Canada study permit Updates: SDS Replacement Options
Introduction
In a sudden move that has caught many by surprise, Immigration, Refugees and Citizenship Canada (IRCC) has announced the immediate closure of the Student Direct Stream (SDS) program. This news will undoubtedly impact international students planning to study in Canada, especially those from countries where the SDS program provided a quicker, streamlined study permit process. Here, we break down what the SDS closure means, how it may impact students, and the steps students can take to navigate this unexpected change.
What Was the Canada study permit application / Student Direct Stream (SDS)?
The Student Direct Stream was a fast-track study permit in top universities processing initiative introduced in 2018 by IRCC to help international students from certain countries obtain their study permits more quickly. Originally available to students from countries like India, China, the Philippines, and Vietnam, the program eventually expanded to include applicants from several other nations. The SDS allowed for a faster 20-day processing time for applicants who met strict eligibility criteria, including proof of funds and language proficiency.
Benefits of the SDS/ Study permit alternatives Canada
The SDS program brought several key advantages:
Faster Processing: The SDS program offered processing times as short as 20 calendar days, compared to the standard processing time of several weeks or even months.
â Certainty and Stability: Students who met the criteria could feel more secure in their study plans, knowing they would receive a faster response on their applications.
â Encouragement of Qualified Applicants: The SDS program targeted students who could demonstrate financial stability and language skills, aligning with Canadaâs goals for economic contribution and academic success.
â
Why Has the IRCC Closed the SDS?
While specific reasons for the SDS closure havenât been fully disclosed, the IRCC frequently evaluates and adjusts its immigration programs to adapt to new policy objectives, manage resources, and respond to operational needs. Here are some likely contributing factors:
1. Increased Demand for Study Permits: The popularity of the SDS program may have created a backlog, increasing processing times for regular applications.
2. Resource Allocation: IRCC may be reallocating resources to manage overall study permit processing, especially as international student demand continues to rise.
3. Policy Realignment: Shifting immigration priorities and strategies could have influenced this decision, possibly focusing on broader changes to Canadaâs study permit framework.
â
Immediate Implications of the SDS Closure
Here is a summary of the recent changes to Canadaâs international student program in 2024, presented in a tabular format:ChangeDetailsCap on Study PermitsA cap on new study permit issuances has been introduced. In 2025, the cap will be set to 437,000 new study permits, including for masterâs and PhD students.Post-Graduation Work Permit (PGWP) EligibilityNew language and field of study eligibility criteria have been implemented for students applying for a Post-Graduation Work Permit (PGWP).Work Permits for SpousesThe availability of work permits for spouses of international students has been limited.Cost-of-Living RequirementThe cost-of-living requirement for international students applying for a Canadian study permit has been updated.Summary of the Canada study permit recent changes
These measures are part of the federal governmentâs strategy to manage the levels of temporary residents, including study and work permit holders, in the country.
 1. Longer Processing Times
Without the SDSâs expedited process, students may now face regular study permit processing times, which can extend up to 12 weeks or more, depending on the volume of applications. This could result in delayed visa approvals, impacting studentsâ ability to arrive in Canada before their semester starts.
 2. Potential Increase in Study Permit Requirements
IRCC might reassess regular study permit application requirements to account for the absence of SDS. While no changes have been announced, prospective students may need to demonstrate additional proof of language proficiency or financial support, similar to SDS standards.
 3. Financial and Logistical Challenges
Students from SDS-eligible countries who counted on expedited processing may now face unforeseen challenges. Including managing finances for prolonged application timelines and adjusting travel plans. Students already in the process of applying through SDS may need to contact IRCC or their designated visa office for updated guidance.
Alternatives and Next Steps for Affected Students
If you were planning to apply to the SDS, here are some strategies and steps to consider:
 1. Stay Informed with IRCC Updates
First, monitor official IRCC announcements and updates regularly. The situation may evolve, and IRCC could provide further guidance on alternative pathways or streamlined options. Subscribe to official IRCC communications, or regularly check their website for real-time information.
 2. Communicate with Your Educational Institution
Reach out to your prospective Canadian institution, as many colleges & universities have resources dedicated to assisting international students with visa-related issues. Institutions may also provide extensions or alternative enrollment options to accommodate affected students.
