"…the youth can be revolutionary only if supported by the masses in effecting a basic transformation of the state. Separated from the struggle of the masses, the youth only lead themselves into spasms of anarchy, a situation easily taken advantage of by reactionary army officers and other kinds of palace revolutionists…"

LOOK: Multisectoral groups marched along Commonwealth Avenue earlier today as President Ferdinand Marcos Jr. delivered his third State of the Nation Address (SONA) at the Batasang Pambansa to assail his failed promise of a Bagong Pilipinas [trans. New Philippines]. For the groups, Marcos’s Bagong Pilipinas is a grand sham. Amid promises of better living conditions, 46 percent of Filipinos rated their families as food poor—the highest since 2008—according to the latest survey of Social Weather Stations. “[H]inaharap [ng ating mga kababayan] ang realidad na mataas ang presyo ng mga bilihin, lalo na ng pagkain—lalo’t higit, ng bigas,” said Marcos in his speech earlier, affirming bleak realities on the ground. On top of a cost of living crisis are poverty wages that fail to meet the family living wage of P1,190, as estimated by economic think tank IBON Foundation, the P35 wage hike in the National Capital Region (NCR) enacted last week was dismissed as an “insult to minimum wage workers” by Leticia Castillo of human rights alliance Defend NCR. Such wage hike is far from the P150 raise being lobbied in Congress by labor groups under the National Wage Coalition. Castillo also decried the persistence of red-tagging and vilification of activists perpetrated by the National Task Force to End Local Communist Armed Conflict. From July 2022 to June 2024, 3,419,044 cases of threat, harassment, and intimidation were recorded by human rights group Karapatan. The number of political prisoners also climbed to 755 as of last month. These human rights violations run contrary to Marcos’s establishment of a Special Committee on Human Rights, which was labeled “toothless” by Human Rights Watch. Marcos’s claim of a bloodless drug war is also inconsistent with the 359 drug-related killings—34.3 percent of which were committed by state agents—recorded during his second year in office by research project Dahas. Moreover, despite claims of an independent foreign policy, the Philippines under Marcos remains dependent on the US and its unequal treaties, said Liza Maza of MAKABAYAN. Last year, Marcos announced the creation of four new US military bases in the country under the Enhanced Defense Cooperation Agreement with the US. Such treaties with the US have been criticized for intensifying tensions with China and the broader Indo-Pacific region. Clarice Palce of Gabriela and Ronnel Arambulo of Pamalakaya raised their worries of the Philippines being dragged into a stand off between two global superpowers which will only worsen the poor living conditions of Filipinos. The program ended with a symbolic destruction of the effigies of Marcos and Vice President Sara Duterte. The broken UniTeam will be challenged by the Makabayan Coalition which will field a complete senatorial slate including ACT Teachers Party-list Representative France Castro and Gabriela Women’s Party Representative Arlene Brosas in the 2025 midterm elections. A collection of activists and researchers from Filipino and Filipino-American organizations released the findings of a peace mission that concluded last month. The Philippines hosts the United States military in nine joint military facilities across the country through the Enhanced Defense Cooperation Agreement (EDCA). The groups claim that the American forces are both violating the terms of their stay and operating without transparency to local communities and even to Philippine authorities.
After a three-week fact-finding mission, the Peace Mission International Delegation finds that “the heightening of US militarism and ramping up of EDCA sites is a threat to Philippine independence and sovereignty and the dignity and safety of Filipino communities,” said Bagong Alyansang Makabayan (BAYAN) USA. Meanwhile, Renato Reyes Jr, of BAYAN Philippines explained that the “increased deployment of American weapons and soldiers to the Philippines is meant to provoke a heightened military confrontation with China.”
Secret War
The mission went to two EDCA sites and to one province where American military operations had recently taken place.
In Basa Air Base of Pampanga province, even the Philippine military was barred from certain perimeters.
Lal-lo Airport in Cagayan province is one EDCA site and researchers found that even the provincial government was only made aware of its use by foreigners when it was announced in the news.
None of the locals know what kind of armaments are now stored at the site. Moreover, US personnel are tapping the wider community to store military items and supplies. The mission pointed out that it goes beyond the bounds of EDCA as it does not fall under any of the “Agreed Locations.”
Last month, the Balikatan (shoulder to shoulder) joint military exercises between the US and the Philippines concluded. The war games drew in over 16,000 soldiers and for the first time made armed excursions outside Philippine territories, around a hundred kilometers from Taiwan.
The town of Santa Ana in Cagayan, northeast of the Philippines is just 400 kilometers from Taiwan.
The mission alleges that the residents of Santa Ana, were kept in the dark about using their town as a site for military exercises throughout Balikatan.
The mission also documented US marines visiting local high schools in civic-military operations. Additionally “We documented reports of locals saying that the loud noise from US military jets scares them and their children. Not only did this directly disturb the fish supply that these people survive on, but it is aimed at normalizing foreign military occupation in their country,” said *Alex of the mission, using a pseudonym for security.
