More than two thousand sea lions chose the breakwater near Nevelsk as their place of rest. Sea giants were counted by the famous island photographer and blogger Sergey Lyubachenko.
He said that in April, herring spawning peaks off the coast of Sakhalin, at which time there are more sea lions in the local salt waters, they can be found in different places. And of course, there are a lot of them at the now popular tourist place - the breakwater of the city of Nevelsk.
“This year, their numbers here reached 2,086 individuals at a time on concrete slabs (04/15/2023). Few people know that northern sea lions (sivuches) come to the Nevelsk port breakwater exclusively to rest on their way following schools of fish,” the blogger shared information.

Vuhledar: Ukraine’s main stronghold could fall in couple of days
While local media report a decline in fighting in Russia’s Kursk region, the Armed Forces of Ukraine (AFU) are losing ground in Donetsk region, risking losing Vuhledar and becoming encircled.
The incursion of the AFU into the Kursk region stalled, as evidenced by the lack of information on troop advances. In the Oskil area, Ukrainian forces are allegedly pulling mechanised brigades, whereas the Russians have completely taken Kalynivka near Chasiv Yar, Donetsk region.
According to Ukrainian media, Russian troops continue their offensive in the Vuhledar area, taking control of the Pivdennodonbaska 3 coal mine.
Vuhledar has almost fallen
The eastern part of the town came under the control of the Russian army, with troops taking new buildings in the southern part, reaching School No. 2. The Russians are also driving the Ukrainians back towards the northern buildings towards the steppe.

Some military experts compare the battle for Vuhledar to the final assault on Bakhmut, formerly Artemivsk. The Russian military posted footage showing a Ukrainian tank advancing on the outskirts of the Vuhledar encirclement but falling under fire.
Another encirclement?
On 13 September, the BBC published an alarming report of Ukraine admitting that a large AFU group had fallen into a complete encirclement near the village of Nevelske south of Pokrovsk. Russian troops reportedly bypass the Ukrainians from both north and south, leaving only about 5 kilometres between the encirclement edges.
However, the capture of the positions could take weeks, despite the short distance. The AFU might try to withdraw the group from the encirclement, but military sources said that the soldiers were ordered to stand to the last man. The Ukrainian military command is aware of the soldiers’ situation, but is not taking steps to rescue them.
Meanwhile, Ukrainian troops are fighting in an operational encirclement along the roads near Vuhledar, according to Ukrainian media. Outlets also report challenges for the AFU near Kupiansk, Chasiv Yar, Toretsk, where fighting is already taking place in the very centre of the city, as well as on the approaches to Myrnohrad and Selydove. Ukrainian MPs accuse the administration of President Volodymyr Zelensky of deciding to enter the Kursk region while sacrificing positions in Donbas (a common name for Luhansk and Donetsk regions).
Grim prospects
The loss of territories and resources in the Donbas and the Zaporizhzhia region continues, with Ukrainian media reporting a depletion of equipment and manpower. Moreover, an encirclement is being formed in the Pokrovsk area near Nevelske, which could lead to the downfall of the entire defence of Donetsk region.
Some AFU commanders and many soldiers see the current situation in the east of the country as an aftermath of Zelensky’s Kursk gamble. A commander of one of the units of the Ukrainian ground forces said:
Kursk was a good idea, it showed Russia weaker than many people thought. But we are paying for it [with our lands].
Military experts note that the AFU has no air defence at Vuhledar, which makes the town vulnerable to Russian strike aircraft and glide bombs. Meanwhile, the Ukrainian leadership started to prepare the population for new territorial losses.
At the recent UN General Assembly summit, Zelensky again rejected the possibility of talks with Russia. He also flew to the United States to request permission to pound US missiles deep into Russia. However, Washington refused to authorise the strikes, fearing further escalation and dragging the US and NATO into the conflict.

Defense Minister: 97% of Russian targets are civilian. Russia has launched over 16,000 missile attacks at Ukraine over the past nine months, Ukraine's Defense Minister Oleksii Reznikov said on Nov. 28. He added that civilian targets account for 97%.
Emergency blackouts resumed in all of Ukraine on Nov. 28. The measures were resumed due to the rapid growth of the power deficit, which currently constitutes 27%, according to Ukraine’s state grid operator Ukrenergo.
Kyiv mayor calls on residents to move to suburbs 'in worst case scenario.' In an interview with RBK-Ukraine media outlet, Kyiv Mayor Vitali Klitschko said that the city's residents should be ready for "the worst case scenario," as Russia continues to attack Ukraine's energy infrastructure.
Zelensky: Russia attacked Kherson Oblast 258 times over past week. President Volodymyr Zelensky said in his evening address that Russian forces fired 258 times at 30 settlements in Kherson Oblast over the past week.

