Commissioner Yanagami has wanted to kill Dogranio since he was brought in, Commander Hilltop and someone from GSPO Headquarters disagrees.
Also, the Patrangers file their reports.

A week has passed since Dogranio, the leader of the ganglers, was subdued taken into custody. It has also been a week since what's left of Zamigo's victims was returned to the places where they were first frozen.
Commander Samuel Hilltop was busy sorting out the paper works, the written reports based on the verbal reports that the Patrangers gave as soon as they regained consciousness.
As Hilltop reminisced what happened on that fateful day, he was brought back to reality when the automatic sliding door opened revealing the Patrangers.
"Commander Hilltop, Global Special Police officers reporting for duty." Keiichiro, Tsukasa, and Sakuya saluted the commander.
"Keiichiro, Tsukasa, Sakuya, Noel, I'm sorry to have you report for duty as soon as you were discharged." The commander apologized.
"It's nothing, Commander Hilltop, we protect the peace of society, it is our duty to be on call any time." Keiichiro dismissed the apology.
"Is there gangler activity, commander?" Noel asked the commander.
"Fortunately, none." Hilltop shook his head. "They're probably still processing the impossibility of Dogranio being captured," He offered. "However, I do need you four here."
"How can we be of service, sir?" Tsukasa voiced out.
"I want you to correct and/or add to the written report Jim made using your recorded verbal reports." Commander Hilltop ordered. "I understand that you all were still under medication when you made these reports," He raised the stack of papers he had been working on. "You probably misremembered or missed some key details on what happened."
"I understand, sir." Keiichiro nodded as he received his stack of papers.
"Do we include the fact that we were given pieces of Lupin collections by the Phantom Thieves?" Sakuya asked, unsure how to proceed.
"Include that," Commander Hilltop nodded. "Also include how the Phantom Thieves sacrificed themselves."
"I will include the fact that the Phantom Thieves have delivered the Lupin Collection pieces back to the Lupin manor safe as we battled against Dogranio." Noel offered.
"You're hoping that they'd get a lesser sentence once we free them, aren't you?" Tsuakasa asked the Frenchman.
"Oui."

"Commissioner Yanagami, here are the written reports by the Patrangers regarding the battle against Dogranio." Commander Hilltop placed the papers on top of Yanagami's desk.
"Commander Hillton, these reports are a week late!" Yanagami admonished. "The Headquarters have been asking for these since last week."
"It's Hilltop," The Commander futilely corrected. "Have you tried saying that the Patrangers have been unconscious since the battle took place?"
"Tell them that they were unconscious? Of course not!" Yanagami scoffed at the idea. "The GSPO's public opinion is low as it is, we can't add their unfortunate circumstances to those!"
"Wouldn't it be more prudent that we tell the public the truth?" Commander Hilltop offered. "What if a gangler attacks while our agents are still recuperating or unconscious, we don't have the Phantom Thieves to pick up the slack of destroying these monsters?."
"We are not relying on the Phantom Thieves!" The commissioner dismissed the idea harshly. "Surely, you could send some more agents to battle, or at least stall, these ganglers until the Patrangers arrive."
"Are you so callous that you would sacrifice your subordinates, Commissioner Yanagami?"
"General Dupont!" Both Hilltop and Yanagami saluted at the woman who unceremoniously entered the room.
"At ease, gentlemen." The general ordered.
Both Hilltop and Yanagami heeded the general's order and dropped their salutes.
"Commander Hilltop, you say that the Patrangers were out of commission for the past week?" The woman identified as General Dupont questioned. "According to the reports that Commissioner Yanagami sent, they only had minor injuries."
Commander Hilltop couldn't help but side-eye his direct superior for the blatant lie he reported.
"No, general, even X, who answers directly to you, was unconscious after the fight that cost the lives of the Phantom Thieves." Commander Hilltop answered. "That is not to say they're dead however, it's looking to be impossible to even rescue them, alive."
"I seeā€¦" The general trailed off. "I was wondering if he'd been abducted again because he wasn't giving any reports despite the commissioner's statement of only having minor injuries."
"No, the only time X had been abducted was when it was broadcasted around the world," Commander Hilltop answered. "Hopefully, that won't happen again."
"Which brings me to my order of business here," General Dupont sat on an empty chair. "I'm here for the Phantom Thieves case."
"W-what could you possibly want from the Phantom Thieves' case, general?" Commissioner Yanagami questioned. "In my last report, they're inside the gangler we have imprisoned at the lowest level of this building."
"I know, commissioner, I read your reports, which I now doubt due to recent revelations," The general glared at the sweating commissioner. "I am however inquiring if there are procedures taken to deal with the Phantom Thieves."
"A-are you saying we should have killed the gangler they're inside in, maam?" Hilltop couldn't help but ask.
Commander Hilltop had seen how distraught the Patrangers were when he monitored the situation during the fated battle. He'd seen their faces as they recounted the events that happened during that day.
He could remember Keiichiro's frown, Tsukasa's glare, and Sakuya's sobs. The Patrangers have bonded with the Lupinrangers, whether he liked it or not. They had celebrated Noel's arrival at the GSPO with the Lupinrangers.
They threw a Christmas Party for the kids at a nearby school together.
Not to mention how everyone in the Patrangers' office were patrons of the restaurant they used as a cover.
"I told you, Hillton, we should have killed the gangler when he was brought in!" Commissioner Yanagami chided his subordinate. "It's to save the lives of the many."
"It's Hilltop."
"No, the Patrangers did the right thing sparing Dogranio's life, if only to save the Phantom Thieves." The general shook his head.
Hilltop and Yanagami looked at General Dupont in surprise, unable to form words at the general's statement.
"Commander Hilltop, please summon the Patrangers here, this conversation needs to happen with them present."
"If I may be excused, general, I'd like to summon the Patrangers myself in light of their injuries, and using Jim Carter to contact them might overtax their still healing bodies, thinking there's an emergency."
"You may be excused commander Hilltop," The general nodded. "Please have them dressed casually."

