Nel does not stay a child, but she is re-aging into her adult form at the same rate she aged into it the first time around. Some injuries can only heal as scars.

While she was in Las Noches as an adult, she got along well with Aaroniero & Arruruerie, as well as Zommari. They were the least hostile/most understandable arrancar in Las Noches at the time. She would have liked Coyote and Lilynette, but they didn't come around until after her fight with Nnoitra and subsequent return to the Lad Bestias commune.

She did actually like Nnoitra, in the way one loves wheat when it is still grass. He was weak, and stupid, and she felt a protective affection for him- she too, was once a child and only became what she was with the aid of her guardians, and felt like she needed to pay it forward with him. Nelliel thought he had great potential, if only he could be kept from getting himself killed before the rest of his brain grew in.

Nnoitra, who desires respect above all else but doesn't know it when he sees it, can't fathom the idea that she is nurturing him specifically because she saw a future in which he would gloriously surpass her, and became furious that she saw him as a lesser being in the here and now. Man's lacking perspective, and not just because of the missing eye.
