putting together a list of each leader for each Neopian land, here's what I've come up with:
Altador: King Altador (plus his council)
Brightvale and Meridell: Ruled by the brothers King Hagan and king King Skarl (unsure how that works but just go with it)
Maraqua: King Kelpbeard
Darigan: Lord Darigan (he and Altador have their kingdoms named after them)
Roo Island: King Roo (has a crippling gambling addiction)
Faerieland: Queen Fyora (obscenely OP)
(Side note: like none of the above have queens/kings so it's unknown who would succeed them)
The Haunted Woods: anarchist hellhole. Neovia has a mayor but he may or may not be a bug (don't worry about it)
Neopia Central: anarchist hellhole
Jelly World: anarchist hellhole
Lost Desert: two rulers for each city (Princess Amira in Sakhmet and King Jazan in Qasala. No I don't know why Amira is still considered a princess)
Krawk Island: Governor is Gavril McGill, no leader beyond that
Kiko Lake: Has a mayor
Moltara: Also has a mayor, which is confusing as they're not near or part of a larger land
Mystery Island: Has a council of elders and at least one coconut god (don't ask)
Terror Mountain: most likely the Keeper of Time, which for the record is an incredibly cool name
Shenkuu: Has an emperor and actually has two children to succeed him for a change (Princess Lunara and Princess Terrana)
Tyrannia: Ruled by a council of elders (for some reason it's like one of the only non-town republics)
Kreludor: Seemingly ruled by both brothers Zorlix and Xarthab, making them like Hagan and Skarl if they were like 20% more competent
Virtupets: Was ruled by Dr. Sloth, a mad scientist dictator (don't worry about it)

DaROOgan - Neopets Fanfiction
“Why, why, why did I agree to travel with him?” Lord Darigan thought to himself as the jovial blue blumaroo chattered excitedly next to him on the deck of the ship.
Of course, Darigan knew why. King Altador and Fyora had summoned all Neopian leaders to the Altadorian shores and, ever since the war had ended, Darigan Citadel had been banned from having implements of war, up to and including sea vessels. Nevermind that, as a floating citadel, they had never had any to begin with, but leave it up to that buffoon King Skarl to make such a rule.
King Skarl. That was the other reason. Without a ship of his own, Darigan had been forced to rely on joining someone else’s travel and he’d sooner eat a meowclops whole than spend any amount of time with that useless man. Especially with Skarl’s current state of morose infection. Darigan was sure they would find a way to blame him and his people for it in due time. Whenever something went wrong in that two-bit country tract of land, Darigan found himself being dragged in and undergoing endless questioning. It was exhausting. That much suspicion still, after all the years, after he had helped…
Darigan rested his long fingers on either side of his temple and exhaled a long breath. It was the first sound he’d made in hours and the blumaroo beside him gasped in delight.
“Did you see it?!” King Roo asked, bouncing slightly.
Lord Darigan narrowed his eyes, contemplating returning to his silence, before deciding he might as well accept his fate.
“Did I see…what?”
“The giant kazeriu, of course,” King Roo replied, “Large Shenkuu petpets, they grow to ten or more times their normal size in these waters. We’ve been trying to spot one and I thought you finally had!”
“Ah…no. I was merely lost in thought.”
The smile on the king’s face faltered for half a second, almost imperceptibly, before it returned to its usual beaming curve. “Are you worried about the infection? I know it has spread close to your homeland. I’ll admit, I’ve felt fear myself as more and more of the shop keepers in Neopia Central have fallen victim. We share a rainbow, you know.”
"Of course it’s a rainbow," Darigan sneered internally. “I’m not worried about the infection itself, but the trouble it will bring me. Our truce with Meridell is tenuous at best.”
“Even all this time later? The war was decades ago!”
Darigan sneered externally now, “Yes, well, Skarl may forget how to spell his own name from time to time, but he has the memory of an elephante when it comes to grudges.”
King Roo surprised him by releasing a bright chuckle. “Oh, yes, I have heard that about the good King! There’s a reason the wheel of knowledge is not in his land.”
Lord Darigan smirked at the blumaroo beside him. “Your majesty! What would you people think of that kind of talk from their ruler?”
Roo waved a hand, as if clearing the question from the air, “Lord Darigan, just because Roo Island is a joyful place does not mean we don’t appreciate a good-natured ribbing! You know…your relationship with Skarl isn’t too dissimilar from my own with a denizen of my land.”
Darigan tilted his head, large ears perking up with interest. He admittedly knew very little about the small island nation.
“Count Von Roo,” King Roo explained, “I have reason to believe he hails from the Haunted Woods, but has lived in my land for as long as any can remember. He moves in the shadows, and operates a dice game.”
“But, don’t you…”
“Run a dice game as well, yes. We aren’t so different, he and I. But it took a long time for me to see that. I was so focused on trying to expel him from Roo Island that I didn’t realize the benefits he brings to my…our…land.”
“Benefits?”
“Well, he creates a space for the thrill seekers in Roo Island that would otherwise have no outlet. We create a kind of balance, he and I.”
“Why does he not travel with us, then,” Darigan asked, accusation in his voice. Those in the shadows were often left to languish there, even by those who would speak well of them.
King Roo took the harsh tone in stride and smiled a bit wider, “My dear Lord Darigan, he is a vampire. And the Altadorian shores are known for their sunlight, are they not?”
Darigan’s purple skin darkened slightly in a blush, as shame crept up his stomach. “I…apologize. I only meant…”
The blumaroo king reached out and touched his hand, warmth and understanding in a simple act. “It is alright. I understand.”
Darigan opened his mouth to respond, but in an instant the King had pulled away and run to the side of the ship.
“There! There it is!”
“There…what is,” Darigan asked, confusedly balling his hand the other had just touched into a fist, trying to preserve the warmth he had felt there.
“The kazeriu! Oh, come see!” King Roo beckoned him over.
Darigan made his way to the side and looked to where Roo was pointing. He shook his head, “I don’t see anything.”
“Look harder. They say they only appear to those who believe. It might sound silly, but just…believe me.”
There was that warmth again. Darigan looked out again, trying perhaps the first time in his life to find the beauty in Neopia. And, in a flash, the glittering purple scales of a huge kazeriu appeared in his sight.
“I…I see it!” Darigan shouted, a delighted laugh bubbling up in his throat. How long had it been since he laughed? He didn’t know. Maybe he never had until now.
“Roo…” he began, hesitantly, “Why did you allow me to join you in this journey?”
King Roo turned, and smiled brightly at him, “Because, Darigan, there’s no ship quite as wonderful as a friend-ship!”
Darigan’s fingers raised once again to his temple as he let our an exasperated sigh. This is going to be a long trip, he thought to himself. And yet, he felt a smile lingering on his lips as he and his new, unlikely, friend turned back to the sea to watch the waves.

