Bharatiya Janata party celebrates selection of Basavaraj Bommai as Karnataka chief minister as gangwars continue unabated on the streets of Bengaluru.

Prime minister Narendra Modi and BJP should not celebrate Bommai's elevation to chief minister's post, they should be mourning for the pitiful state that so called world class city Bengaluru is in today. And predecessor Yeddyurappa's failure to free Bangalore from gangsters grip.

So finally the BJP parliamentary board on Yeddyurappa's recommendation choose Basavaraj Bommai as CM. That the chief minister's responsibility is towards all the cities within the state, but in Karnataka's case the problem of one city Bengaluru has been gigantic more than compared to cities like Hubli-Dharwad Mangaluru, Mysuru, Belgaum and others. And 61 year old mechanical engineering graduate Mr Bommai is well versed with Bengaluru's problems and who better than him, as he was the home minister before. And as rowdies go on wreaking havoc in city, my question is who is going to stop them? The hardworking family of Bengaluru and poor people who are struggling to provide the best for their families have completely lost faith in the Bengaluru police and it is they who get caught in the cross hairs of these gangsters. Can the new chief minister end the rowdies menace in Bengaluru? Can Basavaraj Bommai make a difference and show he has it in him to wipe out the rowdies from Bengaluru's every nook and corner unlike his predecessors Yeddyurappa, Kumaraswamy, Siddaramaiah, Jagadish Shettar and SM Krishna who were mere fence sitter chief minister's.
Why are the Bengaluru police hesitating to go in an aggressive mode against the gangsters? One reason here can be attributed to lack of support from the chief minister or home minister, and the political patronage provided by politicians to criminals. 6 out of every 10 MLA's in Karnataka assembly have links with notorious rowdies in their own constituencies. BJP on its part cannot wash hands off its sins here, because BJP is the party in power in Karnataka and Amit Shah holds the home portfolio here in central government. But the shame and irony within BJP remains and so does lawlessness in Bengaluru. The only good thing that Amit Shah has done in his capacity as home minister is to target opposition parties in rule in states like Kerala, West Bengal etc. He has continuously targeted West Bengal CM Mamata Banerjee over law and order issues in Bengal and goondaism by Trinamool Congress leaders, true that TMC leaders have indulged in goondaism and also urged it's party workers to create terror, but Mr. Shah before pointing fingers at others, you should first clear garbage in your own backyard. Amit Shah being the home minister of central government, you are right in your concerns of lawlessness in West Bengal, but what about the lawlessness in Bengaluru in Karnataka.
Also police reforms which needs to undergo a gigantic change here in India despite the Supreme court of India clearly stating that it be done at the earliest, the Modi government seems unperturbed and casual in its approach. Police reforms are a slew of measures that need to be undertaken to break the police-criminal nexus at lower ranks and many more problems in police department. But despite the police reforms remaining unchanged, that cannot be the yardstick of excuse for police commissioners for failure to bring down crime in their respective cities. In my view the police chiefs leave Bengaluru city but in any part of the world, their foremost priority should be to bring down crime to zero, if not zero but at the level at least where people can breath easy and feel safe, they must instill fear in the minds of criminals for law enforcement agencies, and above all no political interference in working of police. All these things are completely missing in Bengaluru. Its high time Bengaluru's police stop flexing their muscles on innocent public, I wish they take on rowdies seriously. Because the rowdies of Bengaluru have gone beyond the police lathis, it has no more effect on them, the only language they understand now is the language of bullets. Also we need to understand here that the servants learn what their masters teach. Now look at how much rotten subsequent Karnataka governments have become in terms of corruption, either it is congresses Siddaramaiah who was the chief minister or Kumaraswamy's tenure as CM and BJP's Yeddyurappa, these very Chief minister's who before elections blabbered about good governance, various schemes for poor people and other promises, once they got elected showed their true colours. For instance, post covid and the brutal second wave that led to lockdown all over India, in Karnataka things have come to such a pathetic state, that police have been entrusted with imposing fines on people without masks, I have no objection in them imposing fines for those without masks, but when these very politicians and their rowdy party workers did break the covid protocol by not following rules, the same police remained mute spectators. So law in Karnataka is only for common public the minister's, rowdies are free to break law. The police machinery in Bengaluru has been turned into hafta collection force more than law enforcement force. Increasing harrasement of motorists by Bengaluru's traffic police for fines, is another indication of frustration of Karnataka government. That the biggest investors in real estate industry in Bengaluru have been the Karnataka's politicians and it is not a hidden secret. Malls, flats and commercial complexes in every nook and corner of Bengaluru city, you name it and some other minister's, MLA'S are involved in investment. Also Bengaluru being an IT hub the main buyers or customers for real estate sector are the software professionals, post lockdown many of these IT employees played safe by not buying these properties, also those who came to Bangalore from other states went back to their homes as companies started work from home policy. And new upcoming real estate projects with huge investments by politicians faced the brunt, with construction work stopped and losses to the tune of thousands of crores of rupees. Now this has resulted in more frustration for government with fresh property registrations going down in huge numbers and extremely low income from real estate market. The frustrated Karnataka government has now taken to loot the public through police, by way of targeting motorists, for false traffic violations, wearing of masks etc, whereas rowdies have a field day on the streets of Bengaluru.
Also when I am saying false traffic violation cases, people may say it as an exaggeration of comment, but this is the fraud being committed by Bengaluru traffic cops for some time now. An incidence of proof of this fraud by police, was highlighted by my own family member, whose friend who had been staying in France for close to three months on his return back to India, received a slew of messages from Bengaluru traffic police for violations relating to traffic in various areas within Bangalore, irony as it is when the concerned person was not even present in India, just look at the desparate attempt to loot the public by the police and government. This is just a tip of the ice berg in corruption within Bangalore police. So deep rooted has the rot of corruption become in Karnataka state, that not just the Police department but even BBMP, the Bruhat Bengaluru Mahanagara Palike has officials neck deep in corruption, I will come to the blog on irregularities in BBMP later on.

