EMPIRE STATE DEVELOPMENT ANNOUNCES RECORD POST-PRODUCTION GAINS IN NEW YORK STATE
Post production companies in New York say phones have been ringing off the hook since strengthened New York State post-production incentives took effect last year. 
Empire State Development President, CEO & Commissioner Kenneth Adams released new data showing post-production business is undergoing unprecedented growth in New York State.  The data, compiled by the Post New York Alliance, shows post-production hiring is up by 25 percent on average, with 173 new hires since this time last year. It is estimated that the uptick in new post-production business will generate nearly $70 million in new spending in the State. In the last year alone, post-production companies reported spending nearly $18 million to expand and purchase new equipment to accommodate the increase in business demand.
Since taking effect:
61 productions have applied for post-production work in New York – more than triple the number of applications received during a two-year period under the previous tax credit;
Seven post-production companies have established new operations, including three Upstate; at least two New York post-production companies have significantly expanded their operations; and
Revenue has increased, on average, by 31% for participating post-production companies in New York.
The post production incentive is part of the overall New York State film tax credit program and is designed specifically for productions filmed anywhere in the world that choose to do their post production in New York State.  Specifically, $7 million of the annual $420 million tax credit is set aside each year for this post production incentive.  Starting in 2015, this post production allocation will increase to $25 million each year.

Partnership between Empire Visual Effects and Daemen College heralds the growth of a new industry for the region 
Big news for Buffalo, and the New York State’s thriving film industry!  Empire Visual Effects, a new post-production, visual effects and animation company, is coming to Buffalo. The company, which will partner with Daemen College, has pledged to create 150 new visual effects and other post production jobs within five years – jobs that will pave the way for the creation of a new post production and visual effects industry in Western New York.

New York State awarded the company and Daemen College a $4.5 million capital grant to facilitate the project, which will help establish Upstate as a post-production hub and, through a new course developed by Daemean College, create a college-to-work pipeline. This job-creating partnership was supported by the Buffalo Billion Initiative, designed to spur significantly greater private investment and create thousands of new, sustainable jobs in the Buffalo region.
“Under Governor Cuomo’s leadership, the state’s film and television program is taking off  – bringing new business, investments and jobs to New York,” said Empire State Development President, CEO & Commissioner Kenneth Adams. “The record gains over the last year, especially in post-production, make it clear that New York is the place to be for the film and television industry. I welcome Empire Visual Effects to their new home in Buffalo.”
Post-production includes all of the editing after filming is complete and includes visual effects, color correction, sound editing and mixing. The industry also includes thousands of other jobs, from engineers and messengers to creative and support staff. The New York State film production tax credit law was recently expanded to specifically focus on attracting post production work to communities in all corners of the state. At a time when other states are experiencing production flight, New York’s strengthened credit supports a robust industry cluster which has become a major source of direct and indirect employment and economic opportunity for hundreds of thousands of people.

From new pilots and television shows to recurring TV series, the world of television production is thriving in New York State, not only within NYC, but beyond the five boroughs as well.  Since Governor Andrew Cuomo took office on January 1, 2011, there have been 116 television pilots and series that have taken advantage of the New York State Film Production Credit program, pumping more than $3.1 billion into New York’s economy.

“New York has traditionally provided a fascinating array of backdrops against which to shoot our varied television shows, whether it’s the gritty streets of ‘Law & Order’ or the beautiful theatre district for ‘Smash’ or our own Rockefeller Center for ‘30 Rock,’” said Bob Greenblatt, Chairman, NBC Entertainment. “The state’s tax incentive program has made producing these shows and others – including ‘America’s Got Talent’ and the upcoming ‘The Tonight Show with Jimmy Fallon’ and ‘The Michael J. Fox Show’ – even more feasible as a beacon for attracting top talent in front of and behind the camera who prefer to work in New York.” 
Many of New York's new shows are getting a lot of attention in the news, for example, in a recent story about the highly-anticipated new series Orange Is The New Black, which will begin streaming on Netflix July 11th.

