“Discontent which had prevailed in the St. Vincent de Paul penitentiary, fifteen miles from Montreal, since the Kingston outbreaks, culminated in an uprising of convicts Nov. 4. Led by a giant negro serving a 20-year term, they set the tailor shop on fire and caused damage to the extent of half a million dollars. In (1) is shown a cloud of smoke issuing from the burning tailor shop. Lieut.-Col. P. A. Piuze (2) is warden of St. Vincent de Paul penitentiary. In (3) is shown a winter view of one of the walls with a guard on patrol. The layout of the prison pounds, with the cell blocks radiating like wheel spokes from the centre building, is clearly seen in diagram (4) below.”

Having recently enjoyed my first experience at Petra and the Beast, I was delighted it received a prestigious James Beard nomination for Best New Restaurant (nationally). Set inside a renovated gas station, Petra and the Beast would fit in well in San Francisco’s Mission District, but filled a huge void in the Dallas dining scene. What it lacks in flash is more than offset by the substance (and BYO policy). The food is good. Really good! The meal started off with pig tails, one of the signature dishes. Accented by baby bok choi, the pig tails (pic 2) reminded me of pork belly, but with less meat. In case you are wondering, pigtails pair perfectly with Chablis! In my case, it was a 2011 Patrick Piuze Chablis. Up next was a side of cauliflower that included a tasty, arancini-type item (pic 3). A short time later, we received a colossal charcuterie board chock-full of numerous, delicious components, including an amazing stone-ground mustard (pic 4). For this course, I switched to the 2012 Dal Forno Valpolicella, which was both a beauty and a beast! It was full bodied, yet loaded with sweet red fruit and balanced by pronounced acidity. This outstanding wine paired exceptionally well with the charcuterie and my favorite course of the night - lamb dumplings (pic 5). The lamb dumplings were large meatballs wrapped in house-made pasta, accented by local greens and resting in a delicious, tomato-based sauce. Page 3. ---- Marcel Gaboury, K.C. & Louis Jargaille ---- Quebec this morning announced Mr. Gaboury's appointment as Commissioner of the Provincial Police, succeeding Lieut. Col. P. A. Piuze, who becomes Commissioner of Prisons. Mr. Jargaille has been named special officer attached to the Montreal division, but it is expected that he will become assistant commissioner later.

Page 3. ---- Louis Jargaille Becomes Special Officer Attached To Montreal Division of Force ---- PREMIER ADELARD GODBOUT announced at Quebec today that Marcel Gaboury, K.C., former Crown Prosecutor at Montreal, has been named Commissioner of the Quebec Provincial Police to succeed Lieut. Col. P. A. Piuze.
Colonel Piuze, former warden at the St. Vincent De Paul Penitentiary, becomes Commissioner of Prisons and Detention Houses under the Quebec Government's juris-diction.
TIME NOT GIVEN No date was given for the change in police administration.
"The appointments of Mr. Gaboury and Colonel Piuze were made this week by the Cabinet and the orders-in-council now have been signed by the Lieutenant- Governor." Mr. Godbout said.
The Premier said the Cabinet also had appointed Louis Jargaille, former provincial detective head at Montreal, as a special officer attached to the force's Montreal division.
It is expected that a change in the provincial prison system will be effected under the direction of Colonel Piuze, who was appointed police commissioner after the Nationale Union Government took office in 1936.
In a recent interview here, Premier Godbout said he opposed the system whereby minor lawbreakers and hardened criminals were incarcerated under the same roof.
MCGILL GRADUATE A son of the former deputy Postmaster-General, L. J. Gaboury, Marcel Gaboury was born in Montreal on May 3, 1900. He studied at Montreal High School and St. Mary's College and is a graduate in law of McGill University. He was admitted to the Bar of the Province of Quebec in 1925 and has specialized in criminal law. For several years he was a member of the law firm of Crankshaw, Crankshaw, Gaboury & Almond.
While attending McGill, Mr. Gaboury was active in athletics as well as his studies. He won championships in amateur boxing and pole vaulting and was noted for his performance in track and field events. He was a reporter on The Montreal Daily Herald while at college.

