本申請料を支払う必要があります。(2022年12月現在)　 さらにACWIAに従って、$750または $1,500の追加料金 (ACWIA 料金) を支払う必要があります。フルタイム相当の従業員を 25 人以下雇用している場合$750の料金を支払う必要があり、 それ以外の場合$1500を支払う必要があります。 非営利の研究機関や政府の研究機関などの特定の会社はACWIA 手数料は免除されます。 さらに2004 年の H-1B ビザ改革法によって義務付けられているように、$500の詐欺防止および検出料金を支払う必要があります。

2015年12月18日に可決された 2020 会計年度の予算法案の結果として、米国で 50 人以上の従業員を雇用し米国の労働力50% 以上を占める企業の H-1Bビザ 請願の追加料金が増加しています。期限切れになった H-1Bビザ請願の手数料は $4,000に引き上げられます。追加料金は最初の請願と延長の請願で支払われなければなりません。 また、雇用主は申請の裁定を早めるためオプションの手数料 $2,500.00 を支払うこともできます。

給与に注意してください

雇用主は、米国労働省 (DOL) から承認された労働条件申請書 (LCA) を取得する必要があります。 LCA では、特定の雇用について同様の経験と資格を持つ他の個人に雇用主が支払った実際の賃金、決められた最低賃金以上が支払われることを証明します。これは米国労働者に支払われる賃金を下回らないように ビザプログラムでセーフガードが含まれているためです。

雇用主は、従業員が「仕事に就けるようになった」とき、従業員が米国に入国してから 30 日以内(H-1Bビザ 従業員候補が米国外にいた場合)、または60 日以内に(H-1Bビザ 非移民予定者が米国内にいる場合)、 LCA に記載された賃金の支払いを開始する必要があります。雇用主に「雇用された」ときに発生し始めます。 たとえ従業員がまだ「雇用を開始」していなくても、H-1Bビザ 請願書の承認日に 従業員が米国に滞在している場合、雇用主は支払う必要があります。H-1Bビザ 従業員は雇用主が提出した承認済みのH-1Bビザ請願書に記載された日付で、雇用主にとって「就労資格」を取得します。この規則は、従業員がトレーニングを受けている場合でも適用されます。解雇されていない従業員に賃金を支払わない雇用主は、民事罰を受ける可能性があります。雇用主は通常、H-1B ビザの従業員が解雇され、H-1Bビザ 請願の撤回要求が USCIS に通知されるまで、LCA に記載されているとおりに H-1Bビザの従業員に給与を支払うことをお勧めします。さらに、H-1Bビザ従業員が入国許可期間の終了前に解雇された場合、H-1Bビザを撤回する必要があり、帰国交通費の責任を負う可能性もあります。

コンプライアンス: LCA の通知を投稿し、パブリック アクセスファイル(PAF)を維持します

La Fiesta de la Animación llega está semana.

El Festival Internacional de Cine de Animación de Panamá, llega del 24 al 28 de octubre. Desde el 8 de octubre en la rueda de prensa se presento en exclusiva adelantos y lo que habrá en el PAF 2019.

El festival tendrá un circuito bastante amplio en la ciudad: Soho City Center, Teatro Pacific y Cinemark Multicentro.

Invitados especiales:

Luis Labrador desde Disney Animation Studios, por primera vez en Panamá, artista digital quien cuenta con más de 24 años de carrera profesional en la industria de Hollywood; su amplia trayectoria incluye 4 premios Oscar de la Academia entre muchos otros galardones. 

Tendremos a Luis Labrador con un masterclass y un workshop de categoría internacional el día 26 de octubre.

Luisa Fer Abril desde Colombia, es la realizadora audiovisual y productora del cortometraje “Naranja”. 

Su proyecto nace de la premisa que el acoso callejero deja marcas; aunque para muchas personas el acoso callejero es algo cotidiano, la realidad es que es un gran problema social que afecta a muchas mujeres en el mundo. 

“Naranja” hace parte de la selección oficial de Panama Animation 2019, se proyectará el día 24 de octubre en el piso 2, local C2 de Soho City Center. También nos acompañará dentro del programa educativo con su masterclass Creación de Cine Animado Contra la Violencia de Género el domingo 27 de octubre en el Teatro Pacific, cupos limitados.

Selección Oficial - PAF 2019

En esta 2da edición Panama Animation Festival ha recibido un total de

1577 películas de todo el mundo, 90 países inscribieron sus trabajos al festival.

La selección oficial fue curada por el Maestro argentino Ezequiel Dalinger (Zona de Animación), además está selección cuenta con el aporte de festivales aliados como lo son Anima Latina, Non Stop Barcelona y ANNECY Francia, este último conocido como el festival de cine de animación más importante del mundo, compartirá una selección de lo mejor del 2019, esta muestra será en la gala de clausura el 28 de octubre en Cinemark Multicentro.

¿Sabías que el 28 de octubre es el Día Mundial de la Animación? el PAF estará celebrando este día con una buena selección.

El Festival además contará con un programa educativo que puedes encontrar aquí.
