Nick Fuentes as a Disney villain

At first I was thinking he was more Frollo (trad Cath, attracted to people he thinks he shouldn't be, racist, guilt-trippy, "betrayed" by henchman who gets a girlfriend), but I think Scar also works (smaller than average, fruity, inferiority complex due to sibling, feels entitled to a position of power, green eyes).
