Commissionerate system in Bhopal, Indore soon : MP govt
The process of implementing Commissionerate system in two districts of Madhya Pradesh is likely to begin by the end of November. State home minister Narottam Mishra said on Wednesday that the government is set to issue notifications so that it would not require approval from the Assembly or the cabinet.
Talking to the media, Mishra said that Police Commissioners would be given additional powers by amending various Acts. Once the Commissionerate system is implemented, all police stations falling within the Municipal Corporation limits will come under the new system.
“The state government will issue ten notifications to implement Commissionerate system and the requisite proposal will not need the approval of the cabinet or sate Assembly,” he added.
The officials will be posted under the Commissionerate system on the day notifications will be issued after the approval of the law department, Mishra said.
Police officials under the Commissionerate system will be given additional power by amending certain sections of the Code of Criminal Procedures (CrPC) along with Police Act, Motor Vehicles Act, National Security Act, Prisoners Act, Immoral Traffic Prevention Act and more.
He further informed that besides posting a Police Commissioner in Bhopal and Indore, as many as three officers of the rank of Additional Commissioners, eight officers of the rank of Deputy Commissioners will be posted in both districts. Along with these, around 30 officers of the rank of Assistant Commissioners of Police will be posted.
The announcement for the implementation of Police Commissionerate system in Bhopal and Indore was made by Chief Minister Shivraj Singh Chouhan on Sunday.
This has been a pending decision for the last few years and increasing crime rates prompted the state government to take action on this issue. It will be the first time when a district of Madhya Pradesh will have Police Commissionerate system, the government said.

Bureaucrats’ turf war like Indo-Pak war:MP CM
In what is being seen as an indictment of the state bureaucracy, chief minister Shivraj Singh Chouhan said that sometimes the way bureaucrats fought, it appeared as if it was “India-Pakistan war”.
The chief minister said this while addressing the bureaucrats on occasion of Civil Service day at the Academy of Administration in Bhopal on Friday. Top bureaucrats of the state, including the chief secretary Basant Pratap Singh, the DGP Rishi Kumar Shukla were present.
The chief minister went on to say that this estrangement between different groups of bureaucrats affected work and was not good for development. He advised all the officers to “leave their ego and work as a team,” and added that all news of groupism among officers was not good.
The chief minister’s words are being read in the context of the tug-of-war going on at present between the IAS and the IPS lobby over introducing police commissioner system in Indore and Bhopal, which would entail giving certain magisterial powers now vested with the district magistrate to the police. The IAS lobby is against introducing this system, arguing that it would vest too much power in the hands of the police.
The chief secretary Basant Pratap Singh sought to play down the differences between the different streams of bureaucrats. “The chief minister said it in lighter vein. See, the DGP and I go in the same car. Do India and Pakistan go in the same car?” he asked. He denied that there was any groupism between officers of different departments and said work was going on normally.

4 killed as Dalit protests turn violent in Madhya Pradesh
Bhopal: The Dalit protests on Monday turned violent in Madhya Pradesh, leaving four persons dead and several people, including a sub-divisional magistrate (SDM) and policemen, injured, officials said.
In the wake of the large-scale violence, curfew was imposed in three districts of Gwalior, Morena and Bhind, they added.
In Bhind district, the Rapid Action Force (RAF) was pressed into service to control the violent situation witnessed during the “Bharat bandh” called by Dalit outfits against the alleged dilution of the SC/ST (Prevention of Atrocities) Act.
Incidents of stone-pelting, arson and loot were reported from several parts of the state, Inspector General of Police (law and order) Makrand Deoskar told PTI.
“Two persons were killed in Gwalior, while one each died in Bhind and Morena districts in the violence,” he said.
The four persons were killed in cross-firing between those supporting the bandh and those opposing it, the IG added.
Those killed in Gwalior were identified as Rakesh Jatav and Deepak Jatav, he said.
An SDM and a police official were also injured during the protests in the Gwalior-Chambal division, Deoskar added.
A student leader, identified as Rahul Pathak, died in firing in Morena district, SDM Umesh Shukla told a news agency.
Pathak was allegedly shot by the agitators and he succumbed to the injuries while being taken to a hospital, he said.
As the violence escalated, curfew was imposed in the entire city of Morena, the SDM added.
The protesters also stopped a train – the Chhattisgarh Express – at Morena for a few hours, the police said.
Curfew was also imposed in Gwalior and Bhind districts following violence, officials said.
In Bhind, the specialised anti-riot force, RAF, was pressed into service to control the situation, Deoskar said.
Earlier, Bhind Superintendent of Police (SP) Prashant Khare had said the Army was also called out, but the IG clarified that it was the RAF which was pressed into service.
Reports of violence between the supporters of the bandh and those opposing it were received from Balaghat, Sagar and Datia districts, where prohibitory orders under section 144, CrPC were clamped, Deoskar said.
Gwalior Commissioner B M Sharma said, “Curfew has been imposed in several parts of Gwalior city, following violence during the protests.”
Tahtipur, Gola Ka Mandir, Hazira and Morar police station areas in Gwalior were brought under the ambit of the curfew, a senior official said.
Curfew was also clamped in Bhind city and the Mehgaon, Lahar, Gohad and Machand areas of the district, the Bhind SP said.
A man, identified as Mahavir Singh (32), died in firing in Bhind district, while two others suffered serious injuries and were referred to a hospital in Gwalior, Bhind’s Chief Medical and Health Officer J P S Kushwaha said.
In Jhabua, the protesters looted shops during the agitation, triggering tension in the tribal town, eyewitnesses said.
However, Jhabua SP Mahesh Chandra Jain said no incident of robbery took place during the protests, adding that the situation was peaceful in the district.
Meanwhile, Chief Minister Shivraj Singh Chouhan appealed to the protesters to maintain peace as the Centre had filed a review petition in the Supreme Court on its recent ruling as regards the SC/ST Act.
Protests were also held in state capital Bhopal with agitators blocking a road at the Board Office Square, near the statue of Dalit icon B R Ambedkar.
A large number of vehicles were damaged, several of them torched by the protesters, eyewitnesses said.
The Supreme Court had, on March 20, diluted certain provisions of the SC/ST (Prevention of Atrocities) Act, in a bid to protect “honest” public servants discharging bona fide duties from being blackmailed with false cases under the Act.
The verdict is being widely criticised by Dalits and the Opposition, who claim that the dilution of the Act will lead to more discrimination and crimes against the backward community.