"Patrangers, reporting for duty." The Patrangers saluted at the general.
"At ease, Patrangers." The general nodded.
All four Patrangers eased their actions, careful not to overdo things.
"I see you're recuperating well, Noel." The general greeted her subordinate.
"I'm sorry I haven't been able to compile a report, general," Noel apologized. "I was about to start when we were summoned back here."
"Rest first, Noel," The general shook her head. "I would like you four to read the reports Commissioner Yanagami sent me.
All the Patrangers were given a small stack of papers for them to read. It took them an hour or two to read through the entire thing as they processed the reports they were handed.
"Any questions?"
"I have some," Tsukasa voiced out. "Why does it state here that we only garnered minimal injuries during our battle with Dogranio?"
"The Phantom Thieves did not help the ganglers." Sakuya protested.
"We did not try to kill the Phantom Thieves, nor did they help the ganglers in trying to kill us," Keiichiro belied what he read. "They went after the gangler responsible for the mass disappearances two years ago."
"All to fulfill their selfish desire of vengeance." Yanagami murmured.
"What was that commissioner?" The general glared at the man in question. "Care to share with everyone?"
"I said, the Phantom Thieves might as well be good as dead, what are three lives to the lives of the world," Yanagami answered honestly. "They went after the gangler responsible to take vengeance, yes, their actions may have benefitted us, but it doesn't change the fact that they put justice into their own hands and served as judge, jury, and executioner."
"That's not true!" Noel exclaimed.
"Noel, stand down." The general was quick to take action.
"Tell me, Commissioner, since the Phantom Thieves' appearance, how many officers have been killed on the field?"
Yanagami frowned at the question; he's confused as to how that was at all relevant.
"None."
"I see." Commander Hilltop nodded.
"Please share your realization, Commander Hilltop." The general urged.
"Ever since the Phantom Thieves' appeared, there have been no casualties from either the Japanese Police or even the GSPO, there may have been severe and lethal injuries but all of them were quickly treated before they became fatal."
"Most of the ganglers are reliant on the powers of their Lupin Collection," Noel supplied. "Once the thieves started stealing them, they either outright destroy the gangler or leave the police to handle them."
"Due to the confusion generated by having their Lupin collection stolen, they were easy to subdue, mostly due to their reliance over the Lupin Collection."
"Sounds to me that they were beneficial to our cause even when they acted as our enemy," The general nodded. "Not to mention the fact that one of our own was used as a disguise by the ganglers."
"Satoruā€¦"
"I must ask, Commissioner, how come the Patrangers were unaware that Shinonome Satoru was dishonorably dismissed from service? I remember relaying that fact to you specifically."
"Dishonorably dismissed from service?" Tsukasa was quick to ask.
"Thanks to Noel, we were able to determine that there has been a leak of information from the French branch," The general answered. "Due to that, he was to be arrested, as you can see, he had evaded capture."
"Satoru woul-"
"Yes, Shinonome would never do that." The general cut off Keiichiro's defense. "Considering the facts that have been revealed since then."
The Patrangers affected by Satoru's death glared at the commissioner but remained silent.
"There was never a time to inform them." Yanagami justified himself.
"I beg to differ, Commissioner Yanagami," Commander Hilltop's voice deepened. "You had the time to admonish us because the Phantom Thieves were taking over the headlines, yet you cannot find the time to inform me that one of my own men has been dishonorably dismissed from service?" He glared at his superior. "If you had, then my team would not have been subject to what they have been through because of that impostor."
"What's done is done, commander, stand down." General Dupont ordered. "The board of directors is still debating whether to rescind the dishonorable charges filed against Shinonome, in light of him not reaching the French branch at all, or keep them."
"K-keep them?!"
"Keiichirou, stand down." Commander Hilltop ordered.
"If I may ask, what this is all about, general," Tsuakasa voiced her question. "If this is about the Phantom Thieves escaping the justice, they're imprisoned inside Dogranio's safe, who is imprisoned at the lower levels of this building."
"Noel, do you have any ideas on how to save them from Dogranio's safe?" General Dupont looked at her subordinate.
The Patrangers looked at each other before looking at the general with wide eyes.
"General, if you don't mind, what did you mean by saving them?" Sakuya couldn't help but ask.
"Exactly as I said, 2-Gou," The general nodded. "The Lupin estate has approached the GSPO headquarters and asked that we halt any and all attempts at capturing the Phantom Thieves." She revealed.
"Wha- Why now?"
"They had admitted, and paid a fine, to using three vulnerable individuals that were greatly affected by the ganglers," General Dupont relayed her information. "Those being Yano Kairi, Yoimachi Touma, and Hayami Umika."
"Oh la la."
"They also told me that you might know how to save them, Noel, they said something about a striker."
"The Jackpot Striker!" Keiichiro exclaimed. "It has the power to control others, especially the ganglers!"
"Oh la la," Noel smiled.
"The Jackpot striker was indeed useful in returning Kairi-kun and Keiichiro back from the gangler's world," Tsukasa nodded. "We may have a chance."
"Problem is, we don't know where he is." Noel lamented.
"I believe that's your job, Lupin X." The general smiled at her subordinate.
"But, but, butā€¦"
"Speaking of the Phantom Thieves," General Dupont shifted to another topic. "I've received reports from my other subordinates here in the Japanese branch, that the people related to our Phantom Thieves, especially those who became their motivation, have been hounded by media personnel everywhere they go."
"That's because they decided to reveal their identities in an attempt to save Noel." Commander Hilltop answered.
"Have you briefed them on what actually happened?" The general asked. "It might've been quite a shock for them to know why they became Phantom Thieves in the first place."
"Leave that to me." Noel volunteered.
"Please ease them into it, considering, that the media has already reported their deaths." The general dropped another bombshell.
"Wha-!"
"I thought I put a lid on that particular report," Commander Hilltop growled. "No wonder you've been pushing towards killing Dogranio, commissioner Yanagami." Commander Hilltop sighed.
"Commander Hilltop, Patrangers, you are dismissed, please make a swift recovery." The general dismissed the Patrangers and their commander. "Commissioner, we will be talking about your conduct as a commissioner here in the Japanese branch."