Also Arun Singh the incharge for BJP party affairs in Karnataka needs to urgently address the happenings in Bengaluru to Prime minister Narendra Modi, if BJP on its part is serious in removing the dent on reputation of the city, which has happened not only at national level but at international level too, then they should take steps to turn it into a world class city as claimed by Yeddyurappa which in reality is not, also focus on one objective to end rowdies menace which has spread its ugly tentacles throughout Bengaluru.

Prime minister Narendra Modi who on every Sunday gives his opinion to the people of India through government run 'Doordarshan' channel titled, 'maan ki baat' is far away from reality of problems that the public faces. His speech can best be described as chest thumping of his governments scheme's, though there is nothing wrong in the prime minister of a country reach out to people and air the good work done by govt and it's benefits to the people, but will the prime minister be transparent and speak out his maan ki baat about the rising crime graph in Bengaluru? His own party rules Karnataka and his own partyman former Chief minister Yeddyurappa has called Bengaluru as a world class city. So honourable prime minister, what does your inner subconscious mind tells you? Do you agree with Mr. Yeddyurappa's comments? Prime minister Modi you need to rise above politics first, and talk about increasing lawlessness in your own party ruled state. But despite my severe criticism of BJP rule in Karnataka and it's failure of law and order in Bangalore, I must admit that Narendra Modi is the best prime minister India has had till date. Uri surgical strike and Balakot airstrikes go on to prove that he stood by his words before coming to power, about befitting reply to Pakistan, also aggressive combing operations in Jammu and Kashmir to flush out Pakistani terrorist's, shows the free hand given to Indian army by Prime minister Modi. The result in the past 2 years the highest number of Jaish and Lashkar-e-Toiba terrorist's including their top commanders have been killed. So PM Narendra Modi has delivered on his promise of hammering terrorist's, the result today we see is Pakistan became wary and quiet and Kashmir largely peaceful. So his efficiency in fighting terrorism has been largely successful, but when it comes to rising crime graph within India, and especially Bengaluru the Modi government has failed miserably. Now that Bengaluru is officially India's crime capital, looking at Bharatiya Janata party and it's leaders lethargic attitude, the city will very soon become the world's no 1 crime city.

‘G-23’ leader slams Congress tie-up with ISF
NEW DELHI: The dissenting ‘G-23’ bloc’s showdown with the Congress leadership sharpened significantly on Monday with deputy leader in Rajya Sabha Anand Sharma slamming the party’s alliance negotiations with Indian Secular Front (ISF), a Muslim outfit headed by a firebrand cleric, in West Bengal, saying it went against the “Nehru-Gandhi secularism”. Sharma’s strong comments, coming a day after another leading ‘G-23’ member, Ghulam Nabi Azad, praised PM Modi for being “upfront” about his roots, dealt an embarrassing blow to Congress in the middle of seat-sharing negotiations for the election campaign in five states. Referring to the joint Kolkata rally of Congress, Left and the ISF of Furfura Sharif cleric Abbas Siddiqui, Sharma tweeted, “Congress’s alliance with parties like ISF and other such forces militates against the core ideology of the party and Gandhian and Nehruvian secularism, which forms the soul of the party. These issues need to be approved by the CWC.” He added, “Congress cannot be selective in fighting communalists but must do so in all its manifestations, irrespective of religion and colour. The presence and endorsement of the West Bengal PCC president is painful and shameful, he must clarify.” In Jammu over the weekend, where G-23 leaders attended a function to felicitate Azad, the J&K leader said though he and Modi were opposed politically, the PM did not “hide his reality”. The comments are a spoiler for Congress which was optimistic that the massive show in Kolkata would help it position itself credibly in the polls that have otherwise turned bipolar between Trinamool Congress and BJP. This also came after the letter writers, at a public rally in Jammu, expressed concern that Congress was weakening by the day. Sharma’s barb suggested that tensions between Congress and the G-23 may be coming to a boil. “It may explode if the leadership does not become inclusive and listen to dissenters who are being blocked by a coterie,” a letter writer said. While Congress and Left announced a deal among themselves last month, the ISF emerged as a late entrant in the alliance talks as the former were encouraged that its presence would consolidate Muslim votes in favour of the combine. The two parties also put a condition that the ISF should not join hands with the AIMIM of Asaduddin Owaisi. Bengal Congress chief Adhir Ranjan Chowdhury was quoted as saying, “We are in charge of a state and don’t taken any decision on our own without any permission.” It implied that the state unit was going by the nod from the headquarters. Interestingly, Congress and ISF have not held talks and only the Left has negotiated seats with Siddiqui. The red flag from within Congress may hurt the party’s morale in Bengal and Assam as Sharma’s denunciation rings close to the campaign theme of BJP that Congress is partisan towards “minority communalists”. It also came on a day Congress’s Bihar ally RJD, led by Tejashwi Yadav, junked the ‘grand alliance’ to throw its lot with Bengal CM Mamata Banerjee and urged “Biharis” to vote for TMC. While G-23 members refused to react on the issue, Punjab MP and dissenter Manish Tewari said, “My foremost objective is to defeat BJP. Like earlier, wherever the party asks me to campaign, I will be more than eager and willing to do so.” The back-to-back comments from Azad and Sharma triggered unease in the dissenters’ bloc even as Congress wrestled with how to react to the developments. A senior letter-writer said negotiations with “minority or majority communalists” could be questioned but “the timing was bad and could not be supported”. There was talk about Sharma spoiling for disciplinary action from the party and also resigning as deputy leader of opposition in Rajya Sabha.

