No Laughing Matter: The Clowns and the Turmoil that Changed Toronto
In the summer of 1855 the city of Toronto was a far cry from the bustling capital city that it is today. Much closer to resembling the Wild West, the city was filled to the brim with bars, liquor shops, and brothels catering to the rotating population of approximately 40,000 people. Mary Ann Armstrong ran one of Toronto’s many “clubs” on the corner of King and Jarvis Streets and the combination bar and brothel was always busy, especially when new faces were passing through town. The sights, sounds, and stories that originated there are incalculable, but on one July night Armstrong’s establishment was the setup for an incident that sounds like a joke but was unfortunately very real with a horrible punchline. “A clown and a fireman walk into a bar…”
On the morning of July 12th 1855 a large group of travelers made their way into Toronto, but these visitors were a little more unusual than the normal passers-by, this was the S.B. Howes' Star Troupe Menagerie & Circus. S.B. Howe was one of the first circus companies to bring their act on tour traveling to one city and taking up residency for a few days before packing up their tents and disappearing from the scene. The circus was only supposed to be in town for two days and after their first performance a group of clowns decided to take in the town, eventually ending up at Mary Ann Armstrong’s building.

The image might sound funny, a group of clowns walking into a rowdy, tough, and intimidating brothel and bar, but these clowns were not to be messed with. Their jobs went far beyond entertaining and included the physical labor of building, breaking down, packing up, and moving their entire community to each city on the tour. They were strong, bold, and did not back down from a fight, which was a recipe for disaster considering the other people visiting Armstrong’s that night.

At this point in time fire departments were not formally established and individual companies formed privately and functioned for profit, racing to fires and charging a price before putting them out. It was not uncommon for rival fire companies to clash in the streets, sometimes requiring local law enforcement to intervene. Only two weeks before the circus came to town one local company, the Hook and Ladder Firefighting Company, was involved in a violent street brawl with another fire company that became known as the Fireman’s Riot. They were an aggressive group, and tonight they were visiting Armstrong’s establishment at the same time as the clowns.
There has never been a singular cause identified for what happened next. One account says that the clowns cut the line to get into the building. Another says one of the firemen named Fraser knocked a hat off the head of a clown named Meyers and refused to pick it up when asked. Others simply say it was a case of someone getting loud with someone else who did not take kindly to their tone. The result was an all-out brawl and by the time the police arrived the firemen were all beaten to a bloody pulp with two of them requiring medical attention at a hospital. The band of clowns simply went back out into the night to continue partying.
The situation was bad enough as is, but the political climate of the area made the conflict cut deeper. Much of Toronto’s population was made up of Irish Catholics but the city government was deeply Irish Protestant and Tory elite, supported by the Orange Order, who were also firmly in the corner of the bloodied Hook and Ladder Firefighting Company. As far as the fire department was concerned the clowns had just declared war.
When the S.B. Howes' Star Troupe Menagerie & Circus came into town they pitched their tents along the waterfront at the site of Fair Green, near the St. Lawrence Market. On the day after the brothel brawl, Friday the 13th, the merchants in the market were few and far between, there was word that something bad was brewing. Slowly they began to arrive to the circus grounds, a large mob of Orangemen of the Orange Order, and before long the rocks began to fly. The circus performers were able to hold back the assault for a short amount of time but when the fire department arrived it was not to help the entertainers, it was to destroy them. The members of the Hook and Ladder Firefighting Company arrived carrying pikes, pipes, and axes. They tore apart the circus tents, beat anyone in their paths, set fires, and knocked over wagons with a bloodthirsty ferocity. Police Chief Samuel Sherwood, a former tavern owner with no formal training, arrived and brought in a handful of constables throughout the day but never put a focused effort into quelling the violence. How could he? He was a part of the Orange Order himself and when later questioned about the level of power he had in his position as Chief his answer was “A very small one indeed…I give orders and instructions to the force, but cannot get them obeyed. As soon as I am out of sight, the men do as they please.” When the Mayor arrived at the scene he took matters into his own hands, wrestling an ax from a fireman who was about to murder one of the clowns and calling in a militia to finally put a stop to the violence. The clowns and other performers took what was left of their belongings and fled the city as quickly as possible.

The aftermath of the riot was unfortunately familiar. When the Fireman’s Riot happened only weeks beforehand the memories of the police department and the firemen involved were suddenly and inexplicably fuzzy and they could not recall a single member of the Orange Order that was on the scene. One constable said it was too dark out to see any faces and another even said that the entire ordeal was carefully planned so that only people unfamiliar to the police would be involved. The exact same scenario played out again after the attack on the circus clowns and suddenly no one who advanced on the tents could recall anything that happened. Out of the entire mob only seventeen people were ever arrested and when they went to court every single person who attacked the circus that day was acquitted.

