Record Film & video Post-Production Gains in New York State
New data shows 173 new hires and $70 million in spending
Last month, one year after the strengthened post-production tax credit took effect, Empire State Development President, CEO & Commissioner Kenneth Adams released new data showing post-production business in film and video production booming in New York State. The data, compiled by the Post New York Alliance, shows post-production hiring is up (by 25%, on average) with 173 new hires since this time last year. It is estimated that the uptick in new post-production business will generate nearly $70 million in new spending in the state. In the last year alone, post-production companies reported spending nearly $18 million to expand and purchase new equipment to accommodate the increase in business demand.
Source: 2 August 2013 | Titles: Lee Daniels' The Butler | www.imdb.com - 640 × 948 - More sizes |by Kenneth Chisholm
“Last July, the state sent a clear message that we wanted to attract the good-paying jobs this fast-growing industry provides,” said Commissioner Adams. “A year later, from Buffalo to New York City, post-production business is booming. Under Governor Cuomo’s leadership, the state’s film and television program is taking off – bringing new business and jobs to New York and making it the place to be for the film and television industry.”
The strengthened legislation, which Governor Cuomo championed and signed into law last July, was designed to help the state compete for post-production business and jobs, a fast-growing segment of the motion picture and television industry. The law boosted the available post-production tax credit from 10 percent to 30 percent (for post-production work in the New York metropolitan commuter region), and from 10 percent to 35 percent (for post-production work done Upstate.)
Since taking effect:
61 productions have applied for post-production work in New York – more than triple the number of applications received during a two-year period under the previous tax credit;
Seven post-production companies have established new operations, including three Upstate; at least two New York post-production companies have significantly expanded their operations; and
Revenue has increased, on average, by 31 percent for participating post-production companies in New York.
Yana Collins Lehman, managing director of Trevanna Post and executive board member of the Post New York Alliance, said, “In the last twelve months, the Post New York Alliance has witnessed an expansion of the film and television post production industry that has surpassed our greatest expectations. All of our members, and the entire industry, owe a huge debt of gratitude to Governor Cuomo and his administration for removing barriers to job creation in the state and supporting our efforts to grow our industry.”
Productions consistently cite the enhanced credit as key to their decision to bring their post-production work to New York, instead of another state. Pam Williams, producer of the critically acclaimed film Lee Daniels’ The Butler, said: “We always knew we wanted to do our post-production in New York because of the great people and facilities here, but we weren't sure we could make the numbers work,” Williams said. “So when Governor Cuomo signed the law increasing the post production tax credit to 30 percent last July, it made it possible for us to be where we really wanted to be.”

Post production companies in New York say phones have been ringing off the hook since strengthened New York State post-production incentives took effect last year.
Empire State Development President, CEO & Commissioner Kenneth Adams released new data showing post-production business is undergoing unprecedented growth in New York State. The post production incentive is part of the overall New York State film tax credit program and is designed specifically for productions filmed anywhere in the world that choose to do their post production in New York State. Specifically, $7 million of the annual $420 million tax credit is set aside each year for this post production incentive. Starting in 2015, this post production allocation will increase to $25 million each year.

NYLOVESFILM: Post Production Stakes a Claim in Western NY
Partnership between Empire Visual Effects and Daemen College heralds the growth of a new industry for the region
Big news for Buffalo, and the New York State’s thriving film industry! Empire Visual Effects, a new post-production, visual effects and animation company, is coming to Buffalo. The company, which will partner with Daemen College, has pledged to create 150 new visual effects and other post production jobs within five years – jobs that will pave the way for the creation of a new post production and visual effects industry in Western New York.
From Left to Right: Gary A. Olson, President of Daemon College; Lieutenant Governor Robert J. Duffy; Marcelo Gandola, Co-chair Post New York Alliance, advisor to Empire State Visual Effects; Pete Conlin, Managing Partner at Empire Visual Effects and Sixteen19; Jonathan Hoffman Managing Partner at Empire Visual Effects and Sixteen19; and Ben Porcari Managing Partner at Empire Visual Effects
“We are pleased to welcome Empire Visual Effects to the City of Buffalo as they plant their roots in Upstate New York,” said Governor Cuomo when the plan was announced. “The establishment of Empire Visual Effects is evidence of the great potential of transforming Upstate and Western New York into a major film, animation and post production destination for the industry. I am confident the momentum, coupled with our Buffalo Billion commitment, will drive even more investment and projects to this region. This will mean more good-paying, high-tech jobs for New Yorkers in an exciting field.”
New York State awarded the company and Daemen College a $4.5 million capital grant to facilitate the project, which will help establish Upstate as a post-production hub and, through a new course developed by Daemean College, create a college-to-work pipeline. This job-creating partnership was supported by the Buffalo Billion Initiative, designed to spur significantly greater private investment and create thousands of new, sustainable jobs in the Buffalo region.
“Under Governor Cuomo’s leadership, the state’s film and television program is taking off – bringing new business, investments and jobs to New York,” said Empire State Development President, CEO & Commissioner Kenneth Adams. “The record gains over the last year, especially in post-production, make it clear that New York is the place to be for the film and television industry. I welcome Empire Visual Effects to their new home in Buffalo.”
Post-production includes all of the editing after filming is complete and includes visual effects, color correction, sound editing and mixing. The industry also includes thousands of other jobs, from engineers and messengers to creative and support staff. The New York State film production tax credit law was recently expanded to specifically focus on attracting post production work to communities in all corners of the state. At a time when other states are experiencing production flight, New York’s strengthened credit supports a robust industry cluster which has become a major source of direct and indirect employment and economic opportunity for hundreds of thousands of people.

STAY TUNED: Television Production Soars in New York
Make sure you catch NYS’s first Internet production from Netflix, "Orange is the New Black" premiering July 11, 2013
From new pilots and television shows to recurring TV series, the world of television production is thriving in New York State, not only within NYC, but beyond the five boroughs as well. Since Governor Andrew Cuomo took office on January 1, 2011, there have been 116 television pilots and series that have taken advantage of the New York State Film Production Credit program, pumping more than $3.1 billion into New York’s economy.
“New York has traditionally provided a fascinating array of backdrops against which to shoot our varied television shows, whether it’s the gritty streets of ‘Law & Order’ or the beautiful theatre district for ‘Smash’ or our own Rockefeller Center for ‘30 Rock,’” said Bob Greenblatt, Chairman, NBC Entertainment. “The state’s tax incentive program has made producing these shows and others – including ‘America’s Got Talent’ and the upcoming ‘The Tonight Show with Jimmy Fallon’ and ‘The Michael J. Fox Show’ – even more feasible as a beacon for attracting top talent in front of and behind the camera who prefer to work in New York.”
Many of New York's new shows are getting a lot of attention in the news, for example, in a recent story about the highly-anticipated new series Orange Is The New Black, which will begin streaming on Netflix July 11th.