Bihar and By poll elections in India
The exit polls were out regarding Bihar elections and it showed the RJD- Congress alliance winning the elections comfortably. The Indian media started debating and had already declared Tejashwi Yadav as the next Chief Minister. When the results came out the National Democratic Alliance (NDA) won the election with a majority of 125 seats. Yet again the Indian Media were not even close to reality and were living in lala land. So let's look at what the media and the pundits missed on the ground in Bihar.
1) To start with they missed the silent voter which was the women of Bihar. Out of the 125 seats the NDA won 90 seats where Women voted more than the Men. They have benefited from both the Centre and State Governments programs over the years. Be it the LPG cylinders, Toilets, Electricity, Bank Accounts, Bank Loans, 1 Re Sanitary pads etc from the Centre and Self help groups which created employment, Law & Order and the Liquor ban by the State. There was also the fear for the women of return of the Jungle Raj of the 1990's and early 2000's where Law and Order situation was at its worst. It has been very encouraging to see the women vote more than the men especially in rural areas since the past few elections.
2) The next is the migrant voter where the media showed the migrants story where they had to face lot of hardship and how the central government left them to their fate and how the Bihari migrant will punish Modi in this election. What we saw on the ground is the BJP performing the best out of all the political parties especially in migrant dominated areas where they won 35 out of 41 seats and 51 out of 75 seats for the NDA. It showed the maturity of the Bihari migrant who understood why the lockdown decision had to be taken and one can only thank them for understanding why certain things had to be done. Another reason could be them still preferring Nitish and Modi as compared to Tejaswi and Rahul even though there was anger and they don't feel the opposition is a viable choice. Yet again shouting unemployment especially of the migrants did not work for the opposition and their media houses which reflects in the results.
3) As far as Congress and Tejaswi are concerned, it is the same old story for the Congress where it is all noise but nothing to show on ground. Tejaswi's party performed decently where he tried to focus more on relevant issues like education, jobs, healthcare etc. He had to do it all alone against the Centre and State Government combination because Congress was irrelevant and considering that he has done well and has something to build on.
4) One of the reasons which the opposition gave for their defeat was the good performance given by Asaduddin Owaisi. He won only 5 seats but according to the opposition he ended up cutting a chunk of their Muslim votes. But the same had happened on the other side where Chirag Paswan's party the LJP (Lok Janshakti Party) won only 1 seat but cut into of the votes of the JDU (Janta Dal United). So to just blame Owaisi along with the EVM's (Electronic Voting Machines) won't cover the mistakes the opposition made while campaigning and they need to come up with a better strategy to counter the Modi Government. One positive news for the opposition was the performance of the communist party which got 16 seats.
Going into the By poll results which took place across 11 states of the country, the BJP dominated in those elections as well. They surprisingly have performed well in states like Telangana and Manipur which are not their stronghold states. The most interesting seats that no media house will show is the victory of the BJP in Muslim majority seats. One of the examples was former Indian cricketer Late Chetan Chauhan's wife Sangeeta Chauhan winning Nauwagan Sagat, Uttar Pradesh which is a Muslim majority seat. The Muslims voting for the BJP has now become a reality especially after passing the Triple Talaq Law for Muslim Women which has now led the opposition targeting the Muslims and Dalits vote combination as their new strategy.
What these two results in Bihar and By poll elections show is the mood of the Nation. They still have complete belief in Modi and the work he is doing in the Centre but it also shows the lack of belief in the opposition even though there might be some anger against the Government. The Samajwadi Party (SP) has also announced that they won't contest the next Uttar Pradesh elections with any major party which also shows the impact of these election results. The opposition especially the Congress rather than focusing on their leadership and organisation issues are still busy in Modi bashing with the hope they will get something out of it but the results don't reflect that. It has now been close to 20 years where the opposition along with its ecosystem has invested more time on Modi than on issues which matter the people. I hope they focus more on issues such as economy, unemployment, women issues, farmer issues etc which can give them some dividends.
Another significant impact of these results is the rising number of seats of the NDA in the Rajya Sabha. The BJP already has a complete majority in the Lok Sabha and by getting a majority in the Rajya Sabha will help them pass bills like the NRC (National Register of Citizens) and UCC (Uniform Civil Code) with ease. With the Central Government pushing their agenda even due to the challenge of Covid 19 and a weak & divided opposition, it seems inevitable that the BJP will achieve majority in the Rajya Sabha as well.
Even though as a supporter of the Prime Minister and his work, I am happy that the people still have faith in the Government but it is equally important that in a democracy there should be a strong opposition. It is high time the opposition especially the Congress focus on themselves and bring drastic changes especially in their leadership. The BJP would love to see Rahul Gandhi continue as the leader of the Congress but I believe for the nation it is high time we get a leader who has the competence to understand issues that concern the public and address them. For now it is the BJP on a high with their next target being West Bengal elections which will be coming in the next 7 months. They have a feisty leader Mamata Banerjee in front of them who will definitely put up a fight. Get ready for some more fire works.

Chhattisgarh reports 8 new COVID-19 cases
Eight more people, seven of them migrant workers, tested coronavirus positive in Chhattisgarh on Wednesday, taking the state's tally of patients to 369, a health official said. Of the new cases, five were reported from Jashpur district, while one case each came from Bilaspur, Balodabazar and Bastar districts, he said.
Bastar district recorded its first case of coronavirus after a 24-year-old student, who recently travelled from Delhi to Jagdalpur, tested positive for the infection, he said. The student was studying in Rajasthan, he said. The other new patients were migrant workers, who recently returned to their native villages from different states of the country and were staying in quarantine centres, he said.
Earlier in the day, four patients were discharged from the AIIMS Raipur following their recovery, he said. At present, the state has 286 COVID-19 activecases as 83 patients have recovered so far, the official said. Chhattisgarh's COVID-19 figures are as follows: positive cases: 369, new cases: eight, deaths: zero, discharged: 83, active cases: 286, people tested so far: 59,230.