Good god, ok… I started getting tired around year 10 and I just finished this a few minutes ago (it’s past 3 am). There are a lot of plots at the beginning that don’t differentiate between meta lore plots and world lore plots but they become distinctly separate at year 6. The crossed out dates are because I’d like to come up with month names that don’t sound as infantile as the canonical ones.

I have a headcanon that the lands of neopia have like the historically-preserved towns (like altador, Neovia, tyrannia, shenkuu, etc) which would be what we see on the site map, but they’re part of larger more “modernized” areas. So, like, what we see on the site as Altador is more like a still-functioning Roman forum within the greater urban area of Rome if that makes sense.
Although I kinda want Meridell and Brightvale to be just Like That because that would be hilarious… OOH or it’s like a ren faire version of those towns you’re not allowed to drive cars in and medieval costume is Required

No more Festival of Neggs! Man, what a regular source of newness. I didn’t do too much yesterday; I was fucking wiped from work. No FC wins and skipping today’s sets. I’ve already found a bunch of small wins of things I’ve never seen before from my dailies: a Leaded Earth Vial, a Petpetpet Farm, the Relaxing Shenkuu Rock Garden. I’m hesitant to snapshot everything because then nothing is special. But I am definitely looking up most things on JN to determine if I scored. XD
I did land on the potion spot on the Wheel of Excitement! Hell y...
Oh.
Well, thinking I was going to win a morphing potion put me in the frame of mind to get one.
I never knew that it says “dull, ordinary Neopet.” Pfft. And when you give a pet a potion...
... he’ll inevitably want a paintbrush. Fucking goals, baby!
I genuinely didn’t realize that Baby (and, I think, like Maraquan and Darigan) are still limited in customizations in similar ways to UC. I wanted to dress this lil boy as Ness from Earthbound, but I can’t! Maybe one day.
Snagglefang will be getting a makeover as well, but my wallet needs to cool off for a moment.