The official word on what happened may have been hazy but the public saw the corruption very clearly and while they could not create change overnight, the Toronto Clown Riot proved to be a fatal blow to the too-long accepted state of things. After the riot it became much more common to question the conveniently selective memories of the police force that was given absolute power with no form of training. The formerly iron-clad coverups for the actions of the fire departments corroded and began to lose strength. The voices against the Orange Order got louder and louder.
One of the biggest indicators that the public had had enough came with the next election when for the first time in twenty years a mayor was elected that was backed by the Irish Catholics despite the hardest efforts of the Orange Order to prevent it. Reform and organization was needed and in 1858 the first provincially approved board put a restructuring of the new city government and police force into motion. In February of 1859 the entire police force was fired (roughly half that were not part of the Toronto Clown Riot were reinstated), a new chief was brought on board, and finally Toronto had a police force that was out of private hands, nonpolitical, and under close watch by the newly established city government.
The fates of many of the S.B. Howes' Star Troupe Menagerie & Circus clowns are greatly unknown and the clown named Meyers has faded into time. Little could he or any of the clowns imagined on that July night that getting into a fist fight with a gang of firemen in a brothel would lay the foundation for the establishment of Toronto’s first formal police department.

“WORKERS ORGANIZING TO BLOCK EVICTIONS,” Toronto Star. February 17, 1933. Page 20. ---- Mimico. Feb. 17. - Fearing that an epidemic of evictions might result in an account of contemplated govern mental action to protest mortgagees and because of the present financial crisis in the town, the Mimico Workers Association, meeting in the town hall last night decided to strengthen their organization created to "discourage bailiffs." It was tentatively decided that the municipality would be divided into districts, each with a captain to be appointed at a later date, to whom anyone threatened with eviction could apply for aid.
The recent Piazzo eviction in North York was discussed.. Members said they sought means to prevent any such "ruthless" action from taking place in Mimico.
It was suggested that each captain we furnished with a copy of the bailiff act in order to be able to advise those threatened.
"We don't want any violence, we don't want trouble, but we must fight for our homes," J. P. O'Donnell said. "If we can in an ordinary way run eight or ten men in and get the furniture back, it is a wonderful piece of work and should be carried out."
Action taken by the association has on several occasions prevented evictions or provided new homes for the unfortunate families to go to.
A resolution was passed serving notice on the Lake Shore Central executive council, with which the association is affiliated, that the Mimico branch would sever its connection because of its "apparent inactivity," unless immediate steps were taken to rectify the situation.
A resolution was passed thanking the local merchants who aided the recent smoker held by the association by providing the smokes.

