Namangan - the city of flowers! This name is not just given to the city. Every street, every yard is decorated with flowers, every house grows its own flowers in special pots and flower beds. All necessary conditions are being created by the Namangan Regional Khokimiyat (Authority) for the development of floriculture in Namangan. Association of Florists was established in the city of Namangan, which has a laboratory for creating new varieties of flowers, cloning them and diversifying their species. Within the framework of this festival, special plots of land were allocated and the necessary infrastructure was created. Florists from Namangan grow more than a thousand annual, perennial and other types of flowers in greenhouses here. As part of the "Flower Festival - 2024", the festivities will take place in the "Valley of Legends" which has become the touristic complex center of Namangan, the unique theme park, the only one in Central Asia, and the culture and recreation center named after the great poet, thinker and political figure Zahiriddin Muhammad Babur. On the site of the park named after Zahiriddin Muhammad Babur.
In the 19th century there was a neighborhood called "Gulzor". Here, the inhabitants were engaged in the cultivation of flowers, production of flower drinks, nectars, various sweets and spices from flowers, and honey from flowers. Medicinal tinctures are prepared from the leaves and roots of some flower species.  The fame of the neighborhood of flower growers reached Khudoyar Khan from Kokan Khan and he decided to build a madrasa here. Residents will be moved to other parts of the city and construction of buildings will begin. However, in October 1875, Russian troops entered the city of Namangan and chose the madrasa as their fortress. Now this place will be developed as a garden of the head of the uezd.  After the garden was handed over to the newly established local government in 1920, a large amount of work was carried out in this place. On August 24-27, 1961, a flower exhibition was organized for the first time in the city of Namangan, and it became a tradition as a holiday. It developed and progressed from year to year. Over the next three years, the garden, floriculture, flower festival grew to an unprecedented level. Even a flower caravan was organized. The number of annual celebrations began to increase. Also, the number of flower growers and admirers of beauty has increased. A few years ago, it was decided to hold the festivities at the end of May, when flowers are presented in their most beautiful form and flower growers can show all their art.  Since 2018, "Flower Holiday" has been changed to "Flower Festival" and has gained an international status, because not only Uzbekistan, but also flower growers from neighboring countries began to ta ke part in it. In addition, this festival aroused great interest among representatives of foreign mass media and tourists who expressed their desire to participate in the festival. Thus, in 2023, the city of Namangan received tourists and media representatives from more than 30 countries of the world. This year, Namangan is celebrating the 63rd "International Flower Festival", and preparations for the holiday are in full swing. The number of people who want to participate is increasing every year, so the local authorities expand the scope of the festival by moving the festive events to nearby parks, avenues and squares. Within the framework of this holiday, more than 30 million flowers will be planted in the culture and recreation park named after Zahiriddin Muhammad Babur and the theme park of the Valley of Legends, including the flowers planted in the city of Namangan, total will be more than 40 million pieces. In this annual festival, cars, village, farm, construction and other special machines will be paraded through the central streets of Namangan city. All the vehicles and equipment (more than 300) will be decorated with natural flowers and will travel more than 10 km to Zahiruddin Muhammad Babur Park.
            As part of the flower festival, the residents and guests of Namangan will be offered event programs such as an international fashion week, performances by folklore groups, an exhibition of artisans, works of art, laser, drone, illusion and talent shows, international, “Nazm and navo” and “askiya” nights, retro songs of the 80s and 90s, gastronomic festival, children's circus shows, attractions and other entertainment games will be held. The opening ceremony of the festival will be attended by government representatives, heads of local authorities, foreign guests, luminaries and mass media representatives. Experienced florists and amateur flower growers will also participate in the festival. Landscape design professionals will also be showcasing  their art. Businesses and organizations that wish to participate will compete on originality of design and skill of flower arrangement.
Ekibana and bouquet masters also compete. The local government announces the candidates based on the results of the competition, and the winners of the competition are awarded with valuable prizes at the end of the festival.
The closing ceremony will be a gala concert and an award ceremony with the participation of pop stars of Uzbekistan in “Afsonalar Vodiysi” cultural and entertainment park. The festival is a major tourist event. This year, the holiday will last from May 19 to June 23. More than 3.5 million local and foreign tourists are expected to visit the city of Namangan during this period. The government of Namangan region and all official organizations are doing everything necessary to make this festival an unforgettable event for the guests and to make this festival a tourist magnet of Namangan.Department of Culture and Tourism of Namangan region several tourist routes have been developed  based on the desire of the guests to visit tourist places during the festival. All hotels, restaurants, cafes, amusement parks are ready to provide quality service to visiting tourists. This festival is a celebration of peace, kindness, culture, literature, friendship and good neighborliness.