Still dicking around the Palace of Two Rings. I’m currently at level 48 just trying to peak at 50 before I head towards the end. Maybe I beat it this weekend? I don’t know what I’ll do with myself. I have an older version of Firefox with Flash enabled; if I actually remember to do that, I can start messing around with the Flash games again...

I don’t know why this is such a focal point for me. I just think it’s neat. I’m fully aware that undoubtedly most of the people listing their dream pets on that directory can very easily afford to get that pet, especially the ones that aren’t lab ray-exclusive. I don’t know! It’s nice to do stuff for others, further emphasized by the jabronis listing that retired Mystery Pic stamp for a cool 200 million. Like, it’s fake currency. You are king in the fake online pet land. Congratulations. I think what’s a little frustrating is the artificiality of it all. TNT could very easily be assholes / heroes and just duplicate the ever-loving fuck out of that stamp and completely tank the inflation on it, never mind all of the other items. In 2022 when people are collectively working together offline to corner the Neopets market for rare items - which could have been happening in 2001 but I’m highly skeptical that it was happening in such volumes (or, rather, sheer percentages of the overall user base) - would it not just make sense to, I don’t know, tamp down on that? Where’s the harm in making the game more enjoyable for the folks who are casual? They could even spin it like, “The Post Office recently discovered a giant safe in the back storeroom, housing hundreds of thousands of retired stamps! And a stray wind caught all of them and are blowing them around Neopia!”
I don’t know. Am I overthinking it? Maybe. Am I upset? I don’t even know that, either. I think a lot of folks on there need to go touch some grass. My little heart won’t break if I never complete my stamp album, because it’s not real. It’s an escape from reality that is sadly shaping itself very similarly. Hell, I know there are really good people still playing, and I guess the fucking ending to this story is that I want to be one of those people.
We’ll see what those zaps bring tomorrow!

[Light Faerie - Justine] A stern light faerie who manages Faerieland's treasury. Rules and regulations are her creed, and she will not allow any misdeed under her watch.
Despite her uptight demeanor, she has a peculiar fondness for games of chance. She seems to have an unwavering confidence in the certainty of numbers- and the dice, once cast, are fair and absolute arbitrators in her eyes. Of course, it could just be that she's addicted to gambling. When there's no clear protocol for a situation, she opts to flip coins and leave it to luck and happenstance.
-Fwaku's life was saved by Justine, who had happened to be passing by the area. She decided to flip a coin to determine his fate- and as luck would have it, he would survive. -The townspeople that had found Fwaku suggested that Justine should give the draik a name. The exchange probably went something like this: Townspeople: Thank you great faerie!! Would you give the honor of naming this child you just saved????? Justine: (uh shit) Give me a moment. *furious dice rolling* Justine: I grant this child the name...F..W...Q...Fwaku. Townspeople: WOW!! WHAT AN HONOR!!
(What kind of name is Fwaku......)
-While Fwaku is generally irreverent and unlikable to most parties he comes across, he displays a great deal of respect towards Faeries because of his background. Justine, in her act of saving and naming Fwaku, also unwittingly left him with a strange blessing: he has extremely good luck to the point of absurdity, which has saved his skin from karmic retribution countless times in the past.

[Fire Faerie - Heliae] A go-getter fire faerie with a particularly strong affinity to her element. Still young for a faerie, she has trouble controlling her excessive energy and often bursts into flames when she's excited.
Fun-loving but a bit careless, she loves to attend concerts, festivals, and other events where crowds gather...a serious fire hazard waiting to happen. She doesn't seem to fully grasp the danger she poses to those around her, and was originally sequestered away in Faerieland before she decided to run away- as you do, when you're a young faerie whose had your freedom denied.

