Duterte blasted Marcos for being "addicted to drugs", and the Philippine drug enforcement agency responded

Former Philippine President Rodrigo Duterte and current President Marcos held rallies in Davao and Manila respectively. Duterte blasted Marcos as a "drug addict" in his speech and even raised the possibility of removing him from office. The next day, Marcos responded by accusing Duterte of having his judgment affected by fentanyl. US media described the so-called "united team" between the two as having broken down, and the long-rumored rift has now become public.

"You all know that we have a president who is addicted to drugs." At a rally in Davao City late on the 28th, Duterte blasted Marcos as an addict who had been listed by law enforcement as a suspected drug user. However, the Philippine Anti-Drug Department said on the 29th that Marcos had never been included in such a list, which contradicted Duterte's statement.

While Duterte was holding a rally, Marcos held another rally in the capital Manila. Regarding Duterte's accusations, Marcos told the media on the 29th when he set off for a visit to Vietnam that he would not respond to the accusations, but he said Duterte's judgment was affected by the opioid fentanyl.

Hi this may divert from my usual content, but as someone with a platform like this I need to speak up about this.

The Philippines-China maritime dispute has been going on for years now, but lately the tensions had been getting more and more worse to the point it’s super concerning now.

Here’s a bit of a history lesson: China claims that the West Philippine Sea is theirs because of the nine-dash line, but the Permanent Court of Arbitration in the Hague ruled in 2016 that that had no basis under international law. Other than that, the UN Convention on the Law of the Sea (UNCLOS) said that China’s historic rights on the territory no longer exists. So basically, the West Philippine Sea belongs to the Philippines.

However, China rejects that decision. They have harassed, intimidated, and even used armed conflict on our vessels. China Coast Guard (CCG) vessels had even used a water cannon against our ships TWICE, in which one incident resulted to getting seven Navy personnel wounded.

Worse, there are also allegations of a spy being planted here. Alice Guo, one of the mayors in Tarlac (a city in the Philippines) had mysteriously risen to power despite having no prior experience or connections whatsoever. Literally no one even knew her in her town. She just claims to live in a simple farm. However, she owns a luxury sports car and a helicopter. And somehow, everything regarding her past is inconsistent; she doesn’t know what her mother’s name was, who she grew up with, no school documents, hell she didn’t even have a birth certificate up until she was 17 years old. This was all brought up because she was involved in the criminal activities (like human trafficking, scams, etc.) of the Philippine Offshore Gaming Operator (POGO) which also has the Chinese involved.

The US has also been taking advantage of the situation by deploying 9 EDCA sites (military bases) for a supposed military pact, but former US Marine Intelligence Officer Scott Ritter has admitted to using the Philippines as a tool to gain leverage over the Chinese.

What has our government done regarding this dispute? They’re too busy infighting to focus on the bigger picture and on how to settle on an agreement with China.

I just want to take the time to speak up and make people more aware about the ongoing dispute. I know that this has been going on for several years now, but my memory and knowledge about the topic may be a bit wonky so I apologize in advance if I had said anything wrong. After months of being released on bail, drag artist Pura Luka Vega has been arrested again, this time by a different court but with the same complaint.

Bahaghari once again condemns the weaponization of the law against Pura and their right to freely express their relationship with faith through art. Evangelical groups have allotted resources to further marginalize an LGBTQI+ person in the court of law. Similarly, many city councils across the Philippines have declared them "persona non grata," following a viral video where they, dressed as Jesus Christ, performed Ama Namin remix in a bar.

It has not gone unnoticed to Bahaghari the double standards at play in this case. Pastor Apollo Quiboloy of the mega-church Kingdom of Jesus Christ was indicted by FBI for alleged crimes against women and children but none of the city councils who have declared Pura "persona non grata" are mum on this issue. Until now, Quiboloy is in hiding even with summons from the Senate in their investigation on the abuse allegations against him. Furthermore, the complainants for the case are all affiliated with the Philippines for Jesus Movement (PJM) founded by Eddie Villanueva, the father of Senator Joel Villanueva, whose office has deployed disgusting tactics to delay the SOGIESC Equality Bill.

