I experienced this same issue when trying to transfer money to my friend, Mohammad. We tried PayPal for a minute, but after a couple transactions it would be canceled by PP for no reason (it worked fine for other transactions not directed to Gaza…)
I tried Binance, but it wasn’t supported in the US. I tried Coinbase, but it was extremely difficult to get my account verified and usable (in fact, it never cleared, and there was minimal customer service to resolve).
Eventually we settled on MoneyGram, which has been the most consistently usable. It does require lots of travel for my friend to get his money, and I worry it will be next on the list of things blocked, but for now….
