If you've noticed this in an engineering or software organization, or think it might have parallels to other disciplines -- or, god help you, you recognize yourself in that description -- you owe it to yourself to read Tanya Reilly's Being Glue, about the work that holds all other work together.
Tanya tells it well, and it's worth a read, but her main point is that this work is:
Undervalued
Rarely even named or given an official title
Disparaged as "not the main mission" (or "not technical enough") when it's time to measure folks contributions
...and disproportionately performed by women.
Administration is real work; project management is real work. Read Tanya's essay and think about how your team can start naming and properly valuing "glue work".
I've just about gotten to the point that the phrase "flat organisation" has become a potential red flag. Like, yes, an organisationally flat team structure is a grand thing, but in my experience, at least 50% of time time what "flat organisation" actually means is that everyone on the team is a full-time creative and nobody is doing production or project management work. Go on, guess how well that works.
