So I gave myself a headcanon.

Team Rocket starts pursuing Ash because they believe his Pikachu is stronger than average. But his initial show of "power" is actually a combo attack that involves Ash himself, Misty's bike, and gas from James's Koffing. So! I believe at the time, Pikachu was just a regular Pikachu, but the loveable losers falsely believed he was stronger than average.

Further evidence for this can be found in Meowth's fantasies (legit called "Meowth delusions," in Japan), where Team Rocket/Meowth often imagine getting rewarded by Giovanni for bringing him gutter trash. These do include some rare Pokemon, but also the likes of Wurmple, Seedot, and Jigglypuff. This delusion from Sun and Moon is full of com mons.

Also, Team Rocket dragged Misty's Togepi to Giovanni and he didn't even want it. They simply have no idea what this man wants.

While Ash's Pikachu was able to net him the World Coronation crown, that was only after 25 (real world) years of training, adventures, and affection. When Team Rocket decided to pursue Pikachu, he was Ash's in name only. Desperate to please their boss- whose desires they don't understand- they went after a worthless rat. It's only due to luck that Pikachu became something more.

The sun began to peek over the horizon as the Mewtwo continued its journey away from the lab. It relished the cool air against its fur, and the sights and sounds of the environment. An injury sustained from the holding tank’s glass wasn’t even noticed by the Pokemon.

The mood was quickly soured, however- it was being followed.

A very familiar pink Pokemon was not far behind.

Call of Duty Pokémon headcanon:

I know I've made my HC of Roach being a bug type trainer pretty clear, but! The man has strong Youngster Joey vibes.

Imagine Roach entering battle, all confident cause he's got the best Pokémon and he's been talking it up. "Go, Pikachu!" He tosses out a fast ball, the ball thats red and white, but with yellow on the sides and a yellow thunderbolt. Fitting for a Pikachu, you think.

It's a shiny Rattata. It is a yellow Rattata that he named Pikachu. Maybe he even went so far as to draw the red cheeks, brown lines on its back, and black tips on its ears. The Rattata holds an everstone, because why would he evolve his partner? He's perfect how he is.

he is a real person but hes just kinda. a normal ass guy? he shows up to random tournaments and shit, always with the damn pikachu, tears up the competition until someone pulls out some bullshit in one of the final few rounds, and he takes like second or third place. every. damn. time. hes literally won only like 3 tournaments ever.

but cause we know nothing about him and he was kinda memable (esp coming into thr battling scene at a young age and taking on so many leagues) so people started joking that he was just. doing stuff that he did not. making up fake backstories for him. like "when ash ketchum was ten years old, he-" and then saying something fucking batshit he absolutely did not do. and then theres the other meme of like. saying something that happened to you and then throing on at the end "and ash ketchum was there". it became such a big meme that like "and was ash ketchum there?" is now a thing you say to obviously fake stories.

this also combined with memes about joey, the top battler from johto, and his top percentage rattata to also joke about his top percentage pikachu