"Godbout Plans To Reform Quebec Prison System," Montreal Star. January 18, 1940. Page 3. ---- Premier Plans Legislation To Separate Hardened Criminals From Offenders Against Game and Liquor Laws ---- COMPLETE reorganization of the provincial prison system, with classification of prisoners, according to their records and the possibility of helping them to return to freedom as useful citizens, was forecast this morning by Premier Adelard Godbout, when interviewed at the Windsor Hotel.
Mr. Godbout said that he had always been of opinion that the existing prison system did not offer a guarantee of humanity and proper chance for the moral and material rehabilitation of the prisoners. He said that the system of keeping under the same roof hardened criminals with those whose May Head Prisons only crime had been to violate the fish and game laws, or the regulations of the Quebec Liquor Commission, had always appeared to him unfair and even inhuman.
OLD PROJECT RECALLED Some years ago, the then Premier, Hon. L. A. Taschereau, at his request, had initiated a law authorizing the Government to place released prisoners on farms so that they might familiarize themselves gradually with civil life. Mr. Godbout said that he aimed higher.
There was no reason, he said, why delinquents under the fish and game laws, or whose crime was the selling of liquor without license, who are otherwise, honest citizens, should be imprisoned with thieves and murderers.
This could be prevented by a better classification of prisons and prisoners and their administration by a superintendent or commissioner. His Government had under study a plan for the above reform that would come before the House at the coming session, in legislation form.
When asked who had been considered for the new post, the Premier said the present commissioner of provincial police, Lt. Col. P. A. Piuze, would probably be the choice of the Government. Mr. Godbout expressed the opinion that Colonel Pluze because of his experience, would be well qualified to carry on the work.
LAW TO BE REVAMPED Though Mr. Godbout was not very definite as to this point, it is Inferred from what he said this morning that the old Taschereau law, mentioned above, would be altered to meet the Government's Ideas about the prison system of the Province.
Prisoners would be classified so as to prevent the contamination by hardened criminals and by the establishment of special colonies liberated prisoners would be helped towards rehabilitation in society. When questioned as to the successor of Commissioner Piuze, of the provincial police, Mr. Godbout said that no appointment had yet been decided upon. Among the candidates to the succession persistently mentioned. Is Marcel Gaboury. K.C., one of the Crown Attorneys of the district of Montreal. As deputy commissioner, the appointment of Louis Jargaille, former chief of detectives of the province, is considered certain.
Col. P. A. Piuze Premier Godbout intimated this morning that Colonel Piuze, now head of the Provincial Police would be superintendent of prisons under the reform plan to be brought before the Legislature this year.

Page 8. ---- "Vos demandes ne doivent pas être extravagantes," affirme-t-il. ---- JUSTICE POUR TOUS --- Plus de 200 membres de la Légion canadienne (B. E. S. L.) ont rendu hommage, samedi soir au lieutenant-colonel L-R. La Flèche, D.S.O..chevalier de la Légion d'honneur, sous-ministre de la Défense nationale.et ancien président général de la Legion. Le banquet avait été organisé par le chapitre provincial et était présidé par le lieutenant-colonel François DeMartigny, président provincial. La fête était donne sous lesauspices du brigadier général W-W.-P. Gibsone, C.MG., D.S.O., O.B.E., officier commandant du district militaire No 4. Le banquet eut lieu dans les quartiers du mess des officiers du Régiment de Maisonneuve.
Le sous-ministre a déclaré dans son discours que le gouvernement était prêt à faire sa part pour les vétérans et que ceux-ci auraient justice, mais d'un autre côté, a-t-il dit, il ne faut pas réclamer d'une façon extravagante surtout à une époque critique comme l'époque actuelle. Il n'y a aucun doute dans mon esprit et dans celui de la population, en général, que vous avez des droits acquis à notre reconnaissance et que nous devons respecter ces droits, mais le monde traverse une crise, terrible et les vétérans comme tous et chacun doivent avoir confiance dans l'avente et être patients."
Une petite Société des Nations Le colonel LaPlèche a rappelé que le banquet était une véritable petite "Société des Nations" puisqu'on y remarquait des représentants de la France, des Etats-Unis, de la Belgique, de la Pologne et de l'Italie. Toutes des nations alliées qui sont "prêtes encore à combattre pour la Justice et le droit aujourd'hui comme hier", a dit M. le sous-ministre.
Le colonel Wilfrid Bovey, D.S.O., chevalier de la Légion d'honneur, proposa la santé du sous-ministre en français. Il a déclaré qu'il était nécessaire pour la jeunesse de puiser son inspiration dans l'histoire des "héros du passé", mais, a-t-il dit, nous ne devons pas oublier que les Canadiens se sont aussi conduits comme des héros, lors de la dernière guerre.
L'on ne peut oublier les exploits légendaires du Royal 22e Régiment.
"Nous avons illustré d'une façon tangible à l'univers entier qu'il existe une véritable nation canadienne. Côte à côte, les Canadiens-français et leurs frères de langue anglaise travaillent comme une seule unité dans le meilleur intérêt du Dominion. Ils aiment le Canada et c'est pourquoi il nous faut prendre garde de développer un esprit de séparatisme dont les conséquences pourraient être funestes."
Une motion Le colonel Hercule Lefebvre, M.C., V.D., commandant de la 11e brigade d'infanterie, a proposé la santé du colonel La Flèche, en anglais. "Je proposerai cette santé sous forme de motion, félicitant le gouvernement du choix du colonel LaFlèche comme sous-ministre de la Défense nationale", a proposé le brigadier Lefebvre. Cette motion a été adoptée à l'unanimité.
Le sous-ministre a profité ensuite de l'occasion pour épingler sur la poitrine du camarade Napoléon Marion, insigne des anciens présidents. Le brigadier-général T.-L. Tremblay, C.M.G., D.S.O., chevalier de la Légion d'honneur, ancien commandant du Royal 22e Régiment, a présenté des médailles de Long Service à deux de ses anciens officiers: les majors L.-H. Desjardins, V.D. et Georges-U. Francoeur, V.D., tous deux du Régiment de Maisonneuve maintenant.
Le colonel F.-F. Clarke, D.S.O. ancien président provincial, a aussi remis une coupe au camarade Beatty de la section de Québec, qui s'est classée première dans le concours de recrutement organisé par les diverses succursales de la province.
Des discours ont également été prononcés par le brigadier-général Gilsone, le lieutenant-colonel P.-A. Piuze, président de la succursale Jean-Brillant, V.C., de la Légion canadienne; le capitaine Morgan, M.C.. V.D.: le lieutenant-colonel Charles-Auguste Brosseau, V. D. C. de G.O.C., Régiment de Maisonneuve et le colonel Gaudet, CMC, chevalier de la Légion d'honneur, organisateur du Royal 22e Régiment.