Late last year, just one month after Russia banned “propaganda of non-traditional sexual relationships,” Uzbekistan’s presidential administration put up a bill for public discussion that would do the same. The copycat legislation threatens to further complicate the lives of LGBTQ+ people in a country where “sodomy” is still classified as a criminal offense. To learn how Uzbekistan’s existing anti-gay laws affect people on the ground, the independent outlet Mediazona Central Asia spoke with gay men there about the discrimination they face, the danger that coming out to friends entails, and their expectations for their country’s future.
‘My parents would send me to a psych ward’
Despite years of appeals from international organizations, homosexuality remains a criminal offense in Uzbekistan. According to the country’s criminal code, a person can face up to three years in prison for “sodomy.” As a result, most gay men hide their sexual orientation, often not telling even their closest friends and relatives.
With assistance from the Eurasian Coalition on Health, Rights, Gender and Sexual Diversity (EKOM), journalists from Mediazona were able to talk to a number of gay men living in Uzbekistan, the majority of whom were between 18 and 25. They described their struggle with the dilemma of whether to tell others about their orientation or to hide it for fear of criminal prosecution.

I only told my best childhood friend, and it turned out that he had the same confession to make. We accepted [our sexualities] as a natural phenomenon. But since he lives far away, and didn’t get to talk very often, I experienced this moment alone.
Alisher
My friends know about my orientation. My parents found out about it against my will and had a very negative reaction, so now I have to tell them that I was “fixed” and that I’m “on the right path” now.
Ramil
I usually hide it, because if anybody with the wrong kind of worldview finds out, they could hurt me or even kill me. I haven’t revealed it to my parents, because they’re very religious and just wouldn’t accept it. I came out to my brother. At first, he was extremely disappointed. But after some time, he started joking about my sexuality, like he would ask if I like such-and-such man or not. Initially, I told him that I’m bisexual, because I was afraid to admit the full truth. Sometime later, my brother told me that he could support me, but not my partners and friends. My close friends also know, but they were more surprised than disappointed. I liked the way my best friend reacted: when she found out, she said, “And what the fuck about it?”
Bakhodir
I told three or four of my close friends that [I’m gay]. At first, their attitudes towards me were unpleasant, but then they more or less made peace with it. I can’t tell my parents, because I’m afraid that they won’t understand or won’t accept me. Chances are, they’ll think I’m mentally ill; probably, they’ll either send me to a psych ward, or this situation will lead to [my] murder.
The men Mediazona spoke to said that there are Uzbek- and Russian-language chat groups where LGBTQ+ Uzbeks can talk to one another. Most of these groups are organized geographically: there’s a Telegram channel for gay men in Namangan, for example. Unfortunately, not everybody who joins the channel is just looking to chat or meet up; it’s common to encounter blackmailers or police officers.

In Uzbekistan, there are social media groups [for gay men]. They can be divided into two categories: there are groups that are exclusively for dating, and there are groups that publish detailed information about various diseases as well as how to handle discrimination, stigmas, and so on.

There’s an open gay chat group where I post announcements that I’m open to meeting guys for both friendships and relationships. If me and a person I’m chatting with become close, I propose meeting up. But it can be tricky, since we’re communicating under conditions that make it difficult to trust one another. I had one situation where my neighbor, after he found out I was gay, started blackmailing me — he asked for money and threatened to tell my parents [if I didn’t pay him]. So I try not to avoid too much contact with heterosexual people, because it’s not safe.
Gulom
I met one guy in the Namangan chat, and after that, two guys came over to my place. We just hung out and chatted, and then they suggested we go to their place to hang out and talk there. When we arrived at some other place, they told me that they were straight. They started threatening me, took my money, blackmailed me, and insulted me. They didn’t let me go until I had given them all the money I had on me. There was also one time when the guys I was talking to posed as law enforcement officers and tried to intimidate me with threats.
All of the men Mediazona spoke to said they had faced discrimination.