Not unlike in Cagayan, residents of Ilocos Norte province to the northwest of the country, only learned of Balikatan coming to their neighborhoods through news on Facebook. Live fire drills were carried out and some allege that explosions were heard just 30 kilometers from their homes.
The mission also criticized the five-day “no sail policy” enforced by the military, dealing a large blow to the livelihood of local fisherfolk.
Around 1,000 fishing families were affected by the fishing ban, with estimated losses at Php10,000 per family, a staggering amount that will take them months to recover from. Local government allotted aid worth Php1500 to just over a hundred families.
“The people of Ilocos deserve much more than to be treated as pawns in a US war game,” said *Glaiza of the group Gabriela.
Invitation for war
Balikatan is just one of over 500 planned exercises slated for this year alone. It comes alongside moves in Washington to significantly boost military aid to the Philippines to contain China and pursue its strategic interests in the Pacific region.
Last April, at the Philippines-United States Bilateral Strategic Dialogue in Washington, D.C., both countries held talks to expand the number of EDCA sites, investing US$128 million for infrastructure around these areas and stockpiling a greater volume of supplies.
This year, Marcos announced intentions to upgrade the country’s defense with a US$35 billion boost over the next 10 years.
His plans dovetail with a proposal in the US Senate dubbed the Philippine Enhanced Resilience Act, or PERA bill, which would allot US$2.5 billion over the next five years to Philippine military advancement.
Reyes criticized Marcos Jr’s inclination to plunge the Philippines into war at the behest of America. On June 12, Philippine Independence Day, Filipinos rallied at the US Embassy in Manila against using the country as a stooge in their agenda.
On the same day, Marcos delivered a speech with much bravado saying “We see it in the tenacity of our soldiers as they protect every inch of our territory, adamant as they are in the certainty that Filipinos do not, and shall never, succumb to oppression.”
However, after seeing how the American interests with the complicity of the Marcos regime is fuelling the escalation of the conflict with China, the mission asks “is the Philippines truly free? And what of the Filipino people who are sure to be caught in the crossfire if war were to break out?”

ACT Teachers party-list Rep. France Castro called on House leaders to expedite the passage of House Bill 207, which seeks to include Philippine history as a separate subject in high school.
The three members of the Makabayan bloc filed House Bill 207 on June 30, 2022.
According to the bill's explanatory note, Philippine history was removed from the high school curriculum as part of the reforms under the K–12 program.
"The lingering, destructive effects of the absence of Philippine History in the high school curriculum must be stressed, especially in this era where history is easily rewritten...," the explanatory note stated.

Honoring Chairman Jose Maria Sison
Tumblr media
The Revolutionary Maoist Coalition has just learned that the great revolutionary leader, Jose Maria Sison (Feb. 8, 1939 – Dec. 16, 2022), has passed away at the age of 83 following a two week confinement in a Utrecht hospital in the Netherlands.
This tragic news brings great sadness to our hearts, and we extend the sincerest condolence to Sison’s family and comrades in this painful time of mourning.
Chairman Sison was a prolific writer, revolutionary fighter, and incredible leader in the struggle for proletarian democracy. The loss of his life is felt by all those around the world who share his fight for global emancipation from the brutal capitalist-imperialist machine.
Comrade Joma Sison was a lifelong fighter of the revolutionary cause in the Philippines. As a youth, he participated in union organization efforts and founded the Student Cultural Association of the University of the Philippines in 1959, from which Kabataang Makabayan would be founded in 1964. These formations organized students and youth around national democracy and Marxism-Leninism. Kabataang Makabayan continues to be a major force of Filipino communist youth today.
In 1961, comrade Sison joined the old Philippine Communist Party (Partido Komunista ng Pilipinas-1930 or PKP-1930) and was appointed as a member of the Youth Bureau and Executive Committee. From these positions, Joma attempted to correct the revisionist political line of the Lava-clique by preparing political reports on the Party’s errors.
As the old PKP-1930 showed it was unwilling to rectify errors in political line and military strategy, Joma Sison, using the alias of Amado Guerrero, spearheaded the founding of the Communist Party of the Philippines in 1968 under the red banner of Marxism-Leninism Mao Zedong Thought. One year later, he oversaw the formation of the New People’s Army and the initiation of a Protracted People’s War in the Philippines, which continues fighting for new democracy and the liberation of workers and peasants in the country to this day.
Later, in 1977 he and his wife, Julie, were arrested and exposed to brutal torture by the fascist Marcos dictatorship. Sison would continue providing political leadership to the Communist Party of the Philippines (CPP), New People’s Army (NPA), and the National Democratic Front of the Philippines (NDFP) while incarcerated until his release in 1986, following the collapse of the Marcos dictatorship and the installation of the Aquino regime.
The revolutionary principles of Sison were not abandoned, or even dampened, by his nearly decade long prison stint. Once released, Sison continued the struggle for socialist democracy by taking on the Aquino regime; exposing it for its corruption and class affiliation to the comprador bourgeois class. The Aquino government responded by exiling Joma in 1987, at which point he made his way to Utrecht, where he remained until his death.