Page 3. ---- Marcel Bélair comparait sous l'accusation de tentative de meurtre sur le gardien Miron. --- Marcel Bélair. forçat au penitencier de Saint-Vincent de Paul, accusé de tentative de meurtre sur le garde Albert Miron, au cours des mutineries qui se sont produites le 7 novembre dernier, comparalt actuellement en cour d'Assises, devant le juge Charles Wilson. Son procès est commencé depuis ce matin. Les seuls témoins entendus au cours de l'avant-midi furent le colonel P. A. Piuze, préfet du pénitencier, ainsi que le gardien Miron. Le colonel Piuze a donné certains renseignements sur les règles du pénitencier, puis a donné une description de l'ateller des tailleurs de pierre où les troubles se produisirent le 7 novembre à la suite de ceux du 4.

“Le système Borstal appliqué au Canada,” La Patrie. July 23, 1938. Page 45. ---- Le problème des jeunes détenus dans les prisons et les pénitenciers du Canada est à l'étude depuis nombre d'années. On a toujours cherché un moyen de séparer les jeunes criminels des plus âgés et des endurcis.
A cet effet, depuis quelques années, le gouvernement fédéral a chargé certains de ses fonctionarires d'étudier tout particulièrement le système Borstal établi en Angleterre. 
Le lieutenant-colonel P-A. Piuze, commissaire de la Sureté provinciale, naguère prefet du penitencier de Saint-Vincent de Paul, fut l'un de ceux qui étudièrent la question en Europe. 
Le colonel Piuze, à son retour, soumit aux autorités un long rapport de nombreuses recommendations.
A mon humble avis, écrit-il, le système Borutal, avec certaines modifications, est le mieux adapté à notre pays. Toutefois it serait impossible, actuellement du moins de l'adopter immediatement en raison den conditions territoriales et aussi de l'insuffisance des locaux.
Solution provisoire "Pour le présent, j’estime que la meilleure solution serait de hater in construction des bâtiments Laval à Saint-Vincent de l'aul et ceux de Collin's Hay, à Kingston (Ontario), où les jeunes délinquants pourraient être logés. Le pavillon Laval recevrait les jeunes du Québec et des provinces maritimes, et celui de Collin's Bay, ceux de l'Ontario et des provinces de l'Ouest.
"En attendant que les deux établissements mentionnés solent prêts, une certaine ségrégation pourrait être opérée dans nos penitenciers, mais seulement à titre provisoire. Même alors, il y aura toujours l'ambiance, et peut-être contact avec les autres. 
"Je ne suis pas en faveur des dortoirs communs pour les jeunes détenus comme en ont la plupart des établissements Borstal. Les chambres individuelles sont bien preferables.
"Je ne recommanderais pas non plus trop de récréations, et une discipline bien équilibrée devrait être maintenue. Je ne suis pas non plus porté à recommander qu'on accor e aux jeunes delinquants plus de privileges que n'en obtiennent à l'extérieur les jeunes gens honnêtes."
Les institutions Borstal sont des institutions d'Etat dirigées par des commissaires de prison qui font partie d'un service du Home Office.

