Hell is full of human culture. Cerberus statues are based on The Thinker, Debussy's music plays in Limbo, there are historical monuments all across the different layers, etc.
I think they ended up in Hell simply because those pieces of culture "died". We know now that the war lasted 200 years, most humans were killed, and the surface probably almost fully bombed. Those monuments and pieces of art were destroyed, and alongside them, the people who knew about them.
Because they were made by humans, they are bound to Hell even after they got completely erased from Earth.