Improve law and order or face transfer: MP CM to police and bureaucrats
Madhya Pradesh chief minister Shivraj Singh Chouhan on Sunday warned police and bureaucrats during a video conference meet to improve law and order situation in the state within a week or face transfers. The CM shared footage of the video conference with commissioners, district collectors and police top brass on his Twitter account.
“Mujhe shabd nahin chahiye, parinaam chahiye. Mai saat din samay de rah hun. Mai phir video conferencing karoonga. Action, action, action (I don’t want words, but results. I am giving seven days. I will talk to you again through video conferencing. I want action, action, action),” the CM is heard saying in the footage.
A senior police officer who attended the meeting said this was the first instance of the CM taking such a hard line with officials and then making it public through social media.
“The CM was fuming over spurt in cases of sexual harassment in Bhopal and other parts of the state,” added the officer, who did not want to be named.
In the last one week, at least three girls allegedly committed suicide after police reportedly delayed taking action on their complaints regarding sexual harassment.
“The CM said criminals should shudder. No stalker should be spared. This has to come to an end and police can do it,” said the officer.
“Aaj main ye sidhe nirdesh de raha hun. Sare IG aur SP, collector aur commissioner sath milkar campaign chalayen. Apradhiyon ki kamar toden. Arthik kamar tod do jaise Bhopal aur Indore mein start kia hai (I am giving direct instructions to IGs, SPs, commissioners and collectors to launch a drive together to hit criminals hard. Attack their sources of revenue, as has been started in Indore and Bhopal),” the CM is heard saying in the footage.
The opposition Congress was unimpressed by the CM’s stand and described it as a BJP ruse with an eye on the state polls expected later this year. “Shivraj Singh Chouhan has been ruling the state as chief minister for the past 12 years and now he is asking the police to act. In reality, he has admitted his failure,” said Congress spokesperson KK Mishra.
State BJP chief spokesperson Deepak Vijayvargiya said the CM’s move was praiseworthy. “His words should not be misinterpreted that there is a bad law and order situation… The video conferencing was a part of his effort to instil a sense of confidence in people, particularly women.”
Senior BJP leader Hitesh Vajpayee said, “The CM is trying to create terror among goons.”

Bhopal: BMC to issue notice to company closing landfill
Bhopal: Bhopal Municipal Corporation (BMC) will send a notice to company, which is working for scientific closure of Bhanpur trenching ground after a major fire caused chocking smoke all around that put lives and health of over three lakh residents at stake. The chocking smoke billowing out of Bhanpur trenching ground continued till Wednesday.
The municipal officials are clueless as to who should be held responsible for the incident. Additional municipal commissioner M P Singh said that local rag pickers who enter trenching ground make bonfire to ward off the chill. He admitted that gases being produced there are harmful.
“We are inquiring about what led to the incident,” he said. He, however, failed to explain that what action will BMC take if such an incident re-occurs in future. City engineer O P Bhardwaj said that the DPR, which was finalised for the closure, covers points needed for it. Free Press talked to experts to know their views.

