A ban on puberty blockers could be made permanent as the Labour Party takes a harder stance on transgender issues, The Telegraph can reveal.

Wes Streeting, the Health Secretary, intends to stop powerful hormone blockers being given to children via any means, subject to the outcome of a legal hearing.

Laws to ban the blockers being supplied to children by private or off-shore clinics were passed by Victoria Atkins, his predecessor, in emergency legislation ahead of the general election.

But these are due to expire on Sept 3 and the new Government had to decide whether to pass a law to make it permanent. It is understood Labour will now seek to renew the ban with a view to making it permanent.

Mr Streeting said he would “always put the safety of children first”, adding: “Our approach will continue to be informed by Dr Cass’s review, which found there was insufficient evidence to show puberty blockers were safe for under-18s.

“This ban brings the private sector in line with the NHS. We are committed to providing young people with the evidence-led care that they deserve.”

JK Rowling backed the move in a number of posts on X, formerly Twitter, citing studies detailing reported negative effects of puberty blockers and praising Mr Streeting for doing the “right” thing.

It comes after criticism of the party for its stance on women’s rights.

The appointment of Anneliese Dodds as the minister for women and equalities sparked a row this week, with Lesbian Labour, which claims to represent “the voices of lesbians in the Labour Party”, saying Ms Dodds “doesn’t get it”.

JK Rowling, Martina Navratilova and other feminist campaigners hit out at Sir Keir Starmer’s decision to appoint Ms Dodds, who has previously said there are many definitions of a woman.

The decision to pursue a permanent ban on puberty blockers is one of the first decisive steps on trans issues made by the new Government, which is keen to fully implement the findings of the independent Cass Review.

Dr Hilary Cass, the paediatrician who led the review, has said the drugs may permanently disrupt the brain maturation of adolescents, potentially rewiring neural circuits that cannot be reversed.

Her review urged giving children “time to think” before sending them down an irreversible path because people were changing their minds up until the age of 25. It led to the NHS stopping under-18s being seen by adult clinics and given cross-sex hormones.

Helen Joyce, the director of advocacy for Sex Matters, a human rights charity, said it was “an excellent sign that Labour intends to take an evidence-based approach to child gender medicine, and to prioritise child safeguarding”.

“As the Cass Review showed, there is no research to support using these life-altering drugs for gender confusion. Mr Streeting now needs to go further, and rein in the private sale of oestrogen and testosterone,” she said. 

“Otherwise, unregulated online clinics will continue to profit from desperate teenagers and young adults, who have been misled by trans lobbyists into thinking of these powerful hormones as a panacea.”

The NHS halted all prescriptions of puberty blockers with a view to starting a clinical trial, but there were fears about the number of children accessing the blockers via private online clinics such as Gender GP, which is based in Singapore.

The emergency legislation brought by Ms Atkins sought to put an end to that after a campaign to impose a widespread ban led by Liz Truss, the former prime minister.

But the decision to ban the drugs is being challenged in the High Court by the Good Law Project and TransActual, an activist group, with a hearing beginning at the High Court on Friday morning.

Jolyon Mougham, the director at Good Law Project and the lawyer bringing the challenge, said before the hearing that Mr Streeting had made his position clear to the judge.

“Wes Streeting’s position is that, subject to the outcome of the court proceedings and consultation, he will renew it and convert it into a permanent ban,” he said.

The High Court was told that Ms Atkins had overruled officials and acted on her “personal views” when she used emergency legislation to ban puberty blockers.

At the hearing on Friday, lawyers for TransActual and a young person who cannot be named told the High Court in London that the legislation made by the previous government on May 29, which prevented the prescription of the medication from European or private prescribers and restricted NHS provision to within clinical trials, was unlawful.

The Department of Health and Social Care and the Department of Health in Northern Ireland are defending the claim, and have said the case should be dismissed.

Hi, hope this question won’t be too long.

In “The Real Francis Joseph, the Private Life of the Emperor of Austria,” by Henri de Weindel, it states that in 1873 at the Vienna Exhibition, Empress Elisabeth was given an Egyptian slave who was part of the exhibit. The book later states that Elisabeth nursed the boy when he was sick and that he became a playmate to Marie Valerie and Sisi even had them photographed together and allowed copies of the photo to be sold. However, when the photo was caricatured in the newspaper Franz Josef became so angry he had all copies of the photograph and caricature destroyed. Another source said the boy was named Mahmoud (with the spelling varying according to source).

My question is though is there any information on what became of the boy afterwards? (The Weindel book doesn’t mention Mahmoud beyond this event). Or even to the accuracy of this incident?