[Earth Faerie - Lottie] A lax but cryptic earth faerie who appreciates tranquility. She wandered into Kiko Lake some long time ago, and has since stuck around trying to achieve what she calls 'perfect bliss.' Generally found quietly meditating and contemplating her surroundings- usually with sweets and a cup of borovan as accompaniment. Her perception of time seems to be a little out of sync with the world around her.
Though usually impassive and calm, she hates above else having her peace and quiet disturbed. She will, with a quiet but tremendous fury, catapult raucous intruders out the window. Her longest recorded throw was over a mile! So impressive is her throwing skill, that kiko children often dare one another to see who can get flung the farthest.
-Because the architecture around Kiko Lake are built with kikos in mind, it's not uncommon to see the faerie bump her head on the door frames and ceilings. Fortunately, there's also never a shortage of bandages in the vicinity.
[Dover] Brown Kiko. Ever since Lottie began living on their family land generations back, their crops have prospered- especially asparagus. Now, the family is in the Borovan business, exporting premium blends of chocolate and asparagus for which Kiko Lake is now famed.
Dover isn't the kiko's real name- that was the name of his great great grandfather, but Lottie doesn't seem to make a distinction. All of her little helper kikos are 'Dover' to her. His job is to run around fulfilling Lottie's errands, whether that be procuring snacks or chasing pesky kids out of her yard.

[Dark Faerie - Alluce] A vain dark faerie living near Neovia, known to kidnap Neopets to force into servitude. She periodically terrorizes the citizens of Neovia to spread her influence. She wants, above all, to be feared and revered! ...but her actual ambitions tend to be quite small and petty. Knowledgeable about mirrors and magic involving them.
Though she revels in garnering fear, she's rather full of fears and cares herself- the thought of the true horrors lurking within the depths of the Haunted Woods makes her quiver. All smoke and mirrors, no bite.
-Doesn't get along well with Clariote. Alluce can't maintain her high-and-mighty mistress of evil theatrics against Clari's general irreverence. ABSOLUTELY D I S R E S P E C T F U L

[Air Faerie - Nephele] A fickle air faerie scout with a light-hearted but arrogant demeanor. One of the faeries tasked by Justine to recover Faerieland's lost artifacts, which were scattered across the lands in the aftermath of the Faerie's Ruin. Holds a strong belief that Neopets are lesser beings, considering them to be incompetent without Faeries.
Rand (Faerie Tonu) and Bell's (Faerie Tuskaninny) supervisor. She usually leaves the Neopets to do all the dirty work and takes credit for their efforts, usually under the justification that Neopets 'owe' the Faeries anyways.

[Social Media Faerie - Papilla] A young faerie, rare in her time (Einse’s Future). Big-time celebrity and social media influencer, she loves travelling Neopia and blogging about her adventures (and promoting sponsored products.) Has a great love towards Neopets and lives life at her fullest interacting with them, but holds feelings of isolation due to being perhaps the last known faerie in Neopia. She’s invested in discovering why Faeries have all but disappeared in her time, and spends some of her time flitting across Neopia looking into the matter. She has a terrible sense of humor, and she sometimes has strange fits where she floods her social media with incomprehensible jokes and memes- terrorizing her followers’ feeds. She does all this in earnest, thinking her jokes are hilarious, but her fans generally think she’s just trolling and get a kick out of it. This creates a strange cycle of positive reinforcement as Papilla continues to get many reactions from her bad jokes, reinforcing her confidence in her humor. SOMEONE STOP THIS FAERIE