“The visit of officers’ team (to trenching ground) had no scientist. This shows BMC is not taking the situation seriously. BMC should say how much waste has been burnt as the company, which is working for scientific closure should be paid the amount for the waste of what is remaining. Emission of lethal gases due to burning of waste is harmful for environment. The company, which is working for it should be made to compensate for the loss it has caused to the environment. BMC should also clarify the categories of gases which were emitted from the venue and their effect on environment.”
Anupam Rajan, principal secretary, environment department:
“I visited the ground. Air quality was polluted threefold due to smog created after the incident. Environment department and BMC will install web cameras to monitor the movement of anti-social elements in the area. A stop dam will also be constructed there so that in case of any major fire, water can be drawn to douse flames.”
Mayor Alok Sharma:
“It may be a conspiracy. We are looking for people behind it. Police probe has been ordered. The company, which is working for it is being issued notice and that if any environmental loss is found, the company will be held responsible.”

Bhopal gangrape: Medical report says act done with victim's 'consent'
Bhopal: An red-faced Madhya Pradesh administration has served show-cause notices to two women doctors over the medical examination report of the Bhopal
gangrape victim which said the sexual act was committed “with her consent and will”, officials said on Thursday.
At one place, the report prepared by the doctors of the Sultania Lady Hospital also termed the 19-year-old woman as an “accused” instead of “victim”.
Notwithstanding the doctors’ claim of the errors having been committed “inadvertently”, the Bhopal divisional commissioner served notices to them.
According to police, the report, though containing the errors, confirmed that the woman was raped and injuries were found in her private parts.
The woman was allegedly raped by four men for almost three hours near the railway tracks in Bhopal when she was returning home after attending a coaching class on October 31 night.
“The doctors had written in the examination report that physical relation was established ‘with her consent and will’.
The report also mentioned the ‘victim’ as an ‘accused’ at one place,” Superintendent of Police, Bhopal Railway Division, Ruchi Vardhan Mishra told a news agency.
“When we sought clarification, the doctors concerned gave a (written) clarification that the word ‘with’ was inadvertently used instead of ‘without’. Actually, the doctors wanted to say that the intercourse was done ‘without her consent and will’. The other error terming the victim as an accused at one place was also rectified by the doctors in the clarification,” she said.
Mishra said the errors in the report were “insignificant” as these were made in the column for recording the details of the incident. “In the doctors’ examination report, the part relating to medical observation is significant,” she added.
Divisional commissioner of Bhopal Ajatshatru, meanwhile, said that due to their mistake, the report could have been misconstrued.
“It was a sensitive issue and doctors should have avoided such inadvertent mistakes. So, the entire meaning of the report was misconstrued. We have served show cause notices to two doctors – Dr Khushbhu Gajbhiye and Dr Sanyogita asking them to furnish their replies within three days,” Ajatshatru said.
Meanwhile, Leader of Opposition in the Madhya Pradesh Assembly Ajay Singh alleged that the medical report showed the “insensitivity” of the government.
“This is shameful. This has shown the carelessness of the administration and the insensitivity of the state government. Such things are only aggravating the agony of the victim,” Singh said.
Last week, the state police had suspended five policemen for their alleged negligence which led to delay in registering the offence. Two senior police officers – the Inspector General of Police, Bhopal range, and SP concerned of the Government Railway Police, were transferred.
The action came after media reports claimed it took the victim woman nearly 24 hours to get her complaint registered as officials of three police stations feuded over jurisdiction.
A case was finally registered on November 1, almost 24 hours after the crime, at the Government Railway Police (GRP) station at the Habibganj railway station.
Police have arrested all the four accused.