France, Italy, Belgium to stop use of hydroxychloroquine on safety fears
France, Italy and Belgium acted to halt the use of hydroxychloroquine to treat patients suffering from the novel coronavirus infection amid questions about the safety of the generic anti-malaria drug.
France on Wednesday cancelled a decree allowing hospital doctors to dispense the medicine, while the Italian Medicine Agency (AIFA) suspended authorization to use hydroxychloroquine for Covid-19 outside clinical trials.
Belgium's medicine agency warned against using the drug to treat the virus any more except within ongoing clinical registered trials. It said trials aiming to evaluate the drug should also take potential risks into consideration.

Two migrants die in Mumbai-Varanasi shramik special train
Two migrants were found dead in a special shramik train at a Varanasi railway station on Wednesday morning. North Eastern Railway spokesperson Ashok Kumar said the train had arrived at the Manduadih station of Varanasi from Mumbai''s Lokmanya Tilak Terminus at 8.21 am.
They were found dead by the Government Railway Police, he added. He said during a medical examination, it was found that both suffered from serious health issues.
One of them, identified as Dashrath Prajapati (30), was a resident of UP''s Jaunpur. He was differently abled and getting treatment for a kidney-related problem in Mumbai.
The other victim was identified as Ram Ratan (63), a resident of Azamgarh district. A relative of Dashrath, who was travelling with him, said he had complained of some health problem when they reached Allahabad and then slept.
He did not wake up when they reached Varanasi.

MP Raj Bhavan declared COVID-19 containment zone as 6 test positive
The district administration of Bhopal on Wednesday declared Madhya Pradesh Raj Bhavan, the residence of the state Governor, as a COVID-19 containment zone after six persons living in the campus tested positive for the infection.
District Collector Tarun Pithode issued an order to this effect on Wednesday. Raj Bhavan sources said that after the first case of COVID-19 was found at the Raj Bhavan a couple of days back, the sample of Governor Lalji Tadon was also collected for testing.
The collector's order said that six COVID-19 cases were found in the employees' quarters inside the Raj Bhavan, which is located under Jahangirabad police station area.

Scientists have modelled the spread of infectious droplets from coughing, sneezing, and breathing under different atmospheric conditions, and found that the novel coronavirus can spread up to three times further in cold and humid weather.
According to the researchers, including those from the University of California (UC) Santa Barbara in the US, droplets carrying the virus can travel up to 20 feet, making the current social distancing norms of six feet insufficient to contain its spread.
Based on previous research, they said as many as 40,000 respiratory droplets can be generated by sneezing, coughing, and even normal talking, with initial speeds ranging from a few metres per second to more than a hundred meters per second.

Nitin Gadkari says states should contribute Rs 20 lakh crore to fight COVID-19 disruptions
More liquidity is needed to boost economic activity following the coronavirus pandemic and states should come forward with Rs 20 lakh crore, while another Rs 10 lakh crore can be harnessed from public-private investment to fight the COVID-19 disruptions, Union Minister Nitin Gadkari said on Wednesday.
Gadkari said the economy is facing serious problems, businesses are being closed and unemployment is growing. All sections of the society, whether migrants, media, business persons or employees, are facing problems, but ultimately “we will win the economic war” and the “corona war”, he said.
“More liquidity needs to be pumped in the market to boost the coronavirus-hit economy and states should come forward with Rs 20 lakh crore, while another Rs 10 lakh crore can be harnessed from public-private investment,” said Gadkari, who is the Road Transport, Highways and MSME minister.

Union HRD minister Ramesh Pokhriyal said that students of class 10 and 12 who have moved to a different state or district in view of the coronavirus lockdown, can appear for pending board exams in the state they are.
"Class 10 and 12 students who have to appear in pending board exams but have moved to different state or district during the lockdown when schools were closed, will be able to appear for exams at their present place only. They will not be required to travel back. The CBSE will issue a notification in this regard and modalities for registration of such requests," he said.

The COVID-19 pandemic and subsequent lockdown has severely hit the wedding industry in Gujarat, which has witnessed approximately 30,000 cancellations and postponements in the last two months. At least 30,000 weddings planned across the state have been called off or postponed in the last two months in light of the ongoing health crisis, said spokesperson of Hotel and Restaurant Association (Gujarat) Abhijit Deshmukh.
March and April are considered the peak season, when the maximum number of weddings take place in the state, he said. Giving the idea of a big fat Indian wedding a miss, some couples have chosen to tie a knot in the presence of eight to 10 close relatives, wedding planner Devang Shah said.

Amid escalating tensions between India and China over a border dispute, Sun Weidong, Chinese envoy to India said that the two countries were fighting coronavirus pandemic "together".
"China and India are fighting together against COVID-19 and we have an important task to consolidate relations. Our youth should realise the relation between China and India, the two countries are opportunities for each other and pose no threat.

