He’s a lot more open with his praise and there’s more emphasis on his moments of his vulnerability in the show being out loud admissions but he hasn’t yet gone that full shove of admitting that he loves her! He more melts and exudes that fondness he has for her while trying to poke around if it's time for him to exit right.

It took a lot for him to admit his regret and he’s still holding back on offering his love because he doesn’t see it as something Carmen needs [she does you goofus!!!]

I feel like it might be after a few REAL team red missions and him wondering if this place he has with Carmen is permanent or something he needs to move on from.

And especially if Carmen is leaning a bit more into the flirting they can’t help carry over from working together the other times with the newness of being on the same side but with closer dates and being to talk more over comms directly with lighter tones now that they can be fully honest with each other.

So him saying it is trying to make it clear that he has romantic feelings for her , to her and to him.

…so like lol i spent a lot of thought on WHY its him but how?? hm…

maybe one time after the mission, a walk with coffee and they just keep softly bantering, like really fond and cheesy just trying to one up each other before retreating into fond faces, just for Gray to say it with the softy face of his and wait for the answer.