COMMISSIONER KENNETH ADAMS KEYNOTES COLLIDER CONFERENCE
On June 10th, Empire State Development President, CEO and Commissioner Kenneth Adams kicked off COLLIDER in New York City, the first digital and post industry conference of its kind held on the East Coast.  The more than 400 attendees -- representatives from animation, VFX, motion design studios, post facilities, interactive studios, video game developers, broadcasters, ad agencies, brands/marketers and freelancers -- participated in a three day agenda including master classes, a job fair, and the conference, which addressed a broad range of issues impacting the industry.    
In his remarks, Commissioner Adams stressed Governor Cuomo’s support of the post production industry and pointed out that the newly-passed New York State Film Production Incentive Program includes changes that increase resources for the post industry.  “This is intentional as we want to grow post and support your industry because of the economic impact and jobs you create,” said Commissioner Adams.   “We want your companies to expand and build new companies, and we want to partner with you as you bring work to communities throughout New York State.”
In July 2012, the Governor signed legislation that tripled the post production tax credit, enabling productions to realize a 30% credit Downstate and 35% credit in Upstate New York.  The program was further enhanced by significantly lowering thresholds for VFX/Animation to qualify for credits, and by adding an additional 10% credit, beginning in 2015, on labor in select counties in Upstate New York.  Further enhancements to the program include increasing the Post funding from $7 million to $25 million per year and extending New York State’s commitment to the overall film credit program through 2019. 
The industry response to these changes and enhancements has been overwhelmingly positive.  In the last 11 months, 47 applications for the Post Production Credit Program have been received.  This compares to 17 applications received in the prior two-years period.  In addition, four new post production companies have relocated to New York State, while several resident post facilities have expanded their space and broadened their workforce to accommodate the increased demand.
Combining the enhanced New York State Post Production Credit Program with the wealth of facilities and strong talent base, New York State has definitely secured its position as an international leader in digital production and post production.

Empire State Development (ESD) today announced that Gigi Semone has been named Executive Director of the Governor’s Office of Motion Picture and Television Development.

Gigi Semone said, “This is an exciting time to join the Governor’s Office of Motion Picture and Television Development. The Office is on a record-breaking path, bringing new productions –and jobs – to all parts of the state. As Executive Director, Semone will be responsible for marketing New York State as a location for film and television production and will also oversee new initiatives championed by Governor Cuomo to grow the industry, especially Upstate. Semone will report to Rhoda Glickman, Senior Vice President for Arts, Culture and Film Development.
Semone comes to ESD with extensive industry experience. Most recently, Semone was the Executive Vice President of National Publicity for Sony Pictures Entertainment, where she crafted and executed national broadcast, digital, print and radio publicity strategies. Prior to joining Sony, Semone was the Vice President of Walt Disney Company’s East Coast Publicity division, where she successfully managed all aspects of magazine publicity for live action and animated films and executed east coast events and press coverage. Semone received her B.A. from Colgate University. A native New Yorker, she resides in New York City with her husband.
Since Governor Cuomo took office, New York State’s film and television tax credit program has taken off - experiencing a surge in program applications. It is estimated that the 349 projects that have filmed or applied to the program during the Cuomo administration will result in over $5.5 billion in direct spending in New York State. Many major television and film productions have cited the program as a leading factor in their decision to film and produce in New York State.

“The Tonight Show” and “America’s Got Talent” Announce Plans to Relocate to NYS
On the heels of the extension of New York State’s film & post-production tax credit program, administered by Empire State Development, NBC’s top-rated summer series “America’s Got Talent” and “The Tonight Show” announced their plans to move from their current locations in New Jersey and California, respectively, and come to New York.  
The state’s popular tax credit program was extended through 2019 as part of the third consecutive on-time state budget passed in March.  The extension includes several new provisions to enhance and expand the program. There are new incentives, for example, to attract television shows produced in other states to New York to create jobs, spur tourism and generate new investments in New York.

America's Got Talent (AGT) is projected to create more than 500 jobs and result in over $100 million in direct economic activity each season. More details can be found in Governor Cuomo’s press release.  The governor’s statement on the Tonight Show noted that the show’s return to New York builds upon “the recent surge of television and film production happening here in New York that has restored our state as a global film production capital and driven the creation of new jobs and business growth throughout the state.” The full statement can be found here.