West Bengal chief minister Mamata Banerjee said that the state government had not been informed about 36 trains that are set to arrive in the state from Mumbai.
"Without our knowledge, 36 trains are coming from Mumbai. I spoke with Maharashtra, they also got the information late. Railways is planning it on their own," she said. This came a day after Kerala chief minister Pinarayi Vijayan also said that two trains from Mumbai and Delhi had arrived in Kerala without the state government being informed.
The Goa Cabinet decided to make COVID-19 test compulsory for every person entering the state if they are unable to produce a 'COVID negative' certificate, said chief minister Pramod Sawant on Wednesday.
"The 14-day home quarantine option will be no longer available. Either you bring the negative certificate or have to take the test," said the chief minister.
The move comes amid the state losing its green zone tag recently when people from neighbouring Maharashtra entered the border and tested positive for the disease.
Madhya Pradesh chief minister Shivraj Singh Chouhan has said the doubling rate of COVID-19 cases in the state was at 21 days.
Speaking at a review meeting on Tuesday, Chouhan had said that the state's COVID-19 recovery rate has gone up to 53 percent, while the national average was 41.8 percent, the official said.

Of the total 4,167 fatalities, Maharashtra tops the tally with 1,695 deaths followed by Gujarat with 888 deaths, Madhya Pradesh with 300, West Bengal with 278, Delhi with 276, Rajasthan with 167, Uttar Pradesh with 165, Tamil Nadu with 118 and Andhra Pradesh and Telangana with 56 deaths each.
The death toll reached 44 in Karnataka and 40 in Punjab.
Jammu and Kashmir has reported 23 fatalities due to the disease, Haryana has 16 deaths, while Bihar has registered 13 and Odisha has seven deaths.
Kerala and Himachal Pradesh have reported five deaths each so far, while Jharkhand and Assam have recorded four deaths each so far.
Chandigarh and Uttarakhand each have recorded three COVID-19 fatalities each, while Meghalaya has reported one fatality so far, data showed.
More than 70 percent of the deaths are due to comorbidities, authorities said.
According to the ministry data updated in the morning, the highest number of confirmed cases in the country are from Maharashtra at 52,667 followed by Tamil Nadu at 17,082, Gujarat at 14,460, Delhi at 14,053, Rajasthan at 7,300, Madhya Pradesh at 6,859 and Uttar Pradesh at 6,532.
The number of COVID-19 cases has gone up to 3,816 in West Bengal, 3,110 in Andhra Pradesh and 2,730 in Bihar. It has risen to 2,182 in Karnataka, 2,060 in Punjab, 1,920 in Telangana, 1,668 in Jammu and Kashmir and 1,438 in Odisha.
Haryana has reported 1,184 coronavirus infection cases so far, while Kerala has 896 cases. A total of 526 people have been infected with the virus in Assam and 377 in Jharkhand.
Uttarakhand has 349 cases, Chhattisgarh has 291, Chandigarh has reported 238 cases, Himachal Pradesh has 223, Tripura has 194 and Goa has registered 67 cases so far.

SC takes suo motu cognisance of migrant crisis
The Supreme Court said there have been “inadequacies and certain lapses” by the Centre and the states, and asked them to provide transport, food and shelter immediately free of cost.
Referring to various media reports showing the “unfortunate and miserable conditions” of migrant labourers walking on foot and cycling long distances after the lockdown, the top court issued notices to the Centre, the states and Union territories and sought their replies by 28 May.
Although the Centre and the states have taken measures to provide relief to the migrants, the court said there have been “inadequacies and certain lapses”. Effective concentrated efforts are now required to redeem the situation, it added.
“The adequate transport arrangement, food and shelters are immediately to be provided by the Centre and State Governments free of cost,” said the court which took the suo motu (on its own) cognizance of the situation.
The order by the court came amid criticism by activists and lawyers that the judiciary was not doing enough in tackling the migrants crisis after the coronavirus lockdown and in making the executive accountable.
The national lockdown was imposed on 25 March leading to job losses and forcing lakhs of migrant workers to head to their faraway native states.
The apex court on 15 May observed that it is impossible for the courts to monitor or stop the movement of migrant workers across the country and it is for the government to take necessary action in this regard.
“We take suo motu cognizance of problems and miseries of migrant labourers who had been stranded in different parts of the country. The newspaper reports and the media reports have been continuously showing the unfortunate and miserable conditions of migrant labourers walking on-foot and cycles from long distances,” said a bench of Justices Ashok Bhushan, Sanjay Kishan Kaul and MR Shah.
The top court added that “in the present situation of lockdown in the entire country, this section of the society (migrant labourers) needs succour and help by the concerned governments especially steps need to be taken by the Government of India, State Governments/ Union Territories in this difficult situation to extend helping hand to these migrant labourers”.
'COVID-19 fatality rate in India among lowest in the world'
The COVID-19 fatality rate in India is among the lowest in the world at 2.87 percent, the Union government said, attributing the timely lockdown, early detection and management of coronavirus infection cases as the main reasons for the low death toll.
From 3.38 percent in April, the fatality rate in the country has come down to 2.87 percent as against 6.4 percent globally.
The toll due to COVID-19 rose to 4,167 and the number of cases climbed to 1,45,380 in the country registering an increase of 146 deaths and 6,535 cases in a 24-hour span till Tuesday 8 am, according to the Union health ministry.
Responding to a question at a press briefing on why the country's death rate is one of the lowest in the word, ICMR DG Balram Bhargava said there is no substantiative factor behind it.
"We have surprisingly found a low fatality rate in India and which is a very good thing. Ultimately, we are interested in a patient surviving whether he gets COVID-19 or not.
"There are several hypothesis such as we are living in bad hygiene, have higher immunity and have been given certain vaccines like BCG and those for tuberculosis, but these all are hypothesis and we cannot say anything clearly on any factor. So long as the fatality rate is low it a good thing and I hope it continues," he said.
Joint secretary Lav Agarwal, however, said that the country's graded response to COVID-19 and timely identification of cases along with their clinical management played a major role in keeping the death rate low.
One of the main components of an infectious diseases is early identification, he said.
"We had started screening of passengers and activated our healthcare workers even 13 days before the WHO declared it a public health emergency of international concern. If cases are detected on time they do not turn serious and to the extent automatically the fatality rate will be low," he said.
France has a fatality rate of 19.9 percent followed by Belgium at 16.3, Italy at 14.3, UK at 14.2, Spain 12.2, Sweden 11.9, Canada 7.6, Brazil 6.3, the US at 6.0, China 5.5 and Germany at 4.6 percent.