 3. Consult Immigration Professionals
Consider consulting a licensed immigration consultant or legal expert familiar with Canadaâs study permit system. They can help guide you through regular study permit applications and ensure youâre fully prepared with all necessary documentation.
Alternatives to Consider for Faster Processing
If youâre looking for alternatives to speed up your Canada study permit application, consider these options:
â Express Entry for Post-Graduate Students: If you have a strong academic background, researching pathways through. Express Entry post-graduation could provide an alternative for residency and work permits in Canada.
â Provincial Nominee Programs (PNP):Â Some provinces offer nomination programs that include educational pathways. Explore options for studying in provinces that may offer PNP streams aligned with educational programs.
â Family or Work-Related Visas: If you have family ties or work opportunities in Canada. Explore alternative visa routes that could later support on study permit applications.
 Conclusion:
Adapting to the New Normal in Canadian Study Permit Applications
The closure of the Student Direct Stream marks a significant shift for international students hoping to study in Canada. While this change introduces new challenges, there are steps you can take to adapt & make the process as seamless as possible. Stay informed, be proactive, and explore alternative pathways to achieve your academic and career goals in Canada.
Canada a top choice for international students, although the process may now require planning & patience, the opportunities for study and work remain strong. Take this time to ensure youâre fully prepared & explore all resources available to make your dream of studying in Canada a reality.
 Frequently Asked Questions

Medical Evaluation Exemptions for Express Entry in Canada
Recent developments have led Canada to adjust in the immigration process for its citizens, particularly those applying for Express Entry Permanent Residency (PR). One significant change is the exemption from undergoing a medical examination in certain cases, which is valid till October 6th, 2024.
Applicants are eligible for exemption from the Independent Medical Evaluation (IME) under the following circumstances:
If the applicant has undergone an independent medical evaluation within the last five years, they can simply provide their unique medical identifier number in the new application.
If the applicant currently resides in Canada.
If the applicant has applied for, or is in the process of applying for, either permanent or temporary residency.
If the previous IME indicated low to no risk to the health and safety of others.
If required, applicants will be notified to undergo a medical examination. They must complete this within 30 days. This streamlined process is designed to ensure that applications are processed efficiently.
It's important to note that applications may be put on hold if the IME reveals a potential risk to public health or if further extensive examination is deemed necessary.
In instances where an IME is necessary, the following steps apply:
Applicants will need to undergo immigration medical exams, which may be either standard or streamlined. The streamlined exam is conducted under exceptional medical conditions.
Only a panel of designated physicians, in addition to routine doctors, is authorized to perform these procedures. The resulting medical reports will remain valid for a period of 12 months.
Even family members, whether or not they are accompanying the main applicant, are required to undergo a medical examination.
Should any disparities arise from the previous test, applicants will be notified individually. It's imperative to bring proper identification documents and any relevant records of prior medical treatment or vaccinations.
These revisions in the medical evaluation process aim to facilitate the timely processing of applications, ensuring a smoother journey for candidates seeking Express Entry into Canada.

IRCC's Decision to Discontinue Flagpoling Services for PGWP Applicants
As of June 21, Immigration Refugees and Citizenship Canada (IRCC) has announced that foreign nationals are no longer able to apply for a post-graduation work permit (PGWP) at their Canadian port of entry (POE).
What is Flagpoling?
Flagpoling is a term used to describe the process where individuals leave Canada, typically to the United States, and then re-enter the country to activate a new immigration status or renew an existing one, such as a work permit. This method was popular among PGWP applicants as it allowed for a quick turnaround time and avoided the need to submit an application through the usual channels.
This change is effective immediately.
Immigration Minister Marc Miller says this measure will reduce âflagpolingâ and allow border officers more time to complete âenforcement activities." It is also expected to reduce delays for travellers and speed up the movement of commercial goods between Canada and the United States.
Further, the department says that the change will increase âfairness amongst applicantsâ and it will continue to find other ways to reduce the use of flagpoling in future.
âWhile we continue to support and recognize the contributions of international graduates to Canadaâs labour market, âflagpolingâ is unnecessary,â says Minister Miller. âThe time and effort required to process applications from âflagpolesâ takes officers on both sides of the border away from their crucial role in protecting the safety, security and prosperity of Canadians and Americans. This measure will help prevent this practice, while maintaining the integrity of our immigration system.â
Some applicants use flagpoling to avoid the sometimes lengthy processing time for their PGWP. To address these concerns, IRCC says they are:
The Implications
With the discontinuation of flagpoling services for PGWP applicants, individuals are now required to apply for work permit extensions through the regular inland or outland application processes. This change has raised concerns among applicants who relied on flagpoling for a more efficient and straightforward renewal process.