THE SERMON –
“Take these things away! Do not make my Father’s house a house of trade!”
Jesus gives a clear, stern warning as He whips the greedy merchants from the temple courtyard.
This was the first, outer court of the complex.
It was meant to be a place of quiet reflection, penitence, and prayer.
Yet in our Gospel account, the area had been turned into a marketplace; a cheap bazaar.
Worshippers were forced to run a gauntlet of salesmen offering animals and money exchange rates just to get inside the inner-courts of the temple.
How sad.
How wrong.
Is this why Jesus displayed righteous anger?
Why he overturned the merchant’s tables?
Why did Jesus take these actions?
In a word: location.
But Jesus wasn’t simply upset that the activity was taking place inside the boundaries of the temple.
Taking it outside wouldn’t have made it anymore God-pleasing, or righteous.
It wasn’t just the physical location that Christ was angry about.
The real reason Christ let loose, and did what He did, was because of the location and prominence that commerce had taken in the lives and hearts of people who dared to call themselves faithful.
Remember, all that livestock and money – the commercial activity – was conducted for the sake of making proper sacrifices in the temple.
As far as the merchants were concerned, it was done in service to God.
But there’s the problem.
God, who knows the heart, knew full-well, who and what, was truly first with the people in that marketplace.
The buying and bartering, the haggling and exchange of money, had taken up the central place.
Their focus and attention were not on the Creator of all things, but on outward creations.
What exactly was Jesus driving out in His righteous anger?
It was the idolatrous place, the position all that stuff had taken in the hearts and minds of those who called themselves God’s people.
The Word of the Lord had been replaced by a false ‘buy and sell’ theology of salvation.
The true temple, Christ, had appeared to find His people obsessed with corrupt and empty spiritual dealings.
It was this great and deadly distraction, the people’s disregard for the truly Holy, that drove Jesus to loving anger.
What our Gospel lesson is really about is the First Commandment issue of God having Lordship, and occupying first place in our lives.
It’s about the position and prominence that God has in our hearts, minds and souls.
That’s why this Gospel text is used during the penitential season of Lent.
It’s given for us so we can take a good, honest look at ourselves, and our lives.
We may not want to admit it, but we’re often not very different than these temple traders.
How many times do believers behave more like a customer than a Christian?
How often have we treated God as if He’s the store manager, and you want to make a request, or lodge a complaint?
How often have we held up the ledger book of our ‘good works’ and accomplishments to God as a receipt . . . a way of trying to cut a deal, and make an exchange for something you want or desire?
We hold up our good deeds and complain:
“God, I’ve been a loyal, well-paying customer all these years, and this is how you repay me?
This is how you treat me?
If we still think we’re spiritually squeaky-clean, let us look into the mirror of our lives.
How often have we failed to fear, love, and trust in God above all things?
Brothers & sisters, before our righteous and holy God, we’re all guilty.
As the Apostle Paul wrote in Romans 3:23, “all have sinned and fall short of the glory of God.”
But fear not.
God has brought us Good News of great joy.
We have been redeemed!
True redemption, in and through Christ.
You see, in real redemption something is exchanged for something else.
To redeem something means to buy it back.
Retailers redeem coupons; they buy back the coupon for the agreed-on price.
So it is with us, and our salvation.
But here’s the crucial thing: we have NOTHING to offer in exchange for our forgiveness.
As Jesus said, “What can a man offer in exchange for his life?” (Matthew 16:26)
Nothing.
We were bankrupt, dead in our sins as the Bible tells us in Ephesians 2:1.
Then Jesus came.
And as the Apostle Paul again explains in our lesson from 1st Corinthians today,
“because of him you are in Christ Jesus, who became to us wisdom from God, righteousness and sanctification and redemption, so that, as it is written, “Let the one who boasts, boast in the Lord.”
Unfortunately, that doesn’t seem to stop people from trying to ‘buy’ their way into God’s good graces.
This is exactly why our Lord proclaims His Law to us.
This is why God tells us the truth about our sinfulness, and human nature.
And precisely why Christ cleared out the temple – so He could teach and proclaim the Gospel.
“Destroy this temple, and in three days I will raise it up,” Jesus said.
This is the foretelling of the resurrection.
When the true temple, Christ, gave up His life on the cross, God the Father raised Him from the dead three days later.
It is in His resurrection that believers have the sure and certain hope that our sins are forgiven.
As the Holy Spirit works faith in our hearts, we know Jesus has moved into us, and we are now temples of God.
St. Paul wrote to the Corinthians, "Do you not know that your body is a temple of the Holy Spirit within you, whom you have from God?"
The God-man who took action to cleanse His temple made of stone, has promised that He will purify His living temples, us.
Just as He brought His temple back from the dead, so He will also come one day to raise all our temples back to life.
On that day, He will give eternal life in both body and soul to all who believe in Him.
That’s Gospel truth!
God speaks the cutting words of His Law, that can sting like the cords Jesus swung at the merchants, not to punish us, or rub our faces in our failures, but to overturn the sinful marketplace that is our heart.
He enters into the old Adam’s flea market, the broken human nature, not with a mere whip of cords, but with the razor-sharp sword of His Law to drive us to the Gospel.
He overturns and kills, precisely so He can resurrect and make alive again and anew.
And it is this baptismal resurrection truth of the Gospel that’s proclaimed to you today.
It is the truth of your redemption that’s freely held out to you in Christ’s Word and Sacraments.
You have been purchased and bought back from the bonds of sin, death, and damnation with the lifeblood of Jesus Christ.
The Holy Spirit works faith in us using God’s Word found in the Bible, and His Sacraments of Baptism and the Lord’s Supper.
Within His true Church we’re offered these priceless means of grace.
May this full Law-Gospel truth fill and lighten your hearts.
May it be witnessed in all you say and do.
May your life be a living proclamation of thanksgiving of what Christ has done for you, and in exchange for you.
In His all-redeeming name, Amen.

""UNDUE GENEROSITY" IS BLAMED FOR PLIGHT," Toronto Star. February 15, 1933. Page 3. ---- Harry Lindsay Goes to Reformatory for Fraud and Forgery ---- Over-generosity to his friends was cited by A. R. Hassard, K.C., as a reason for the downfall of Harry A. Lindsay, 26, married, who was sentenced by Magistrate Keith in county police court to-day to two years less a day in the reformatory on eighteen charges of fraud, false pretences and forgery. The charges, laid by officials of two New Toronto banks, involved cheques amounting to $5,000. Lindsay's sentence was made retroactive to the time of his arrest.
John Barlow was ordered to pay $25 for damage done to a truck in York township, and was given suspended sentence.
Colorful girls' dresses and other clothing were displayed as evidence against Edward Hanley, charged with stealing nine pairs of stockings, six dresses and some cheese, which he, on behalf of an association, had solicited from township merchants for a "Christmas tree."
Hanley admitted giving two pairs of the stockings to his family and eating some of the cheese. He told Magistrate Keith he considered the goods unsuitable for distribution to children. "Some members of these associations do all they can to kill the sympathy the public is willing to extend them," observed the bench.
Defence counsel said Hanley was unemployed and the father of six children. "He's sticking his knife into the backs of the other unemployed men." retorted the court, placing Hanley on suspended sentence, with three months' probation.
Lorenzo and Angelina Annacia were charged with obtaining approximately $222 worth of relief from North York township by fraud. They own two houses and vacant lots, clear of debt except for taxes, accused admitted. From one house they received approximately $17 in rent, they said. The case was adjourned a week to call a bank manager to tell if the two have bank accounts.