We MPs Were Given 2 Days To Fly Home. What About Migrants?
Earlier this week, all of us woke up to a nightmare - to the horrific news of 17, at last count, migrant workers being run over by a goods train in Aurangabad. They were walking home, hundreds of miles, from Maharashtra to their villages in Madhya Pradesh. Exhausted, they had dropped to sleep on the tracks and hadn't heard the train coming.This tragic episode was the culmination of weeks of apathy shown by the centre towards stranded migrant workers. The heart-wrenching visuals of migrant workers and their families walking down highways, with hunger in their eyes and blisters on their feet, were enough to shake any conscience. The central government, however, offered only a blind eye.Between the time parliament was adjourned and the restrictions began, MPs were given two days to board flights and return to their home states. But for the rest, a 21-day lockdown was announced with just four hours' notice. Whodunit? Somebody must be answerable. The sudden firman led to panic for millions, and a mad scramble to find any means to get home. Jobs dried up overnight, leaving workers destitute. With no respite in sight, the only request such workers had was to be allowed to go home.But for weeks, such pleas fell on deaf ears. The centre was so far removed from ground reality that on March 31, the Solicitor General told the Supreme Court there were no migrants on the streets and highways. This at a time when reports and pictures were flooding in from across the country - of thousands of migrants trudging desperately. For the Trinamool Congress, it has really hurt. We have been flagging the issue of migrant workers - or guest workers, as we prefer to call them - virtually from Day One when the lockdown began. Our party has done many digital press conferences in the past few weeks, both at the national and state levels, on a variety of subjects including the plight of migrant workers. Bengal Chief Minister Mamata Banerjee was the first to write to 18 other Chief Ministers requesting that migrant workers from Bengal be looked after in their states. She assured them that guest workers from other states in Bengal would be taken care of adequately.The Trinamool government in Bengal started the Sneher Porosh scheme to provide financial assistance of Rs 1,000 each to around 100,000 guest workers stranded in other states. Two trains carrying Bengal's guest workers back reached the state a few days ago. Over the next few days, many more are boarding trains from different states to return home. In total, approximately 80,000 people have been brought back to Bengal. As Mamata Banerjee has assured some weeks ago, she will personally oversee welcoming back our heroes.The centre has arranged chartered flights to bring back Indians stranded in other countries. This must be appreciated, but when it comes to millions from the poorest and weakest sections of society, the BJP government has no solution and no heart. After being called out for its callous attitude by opposition parties and by civil society at large, the central government finally decided to start trains to send migrant workers home. Not one to give up on a gimmick, the trains started on May 1, Labour Day. Do note this was five weeks after the lockdown was initiated.Alive with hope, the eyes of migrant workers turned to despair at the railway stations. They realised they had to pay for their train tickets. Besides the full sleeper class fare, an additional charge of Rs 50 per passenger was levied. Train tickets averaged between Rs 700-800, plus there was the bus fare to reach train stations. Workers also had to get a medical certificate, clearing them to travel. Each migrant worker had to spend about Rs 1,200. And a majority of them had not earned a rupee for weeks.The central government has tried to spin it by saying it is paying 85 per cent of the cost of the ticket. What does this mean? The Railways always offer a notional subsidy - 45 per cent - on a passenger ticket. This is cross-subsidised by freight traffic. That notional subsidy has gone up to 85 per cent for the migrant workers' tickets due to social distancing and limited passengers per compartment. But there is no concession on the actual ticket price. Instead, the centre has tried to shift the burden and the actual collection of fare to state governments. On May 2, the Ministry of Railways issued a letter that clearly said: "The local state government authority shall hand over the tickets to the passengers cleared by them and collect the ticket fare and hand over the total amount to Railways."Indian Railways is a public sector undertaking. It has both an economic mandate and a social responsibility. During the 2015 Nepal earthquake, it arranged special trains for evacuees and gave them free travel facilities. What happened this time? The PM CARES fund was set up on March 28, apparently dedicated to the Covid-19 pandemic. (Conveniently, it has been kept out of the ambit of the Comptroller and Auditor General, but let's discuss that another day.) What has been done with the funds collected under PM CARES? Why could some of this money not be used to support train journeys of migrant workers?The Prime Minister has repeatedly said COVID-19 is a national effort and this is no time for politics. Trinamool and Mamata Banerjee entirely agree and have participated in the challenge to overcome the pandemic by delinking it from partisan politics. We are all equal stakeholders and we have to work together. These are noble thoughts, but frankly the BJP has let us down. The central government has shown this propensity of taking credit every time something good happens, and blaming the states for any mishap or failure. The migrant workers' issue is only one such. Please Mr Prime Minister, can you show more leadership? Or are you only a Prime Time Minister!P.S. Banerjee on Thursday reprimanded people chanting 'Jai Shri Ram' slogan in Kolkata saying, "they are BJP people and criminals from outside the state." "These are all outsiders and BJP people, they are criminals and were abusing me. They are not from Bengal," she said. The incident happened as Banerjee gets off her car and reprimanded people chanting 'Jai Shri Ram'. "We will take action," she added. Ghosh further added that Banerjee was not able to digest her defeat and is now trying to play divisive politics in the state. "Mamata has lost her mind after the defeat, that is why she is hell-bent on jailing people who raise a slogan. Dictators like her cannot accept defeat, she is not able to digest her defeat. That is why she and her party leaders are engaging in divisive politics by trying to polarize Bengali and non-Bengali voters," Ghosh added. One being asked whether the party meeting called by Banerjee would have any effect on the prospects of Trinamool Congress (TMC) in the state, Ghosh said the West Bengal CM should try to save her party first. NEW DELHI: India’s disparate opposition parties are aiming to firm up an alliance as they sense a chance of unseating Prime Minister Narendra Modi as a staggered general election draws to a close.
The seven-phase election, the world’s biggest democratic exercise, began on April 11 and winds up on May 19. Votes will be counted and the result announced on May 23.
Modi’s Hindu nationalist Bharatiya Janata Party (BJP) went into the election as front-runner, buoyed by his image as tough and decisive after he ordered a military strike on Pakistan over a militant bomb attack in Indian-controlled Kashmir.
But his opponents have maintained their focus on farm distress and unemployment, issues that helped the main opposition Congress party defeat the BJP in state assembly elections in three rural states late last year.
Now the opposition believes the tide is turning.
“We’ve all collectively recognised the reality that the BJP is losing significant votes, therefore we are mutually exploring the formation of a cohesive and durable government that will fulfil the aspirations of India,” Congress spokesman Sanjay Jha said.
He said the negotiations among opposition parties to work out a “viable alternative” to Modi’s government would be finalised before the May 23 result.
Taking the lead in preparations to take power is N. Chandrababu Naidu, the chief minister of the southern state of Andhra Pradesh, and formerly a BJP ally, according to his regional Telugu Desam Party (TDP).
Naidu has been in touch with leaders of most opposition parties, meeting some in person, TDP officials said.
Modi and other BJP leaders brush off the opposition threat.
BJP President Amit Shah goaded the opposition on Thursday to name its prime ministerial candidate, amid criticism of Congress leader Rahul Gandhi, the scion of the Nehru-Gandhi dynasty that has dominated India’s politics for much of its history since independence from Britain in 1947.
Congress’s Jha, asked if Gandhi would be candidate for prime minister, said there was “no talent deficit” in the opposition.
‘MANY CHOICES’
Congress was criticised for failing to strike an election alliance with many anti-Modi regional parties, some of them caste-based and run by politicians with much more experience than Gandhi.
They include Mamata Banerjee, the chief minister of West Bengal state, and Mayawati, a former chief minister of Uttar Pradesh state.
Naidu has been negotiating with both of them as well as the chief of the Biju Janata Dal (BJD), based in the eastern state of Odisha.
Political strategists have said that the BJD, the fifth largest party in the 545-seat lower house of parliament, could emerge as kingmaker.
The BJD has also been wooed by Modi, according to two sources with knowledge of the matter, but the party said it would only make a decision after the results are out.
TDP spokesman Lanka Dinakar said he was confident the BJD would join with the opposition.
“We have many choices to replace Modi,” he said.
In some good news for Gandhi, the Supreme Court dismissed a petition filed by a BJP member seeking an investigation of suspicion he holds British citizenship.
Holding dual nationality is against the law and the government last month asked Gandhi to respond to a separate complaint on the issue filed by a BJP lawmaker.
Congress has said Gandhi is an Indian citizen by birth and that he had never held a passport of any other country.
A three-judge panel dismissed the petition on Thursday saying it had no merit.
“It just goes to show that this government’s campaign of lies will never work in the face of truth,” Congress said in a message on Twitter after the ruling.