Hello! I think Wendel is actually talking about a boy called Rustimo, who entered Elisabeth's service around 1877:

There doesn't seem to be an agreement on how Rustimo actually entered Elisabeth's entourage. According to Corti, Rustimo was "presented to her by the Khedive [the title of the governor of Egypt]" (1936, p. 280), meanwhile Brigitte Hamann says that he was "a blackamoor the Shah of Persia (according to one of various versions) had sent as a gift" (1986, p. 231). Giving that in both versions he was allegedly a "given" to the Empress, it may be safe to assume he indeed had been enslaved.

Before continuing, I'd like to make a small detour to talk about an event from Elisabeth's childhood: her father buying five enslaved boys in one of his trips.

Soon after the future Empress of Austria's birth, her father Duke Max in Bavaria embarked on a several months-long trip to Orient. In Cairo Max visited the slave market, and was horrified of seeing "people being sold like cattle", as he later wrote down in his memoirs about the trip (Winkelhofer, 2022). It was then probably an attempt at altruism what brought him to buy five boys from the market and bring them back with him to Munich, instead of just an "eccentricity" as it's often put.

Why did I mention this? Because the boys remained in the service of the Duke for many years. As Dr Martina Winkelhofer points out:

They lived in the servants' quarters at the back of Palais Max, on the second floor. Elisabeth also had her room up there, but at the front of the building. Having to deal with black servants was an everyday occurrence for her from childhood. (ibid)

Considering this, it wouldn't have been "exotic" for her to take Rustimo into her household. But given the reaction of the court, it's not strange that previous biographers see this only as her wanting to offend Viennese society. Landgravine Therese Fürstenberg, one of the Empress' ladies-in-waiting, wrote to her sister in August of 1877 that (warning for racist connotations):

The Archduchess [Valerie] recently took the blackamoor along on the promenade, he was put in the carriage with the French teacher, who sat next to the heathen feeling shamed and sad; the Archduchess always gives candy to children along the road. But now none of them dared to come near her when they saw the black boy and tried in every way to avoid the monster and his bared teeth, so as to get to the candies; all this seemed a great joke to the little girl. (Hamann, 1986, p. 231)

We have (even more) explicitly racist comments made by Landgravine Fürstenberg as well as by Countess Mária Festetics, another lady-in-waiting, but I rather not share them, they're just too nasty and add nothing to the post. You can make an idea of how everyone felt about Rustimo.

And what about Valerie? According to Corti, she "was afraid of him and took some time to grow accustomed to him" (1936, p. 280). But she never wrote down her feelings about her playmate. In the over 300 pages of her diary, she only mentions him once, in an entry from February 24 of 1880:

At ½7 Puttl and Raab come and we both have a dance lesson together until 7 o'clock when we have a supper and then "Eile mit Weile" [a board game] with Rustimo. Papa comes after ½8 until 8 o'clock. Then I go to bed (p. 21)

Elisabeth had Rustimo baptized in 1878 (it was just unacceptable that the Catholic Habsburgs had a heretic in their service). He was given the Christian name of "Rudolf" after the Crown Prince, his godfather. The Empress wrote of this ocasion to her mother Ludovika:

Today was Rustimo's christening in Valerie's salon… Rudolf was godfather. It was solemn and ludicrous, there were tears and laughter. He himself was very moved and wept. (Hamann, 1986, p. 231)

Rustimo continued to ascend in the Empress favor, and in 1884 he was made "announcer of the bedchamber". He remained in the service of Elisabeth until 1890, when he was pensioned, and in 1891, Rustimo "was sent to the charity institution in Ybbs, where he died the very next year" (Hamann, 1986, 232).

While Hamann states that Rustimo fell out of favor in 1885 (she gives no source for this) and that after he left court he was abandoned, Winkelhofer claims that, while writing her two-part biography of Elisabeth, she found evidence that it was the Empress who payed for Rustimo's stay at the institution Hamann mentions, and also for his grave when he died (she wrote about this on Instagram but I cannot for the life of me find in which post, you'll have to trust me on this one sorry). Winkelhofer has said that the second part of her biography, which will be published on August this year, will have this evidence, as well as new information about Rustimo; she claims it we'll give us a new image of him. This is actually the reason why I hadn't written about Rustimo yet, I was waiting for her book to come out to have all the information we have available and make a more complete post.

As for the claims made by Wendel, I honestly don't know. None of Elisabeth's biographer mention anything of her nursing Rustimo, and clearly all the copies of the picture of of him with Valerie weren't destroyed, since we have it to this day.

Before finishing this post, one more thing: Muhammed was a different servant! We know nothing (yet) of him, in fact neither Corti nor Hamann mention him in their books. Winkelhofer just says in the first part of her biography that "the Nubian Muhammed Beschir, [was a] servant for three years until his return to Africa" (2022). But she has also promised to reveal what she has discovered of this unknown servant in the second part of her biography, and I can't wait for it!