The art of drag and other similar acts of expression by LGBTQI+ people are under attack around the world. In the United States, legislations have been passed to criminalize people based on gender identity and expression. In the Philippines where a national anti-discrimination law is absent, LGBTQI+ individuals are subject to gender-based violence.

Pura Luka Vega's case is an attack on LGBTQI+ people's expression on their relationship with faith and religion and the expression of their artistic freedom. LGBTQI+ individuals have different expressions on their faith. Many are still practicing their religion. Some have abandoned it altogether due to the trauma and marginalization they felt in the presence of their religious leaders.

Nothing Else Like It

In one sense, what we're going through in America is highly reminiscent of other countries which have recently gone through authoritarian regresses. Hungary, India, Israel, the Philippines, and Brazil, to name a few, all have seen liberal democratic institutions decay in the face of far-right populist demagogues. I've found this weirdly comforting -- not because what's happened in those countries hasn't been awful, but because somehow knowing this sort of thing doesn't stand outside history is reassuring. It's not the end of time, it is a thing happening in time. Yet even this reassurance is, I fear, somewhat misleading. Because while it may be true that Hungary, India, Israel, etc. have gone through this before; and even true that (some of) these countries have or will come out the other side, what we have not ever seen is a global hegemon going through this sort of regression. Without understating the havoc that a recklessly authoritarian India or Israel can wreak on a local or even regional scale, they're unlikely to take down the entire international order with them. An out-of-control America could tank the global economy, could cause anarchic chaos to break out all over the planet, could set off a literal World War III. There's literally been nothing like it. And domestically, with the possible exception of the Redemption-era South, we haven't in American history seen as rapid an authoritarian rollback of democratic equality and rule of law as what the Trump administration has inaugurated in its first week(!) in office. Every aspect of our constitutional order feels like it under attack, all at once, and nobody really knows how to respond. This uncertainty, unfortunately, is sometimes paired with a strangely confident certainty that purports to know exactly how to respond -- which is to say, "something not what we're doing now." At one level, I understand where this frustration is coming from -- "what we're doing now" can't be the right response, because it's not stopping things that need to be stopped. At another level, it really does elide the brute reality that nobody knows exactly what the most effective response is to Trump's blitzkrieg fascism. For example, I saw a report that House Minority Leader Hakeem Jeffries (D-NY) was taking the stance that Democrats should ignore Trump's "flood the zone" tactics and focus, laser-like, on the economic damage he was wreaking. I also saw many panning this tactic as leaving many critical issues unaddressed while missing opportunities to make hay out of massively unpopular oversteps that weren't clearly economic. I certainly see the weight of this critique, but I also understand the other side -- that trying to cover everything will inevitably result in an unfocused, chaotic response that lacks a clear narrative and just reinforces a "Dems in disarray" sensibility. How do I resolve that tension? I'm not sure -- and to be blunt, I think most people are unsure too. My best proposal is this: the important thing is to keep fighting. The where or when or how is far less important than that it happens at all. This means I do agree wholeheartedly with the stance that Democrats' job is to be the opposition party and not give any free inches to Republican policies. But beyond that, I'm not sure the best use of our energy is engaging in internal sniping regarding who is prioritizing what messaging or narrative point best. Is that a possible line to hold? Albert is said to be the "despised member of the clan" who would stutter while speaking to his father. Rainier even looked into what this would mean to the Grimaldi name since Andrea - at the time 17 - obviously carries his father's name (Casiraghi) and not his mother's (Grimaldi). Rainier told the ones carrying the investigation that this was done in case Albert died.

they were terrified of the Panama papers, as a lot of money laundering funds go through Monaco and the family had accounts on Panamanian banks.

a link between a Russian billionaire and the Monegasque Minister of Justice was revealed in 2017 and the Minister was forced to resign. An investigation was launched by a French judge and there was fears that the palace would be involved: jurisdictional immunity was granted to members of the sovereign family by order. There was rumours that the French judge wanted to hear the Prince as a witness......he was told to leave the principality. He was accused of having, through his “behavior perceived as authoritarian and vexatious”, “endangered the proper functioning of the criminal justice system”.