I face [harassment] practically everywhere I go: home, at school, at work, everywhere I’m forced to be. Discrimination takes the form of disgusting jokes and threats to do the worst things imaginable to us. Ravshan
How many young guys have left their home country or, even worse, died in various ways? For example, pressure from their parents, loved ones, and friends? Or people spreading videos or photos taken by homophobes? [Or what about] punishment under the Criminal Code? And a lot of other things. Alisher
At school, at work, at university, and even at home. I’ve faced judgment, blackmail, humiliation, and awful psychological and physical abuse from my family.
No acquittals
Hearing verbal abuse from ordinary people is one thing; getting it from law enforcement is something completely different. Two of the men who spoke to Mediazona described past encounters with the police.
Bakhodir
I had one situation where I got stopped in the park; they were conducting a raid in search of gay men. Police officers checked my phone and found the group “Namangan Chat,” which I was a member of, and asked me to follow them to the station. When I arrived, they started asking me all kinds of questions, like how many gay men are in Namangan, how many friends I have, how many acquaintances I have. I told them I’m the only one. Then the officers told me about Uzbekistan’s laws, and about how it’s a criminal offense. I ended up spending a day in an isolation cell. After that, my brother came to pick me up.
Andrey
One time, my partner and I were caught by law enforcement. It wasn’t because we were doing anything; they were just randomly checking everybody in the street. They started looking through the contents of our phones, and they found photos of us together; not even intimate ones, just ones where we were together. They threatened to put us in jail under certain charges, and we had to pay a bribe. That was the end of the story. But I’ve heard of some really awful cases in which the police used torture or organized sting operations in order to prosecute members of the LGBT community.
Not all gay Uzbeks who get targeted by police manage to avoid prosecution through bribes. Yuri Yoursky, an EKOM coordinator, said that according to data from Uzbekistan’s National Center for Human Rights, in 2021, 36 men were convicted of “sodomy,” and 25 of them were sentenced to prison time.
“According to statistics from the Interior Ministry, that’s more than any previous year since 2016. In addition, there are thought to be many more cases in which police officers threatened to open criminal cases against people in order to extort money from them,” he told Mediazona.
According to Yoursky, “sodomy” cases often end in prison sentences or house arrest. “We don’t know of a single case that’s ended in an acquittal,” he said.
Beyond the Criminal Code
The men who spoke to Mediazona blamed Uzbekistan’s draconian anti-LGBT laws on the conservative nature of Uzbek society, the influence of Islam, and the “political will of the authorities.”

Ours is a Muslim state; religion carries a lot of weight. People don’t want gay people here and don’t understand them. Even if that specific article is eventually removed from the Criminal Code, the population probably still won’t accept [homosexuality] and will continue to behave the way they do now.
Ramil
In my view, Uzbeks aren’t ready to accept the LGBT community. People here are religious, after all; they have an old-fashioned way of thinking, and they’re afraid of anything “different.” And they despise the things they’re afraid of.
Andrey
Gay people are against the law, first of all, due to the political will of our government, because they don’t want to decriminalize being LGBT. Second of all, society is too conservative; they believe that the population isn’t ready for this. So in a context like this, the democratic reforms that we’re promised don’t happen.
Yuri Yoursky confirmed: the Uzbek authorities have indeed cited religion, culture, and public opinion to justify the country’s anti-LGBTQ+ laws.
“The government [claims] that decriminalization would have a negative effect on society and on the country’s reputation in the Muslim world. Additionally, the republic doesn’t acknowledge that imprisoning people on the basis of their sexual orientation is a violation of their human rights and violates the country’s international obligations in this area,” he told Mediazona.
In his view, removing the “sodomy” article from the Criminal Code would only be “comfortable” for the government if it were done as part of a deal with more liberal countries.
“The authorities aren’t going to independently initiate this process just to protect its citizens’ human rights. At the very least, Uzbekistan hasn’t taken that step thus far, despite the international pressure it’s has been facing for the last 15 years,” said Yoursky.