Earl received a strict upbringing along with Mason. Their father clearly favored Mason because he on some level detected that Earl was autistic and queer even before Earl himself could understand it. Mason, of course, parroted their father's homophobia and ableism, which shoved Earl deeper into the closet.

When Earl grew up, he got a job at an office, where he thrived. However, he got fired for being autistic, so he needed a new job. Mason pulled some strings and got Earl a place in Soldiers of Cleanliness. Earl got very good at his new job, but he hates it.

Narrator (audiobook): Jo is visibly impressed as well, and finally a smile appears on her face too.

Narrator (audiobook): Afterwards, the Internals meet the Externs in the assembly hall for the weekly school meeting. Jo addresses Ruda and her friends.

Jo: „Everything’s spotless again! Like your souls.“

Narrator (audiobook): The Externs are not very enthusiastic.

Musti: „They probably did some shit again!“

Narrator (audiobook): Eggi, an Extern and good friend of Ruda, enters the hall last.

Ruda, hushed: „Where were you, Eggi?!“ Eggi: „Martina used the skating rink, I just saw it!“ Musti: „What!“ Eggi: „Yeah, she can literally do everything! Flip, slide, grind…“ Musti: „Really?!“ Eggi: „Yeah!“ Martina: „Martina?!“ Eggi: „Yeah, badass as hell…“

Narrator (audiobook): Ruda has heard enough.

Ruda: „That’s enough, Eggi. The Internals are so dead.“ Other Extern with dark curls: „For sure.“

Direktorin Kreuzkamm: „Good morning!“

Narrator (audiobook): Frau Kreuzkamm tries to act deliberately relaxed, sits down on the edge of the stage and beams at her students.

Direktorin Kreuzkamm: „I want you to know how happy it makes me to see you all, Externs and Internals, together.“

(quiet laughter from some of the kids - Sebi, one of the Externs, mouths "together!" to some of her friends. The Internals and Externs are notably NOT sitting together.)

Direktorin Kreuzkamm: „As you know, our end of the year celebration is coming up. And for this year, we decided that the Externs and Internals will perform our play, 'The Flying Classroom', together.“

(Loud appalled „What?!“s and complaints from the students.)

Narrator (audiobook): An idea that’s is anything but well received by the Externs.

Musti: „But Frau Kreuzkamm- that was always our thing!“ Sebi: „Why are we being punished now?!“

Narrator (audiobook): Jo speaks up for the Internals.

Jo: „We’re happy to join!“ Eggi: „Your parents won’t come to the closing celebration anyway!“ Jo: „They will! My mother is coming.“ Ruda: „Yeah, yeah, you say that every year.“ Jo: „But this time it’s for sure.“ Extern with the dark curls (imitating): „This time for sure.“

The Externs laugh.

Narrator (audiobook): The Externs seem to have hit a sore spot with Jo.

Direktorin Kreuzkamm: „Kids, we’ve decided that the Internals and Externs should do more together. Just because there have always been these conflicts doesn’t mean we should endure them any longer, but look for a resolution.“ Ruda: „With a play?!“ Direktorin Kreuzkamm: „Art has an incredible power and healing potential-" Ruda: „What a load of bullshit…“

Narrator (audiobook): Ruda has her own opinions about that.

Direktorin Kreuzkamm: „First, we need a boy who’s willing to play a girl.“ Matze: „But we have enough girls in our class.“ Direktorin Kreuzkamm: „It’s always been that way in this play. And I’ve also seen on my daughter’s TikTak that everyone does that right now.“

Loud laughter from the students.

Narrator (audiobook): The Extern Eggi volunteers, but is called to order by Ruda immediately.

Sebi slaps his hand down.

Ruda, hissed: „Eggi!“

Narrator (audiobook): Sebi, another Extern, raises her hand and points to…

Sebi: „Uli!“

The kids start talking through each other.

Direktorin Kreuzkamm, happily: „Uli!“ Uli: „No, I’m not doing that.“

The Externs start clapping and chanting „Uli! Uli! Uli!“ until the whole hall is yelling it.

Narrator (audiobook): The Externs sense a new opportunity to bully Uli and loudly support the casting proposal.

Matze: „Leave him alone!“

Narrator (audiobook): Uli seems to panic. Jo snaps.

Jo: „Hey!“ Uli: „I’m not gonna do that!“ Jo: „What’s your problem?!“

Chanting dies down.

Ruda: „You guys are the problem. What else. As if we’d do anything with you.“ Musti: (snorts) „Get the message.“

They start chanting Uli‘s name again.

Direktorin Kreuzkamm: „Quiet please! That’s enough. Kids, if you can’t do this, you will all get a reprimand.“

Loud objections from the students.

Jo: „We’ll do it! We’ll do it together.“

Silence.

Direktorin Kreuzkamm: „…Good!“