Two migrants were found dead in a special shramik train at a Varanasi railway station on Wednesday morning. North Eastern Railway spokesperson Ashok Kumar said the train had arrived at the Manduadih station of Varanasi from Mumbai''s Lokmanya Tilak Terminus at 8.21 am. They were found dead by the Government Railway Police, he added. He said during a medical examination, it was found that both suffered from serious health issues. One of them, identified as Dashrath Prajapati (30), was a resident of UP''s Jaunpur. He was differently abled and getting treatment for a kidney-related problem in Mumbai. The other victim was identified as Ram Ratan (63), a resident of Azamgarh district. A relative of Dashrath, who was travelling with him, said he had complained of some health problem when they reached Allahabad and then slept. He did not wake up when they reached Varanasi. Amid escalating tensions between India and China over a border dispute, Sun Weidong, Chinese envoy to India said that the two countries were fighting coronavirus pandemic "together". "The 14-day home quarantine option will be no longer available. Either you bring the negative certificate or have to take the test," said the chief minister. The move comes amid the state losing its green zone tag recently when people from neighbouring Maharashtra entered the border and tested positive for the disease. Madhya Pradesh chief minister Shivraj Singh Chouhan has said the doubling rate of COVID-19 cases in the state was at 21 days. Speaking at a review meeting on Tuesday, Chouhan had said that the state's COVID-19 recovery rate has gone up to 53 percent, while the national average was 41.8 percent, the official said. Kerala and Himachal Pradesh have reported five deaths each so far, while Jharkhand and Assam have recorded four deaths each so far. Chandigarh and Uttarakhand each have recorded three COVID-19 fatalities each, while Meghalaya has reported one fatality so far, data showed. More than 70 percent of the deaths are due to comorbidities, authorities said. According to the ministry data updated in the morning, the highest number of confirmed cases in the country are from Maharashtra at 52,667 followed by Tamil Nadu at 17,082, Gujarat at 14,460, Delhi at 14,053, Rajasthan at 7,300, Madhya Pradesh at 6,859 and Uttar Pradesh at 6,532. The number of COVID-19 cases has gone up to 3,816 in West Bengal, 3,110 in Andhra Pradesh and 2,730 in Bihar. Uttarakhand has 349 cases, Chhattisgarh has 291, Chandigarh has reported 238 cases, Himachal Pradesh has 223, Tripura has 194 and Goa has registered 67 cases so far. State-wise distribution is subject to further verification and reconciliation, it said. SC takes suo motu cognisance of migrant crisis The Supreme Court said there have been “inadequacies and certain lapses” by the Centre and the states, and asked them to provide transport, food and shelter immediately free of cost. Referring to various media reports showing the “unfortunate and miserable conditions” of migrant labourers walking on foot and cycling long distances after the lockdown, the top court issued notices to the Centre, the states and Union territories and sought their replies by 28 May. Although the Centre and the states have taken measures to provide relief to the migrants, the court said there have been “inadequacies and certain lapses”. Effective concentrated efforts are now required to redeem the situation, it added. “The adequate transport arrangement, food and shelters are immediately to be provided by the Centre and State Governments free of cost,” said the court which took the suo motu (on its own) cognizance of the situation. The order by the court came amid criticism by activists and lawyers that the judiciary was not doing enough in tackling the migrants crisis after the coronavirus lockdown and in making the executive accountable. The national lockdown was imposed on 25 March leading to job losses and forcing lakhs of migrant workers to head to their faraway native states. The apex court on 15 May observed that it is impossible for the courts to monitor or stop the movement of migrant workers across the country and it is for the government to take necessary action in this regard. “We take suo motu cognizance of problems and miseries of migrant labourers who had been stranded in different parts of the country. The newspaper reports and the media reports have been continuously showing the unfortunate and miserable conditions of migrant labourers walking on-foot and cycles from long distances,” said a bench of Justices Ashok Bhushan, Sanjay Kishan Kaul and MR Shah. The top court added that “in the present situation of lockdown in the entire country, this section of the society (migrant labourers) needs succour and help by the concerned governments especially steps need to be taken by the Government of India, State Governments/ Union Territories in this difficult situation to extend helping hand to these migrant labourers”. 'COVID-19 fatality rate in India among lowest in the world' The COVID-19 fatality rate in India is among the lowest in the world at 2.87 percent, the Union government said, attributing the timely lockdown, early detection and management of coronavirus infection cases as the main reasons for the low death toll. From 3.38 percent in April, the fatality rate in the country has come down to 2.87 percent as against 6.4 percent globally. The toll due to COVID-19 rose to 4,167 and the number of cases climbed to 1,45,380 in the country registering an increase of 146 deaths and 6,535 cases in a 24-hour span till Tuesday 8 am, according to the Union health ministry. Responding to a question at a press briefing on why the country's death rate is one of the lowest in the word, ICMR DG Balram Bhargava said there is no substantiative factor behind it. "We have surprisingly found a low fatality rate in India and which is a very good thing. Ultimately, we are interested in a patient surviving whether he gets COVID-19 or not. "There are several hypothesis such as we are living in bad hygiene, have higher immunity and have been given certain vaccines like BCG and those for tuberculosis, but these all are hypothesis and we cannot say anything clearly on any factor. So long as the fatality rate is low it a good thing and I hope it continues," he said. Joint secretary Lav Agarwal, however, said that the country's graded response to COVID-19 and timely identification of cases along with their clinical management played a major role in keeping the death rate low. One of the main components of an infectious diseases is early identification, he said. "We had started screening of passengers and activated our healthcare workers even 13 days before the WHO declared it a public health emergency of international concern. If cases are detected on time they do not turn serious and to the extent automatically the fatality rate will be low," he said. France has a fatality rate of 19.9 percent followed by Belgium at 16.3, Italy at 14.3, UK at 14.2, Spain 12.2, Sweden 11.9, Canada 7.6, Brazil 6.3, the US at 6.0, China 5.5 and Germany at 4.6 percent. 'Bollywood Badshah' Shah Rukh Khan on Friday quipped that his Bengali will need to improve in the next edition of the Kolkata International Film Festival.
Khan, who has been a regular at the film festival's inauguration for the past couple of years, was again a part of the 23rd KIFF launch event on Friday. "Now, I am attempting eight lines in Bengali, please bear with me," he told a capacity crowd at Netaji Indoor Stadium here. "Ei film fesivaler bisesh anusthane uposthit thakte pere sammanito bodh korchhi (I am honoured to be present at this special event of the film festival)," King Khan said.