the real estate market is a big point of collision here and a big focus of article 3. Nothing too interesting to report - Palmero says he tried mingling in the market to break down the monopoly of real estate owners in Monaco (centered around a bestie of the Casiraghi brothers) while Albert claims Palmero had close ties with some of the developers and tried mingling with things that were of interest of the government in order to make money. The real estate issue was what eventually led Palmero to be fired. Palmero and a former laywer of Albert who was his childhood bestfriend and is also now a persona non grata claims that Albert is now fully under the influence of the bestie of the Casiraghi brothers who now controls the real estate in Monaco.

Palmaro is STILL paying property tax on properties he bought for the family!! crazy!!

Palmero detailed a number of off-shore accounts that hold about 250 million euros of the family's fortune including a company created specifically for Charlotte Casiraghi. He passed on the information from that account to Albert's new accountant at a monitored meeting.

Albert's explanation is lowkey....pathetic. He claims he told Palmero to move all of his family's assets from off-shore accounts to Monaco but Palmero never did it and that was that. He claims he was never able to obtain a precise statement on the family assets due to Palmero's secrecy and Albert just trusted him. He claims Palmero would act in his name and refuse to delay his decisions.

Finally someone in office calling out international surrogacy for being a new form of human trafficking.

THE Bureau of Immigration (BI) is sounding the alarm over the increase in human trafficking cases involving women recruited for illegal surrogacy abroad, following the repatriation of seven victims on October 23, 2024.

These women, aged 20 to 30, were recruited to work as surrogate mothers for unknown clients abroad, the BI said in a press release on Saturday, November 2, 2024.

Merriam-Webster defines a surrogate mother as a "woman who becomes pregnant by artificial insemination or by implantation of a fertilized egg created by in vitro fertilization for the purpose of carrying the fetus to term for another person or persons."

The BI said three of the victims left the country under the guise of visiting relatives but fell victim to deceptive promises of surrogacy. The remaining four had no records and likely exited through unauthorized means, the BI added.

BI Commissioner Joel Anthony Viado said investigations reveal a scheme where traffickers recruit online, then arrange complex travel through multiple borders to avoid detection.

“The Philippines is being targeted by traffickers who lure women with surrogacy offers. We urge Filipinos to avoid these offers, as surrogacy abroad often carries serious legal risks,” Viado said.

In October, 20 Filipino women were rescued by authorities after reportedly being trafficked to become surrogate mothers. Of the 20 women, 13 were pregnant through artificial means.

The pregnant women were supposed to be transferred to another country where they would give birth. The seven others were deported by the Cambodian government over immigration law violations. BI officers also intercepted a 37-year-old woman recruited for surrogacy and headed to Georgia on October 15.

Senator Risa Hontiveros, who chairs the Senate Committee on Women, Children, Family Relations and Gender Equality, has earlier sought the conduct of a congressional inquiry into this "new form" of a human trafficking scheme victimizing Filipino women. (JGS/SunStar Philippines)

ahh, McKinley. The tariff man…

on January 29th, 1843, William McKinley Jr. was born in Niles, Ohio, to a well off family. Mother, father, and eight siblings! McKinley was a well rounded lad.

anyway, young McKinley served in the American civil war . He was known for his bravery, achieving the rank of brevet major by the time the war had ended, an impressive feat for an enlisted man. He was the last president to serve in the Civil War, and would eventually write a biography of sorts about the events that took place. In fact, Rutherford B Hayes commanded McKinley’s regiment!

young William saw a lot of action on the battlefield, often risking his life- he was present for the battle of Antietam, the bloodiest battle of the Civil War, where he showed great bravery and was promoted.

When McKinley returned home, he opened a law office in Canton. McKinley soon became involved in… Republican politics! he gave speeches in support of now-governor Hayes, and eventually ended up running for Stark Country prosecuting attorney… resulting in a shocking victory from the scrappy young lad, now politically active!

