At one side we have a character who spent 7 seasons struggling with an accident. It's not Bobby's fault the building wasn't up to code and it was basically an accelerant itself. That fire would've been that bad even if it was a random person's dinner catching on fire. It's not like Bobby moved around with a flame thrower trying to kill as many people as possible. He lost his wife and kids in that thing. And on the other side we have a racist who needed his life saved to treat Chim like a human. Addiction is a disease. Racism isn't. Bobby doesn't have control over that part of himself. Tommy absolutely does have control over the way he acts tho.