[The dynamic between Faeries and Neopets] Neopets aid Faeries, Faeries grant blessings. The dynamic between Neopets and Faeries is mutually beneficial, for the most part.
-Power of belief is essential to grant power to a Faerie's magic. Neopets, by helping Faeries on the premise that they will receive a reward or be granted a blessing, creates a transaction of belief. This is the premise of Faerie quests, which plays a vital role in powering the barrier that protects Neopia from wraiths (among other things.)
-Faeries are perhaps better defined as 'memetic' as opposed to 'elemental'- their magic is framed on a concept or idea, which relies on the belief/understanding/recognition of the themes surrounding the idea in question. The more wide-spread and strongly understood the idea, the greater the manifestation of a faerie's magic. (Motes, though simpler entities, also work on the same logic)
The basic elements, for example, are widely and easily understood as a concept- which may be why the majority of the faerie population falls in this category. (Something like a singular 'Fire' Faerie, for example, would probably be TOO POWERFUL AN IDEA to contain as a single being, so instead there's just a lot of them.)
-Names are very important, because they give shape to a concept or idea. -When they're cut-off from belief, they lose strength (Bottled Faeries) -They can shrink! Probably to conserve magic. -A Faerie without wings is essentially unheard of (with the special exception of Water Faeries). Taking away their wings is one of the most heinous things you can do to a Faerie. -Faeries are born spontaneously? [Shenkuu - A curious case study of Kaia, the Shenkuu Faerie] Kaia the Shenkuu Faerie appeared spontaneously in a relatively recent timeframe- probably within an average Neopian lifetime. She's a young faerie, younger than most of her kind. She's in the same category as Jhuidah and Taelia- faeries with a strong conceptual connection to the land they watch over.
There are no other (known) faeries in Shenkuu, which implies that the faerie population in Shenkuu is very low or...non-existent? At the very least, it can be said that Faeries are novel in Shenkuu, given that Kaia mentions how everyone stares at her. If we go a step further, we could postulate that Faeries, as a concept, isn't a part of common knowledge in Shenkuu as a whole.
Almost as if the concept of 'Faeries' have never existed here...?
-Shenkuu was a land that had barred itself from the outside world for an undetermined amount of time. The land only recently opened their doors to the rest of Neopia (Cyodrake's Gaze) (*in my lore I'm pinning that down to like 10~15 yrs ago for character reasons but passage of time in Neopia is not very well defined so.... shrugs) -It can be assumed that there was still some exchange occurring with the outside at a smaller scale (Airship merchants, travellers who ended up in or out of Shenkuu by happenstance, Neopians living in areas close to but not quite in Shenkuu proper, etc) -Assumably, Shenkuu has a history perhaps dating back to the heyday of Altador and other 'ancient' civilizations (1000+ years) -This creates a situation where: a. There never were faeries to begin with in Shenkuu or b. There used to be faeries, but they disappeared from Shenkuu AND from common knowledge
-Kaia's manifestation may have been the direct result of the opening of Shenkuu to Neopia- with the arrival of outside trade and ideas, so too did the knowledge of Faeries. Once the faerie 'meme' took hold in Shenkuu, where there was a void of Faeries, it took form as the Shenkuu Faerie: Kaia. This is why she's so young as a faerie- she probably spawned sometime between Cyodrake's Gaze and the present day. (Alternatively, she might have existed in Shenkuu before the events of Cyodrake's Gaze but I think it still holds that she popped up in a pretty recent timeframe.) Kaia herself only seems to know Faeries through the knowledge she received from travelers.

CAT’s (electric aisha) family is from moltara, but they also spent a lot of their childhood on the space station being treated for their lung disease
CAT didnt know meko (alien ai), silver (mutant ai), or paix (halloween ai) as a child BUT they’re childhood friends w/ meko’s cousin (not pictured, npc checkered ai) who was also being treated and was how CAT and meko met as adults
the moon base CAT lives on was given to CAT by meko
HAUNTED WOODS GANG
meko lives in the haunted woods at the hotel she works at
meko found silver on the moon, they were captured by sloth troops and dont really remember anything. they work at the hotel w/ meko
sam (spotted bori), lonnie (ghost acara), paix (hallow ai), and zoe (mutant kacheek) all live in a formerly abandoned house in the middle of the woods
sam is from terror mountain, he and his broth were in the mountain during the whole ice caves thing. he came to the woods to look for his brother max
lonnie grew up in kiko lake, traveled around the area scheming, bumming around, and generally getting into trouble, until he went to the haunted woods, where sam met and stayed with him
paix ran away from the space station and crashed in sam and lonnie’s back yard
zoe moved from neo central to the haunted woods after an Incident that left them mutated they met sam an moved in, and they WERE going to work at the hotel w/ meko, but there was a kerfuffle about resident hooligan lonnie. they later got part time work at ester’s flower shop in roo island
minnie (wraith usul) grew up in the woods and lives somewhere in the woods around neovia, visits sam and the gang often
ruby (hallow gelert) also grew up in the woods. she doesnt have a set home but she comes around the gangs house to hassle them
ROO SQUAD
ester grew up and lived in neo central, later moving away and starting a flower shop in roo island
petrelli (skunk ai) is CAT’s brother, he left their family home in moltara in his late teens, visiting extended family in krawk island, neovia, and brightville, then went to meridel after getting into some trouble. he met ester (disco kacheek) in nc, then followed her to roo island
max (spotted lupe) lived with his brother sam on terror mountain until his mid teens, when he started traveling. he got into some trouble in the haunted woods, and was missing for a few years before sam rescued him, after which he went to live with ester and petrelli
im putting kira (tyranian pheo) here bc he did live at ester’s for a bit after a pirating gig went sideways in krawk island. rn tho hes out on the seas w/ his pirate boyfriend
ok so the majority of my pets ending up in roo island bc pipper (strawberry blumaroo), who grew up on roo island and owns a hostel thats right next to ester’s flower shop
ester, petrelli, and max ive above the flower shop while everyone else in roo island lives in/around pipper’s hostel
rulbie (strawberry shoy) ran away from her home in meridell, and went to roo island bc it was the closest thing to a circus she could run away to that wasnt haunted
similarly, swift (split xwee) left her home in shenkuu to be a professional clown
stell (mutant lenny) met CAT on the moon and lived on the moon base for a while before going to work at the flower shop
starrly (candy ai) also moved to work at ester’s, formerly from altador
xylandie (striped bori) grew up in a cabin in the wilderness and traveled around a lot
clori (disco ai) was born in skahmet and had no one to look after her so she wandered away at a pretty young age, and continued to wander until they came to pipper’s
cindy lost her house in faerieland after it crashed to the ground, and at a loss for where to go, visited roo island to get a bit of cheer, and ended up falling in love with the place and staying
DARIGAN BAND
goedbye also lost his house when faerieland crashed, though his was the fields east of the haunted woods. he traveled around neopia to find a new home, and eventually settled in darigan citadel
poly (chrismas zaf) and apoca (dari zaf) are twins who grew up in the citadel, and have formed a band, as well as hosting radio show out of goedbyes house
trimni (christmas pteri) is the twin’s cousin from happy valley who is basically a manager
undi (checkered gelert) is the twins long time internet friend from tyrannia who moved in with them to start a band
snox (fire ai) is CAT and petrelli’s brother and the last kid to move from their home in moltara. they also met the group online and moved to the citadel to work with them