Satna Municipal Commissioner arrested by Lokayukta police for taking bribe of Rs 50 lakh
Satna: Lokayukta cops caught Satna Municipal Commissioner red-handed while demanding and accepting a bribe of Rs 50 lakh from a doctor. The accused has been arrested and is in police remand.
Incidentally, three days before the official was arrested, Satna on June 23 was included in the 30 cities announced by Union Urban Development Minister Venkaiah Naidu for inclusion in the Smart City Mission, taking the total count of prospective Smart Cities to 90.
According to media reports, a notice for payment of penalty by the Satna Municipal Commission was pending against a local doctor, Raj Kumar Agrawal, who runs a clinic in the city, for violation of building laws. However, soon after his posting as Satna Municipal Commissioner, Surendra Kathuria allegedly started pestering the doctor and threatened to remove the encroachment.
Kathuria not only stopped the construction work at the clinic but also got the drain choked, said the reports. “When the doctor went to meet the municipal commissioner, the latter allegedly demanded Rs 50 lakh as bribe to overlook the violations. As the bribe amount was too huge, Agrawal video recorded the conversation in which Kathuria demanded bribe from him,” added the reports.
The doctor then approached Lokayukta police in Bhopal and lodged a complaint against the officials. On receiving the documents, the headquarters forwarded the complaint to Rewa Lokayukta SP, Sanjeev Sinha.
On being asked by Sinha, Agrawal held negotiations with the municipal commissioner one more time. “The Rewa Lokayukta recorded the conversation and registered a case against Kathuria. As per the conversation, in order to have Kathuria trapped by the Lokayukta Police, the doctor agreed to pay the bribe amount of Rs 50, but in instalments,” said the reports.
Kathuria agreed to receive Rs 12 lakh and Rs 10 lakh jewellery in first instalment from the doctor. Elaborate arrangements were made to get Kathuria trapped.
The complainant arranged Rs 12 lakh by borrowing from different sources. He got the silver ornaments gold-plated to appear as if they were worth Rs 10 lakh.
Meanwhile, on June 23, the municipal commissioner reached national capital to attend the programme in which Satna was declared as a Smart City by Venkaiah Naidu. Soon after returning to Satna the next day, he demanded the bribe amount from Agrawal who agreed to pay it the next day.
On June 26, Rewa Lokayukta SP Sanjeev Sinha made foolproof arrangements to trap the doctor. He sent a 20-member team headed by a DSP. The team laid siege on Kathuria’s house as Agrawal went to pay the bribe amount. They caught Kathuria red handed and arrested him.
The arrested accused was produced in court and remanded to three days’ police custody.
“On conducting searches in the municipal commissioner’s residence, we recovered Rs 15 lakh cash and other valuables worth Rs 35 lakh. We will open his lockers and check his bank accounts shortly. We have registered a disproportionate assets case against the municipal commissioner,” Sinha told media persons.

Agri Commission in Madhya Pradesh to ensure better prices for farm produce
Bhopal: The Madhya Pradesh government has constituted an authority to make recommendations for providing beneficial pricing and marketing of agricultural produce in the state in the interest of farmers.
“The state government has constituted the Madhya Pradesh Agriculture Cost and Marketing Commission. The Commission’s tenure would be of two years. The Commission will present three reports every year to the state government before the Kharif, Rabi and summer crop periods,” said a state Public Relations Department officer on Friday.
The Commission would make recommendations regarding the cost, beneficial pricing and marketing of agricultural produce, he added.
According to officer, the state government orders issued in this connection stated that an experienced person from the agricultural field would be nominated as Chairman of the Commission.
Besides, two persons with experience in the field of agriculture related work and agriculture marketing will be nominated as members. Two agriculture economists would also be nominated in the Commission.
Ex-officio Commissioner of Agriculture Production and Ex-officio Principal Secretary of Farmers Welfare and Agriculture Development Department will be government representatives in the Commission. Ex-officio Director Krishi Kalyan and Agriculture Development department will be the secretaries in the Commission, the official added.
In the midst of farmers’ agitation during the second week of this month, Chief Minister Shivraj Singh Chouhan had made the announcement of constituting this Commission to ensure the better pricing of agricultural produce in comparison of the cost.
The agitation had turned violent following the killing of six farmers in the police firing at Mandsaur on June 6.

Police firing on protesting farmers kills three in Mandsaur district of Madhya Pradesh
Bhopal: Agitating farmers, on strike for the sixth consecutive day, on Tuesday resorted to violence, pelting stones at police, with three killed in police firing in Mandsaur district in Madhya Pradesh. “Around 2 pm in order to control the agitated farmers the police had to open fire in which three farmers died and several others were injured,” Ujjain Division Commissioner OM Jha, told a news agency. According to locals, the farmers resorted to stone pelting at police due to which police had to open fire. However, State Home Minister Bhupendra Singh told reporters that the firing was not initiated by the police but by “anti social” elements who had entered the mob. Farmers also surrounded Piplya Mandi Police Station after which heavy police reinforcement was sent to control the situation. On Monday night, farmers held a protest on the Mandsaur railway crossing. “On Monday night, farmers near the Dalauda Police station came out on the roads for protest and broke the gates of a railway crossing. They also tried to harm the railway track by changing the angle of the metal attached to the sleeper. However it did not affect the services,” Mandsaur Police Superintendent OP Tripathi said. Farmers are on strike from June 1 to June 10, to demand loan waiver and fair price for their produce. On Monday, Chief Minister Shivraj Singh Chouhan assured that the government would purchase onions at Rs 8/kg and moong dal at an agreed price and to set up a Rs 1,000 crore stabilization fund. Though the Bharatiya Kisan Sangh called off its strike, the other organisations have continued with the stir. The state has been facing shortage of milk and vegetables, leading to price hike. Farmers threw milk on the Agra-Malwa Highway last week and barred trucks from carrying vegetables. Several parts of the state faced a similar situation.