In the years since his exile, he has continued writing books which are invaluable to the education of Marxist-Leninist-Maoists across the world, and his continued leadership of the CPP, NPA, and NDFP have led to major gains in their fight for national democracy.
Joma Sison will forever be regarded as one of the greatest revolutionaries of our era. We remember what another great revolutionary, Mao Zedong, once said: to die for the people is weightier than Mount Tai, but to work and die for the fascists is lighter than a feather — comrade Joma’s death is certainly weightier than Mount Tai. We encourage all members of the RMC, and Maoists everywhere, to make an in-depth study of his life and theoretical contributions, which include great works such as: “Organizational Guide and Outline of Reports”, “Rectify Errors and Rebuild the Party”, Stand For Socialism Against Modern Revisionism, Specific Characteristics of Our People’s War, Basic Principles of Marxism-Leninism: A Primer, Philippine Society and Revolution, Upsurge of People’s Resistance in the Philippines and the World, On the Philosophy of Marxism-Leninism-Maoism, and countless others.
We are confident that the revolutionary forces of the Philippines will carry on the legacy of comrade Sison by continuing their fight against capitalism-imperialism, semi-feudalism, and modern revisionism in order to establish true democracy by means of proletarian revolution. We, too, must carry on this legacy of the great Sison if we are to truly honor his life and convictions. Whether we be in the Philippines, the so-called united states, Peru, Ghana, Puerto Rico, or Palestine; Joma Sison is an inspiration and model for the type of people we must be in order to win our liberation.
Jose Maria Sison, rest in power! Long live Joma Sison!  Long live the Filipino masses!  Long live People’s War in the Philippines!
Signed,

A transwoman in the people’s army
Tumblr media
For more than a year now, Ka Daisy, a transwoman, has served as full-time Red fighter. She joined the New People’s Army (NPA) during the pandemic, three years after doing revolutionary work as a member of the Kabataang Makabayan. She recounted how her unit got engaged in an armed encounter on her second day in the unit.
Ka Daisy, also called “Inday” by some comrades, now serves as a squad political guide. As an official, she ensures the strengthening of the organization. She helps outline plans and programs, and ensures its implementation. She also performs daily technical tasks such as fetching water, cooking, and transporting supply.
“I have total respect for Ka Daisy,” said Ka Alas, her squad leader. “Apart from being helpful, she teaches well. Since her deployment here, she took to teaching me LitNum (literacy/numeracy). Because I’m quite past my prime, I sometimes forget our lessons, but Inday keeps encouraging me to learn.”
Ka Daisy was warmly received by comrades as a new recruit. On her part, she was able to quickly adapt to the NPA’s military regulations.
“Even before I joined the unit, comrades were oriented about my gender. They had study meetings about the LGBT struggle,” said Ka Daisy. In her unit, instructors include the LGBT orientation when giving basic military orientation. This aims to correct wrong views and treatment of LGBTs. Some misconceptions still manifest, but these are collectively struggled in a structured and comradely manner.
Like other comrades, Ka Daisy carries a heavy pack. Her bag contains printed reading materials such as Ang Bayan and other documents and books, kitchen materials, supplies and gadgets. Thrown in the mix is her make-up kit.
“Whenever we undertake mass work, we distribute documents like AB to update the masses on important social issues,” she said.
If asked how many women are in the unit, comrades would include Ka Daisy. It was a far cry from her experiences when she was still studying in a Catholic school. She experienced restrictions and gender-based discrimination. She was prohibited to wear the clothes she prefer and had to cut her long hair short.
Within the NPA, Ka Daisy is happy to be part of forging a society that has compassion and concern for transwomen like her. For her, gender is a non-issue for one to wage revolution. It is not a hindrance nor is it a basic question. It is not a matter of competing. It is enough for one to dedicate one’s heart and time to serve the revolution.
“As an LGBT youth, our role is important in advancing the revolution. To change society’s perception, we need to transform society itself,” she added.
In waging revolution, Ka Daisy can freely express her true feelings. During the 50th anniversary of the National Democratic Front of the Philippines, she led celebrations in the guerilla front. She served as a facilitator of the program and decorated the venue. She was also one of the instructors for the dance and song cultural performances. Because of the special nature of the occasion, Ka Daisy put on some lipstick, face powder and eyeliner.
Hundreds of peasants from nearby barrios graced the occasion.
In the area of responsibility of Ka Daisy’s unit, there are a few LGBT members who belong to basic Party organs in the barrio. They actively took part in cultural performances and were open to socialize with the Red fighters.
Ka Daisy was so surprised to find someone like her, an LGBT, who is also a Red fighter.
“I have long known that the NPA accepts LGBT people like me. I am delighted finally to have met someone who came from the community. I thought I was alone here,” she jokingly said.
Indeed everyone has equal rights and responsibilities in the movement. In a society that oppresses and judges LGBT people, it is only in the revolution that they can experience genuine freedom to be themselves.