Why the Change?
The IRCC's decision to discontinue flagpoling services for PGWP applicants is aimed at streamlining the immigration process and ensuring consistency in how applications are processed. By shifting away from flagpoling, the IRCC hopes to create a more structured and standardised approach to issuing work permits and other immigration documents.
Moving Forward
For PGWP applicants affected by this change, it is essential to familiarise themselves with the new application procedures and requirements set forth by the IRCC. While the discontinuation of flagpoling may pose challenges for some individuals, it is important to adapt to the updated regulations and comply with the new guidelines to avoid any disruptions to their immigration status.
In conclusion, the IRCC's decision to discontinue flagpoling services for PGWP applicants marks a significant change in how immigration processes are handled in Canada. While this change may present initial challenges, it is crucial for affected individuals to stay informedÂ
and proactive in navigating the revised application procedures to ensure a smooth transition in their immigration status.
For more information regarding the updated application processes for PGWP extensions, applicants are encouraged to visit the official IRCC website for detailed instructions and guidance on how to proceed under the new regulations.
Further, the department says that the change will increase âfairness amongst applicantsâ and it will continue to find other ways to reduce the use of flagpoling in future.
âWhile we continue to support and recognize the contributions of international graduates to Canadaâs labour market, âflagpolingâ is unnecessary,â says Minister Miller. âThe time and effort required to process applications from âflagpolersâ takes officers on both sides of the border away from their crucial role in protecting the safety, security and prosperity of Canadians and Americans. This measure will help prevent this practice, while maintaining the integrity of our immigration system.â
Some applicants use flagpoling to avoid the sometimes lengthy processing time for their PGWP. To address these concerns, IRCC says they are:
speeding up processing times for in-Canada work permit applications
simplifying online application forms and processes so foreign nationals can continue working while they wait for a decision on their new application
authorising workers to start working for a new employer right away, rather than waiting to have their new work permit application processed before changing jobs
According to IRCC, PGWP applicants accounted for one-fifth of the foreign nationals who attempted to flagpole From March 1, 2023, to February 29, 2024.
Recent changes to all flagpoling services
Recently the Canadian and United States governments announced changes to flagpoling services in general as a response to growing wait times and traffic at key POEs.
As a result of these changes flagpoling services at 12 Canadian POEs will have reduced hours of service.
To see a full breakdown of hours of service for all Canadian POEs, find IRCCâs dedicated webpage here.

This clipping doesn't come close to capturing the magnitude of nonprofit destruction about to happen here. Canada's immigration institution, the IRCC, is defunding immigrant supports at my workplace from $1.1 million to $500k. They're cutting $13 million from the local community college along with their 30-year-old English learning program. They've nixed the 25-year-old preliteracy program for kids age 2-4 and their families. Prince Rupert, one of BC's rural communities (Canadian government looves to go on about how they support rural communities) is completely losing it's programming, there will be literally nowhere to learn English in the area. Really, they're telling thousands of BC English language learners to simply figure it out on their own. They've also taken deep cuts at the Social Workers In Schools who support students with PR status (see next paragraph), so now they've also told the 2000 children in public schools they aren't worthy of federal funds either.
All of this happens at the end of fiscal year, March 31st. We have a few months to cut our staff and program numbers, to say our goodbyes, to see the hundreds of people in immigrant support (almost all of us are immigrants) pushed back into a rabid job market. My workplace is scrambling to figure out what's best for our team and how to tell our hundreds of program participants that the government no longer sees their future as worthy investments. To be clear, this all targets people who are already here, who have Permanent Residency status (the equivalent of an American green card), and are actively moving toward citizenship. Canadians want to have a hissy fit about letting new people in, fine, who gives a fuck about the negative population growth, keep "them" out, whatever. But these are cuts to people that are legally here and need additional supports to become economic contributors. But instead we get a grand sweep to look 'tough on immigration' that suspiciously came right after the meeting with Trudeau at Maralargo. This isn't about doing what's best for the economy or for Canadians, it's about hitting us with an anti-immigrant sledgehammer while shouting "vote Liberal."