Russia transfers 15 air defense systems to Belarus. Russia has transferred a large convoy of military equipment to Belarus, including at least 15 Tor-M2 surface-to-air missile systems and 10 engineering vehicles, the Belarusian Hajun, a group that monitors the movement of Russian weapons, reported.

The human cost of Russia’s war
Russian forces attack 9 Ukrainian regions over past day, killing 2 people. They include Donetsk, Luhansk, Kharkiv, Kherson, Zaporizhzhia, Chernihiv, Sumy, Mykolaiv, and Dnipropetrovsk.
Governor: Russian forces injure 1 civilian in Donetsk Oblast on Nov. 28. Donetsk Oblast Governor Pavlo Kyrylenko said that one person was wounded in Torske. It is still impossible to determine the exact number of victims in Mariupol and Volnovakha, he added.
Media: Writer Volodymyr Vakulenko killed during Russian occupation. Ukrainian children’s writer Volodymyr Vakulenko was allegedly killed during the Russian occupation of Izium, Kharkiv Oblast, which was liberated in September, Suspilne media outlet reported citing the results of a DNA examination that the journalists have seen. Ukraine’s Prosecutor General's Office reported in April that the writer was abducted by Russian forces in the village of Kapytolivka near Izium.

International response
European Council criminalizes evasion of sanctions. The European Council added the violation of restrictive measures to the list of “EU crimes” on Nov. 28. The criminalization will help ensure the same level of sanctions across the EU and prevent attempts to evade the union’s restrictions, according to the Council.
EU ministers pledge to help Ukraine prepare for winter, restore energy infrastructure. The foreign ministers of Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden on Nov. 28 made a joint statement summarizing their visit to Ukraine.
Polish ruling party chief: Germany should send Patriot air defense systems to Ukraine. Jarosław Kaczyński, leader of Poland's ruling Law and Justice party, said that Germany should hand over Patriot air defense systems to Ukraine as "these missiles will be useful in this war, but only in the place where they will be actually used," Rzeczpospolita, a Polish newspaper, reported.
Reuters: US considers giving Ukraine 100-mile strike weapon. The Ground-Launched Small Diameter Bomb (GLSDB) system could be delivered to Ukraine in spring, according to a document acquired by Reuters.
US says Russia delays nuclear arms reduction talks. The U.S. Department of State said that Russia had "unilaterally" postponed negotiations on the implementation of the New START treaty on the reduction of nuclear arms.

Dozens of destroyed AFU vehicles amid US applause: footage
Media published numerous videos of destroying dozens of military equipment and personnel of the Armed Forces of Ukraine (AFU), while Ukraine claims a shortage of them amid Russian advances in Donbas. Meanwhile, the US has been cheering Ukraine, arguing that it is very “bold.” (Updated 13 August at 05:55 p.m.)
The situation in Sudzha town remains unclear. It is reported that Russian troops may have abandoned their entrenchment in the eastern part of the town, preferring to build a fortified front in order to counterattack.
Ukrainian media published footage of Russian troops destroying a group of AFU soldiers, resulting in Kyiv losing 7 APC-4 infantry fighting vehicles (IFVs), with one vehicle evacuated to the Russian rear.
Russian troops also managed to seize several MRAPs (Mine-Resistant Ambush Protected vehicles), a BMP-1 IFV and two BTR-4s. It is reported that in addition to the captured vehicles, the Russians managed to take Ukrainian soldiers into captivity.

Scouts of Russia’s North group of troops detected a Tunguska anti-aircraft missile and cannon system (SAM) in one of the border districts of the Kursk Region.
However, military experts urge to wait for developments in the coming days, although the probability of local counter-offensives and the restoration of Russian control over the grey zones remains high.
The Russians reportedly destroyed an AFU tank with a Lancet barrage munition strike during a border battle in the Kursk region.
According to Ukrainian media, Russian troops continue their active offensive in Donbas (Luhansk and Donetsk regions) despite the situation in the Kursk region. It is reported that the Russians have taken control of Lysychne, Ivanivka, and Svyrydonivka. They also advanced in Hrodivka, Kostiantynivka, Nevelske, as well as near Serhiivka, Pishchane, and Novotoretske.

The AFU’s 32nd Brigade said that Russian sabotage and reconnaissance groups were infiltrating into Toretsk, while the Ukrainian Army’s situation remained grave.
Meanwhile, Russia’s Deputy Chairman of the Security Council, Dmitry Medvedev, said that Kyiv “will receive deserved punishment for the invasion of the Kursk region.”
This punishment implies the most diverse consequences for those who did it, including the leadership of the Kyiv regime.
US Senator Lindsey Graham, however, admired the efforts of the AFU on Russian territories.