Page 3. ---- Prisoners' Welfare Association Finds No Cause For Complaint ---- The Prisoners' Welfare Association has no complaint to make with regard to the treatment meted out to the inmates of Canadian penitentiaries, writes Charles Fyfe, honorary treasurer, to Colonel Piuze, the warden of St. Vincent de Paul Penitentiary, in reference to the complaints made recently in court by Jules Legace, when he was arraigned after his escape. The association would not hesitate to complain about cruel treatment, for the prisoners' welfare has always been the first thought in the mind of the organization, adds the letter.
"The writer has visited all the penitentiaries throughout Canada, Mr. Fyfe continues, and is convinced of their superior administration compared with similar institutions across the line.
When Legace was recaptured, and before sentence was passed on him, he complained to Justice Enright about ill-treatment at the penitentiary.
Col. Pluze said: "While all members of the penitentiary were doing their utmost to protect our society, certain newspapers had made a regular hero of the escaped convict, who had caused so much trouble and inconvenience."
Mr. Fyfe in his letter remarks: "It is with regret that I have noted the publicity which attended the evidence of Legace in court, for on the whole, we have been very favorably impressed with the class of men leaving your institution. They have in the main considered themselves well and humanely treated, and have come out with an adroitness of manner, and a very hopeful attitude toward life, which discounts the idea suggested by Legace of ill-treatment.

Page 2. ---- Plan For Separate Institution at St. Vincent de Paul Outlined --- PROPERTY BOUGHT ---- Warden Says Move Will Mark New Treatment of Juvenile Offenders ---- The proposed erection of a separate institution at St. Vincent de Paul for the housing of young criminals, is a definite step forward in the scientific treatment of juvenile offenders, Lieut-Cal. P. A. Piuze, warden of the Vincent de Paul Penitentiary told The Star today.
Col. Piuze commented on the recent statement at Kingston, Ont., of Brig-Gen. W. St. Pierre Hughes, inspector general of penitentiaries of the Dominion Department of Justice, regarding the proposal to establish "preferred class penitentiary," in that district and at St. Vincent de Paul.
The Government has acquired more than 400 acres, comprising nearly all of the lower part of the village, in the district of Penitentiary street to the Lussier estate, and bounded by St. Almond street, which will be converted into penitentiary reserve. The new building will be built on the Lussier estate grounds
SEGREGATION NEEDED C. Piuze explained that the idea is to separate the first offenders, usually young men, from the older inmates. He felt that it would serve to allow no opportunity for the recidivists to communicate any wrong impressions to the newcomers.
With regard to the building itself, nothing definite has been formulated apart from the segregation proposal. The matter is being studied, Col. Piuze said, and when the authorities at Ottawa have completed their survey, a draft containing proper instructions will be forwarded to the various criminal Institutions.
"Everything will be carried out on modern lines,” Col. Piuze said, "and will meet any new requirements which may have arisen during the survey A property will be shod, leaving a clear field of the warden declined to say whether he would assume charge of both penitentiaries They will be conducted as two separate institutions,’ he said “but it is possible that the administration will be handled from here.
Col. Piuze looked on the move as highly providential. "Young men who come here for the first time should be treated differently," he said. “Two different disciplines should be employed." 
LAUDS SYSTEM. The warden said that without criticising other institutions, he felt that the Canadian prison is the best in the word. This is partly due to the fact that in Canada, the jails are conducted along the same line as in England. He contrasted the closing up of jails in England and the need for more prisons in the United States to support his statements. 
Col. Piuze felt that there is something lacking in the American system. “Perhaps the reason lies in that their change for for every state, while in we have a uniform prison administration throughout the country."
“The treatment and discipline here does not change, and we always keep in mind that it is a penitentiary and not a college or university. There is no mollycoding, and we do not pretend to offer exaggerated recreational activities. In place of  this, we offer good libraries, good schools and good workshops, where our inmates are enabled to learn a useful trade and educate themselves to better citizens,"

“Trouble Is Sympathetic With Disturbances at Kingston Penitentiary,” Kingston Whig-Standard. November 8, 1932. Page 11. ---- ST VINCENT DE PAUL, Que. Nov 8.— Concerning the penitentiary riots here, Col. P. A. Piuze, Warden of the penitentiary, told the Canadian Press that the penitentiary was overcrowded. “It was built for 600 Inmate. We have 1105 here now. This trouble is sympathetic with the disturbance at Kingston.”

“Negro Blamed for Rioting Is Better,” Brantford Expositor. January 7, 1933. Page 11. ---- MONTREAL, Jan. 7 — (CP) — Chester Crosby, the giant negro, allegedly responsible for stirring up the trouble that ended in a riot at St. Vincent De Paul Penitentiary some months ago is still in the Infirmary, Col. P. A. Piuze, warden, stated. He is rapidly recovering, however, from the burns he suffered in the fire in the penitentiary tailor shop, Col. Piuze said. 
The report on the investigation into the riot is now complete and is in the hands of Hon. Hugh Guthrie, minister of Justice, the warden said.