New Opportunities for Post Production
The renewed law includes changes that lower barriers to entry for post-production and visual effects work, making it easier for productions to meet thresholds, and continue to attract more work to New York State.  
Productions that film in New York State and qualify for the Production Tax Credit will no longer have to meet any extra thresholds to earn a tax credit on post-production costs incurred in-state. Through extra incentives for post-production work performed upstate, post houses will be able to afford to tap into the state’s higher education assets and compete with facilities overseas in both quality and cost—creating high tech, highly skilled and high paying jobs here in New York State.
Added Benefits for Filming Upstate
New measures added to the law make filming upstate more affordable than ever. Productions that previously could not justify the added cost of bringing crews, equipment and talent to Rochester, Syracuse, Buffalo or the Adirondacks will be able to offset some of the added expense of shooting upstate. Projects that complete post-production only in state will also be eligible for the additional 10% bump on labor in those counties.
The new tax credit is built for the long haul, and aimed at creating jobs in New York State so that five, seven and even ten years from now New York will still be ‘Hollywood East’ and continue to see the economic benefits of its vibrant and productive film and television community.

The Oscar Goes to...
The Empire State!
New York State made a number of appearances during this year’s Oscar award ceremonies.
The 2013 Oscar for Best Visual Effects was won by Life of Pi, which received rave reviews for its digital depiction of a Bengal tiger created by three alumni from the Rochester Institute of Technology (RIT).  The digital tiger appeared in all but 24 of the 170 shots in the movie, and blended seamlessly into two dozen other shots of a real life tiger.

RIT alums Scott Vosbury, Rich Enders and Jen Stratton work for the character and visual effects studio that supplied about 600 people to work on the film.  Of his New York-based training, Vosbury, lead digital composer on the film, said: “RIT gives students what I call a ‘real world’ education – that is a combination of a great academic program combined with practical filming experience from Day One.  There aren’t many other universities in the U.S. that do that.”
“I feel by letting us make our own films within the first two weeks, we ended up getting a Masters level of education within the confines of a four-year Bachelors program,” he said.  “I would recommend RIT to any high school student who knew they were passionate about filmmaking and animation.” 
ChaRon Brabham is another New Yorker who graced the stage at the Oscars – multiple times!  The Brooklyn native and State University of New York at Potsdam student won first place in the national “Oscar Experience College Search”— a contest sponsored by the Academy of Motion Picture Arts and Sciences and mtvU, MTV’s 24-hour college network.  She was one of 1,100 other college students across the country who submitted a 30-second video answering the question, “How will you contribute to the future of movies?”

As part of the prize package, ChaRon, along with five other contest winners, was on stage to deliver Oscar statuettes to ceremony presenters at the Academy Awards on February 24, 2013.  They were also introduced during the live ceremony by Hawk Koch, President of the Academy of Motion Picture Arts and Sciences.

ChaRon was ecstatic about her experience: “Nothing can ever compare to what I experienced there from the day I arrived at LAX to the day after the Oscars when I left.  It kept getting better and better and better and better.  Spending that time with all these people who love film and meeting the other winners, producers, directors, actors was so inspiring.  It was a dream come true!”

And the Winners Are:
NYS Film Tax Credit Program Participants are well represented during awards season
The New York State Film Production Tax Credit program, administered by Empire State Development, successfully attracted 135 new projects to the state over the course of 2012. In addition to creating jobs for thousands of New Yorkers and attracting billions of dollars annually, these shows and films have gained critical acclaim for their artistic merit. The year’s crop of productions includes television shows and films that have been nominated for some of the most prestigious awards in the industry.

New York productions were well represented in the lists of nominees for the 2012-2013 Golden Globes, Oscars, and Writers Guild, Independent Spirit , Screen Actors’ Guild, Producers Guild, Costume Designers Guild, American Film Institute and  GLAAD Media Awards. Nomination categories ran the spectrum of industry talent from Best Actor, to Outstanding Writing, to Best Performance by an Ensemble, to Excellence in Costume Design. 
All of the projects below have received award nominations -- many multiple nominations -- including several wins, thanks in part to the support offered by the New York State Film Production Tax Credit program.

  Additionally, the Wes Anderson film Moonrise Kingdom, which completed post production in New York with the help of the New York State Post Production Tax Credit program, has earned multiple nominations. Moonrise Kingdom is up for an Oscar nomination for Writing – Original Screenplay, a Golden Globe nomination for Best Motion Picture, multiple nominations from Independent Spirit Awards, as well as nominations by the Producers Guild and by the British Academy of Film and Television Arts.  The film has taken home an award from the American Film Institute for being one of their “Movies of the Year,” and a Gotham Award from the Independent Feature Project for Best Feature.   
Empire State Development and the Governor’s Office of Motion Picture and Television Development extend their congratulations to all the productions that have benefited from the tax credit program, and look forward to building upon the past year’s success in both creating jobs and winning awards in 2013.