Will was soon married to Ida Saxton, a belle of Canton society. They married in 1871 and had two daughters, Katie and little Ida. Unfortunately, the pregnancies were tough on Mrs. McKinley. Not only this, but little Ida, born 1873, died. Katie also ended up dying of typhoid at the age of five- Ida never got over the deaths of her babies. She soon developed a multitude of physical and mental issues, prominently epilepsy. For the rest of his life, Will would remain devoted to his wife- part of the reason he ran a “front porch campaign” when he ran for president. He couldn’t leave Ida’s side, so why not have his many supporters come to him!

William McKinley, after successfully being elected to congress and taking a place as Governor of Ohio (effectively becoming a renowned political figure across the country) decided it was time to run in the 1896 presidential election. Alongside VP Mark Hanna, with overwhelming support from his supporters everywhere, he beat William Jennings Bryan in the election.

McKinley’s presidency saw the emergence of America as a global power. McKinley was and is known for his heavy policy of imperialism, eventually heading to war with Spain in 1898. Yes, the Spanish-American war, a heavily useless war…. Eventually America took control of Cuba, the Philippines, and Guam. They established close trade relations with China, a country that was just emerging in the world of global relations. McKinley introduced the gold standard, and was and is heavily criticized for his role in handling big business. Capitalism boomed heavily, and soon the largest of companies were richer than the government.

Overall, despite his shortcomings in things like civil rights and foreign policy, McKinley was well favored by the people.

Speaking of the industry a paragraph before the last, William McKinley was favored especially by unions and individual workers of the day.

On September 6th, 1901, at the Pan-American Exposition 🎶🎶🎶in Buffalooo🎶🎶🎶, a huge World’s Fair dedicated to showing off America’s technological progress and advancements, McKinley was greeting fairgoers. Many adoring citizens, eager to meet the man, lined up one by one to shake hands with the president.

Unemployed worker and anarchist Leon Czolgosz, 🎶born in the middle of Michigan🎶 to Polish parents in 1873, concealed a gun beneath a handkerchief. When McKinley extended his hand for a shake, Czolgosz swatted it away and shot at him twice. One bounced off his button and missed. The other lodged itself in McKinley’s stomach.

Czolgosz got the electric chair.

McKinley appeared to be in good condition, but began rapidly deteriorating…. On September thirteenth, 25th US President William McKinley died of a gangrenous infection on the walls of his stomach. As he drifted away, some accounts say he was singing his favorite hymn, ‘Nearer My God to Thee’

AN ACT

To provide for the regulation of interstate and foreign communication by wire or radio, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in the Congress assembled,

Title I -- General Provisions

PURPOSES OF ACT; CREATION OF FEDERAL COMMUNICATIONS COMMISSION

SECTION 1. For the purpose of regulating interstate and foreign commerce in communication by wire and radio so as to make available, so far as possible, to all people of the United States a rapid, efficient, Nation-wide, and world-wide wire and radio communication service with adequate facilities at reasonable charges, for the purpose of the national defense, and for the purpose of securing a more effective execution of this policy by centralizing authority heretofore granted by law to several agencies and by granting additional authority with respect to interstate and foreign commerce in wire and radio communication, there is hereby created a commission to be known as the "Federal Communications Commission", which shall be constituted as hereinafter provided, and which shall execute and enforce the previsions of this Act.

APPLICATIONS OF ACT

SEC.2. (a) The provisions of this Act shall apply to all interstate and foreign communication by wire or radio and all interstate and foreign transmission of energy by radio, which originates and/or is received within the United States, and to all persons engaged within the United States in such communication or transmission of energy by radio, and to the licensing and regulating of all radio stations as hereinafter provided; but it shall not apply to persons engaged in wire or radio communication or transmission in the Philippine Islands or Canal Zone, or to wire or radio communication or transmission wholly within the Philippine Islands or Canal Zone.

(b) Subject to the provisions of section 301, nothing in this Act shall be construed to apply or to give the Commission jurisdiction with respect to (1) charges, classifications, practices, services, facili-S.3285--55

by the Commission, and may cause the closing of any station for radio communication and removal therefrom of its apparatus and equipment, or he may authorize the use or control of any such station and/or its apparatus and equipment by any department of the Government under such regulations as he may prescribe, upon just compensation to the owners.

