The sun began to peek over the horizon as the Mewtwo continued its journey away from the lab. It relished the cool air against its fur, and the sights and sounds of the environment. An injury sustained from the holding tank’s glass wasn’t even noticed by the Pokemon.

The mood was quickly soured, however- it was being followed.

A very familiar pink Pokemon was not far behind.

So I gave myself a headcanon.

Team Rocket starts pursuing Ash because they believe his Pikachu is stronger than average. But his initial show of "power" is actually a combo attack that involves Ash himself, Misty's bike, and gas from James's Koffing. So! I believe at the time, Pikachu was just a regular Pikachu, but the loveable losers falsely believed he was stronger than average.

Further evidence for this can be found in Meowth's fantasies (legit called "Meowth delusions," in Japan), where Team Rocket/Meowth often imagine getting rewarded by Giovanni for bringing him gutter trash. These do include some rare Pokemon, but also the likes of Wurmple, Seedot, and Jigglypuff. This delusion from Sun and Moon is full of com mons.

Also, Team Rocket dragged Misty's Togepi to Giovanni and he didn't even want it. They simply have no idea what this man wants.

While Ash's Pikachu was able to net him the World Coronation crown, that was only after 25 (real world) years of training, adventures, and affection. When Team Rocket decided to pursue Pikachu, he was Ash's in name only. Desperate to please their boss- whose desires they don't understand- they went after a worthless rat. It's only due to luck that Pikachu became something more.