Valley of Legends: The largest artisan center, mosque and shopping center - in Namangan
A theme park "Afsonalar vodiysi" ("Valley of Legends") is being built in Namangan region, which includes the largest 3-storey artisan center, a mosque for 15,000 people, a shopping center, a hotel, villas, modern attractions and fountains. The State Committee for Tourism Development organized an information tour for journalists of various media outlets and bloggers to familiarize themselves with this object in Namangan region.
The project is being implemented in cooperation with the Turkish design company DOME + Partners. In accordance with the resolution of the Cabinet of Ministers of the Republic of Uzbekistan from 16 September 2017 No. 730 "On measures to create a modern park of culture and recreation in the city of Namangan", a theme park "Afsonalar vodiysi" is being built on the site of the former park "Mashrab" in the city of Namangan.
Namangan istiqlol bog'i LLC is responsible for construction work on an area of 155 hectares. It is worth noting that during visits to Namangan region on 2-3 May 2018 and 28 February - 1, March 2018, President Shavkat Mirziyoyev got acquainted with the project of this park of culture and recreation, gave relevant instructions and named it "Afsonalar vodiysi".
Today, large-scale construction and installation work is underway there. As part of his visit to Namangan region, Chairman of the State Committee for Tourism Development, Deputy Prime Minister Aziz Abdukhakimov, together with the regional governor, visited the complex and got acquainted with the progress of construction work.
Aziz Abdukhakimov made recommendations on creating amenities for the population and tourists in work structures and buildings where construction work is ongoing. As part of the Valley of Legends complex project, a parking lot for 1,300 cars, a two-storey shopping center with 112 stores, a theme park and attractions with 16 types of modern attractions and a virtual playroom, as well as restaurants serving 800 customers, were launched.
Journalists and bloggers got acquainted with the center, where there is an indoor and outdoor water park, where 10 service and 5 technical buildings, 16 pools and 7 types of water attractions are ready for operation. The amphitheater for 2400 seats and the summer amphitheater will host various entertainment events in the Namangan region. The complex is also decorated with modern waterfalls, musical fountains, canals and lakes, surrounded by ornamental trees and benches. The construction of the rest of the facilities has been completed by 70%.
These include a three-story shopping mall, a 23,000 square meter National Crafts Center and a modern 3,500-seat mosque.
Also in the "Valley of Legends" is building a hotel with 250 rooms, designed for 400 people and 149 villas. Today, more than 60 units of heavy machinery and equipment, and more than 1000 workers, are involved in accelerating construction at the facility.
The organizers noted that after the full launch of the project, 15 thousand people are expected to be served here simultaneously.

The Frequency of the Delay of Puberty and Various Developmental Disorders in Adolescents in Namangan and Jizzakh Regions of the Republic of Uzbekistan on the Data of Screening in 2021 Year in Biomedical Journal of Scientific & Technical Research
The Delay of Puberty (DP) implies the absence of secondary sexual signs and relevant physical changes in boys and girls aged 14 years. The delay in sexual development in the boys implies the lack of an increase in the testicular volume (<4 ml) and if the length of the testicles do not reach 2.5 cm (<4 ml) at the age of 15 years. The main signs of the delay of sexual development in girls is the lack of Telarche and Adrenarche by the 13 years and the absence of Menarche by 15 years [1-3]. In accordance with the ICD-10, the delay of sexual development is highlighted as an independent endocrine disease. DP is one of the actual problems of endocrinology. Even though the frequency of the recovery of the DP among both sexes is the same, but boys are more often treated with complaints: 9: 1 [4,5]. At the same time, in modern literature there is not enough data in this area, there are no work and fully dedicated to the epidemiology of various forms of DP in boys and girls. There are many publications on separate only issues. There are no multicenter studies of DP in boys and girls in any foreign literature, nor in the near abroad over the past few decade.