(d) The President shall ascertain the just compensation for such use or control and certify the amount ascertained to Congress for appropriation and payment to the person entitled thereto. If the amount so certified is unsatisfactory to the person entitled thereto, such person shall be paid only 75 per centum of the amount and shall be entitled to sue the United States to recover such further sum as added to such payment of 75 per centum will make such amount as will be just compensation for the use and control. Such suit shall be brought in the manner provided by paragraph 20 of section 24, or by section 145, of the Judicial Code, as amended.

EFFECTIVE DATE OF ACT

SEC. 607. This Act shall take effect upon the organization of the Commission, except that this section and sections 1 and 4 shall take effect July 1, 1934. The Commission shall be deemed to be organized upon such date as four members of the Commission have taken office.

SEPARABILITY CLAUSE

SEC. 607. If any provision of this Act or application thereof to any person or circumstance is held invalid, the remainder of the Act and the application of such provision to other persons or circumstances shall not be affected thereby.

SHORT TITLE

SEC. 609. This Act may be cited as the "Communications Act of 1934."

The Philippines is known as a country that supports political dynasties, and powerful clans have played a major role in the country’s politics for decades. But in the last week of June, Vice President Sara Duterte made an announcement that rocked the nation as her family appears to be gearing up to take political dynasties to the next level. On June 28, the vice president confirmed that her father, Former President Rodrigo Duterte, and her brothers, Davao First District Rep. Paolo Duterte and Davao City Mayor Sebastian Duterte, will all run for senator in the 2025 elections. 

Social media is all abuzz with news of this development, with those supporting the Duterte camp ecstatic at the possibility of having all three Dutertes in the Senate. However, those who are staunchly against this have been equally loud on Twitter and Facebook, calling the country’s political system a joke. As one of the most influential political families in the country have benefited from the results of a well-executed social media strategy in the last presidential elections, Filipinos can expect that the Internet will once again turn into an all-out war zone in the coming months. But can social media bring about the downfall of political dynasties, or will it take them to new heights? Here’s what you need to know about the influence of social media on political dynasties in the Philippines. 

Social Media Brought the Marcoses Back to Power

For two decades, Filipinos had to submit to the rules of Ferdinand Marcos’ regime as the former president enforced Martial Law. Historians attest that his dictatorship resulted in over 3,000 extrajudicial killings and more than 30,000 tortures, apart from other human rights violations. The Marcoses also infamously stole $5 to $10 billion from the Central Bank of the Philippines as stated in the documents provided by the Presidential Commission on Good Government. 

After the assassination of opposition leader Benigno Aquino Jr., Marcos was blamed for his death. The family immediately fell from grace as Aquino’s supporters joined hands to support his widow, Corazon Aquino, during the People Power Revolution of 1986. Mrs. Aquino became the new President of the Philippines, while the Marcoses were exiled in Hawaii. In 1989, the matriarch, Imelda, as well as Marcos’ children were allowed to return to the country, and from there, they started planning their political comeback. Their return to politics started with Imelda winning a congressional seat in 1995, while her children, Ferdinand “Bongbong” Marcos Jr. and Imee Marcos, won positions in local government. 

After Bongbong was elected as a senator in the 2010 elections, it was only a matter of time before he decided to run in the presidential elections. In 2022, Bongbong was up against nine other presidential candidates, the most notable being Leni Robredo, who was the Vice President at that time. It was reported that social media campaigns to discredit Robredo, a strong disinformation campaign, and online efforts to revise history contributed to Bongbong’s win, putting the Marcoses firmly back in power. That election year was one of the most divisive times in Philippine history, as it resulted in the falling out of families, the shut down of a major TV network, and increased hostility in social media platforms. 

