What do the halos DO exactly?

We know that Aziraphale took the halo out of his head, tossed it to the ground, and then all the demons were gone except for Shax who was sleeping on the couch.

This makes me think that Aziraphale DECIDED where they went. Shax to the couch, and the other demons... to Hell.

The Halos send the demons to Hell

And Aziraphale, has done this before. In the war.
