Today those who defend the environment are slaughtered every day. At a time like the one that the planet lives in which the protection of those who defend it is required, the opposite happens. Those who have resisted this destruction by the powerful have not stopped saying NO, they have always done so, although the current administration does not want to have memory.
The murder in the community of Amilcingo, Morelos of Samir Flores, a member of the resistance against the Comprehensive Plan Morelos, its gas pipeline and thermoelectric plants that put the life and territory of Nahua communities in Puebla and Morelos at risk; the massacre of 15 Ikoot indigenous people in San Mateo del Mar, Oaxaca, one of the regions that has opposed the Trans-isthmian Corridor projects; the growing paramilitary violence in Chiapas, with 56 attacks in the municipality of Aldama alone, and the kidnapping in February of members of the National Indigenous Council (CNI) of the municipality of Chenalhó are proof that the war continues.
Now the violence is becoming more and more explicit against the Zapatista communities. The growth of the activity of paramilitary groups such as “Los Chinchulines” or the Regional Organization of Coffee Growers of Ocosingo (ORCAO), as well as the appearance of new groups, is exacerbating tension in the region. The theft and burning of warehouses and houses of the Moisés Ghandi community, of the Autonomous Rebel Zapatista Municipality “Lucio Cabañas”, (in the official municipality of Ocosingo), show the increase in the intensity of the aggressions and provocations against the Zapatista Army of National Liberation. The EZLN has respected the ceasefire for years and has focused on strengthening its autonomous organizational processes with schools, clinics, and justice systems.   Tras un fuerte consenso y trabajo, integrantes de la LXIV Legislatura del Congreso del Estado de Hidalgo designaron a los Concejos Municipales para los 84 ayuntamientos hidalguenses que encabezarán sus respectivas demarcaciones del 5 de septiembre al 14 de diciembre de 2020.
Lo anterior, derivado de la suspensión del proceso electoral para la renovación de los 84 ayuntamientos hidalguenses, el cual fue pospuesto hasta el 18 de octubre del año en curso, por la contingencia sanitaria a nivel mundial, provocada por el virus SARS-CoV-2, que causa la enfermedad coronavirus tipo Covid-19.
Durante los trabajos del quinto periodo extraordinario de sesiones correspondiente al receso del segundo periodo ordinario de sesiones correspondiente al segundo año de ejercicio constitucional de la LXIV Legislatura de Hidalgo, las y los diputados locales aprobaron por unanimidad la integración de los 84 Concejos Municipales.
Los dictámenes fueron emitidos por la Comisión de Gobernación del Congreso local que preside el diputado José Luis Espinosa Silva, quien mencionó que la administración municipal se encuentra en una situación eventual ya que los nuevos integrantes deberían tomar protesta el 5 de septiembre, sin embargo, será hasta el 15 de diciembre del presente año.
“De lo razonado, se desprende que el constituyente permanente nacional y estatal creó reglas generales para atender situaciones emergentes a falta de Ayuntamientos, por ello, se estableció que, en tanto entraran en el desempeño de su encargo los integrantes del Ayuntamiento electos mediante sufragio universal, libre, secreto y directo de los ciudadanos, se prevé designar un Ente que asuma las funciones del Ayuntamiento”, afirmó.
En pro del dictamen, el legislador Víctor Osmind Guerrero Trejo sostuvo que, “no se debe perder de vista que la razón de ser de los concejos municipales consiste en su naturaleza sustituta y emergente con respecto a la figura constitucional del Ayuntamiento, mismos que sólo podrán existir bajo las hipótesis establecidas en el marco constitucional y legal”.
Por lo anterior, la legislación establece que, “las Legislaturas de los Estados deberán designar de entre los vecinos a los concejos municipales que concluirán los periodos respectivos; en el entendido de que estos concejos estarán integrados por el número de miembros que determine la ley, quienes deberán cumplir los requisitos de elegibilidad establecidos para los regidores que son electos por el voto directo”.
Asimismo, se menciona que, “que la institución de concejos municipales no violenta el derecho de votar y ser votado, pues se trata de dos supuestos distintos propios de una democracia; el primero, cuando se accede al poder por vía del sufragio libre, secreto y universal”.
Las autoridades designadas deberán recibir, de los presidentes municipales salientes, la administración pública municipal, así como realizar los trámites correspondientes, mientras que el 14 de diciembre deberán entregarla a las autoridades que resulten electas y rindan protesta de ley el próximo 15 de diciembre del año en curso.

“Mort-Bois, una infancia de Jean Genet” es una película que narra la vida del autor francés en la provincia francesa
En el verano de 1924, en el corazón de Morvan, Jean Genet entra en conflicto con Georges, el hijo de la familia con la que creció. Abandonado por su madre al nacer, el adolescente se da cuenta de su diferencia y se rebela. Esta es la historia que presenta “Mort-Bois, una infancia de Jean Genet”, filme dirigido por Frédéric Labonde, basado en relatos históricos y en las cartas que la madre del autor de “Diario del ladrón” escribió con tristeza.
Intrigado por el autor desde los 18 años, el director redescubre a Genet con estas misivas, dadas a conocer en el año 2010, durante el centésimo aniversario del natalicio del artista francés. El formato corto de la película obliga al cineasta a explicar los acontecimientos de los últimos dos años de Jean Genet en Morvan en un período de tiempo más limitado: durante su último verano en la provincia francesa antes de su partida a París. Una derogación necesaria para una película de veinte minutos.
El realizador decide seguir de cerca este período, donde el escritor realiza sus primeros vuelos y donde destaca el carácter rebelde y antisocial del niño. Por el método de narración elegido, la lectura en voz de las letras escritas por la madre biológica de Jean Genet, antes y después de su abandono, Labonde dirige la película sobre los sentimientos de los personajes.
“Mort-Bois, una infancia de Jean Genet” está construida en dos partes: de acuerdo con las cartas, está la historia de la mujer que abandona a su hijo y, paralelamente, muestra la vida cotidiana del niño que no se encuentra y desarrolla su rebeldía y su apego con la marginalidad.  
Periodo fundador
Frédéric Labonde asegura que Jean Genet tuvo un buen recuerdo de sus días en Morvan y que una prueba fehaciente de ello está en su novela “Nuestra Señora de las Flores”, donde narra que probablemente fue uno de los momentos más felices de su vida. También asegura que fue un período fundador de su vida, porque ahí comenzó a crear, y también se dio cuenta de que durante toda su existencia sería un niño marginal y abandonado. “Ahí es  donde se enfrentó a la violencia de la naturaleza: la vida, la muerte, la relación con los animales, con el cuerpo. Creo que fue un elemento fundador de su literatura. También fue donde tuvo este fuerte sentimiento de injusticia que lo empujará a defender a los oprimidos. Robó para repartir a otros niños. Después encadenó a los fugitivos. Todo su génesis está en este período”, explica.
Aunado a esto, el cineasta explica que la "leyenda de Genet" a menudo comienza al momento de su internamiento en Mettray, la prisión para niños en la que se convirtió en un pequeño delincuente, un rebelde, y él quería demostrar que desde antes ya tenía ese espíritu revolucionario. “Organizó huelgas contra el párroco, robó en el pueblo, ya había tenido sus primeras relaciones sexuales desde muy joven. El hombre en el que se convirtió ya estaba en él. Y conozco esta área de Morvan, esta región agrícola de la que proviene mi familia. Es la confrontación permanente con la putrefacción, con el ciclo de la vida, algo sucio y todo esto está presente en su obra”, finaliza.