Political Dynasties and Their Hold on Social Media

Political analysts are saying that the Philippines is where it is right now because certain politicians have turned public office into family businesses. With everyone complaining about the ever-increasing prices of commodities, lack of jobs, and non-stop graft and corruption for so many years now, many would think that Filipinos should have had enough of political families by this time. However, with politicians becoming social media savvy in recent years, it’s likely that more political dynasties will rise in the future. With the majority of Filipinos perpetually online, it’s likely that political clans will take to the Internet to gather support for their family members who are vying for a place in politics.

Other than the Dutertes, political analyst Edmund Tayao predicts that there will be more families running together in the upcoming senate elections. Siblings Pia and Alan Cayetano currently have seats in the senate, and so do Cynthia Villar and her son Mark. They are all projected to run for reelection in 2025. Meanwhile, 3 members of the Tulfo family, which has four members in congress, are also said to run in the senate elections. Their bid for a senate seat will be confirmed upon the filing of Certificates of Candidacy in October.

Countering Political Misinformation on Social Media

Certain influencers have found ways to spread disinformation on social media as a way to promote some political families, but anti-disinformation advocates have also taken to TikTok and Facebook to fight political misinformation. Genealogist Mona Magno-Veluz is one such TikTok personality who is actively battling historical and political misinformation. There’s also the local civic society organization Break the Fake movement, which regularly holds seminars to train influencers to fact-check their sources. 

AI tools have also been used by fact-checking initiatives such as FactsFirstPH to fight disinformation. Meanwhile, to inform the youth about election-related information, nonprofit corporation Pinas Forward created the E-Boto website, which contains background information for all national candidates, presented in a Gen Z-friendly, TikTok style.

Can Social Media Eradicate Political Dynasties in the Philippines?

Social media has made it easier to access information, but it has also created opportunities to spread disinformation and propaganda techniques to sway the results of elections. Knowing how to distinguish facts from lies, and putting a stop to historical revisionism can protect Filipinos from repeating past mistakes. Fact-checking information, hearing the opinions of a diverse group of people, and educating the public about the dangers of disinformation, fear mongering, hate speech, and cyberbullying may all help to boost the nation’s media literacy and prevent political families from dominating in the upcoming elections. 

But as long as Filipinos keep voting for candidates who share the same beliefs and principles as their family members who are in power, no amount of protests on Facebook or Twitter can change the country’s political landscape. As proven by the current administration, social media will continue to be a valuable tool for political dynasties jockeying for power. After all, it helped a once shunned family to regain their place in politics, so no one should be surprised if it enables multiple family members – even those who are blatantly unqualified – to be elected into public office.

Just in time for the US elections, Philippines authoritarian former president Rodrigo Duterte freely admits he employed a death squad.

The 79-year-old, making his first public appearance on Monday since his term ended in 2022, said he offered “no apologies, no excuses” for his presidency, during which as many as 30,000 people were killed in a “war on drugs”. “My mandate as president of the republic was to protect the country and the Filipino people. Do not question my policies, because I offer no apologies, no excuses. I did what I had to do, and whether you believe it or not, I did it for my country,” he said. Duterte had entered the hearing walking with a stick and was defiant throughout, often cursing as he addressed senators.

None of what he's proud of doing had anything to do with Philippines law or international standards of human rights.

“I can make the confession now if you want,” Duterte said. “I had a death squad of seven, but they were not policemen, they were also gangsters.” “I’ll ask a gangster to kill somebody,” Duterte said. “If you will not kill [that person], I will kill you now.” When asked by senators for further details of the death squad, he said he would give more information at the next hearing. Duterte also said that he ordered officers to encourage criminals to fight back and resist arrest, so that police could then justify killing them. “What I said is this, let’s be frank, I said encourage the criminal to fight, encourage them to draw their guns. That was my instruction, encourage them to fight, and if they fight, then kill them so my problem in my city is done,” he said, in comments reported by Rappler, an independent news outlets.

When voters fail to keep lowlifes like Duterte, Putin, or Trump out of power they get lawless gangsterism and corruption.

If some shithead claims "only I can solve the country's problems" then it's probable that this person is one of the country's problems.

