So, I know you were likely asking about a specific fanfic or scenario, but all I could think of was Old Man Stanford reacting to the 30 year old twins and it being that Gordon Ramsey meme.

I feel like I'm not seeing anything about how the cat king almost definitely set edwin up for success

147 cats and edwin manages to count them all? no fully indoor cats? no cats that hide from people? no cats that just never crossed his path?

edwin wasn't actively seeking out cats that much, and even then, actively looking for cats is a task and a half

the task was never actually meant to be impossible because the cat king was behind the scenes making sure edwin saw every cat, and saw every cat well enough to know it was a unique one.