Katelyn Katrine is a self-made millionaire who gained fame and esteem for the high-end fashion shows that she hosts. She started out helping out at small-scale shows, slowly working her way up to part-time modelling and finally hosting once she made enough money to do so. Her favorite places to visit for work are Shenkuu and Faerieland, and she is a very popular socialite in both cities.
Despite her fortune, Kate is outwardly a very humble person. She carries with her the sentiment of “never forgetting your roots,” and as such she doesn’t own any awfully flashy houses or boats or any other stereotypical ”rich person” toys; she lives alone in a modest townhouse in Neopia Central where she grew up, and the most extravagant thing she pays for is her personal chauffeur.
This humble exterior is a bit of a ruse, unfortunately. Kate is known to rub her success in the faces of neopets that she grew up with, especially her former classmates and peers from grade school and college. Her entire life, though she won’t admit it, has been dedicated to constantly one-upping her former classmate and fellow socialite Garbooge as much as possible.
Those close to her hope she’ll grow out of this behavior as she grows up. Luckily she’s only in her early 20s, and there’s still plenty of time for reconciliation.

Ok, so I guess location Faeries are just straight up a thing. But like... is it a title? Or a unique classification of Faerie aside from elements?
Kaia is listed on the website as the "Shenkuu Faerie."
Jhuidah is listed as the "Island Faerie."
Taelia is the "Snow Faerie," but doesn't seem to match any elemental Faerie types, alluding to her being the 'Terror Mountain Faerie.'
Mira is "The Space Faerie".
Fyora and Aethia seem to share purple hair and pale, flesh-tone skin (as opposed to purple-haired Dark Faeries' purple, blue, etc)... Maybe representing "Faerieland Faeries?" The Library Faerie has purple wings and this skin tone, too (which is notable when other shop Faeries are readable as certain elements.)
And, in contrast to the others. Delina and Naia have different titles, but are clearly a Dark and Water Faerie respectively.
So, location Faeries must be a thing. It seems like there could be one per location as a rule, but, if my Faerieland theory is correct, then there could be multiple per area (meaning it's both a classification and a title, and we just don't see others besides the title-holder), or Faerieland can simply have multiple native Faeries while other lands can't. Could this mean that the Soup Faerie is the/a Neopia Central Faerie? If Kari, the Negg Faerie, isn't an Earth Faerie, then what might she be (perhaps the/a Tyrannia Faerie, with her love of omelette?)
But, with little to no answers on where Faeries actually come from, it's hard to say why there are location Faeries apparently unaffiliated with elements. Still, it might be worth considering the theory that there are "Faerieland Faeries" to explain the phenomenon, though it's likely just some design coincidences being tied together...