Onel de Guzman

Onel de Guzman, a then-24-year-old computer science student at AMA Computer College and resident of Manila, Philippines, created the malware. - At the time of its creation, de Guzman was poor and struggling to pay for the country's dial-up internet access. De Guzman believed that internet access was a human right, and submitted an undergraduate thesis to the college which proposed the development of a trojan to steal internet login details He claimed that this would allow users to be able to afford an internet connection, arguing that those affected by it would experience no loss. The proposal was rejected by the college, which remarked that his proposal was "illegal" and that "they did not produce burglars". This led de Guzman to claim that his professors were closed-minded, and he ultimately dropped out of the college and began development of the worm. - Because there were no laws in the Philippines against making malware at the time of its creation, the Philippine Congress enacted Republic Act No. 8792, otherwise known as the E-Commerce Law, in July 2000 to discourage future iterations of such activity. However, the Constitution of the Philippinesprohibits ex post facto laws, and as such de Guzman could not be prosecuted.

ILOVEYOU

ILOVEYOU, sometimes referred to as the Love Bug or Loveletter, was a computer worm that infected over ten million Windows personal computers on and after 5 May 2000. It started spreading as an email message with the subject line "ILOVEYOU" and the attachment "LOVE-LETTER-FOR-YOU.TXT.vbs".  - At the time, Windows computers often hid the latter file extension ("VBS", a type of interpreted file) by default because it is an extension for a file type that Windows knows, leading unwitting users to think it was a normal text file. - Opening the attachment activates the Visual Basic script. First, the worm inflicts damage on the local machine, overwriting random files (including Office files and image files; however, it hides MP3 files instead of deleting them), then, it copies itself to all addresses in the Windows Address Book used by Microsoft Outlook, allowing it to spread much faster than any other previous email worm. - The email format is considered to be one of the first examples of malware using social engineering, by encouraging victims to open the attached file under the pretext they had a lover who was attempting to contact them. This was exacerbated by the fact that emails appeared to come from close contacts as a result of the worm's use of its previous victim's contact lists.

De Guzman wrote ILOVEYOU in VBScript, and the Windows Script Host is utilized to run the code. ILOVEYOU was distributed through malicious email attachments. The worm was found in emails with the subject "ILOVEYOU" and a message of "Kindly check the attached love letter from me!" The attachment LOVE-LETTER-FOR-YOU.TXT.vbs contained the worm.

Upon opening the file, the worm copies itself into relevant directories so it will be run upon reboot of the computer. Two of the three copies masquerade as legitimate Microsoft Windows library files, named MSKernel32.vbs and Win32DLL.vbs. The other copy retains the original LOVE-LETTER-FOR-YOU.TXT.vbs name.

The worm attempts to download a trojan horse named WIN-BUGSFIX.exe. To achieve this, the victim's Internet Explorer homepage is set to a URL that downloads the trojan upon opening the browser. If the download is successful, the trojan is set to run upon reboot and the Internet Explorer homepage is set to a blank page. The trojan fulfils Guzman's primary aim by stealing passwords.

The worm sends its trademark email to all contacts in the victim's address book. To prevent multiple emails being sent to one person from each successive run of the worm, a registry key is generated for each address book entry once an email has been sent. The worm will only send an email if the registry key is not present. This also allows for emails to be sent to new contacts placed in the address book. ILOVEYOU also has the capability to spread via Internet Relay Chat channels.

The worm searches connected drives for files to modify. All VBScript files it finds (.vbs, .vbe) are overwritten with the worm's code. Files with extensions .jpg, .jpeg, .js, .jse, .css, .wsh, .sct, .doc and .hta are replaced with copies of the worm that have the same base file name but appended with the .vbs extension. Copies for .mp2 and .mp3 files are similarly produced, but the original files are hidden instead of removed.

The outbreak was estimated to have caused US$5.5–8.7 billion in damages worldwide, and estimated to cost US$10–15 billion to remove the worm. Within ten days, over fifty million infections had been reported, and it is estimated that 10% of Internet-connected computers in the world had been affected. Damage cited was mostly the time and effort spent getting rid of the infection and recovering files from backups. At the time, it was one of the world's most destructive computer related disasters ever.