However, in October 1875, Russian troops entered the city of Namangan and chose the madrasa as their fortress. Now this place will be developed as a garden of the head of the uezd.  After the garden was handed over to the newly established local government in 1920, a large amount of work was carried out in this place. On August 24-27, 1961, a flower exhibition was organized for the first time in the city of Namangan, and it became a tradition as a holiday. It developed and progressed from year to year. Over the next three years, the garden, floriculture, flower festival grew to an unprecedented level. Even a flower caravan was organized. The number of annual celebrations began to increase. Also, the number of flower growers and admirers of beauty has increased. A few years ago, it was decided to hold the festivities at the end of May, when flowers are presented in their most beautiful form and flower growers can show all their art.  Since 2018, "Flower Holiday" has been changed to "Flower Festival" and has gained an international status, because not only Uzbekistan, but also flower growers from neighboring countries began to ta ke part in it. In addition, this festival aroused great interest among representatives of foreign mass media and tourists who expressed their desire to participate in the festival. Thus, in 2023, the city of Namangan received tourists and media representatives from more than 30 countries of the world. This year, Namangan is celebrating the 63rd "International Flower Festival", and preparations for the holiday are in full swing. The number of people who want to participate is increasing every year, so the local authorities expand the scope of the festival by moving the festive events to nearby parks, avenues and squares. Within the framework of this holiday, more than 30 million flowers will be planted in the culture and recreation park named after Zahiriddin Muhammad Babur and the theme park of the Valley of Legends, including the flowers planted in the city of Namangan, total will be more than 40 million pieces. In this annual festival, cars, village, farm, construction and other special machines will be paraded through the central streets of Namangan city. All the vehicles and equipment (more than 300) will be decorated with natural flowers and will travel more than 10 km to Zahiruddin Muhammad Babur Park.
            As part of the flower festival, the residents and guests of Namangan will be offered event programs such as an international fashion week, performances by folklore groups, an exhibition of artisans, works of art, laser, drone, illusion and talent shows, international, “Nazm and navo” and “askiya” nights, retro songs of the 80s and 90s, gastronomic festival, children's circus shows, attractions and other entertainment games will be held. The opening ceremony of the festival will be attended by government representatives, heads of local authorities, foreign guests, luminaries and mass media representatives. Experienced florists and amateur flower growers will also participate in the festival. Landscape design professionals will also be showcasing  their art. Businesses and organizations that wish to participate will compete on originality of design and skill of flower arrangement.
Ekibana and bouquet masters also compete. The local government announces the candidates based on the results of the competition, and the winners of the competition are awarded with valuable prizes at the end of the festival.
The closing ceremony will be a gala concert and an award ceremony with the participation of pop stars of Uzbekistan in “Afsonalar Vodiysi” cultural and entertainment park. The festival is a major tourist event. This year, the holiday will last from May 19 to June 23. More than 3.5 million local and foreign tourists are expected to visit the city of Namangan during this period. The government of Namangan region and all official organizations are doing everything necessary to make this festival an unforgettable event for the guests and to make this festival a tourist magnet of Namangan.Department of Culture and Tourism of Namangan region several tourist routes have been developed  based on the desire of the guests to visit tourist places during the festival. All hotels, restaurants, cafes, amusement parks are ready to provide quality service to visiting tourists. This festival is a celebration of peace, kindness, culture, literature, friendship and good neighborliness.

El francés asistió en el gol del empate y remedió así el gol en propia puerta CARLOS SERRANO El Al-Ittihad de Karim Benzema ha conseguido pasar a los cuartos de final tras ganar por 2-1 al Navbahor Namangan en la vuelta de los octavos de final de la Champions Asiática. No fue un partido fácil para el equipo saudí ya que un gol en propia de Benzema en la primera parte ponía la eliminatoria cuesta arriba tras el 0-0 en el partido de ida. El equipo uzbeko optó por entregarle el balón al Al Ittihad, pero al equipo saudí le faltaba claridad en la faceta ofensiva. El dominio del balón no se traducía en ocasiones de gol y eso lo acabó aprovechando el Navbahor Namangan a balón parado. En una falta lateral el intento de despeje de Karim Benzema se marchó en la dirección contraria a la deseada por el francés y con su gol en propia se abría el marcador en el King Abdullah Sports City, el primero de la eliminatoria. El Navbahor Namangan no cambió ni un ápice su planteamiento del partido y no aprovechó el impulso de un gol que durante unos minutos dejó descolocado a los jugadores de Marcelo Gallardo. Con rostro muy serio al argentino no le gustaba lo que veía sobre el terreno de juego. No le quedaba otra que reaccionar al Al Ittihad que se volcó en ataque y en un saque de esquina que prolongó Benzema, Hamdallah ponía el empate en el marcador al filo del descanso. La segunda parte fue un monólogo del Al Ittihad, pero el equipo no encontraba la forma de perforar la portería de Yusupov gracias a la gran labor defensiva de la zaga del Navbahor Namangan. El club uzbeko apenas se acercó a la portería rival y todas las ocasiones las protagonizaba el equipo de Karim Benzema. Cuando todo parecía destinado a la prórroga, el gol en propia de Tabatadze en el minuto 87 le daba la victoria a un Al Ittihad que se mereció ganar el partido por juego y por ocasiones. Benzema abandonó el partido en el minuto 94 con la satisfacción de haber hecho los deberes, aunque el final se empaño con la expulsión del central Dokic por una falta peligrosa que dejó a Al-Amri sangrando en la cabeza. Con esta victoria, el Al Ittihad pasa a la siguiente ronda y ya está en cuartos de final de la Champions Asiática.