Popular folk singer Kalikaprasad Bhattacharjee dies in the car
Bengali band Dohar's frontman and noted singer Kalikaprasad Bhattacharjee was killed in a road accident on Tuesday. The car in which the 56-year-old folk singer and some other musicians — his bandmates — were travelling in fell into the Nayanjuli river in the Hooghly district of West Bengal, leading to his death. He is survived by his wife and a daughter. Local reports say the driver of the car lost control and the vehicle fell into a stretch in Nayanjuli where rescue was difficult. As a result, there was a delay in retrieving the people trapped in the car. Bhattacharjee was rushed to Bardhaman Medical College, but was declared dead on arrival. As news of his death spread, his Facebook wall was flooded with messages expressing grief on the untimely demise of a man who had popularised Bengali folk songs through not only his band Dohar but also in reality shows spread across Bengali news channels. West Bengal Chief Minister Mamata Banerjee expressed grief at the passing away of the noted folk singer and folk music researcher. She said in a message: "I am deeply saddened over the untimely demise of singer Kalikaprasad Bhattacharya." Others injured Bhattacharjee and six other people — including the person driving the car and other members of Dohar — had been returning from a performance in the Birbhum district when the accident occured. Locals rushed to the spot after the car — which was travelling at significant speed along the highway — hit a culvert and fell into the river. They then called the police. Together, the locals and the police extricated Kalikaprasad and his fellow passengers from the acar and rushed them to hospital, where Kalikaprasad was declared dead on arrival.