Review of Kaitou Sentai Lupinranger vs Keisatsu Sentai Patoranger
So, I finally finished watching Lupato a bit late than the other Toku accounts because of my busy college, but itā€™s okay.
Letā€™s start the review!

For me, the use of different-two-Sentai-teams in this series is very refreshing. At first Iā€™m afraid that Iā€™ll drop in the middle way because more than one Red Sentai is not my thing. But I found out that Lupato is funny and pretty entertaining, despite some plot holes and other flaws like the imbalance focus to the teams.
My favorite characters in this series is Keiichiro Asaka (Patren 1go) and Zamigo Delma. For Keiichiro, I donā€™t know why but currently I like tsundere male character like him, so well thatā€™s the story.Ā  I always laugh with his ambitious rivalry to the Lupinrangers and then there is this time when he smiles AND I WOULD PROTECT THST PRECIOUS SMILE NO MATTER WHAT. Meanwhile Zamigo already interest me since his first appearance. Usually my interest for villain is who that played by male actor, but for Sentai Zamigo maybe the first one since I following from Kyuuranger. My nickname for him is Zami and it sounds nice for me. I like his playful nature and his gun skills. His rivalry with Lupinrangers really interesting.
My OTP is Sakuya and Umika. They are such a cute and sweet couple. I hope the staff will keep the chemistry between them in the future movie or V-Cinema.Ā 
The mecha is pretty good and let me say this. THE COCKPIT IS AWESOME!
I hope Super Sentai will keep inovating with many new and unexpected things.
Rating : 8/10

The events of LuPato are making the cops work over time. Because this is their literal actual job
Sakuya is chronically late
